Presidents Message

Another month has fl own by and we are now in the midst of our summer activities. In the past month I have had the opportunity to not only attend meetings but trail runs and competition events. I was glancing at my calendar and the rest of the summer will be action packed.

As you are planning your schedule don’t forget to attend a region meeting in your area. Whether you are a delegate, club member, individual member or just interested in fi nding out what is happening you will fi nd some great information provided at the meetings.

I want to take a minute to thank your board of directors. On June 5th we held the summer board meeting by tele-conference. Each board member submitted their reports to the secretary who distributed them to the BOD who were instructed to review all the material prior to the meeting. Because of the style of the meeting we are limited on time so each member did a great job highlighting their reports and adding any last minute information. Without their dedication the tele-conference would not work. I still believe the in person meetings are needed for some of the other business but this works really well during the busy summer months.

Don’t forget to mark your calendars for the second Saturday in September when the Fall Delegates meeting will be held in Longview at the PUD building (more information to follow).

As I said this has been a very busy month so far and I am already several days late in submitting my article (thanks Ron…) so I am going to sign off for now. Keep up the good work and I hope to see you at a meeting or event soon.

It is sometimes to hard not to rewrite the words of yesterday but it just needs to be rewritten again.

The men and women who put on events within the PNW are the best men and women in the whole world. Very few receive a dime for their efforts and most spend hundreds of their own dollars to put on each event. I can see their tired eyes but their smile keeps shining on in my mind days before and after the event. These people need your best hugs and the sincerest thank you that you can say.

I again state as before; if I had a wish it would be to attend ever event this association and its members put on within the Pacifi c Northwest. It would be my wish not to just attend but to participate as fully as possible. Big or small it takes every ounce of someone’s (generally an entire family’s) time to put on an event for us. In Oregon alone it is impossible to attend every major run, play day, poker run, fun run, pick up trash, trail maintenance, trail build, race or just sitting on a beach listen to waves pounding the shore line with fellow PNW members. Every weekend something is happening within the PNW and it would be really neat to spend a year and make as many as possible.

It is the people who attend these events that always will help if allowed to. This in itself often makes most of these events such a success. Not only are you attending and participating but helping which will make the event a greater one. It is generally with great pride one can look back at the best of things and remember you actually helped at that event in summer of 1982 and what a great time you had. Don’t let those good times get away. Instead; make new ones and share them with your fellow PNW members for years afterwards.

The month of June is all about attending PNW events. Each weekend is booked full of club activities, Region activities and family. So many are now fresh in my mind while others wait to be done throughout the days of summer. All will be lots of fun.

We attended Creek-n-Trail last weekend with family and friends and it was a great three days of fun in the sun. The weather could not have been better and as stated before; Region 6 of the PNW puts on an awesome event.

It is impossible to write how many hours go into this one event alone to make it a success. Larry East is the

chairman and his shotgun Julie work together each year. Permits, insurance, countless e-mails to the forest offi cials in charge, registration and packets mailed out are just some of the items that have to be done to put this event on yearly. On Saturday at the break of dawn they are up packing their wet tent (heavy dew in this area) and belongings up, way before the rooster crows. Why? Per our permit they must be at the trailhead before anyone to stop the participants from going on the trail prior to the forester’s inspection of the trail rigs. Every year his slick baby blue cj5 is there waiting for the forester to show up and begin his lecture and inspections of those in line. Then if the cj5 passes the inspection he brings up the rear which is a very slow go back to Sourdough Campground. Thank you Larry and Julie for all you do to put on this yearly event.

At this event the cook trailer becomes the most important feature at Sourdough Campground. Despite the lack of help; it does appear: but not magically. Allen and Gaileen Paulson work uncountable hours to get this trailer ready for its trek to the campground. Allen somehow always cleans up the trailer and all its pots and pans at his home in Happy Valley, Oregon miles away. Everything for cooking to cleaning up is stocked for 168 people (generally more) and seldom is even the smallest thing missing. How do you do that Allen? After all that it is pulled down 23 miles of dirt road that is not well maintained to the last nine miles that has no maintenance and all of its contents must survive the trip. The dirt road has many steep climbs and descents with multiple switchbacks. Allen has done this for many years now and to date not a single item has not made it to camp and it does amaze me how he accomplishes this every year and still smiles. The last nine miles of trail is so unmaintained and narrow that the drivers of 4-wheelers are quite nervous in a single rig. Yet somehow the cook trailer is slowly pulled through all the tight turns to end up at camp ready to serve steak and a hot breakfast. Unfortunately in the last few years the cook trailer becomes a garbage scowl for many on its trip back out. Somehow we have forgotten our motto which is pack it in/ pack it out yourself. Not real sure how this has come to be that trail runner’s believe others should take care of their garbage. Thank you Allen and Gaileen for all that you have done and did do this year to make Creek-n-Trail so much fun for so many.

Strawberry Hill 4-Wheelers gathered up the raffl e prizes and raffl ed them off. This is a fairly a small club and they did awesome job. As in the past every child received a raffl e prize and Dawn Duerksenit is much appreciated that you made this happen again and then you helped at breakfast all the while taking great care of your family.

Dinner was awesome as Pat McGovern and crew cooked an excellent dinner. Dinner even came with strawberry short cake with even seconds was served up for those who were not counting calories. We all thank you dinner crew for a great dinner at Sourdough Campground. Thank you to my granddaughter Shelby Anderson and her friend Abby for serving so many of my friends’ dinner; you did an awesome job.

Breakfast started at 5:30 am with the fresh scent of cowboy coffee fi lling the air. This year Strawberry Hill 4-Wheelers were in charge of breakfast but were short of hands so members of Deschutes County 4-Wheelers (Randy and Mona Drake) and Harney

Distant shot of a single track: Wheeling isn’t always all about big tires and slow gears. Access to the public lands is rest and recreation for many, the week end we spend at the dunes at Christmas Valley helps in the efforts to maintain that access.

Papa Duck came to the rescue: Friendships grow as we all depend on each other’s help on the dunes or on the trail. John who rarely needs an assist was in a bind as his rig broke right in the middle of a side hill run. Papa Duck; Randy Drake was more than happy to help him out of the fi x he was in

County High Desert Wheelers (Dan and Ann Haak) joined them. With Dan and Paul Norman running the grill and Dawn cooking eggs the rest of us kept it coming to the serving table. It is a lot of hustle for seven people but in minutes all are fed and seconds is passed out for the trail. To-go mugs are fi lled to the brim with fresh coffee and many start a leisurely trip back to reality many miles away.

Fred Farris of Strawberry Hill 4-Wheelers also helped at breakfast. I mention Fred as he and his trusty steed which is a 76 Toyota have been coming to this event for over 28 years. That is a long time to go anywhere driving the same rig. Not many can say they even have owned and operated the same Toyota since it was new and attended a PNW event for so many years in the same vehicle. Thank you Fred and I look forward to seeing you next year.

The above event is but one of many that is put on by PNW members. Members of this association are planning or are just

now putting items away from an event for the year. Idaho, Washington and Oregon club members have worked hard and are currently working hard to put on events throughout the summer. Take time to go to these events and support organized 4-wheeldrive clubs. It is a real fact that these are the same clubs that are keeping your trails, play areas and race tracks open to Class II vehicles. Every event needs you; the participatory. Consider the time these men and women have given just so you can enjoy yourselves at their event in a 4-wheeldrive vehicle. Make this year the year of attending as many PNW events that you can and go the extra step and help out where you can.

OCOTILLO WELLS SVRA NEEDS A LETTER FROM YOU! THIS AFFECTS OHV RECREATION EVERYWHERE...

On May 21, 2013 Public Employees for Environmental Responsibility (PEER) and the Desert Protective Council (DPC) fi led a lawsuit to stop open riding in the Ocotillo Wells State Vehicular Recreation Area (SVRA). The suit alleges that California Department of Parks and Recreation (State Parks) is not enforcing various Public Resources Codes with respect to trail maintenance and environmental protection.

Tierra Del Sol 4 Wheel Drive Club is currently consulting with our attorney on the best way to respond to this lawsuit. The Ocotillo Wells SVRA is a very special place to our members and people from all over the country. Not only has it been the location of our TDS Desert Safari, but

Washington inoperable vehicle legislation:A version of the SEMA-model legislation to prohibit cities or towns from enforcing an ordinance that prevents automobile collectors from pursuing their bobby was Denied further consideration by a House committee after initial review. SEMA is looking forward to working with lawmakers in 2014 to craft legislation benefi cial to the automobile hobby. National Monuments and Road Closures: SEMA supported legislation has been introduced in the US Congress to require the president to complete an environmental review before designation more that 5,000 acres as a National Monument. The bill would ensure public involvement in the process and discussion of multiple factors, including economic impact. Current law provides the president with authority to declare land of “historic or scientifi c interest” to be a National Monument, which can lead to road closures for motorized recreation among other activities. President Obama is under pressure to establish a 1.4 million acre “Greater Canyonlands National Monument” in Utah. Close 1,050 mils of off-road vehicle trails and monitor another 1,450 miles for future closures.

The legislation would ensure public participation in this debate. SEMA supports a collaborative approach to land-use decisions, including input from local citizens, elected leaders and other stakeholders. FOREST ROADS: The future

Mt. Baker-Snoqualmie National Forest

Everett, Wash., June 10, 2013-Each year fi ve million people visit the Mt. Baker-Snoqualmie National Forest. They drive forest roads to get to their destinations, to experience spectacular vistas at places such as Big Four Ice Caves, Mt. Baker, Heather Meadows,

Skagit Wild and Scenic River and Pacifi c Crest National Scenic Trail. But what does the future hold for these beloved places? Approximately 2,500 miles of roads crisscross the forest, from the Canadian border to the Mt. Rainier National Park on the western Cascades. The Forest Service can afford to maintain about a quarter of them. Guided by mandates in the 2005 Travel Management Rule, each national forest must identify a road system by 2015 within budget for safe travel, use, administration and resource protection. To complete this report, the Mt. Baker-Snoqualmie National Forest staff wants to fi nd out what roads are important to the public and why. Eight meetings are scheduled June through October in Seattle, Sedro-Woolley, Issaquah, Bellingham, Enumclaw, Monroe and Everett. Those who do not attend a meeting will be able to give their input online . Partners and stakeholders representing a broad range of interests, from environmental, timber industry to off-road vehicle groups, have formed a “Sustainable Roads Cadre” to engage the public in the process. A science-driven approach developed

by the Forest Service’s Pacifi c Northwest Research Station and Portland State University will be used to understand how people use and value landscapes and resources. Social scientists from the lab will guide meeting participants in using maps to identify places of signifi cance and assign values or activities associated with them. This process creates socio-spatial layers that will be incorporated into digital map data to contribute to the report and can be used for future recreation and stewardship planning. The results will provide visual displays of visitor destinations, routes, and show places with special meaning or value. The forest will share the results with the public in the late fall after the report is compiled and analyzed. No decisions will be made. Before doing road upgrades, closures, decommissioning or road conversions to trail, the forest will execute the National Environmental Policy Analysis. “The future is uncertain. But that doesn’t mean we can afford to stand back and let circumstances dictate our decisions for us. This analysis will guide us, in a holistic forest-wide approach, choosing the roads we can afford to keep open,” said Jennifer Eberlien, forest supervisor. many of us have raised our families there. This park was set aside specifi cally for open OHV recreation.

The Ocotillo Wells SVRA is currently in the process of updating its general plan. The general plan process allows for all users involved to have a say in how the park is managed. TDS has participated in the general plan process by providing comments. We have recently contacted State Parks to restart the stalled planning process. By fi ling this lawsuit both PEER and DPC have hijacked this process. They have attempted to silence all other voices except for their own.State Parks has thirty days to respond the lawsuit. It is our hope that State Parks will defend its management policy at Ocotillo Wells and force the plaintiffs to come up with scientifi c data to prove their allegations.

To that end, Tierra Del Sol has already contacted our state representatives to help ensure that State Parks defends its open riding policy. We urge you to contact your state representative and ask them to encourage State Parks to defend against the lawsuit.

of Washington’s Trails

OLYMPIA – The Washington State Recreation and Conservation Offi ce (RCO) is asking the public to visit an online town hall and help plan the future of trails in Washington.

“Whether people hike; mountain bike; ride horses, off-road vehicles or motorcycles; cross-country ski; or just walk their dogs on trails, we’d like to hear from them,” said Kaleen Cottingham, RCO director. “The online town hall meeting will let people tell us about trail issues and what they want to see in the future on their trails, all from the convenience of their own homes.”

RCO is updating the state’s trails plan and the Nonhighway and Off-Road Vehicle Activities (NOVA) plan. The 2013 Washington State Trails Plan will assess progress on providing trail recreation opportunities since 1991, identify emerging issues and set the stage for future planning. The NOVA plan update will guide funding to develop and manage recreation opportunities for activities such as cross-country skiing, hiking, horseback riding, mountain biking, hunting, fi shing, sightseeing, motorcycling and riding all-terrain and four-wheel drive vehicles.

“We’d like people who care about trails to tell us what’s important to include in the two trail plans we are drafting,” Cottingham said. “Input from the public is crucial for deciding what’s important to include in these plans, and ultimately how and where trails should be built and maintained in Washington.”

President Statement: President Angie said she hoped everyone had an opportunity to read all the reports that had been turned in. Please keep your comments brief as this is a conference call, and remember to treat everyone with respect.

By-Laws and SOP’s. Sande Nettnin thanked Rich Holm for his work on the SOP’s. They look terrifi c and if you haven’t had an opportunity to view them on the Web Site, please do so. Sande asked Rich if we could convince him to do the same thing with the By-Laws so they all would be uniform. Rich answered yes he would take care of that for us. Discussion followed and Sande asked if the Board would like to have a new set printed up for everyone after Rich fi xes the By-Laws. A motion was made by Dave Taylor seconded by Kyle Wiebold that we have a new set of SOP’s and By-Law’s printed up for each board member after all the changes are made; motion passed.

Kyle Wiebold made a motion seconded by Earl Nettnin to approve the March 9, 2013 Board meeting minutes; motion passed.

Treasurer Dave McMains had a written report. Forrest Dexter asked if anyone knew how much money we could have in our bank account and still maintain our non-profi t status. Dave said he thought that a non-profi t organization could not make more than $25,000 in fundraisers during a year. Discussion followed and we are fi ne at the present time. Dan Morris made a motion seconded by Kyle Wiebold that we accept the Treasurer’s report as printed; motion passed. Dave said that a CD is coming due, and he has checked to see if we might put it somewhere else and he said there is nothing out there right now so he will roll it over and leave it where it’s at. He also said an upgrade for Quick Books is available and he would like to go ahead with that. This program would replace Pay Pal which charges some pretty high fees. Discussion followed, Dave will check with Vieth to be sure this program will work with what we have with them; however it should tie right in with the program.

Membership Kristin Smith had a written report. Kristin said some clubs have not paid 100% of their membership. We still have some clubs that have not paid. She has sent letters out to them and has not heard back from all of them yet. Earl Nettnin asked a question, “Why in Region 4 do we have 171 members and 189 spouses?” Kristin’s answer – because spouses and dependents are listed together. She has asked clubs to please update their membership list to specify spouses and dependents. Carol Jensen asked about the clubs that have only paid 50% of their membership, how do we determine that. Kristin said she went by the roster that was listed and if someone didn’t sign up again no one had taken them off the list. Discussion followed and President Angie will work with Kristin to see what we might be able to do about this for next year. Kristin also said she had checked with all 3 states on their data base to see if clubs Incorporation papers were current. These papers need to be fi led each year and a copy should be sent to the Secretary Sande Nettnin to keep in the PNW4WDA’s fi les.

Secretary Sande Nettnin had a written report. Sande reminded everyone of the June 17th deadline for submitting a new By-Law, Constitution or Money Matters proposal so it could be printed in Tri-Power and voted on at Fall Delegates. Sande said she had checked in the PNW’s fi le to see if we had an inventory of what’s in our storage unit and we do not have a complete list. President Angie said she still wants to do that and Jim Putman volunteered to take her and we will have a complete list by the December Board meeting. Remember to send a copy of your Incorporation papers for the PNW’s fi les.

Idaho Executive Director Forrest Dexter had a written report and had nothing new to add. Forrest said he had included comments on the Business Plan at the end of his report.

Oregon Executive Director Randy Drake did not have a written report. He did, however, ask the Board to comment on the Rim Butte Trail System. We need to let the Forest Service know that we are in support of this trail system for a Class II trail only. E-mail comments to Brant Peterson, USFS Deputy District Manager at: comments-pacifi [email protected]. This project has been ongoing for about a year. Since several Board members did not receive this e-mail from Randy; President Angie has asked the Web Team to send out an e-mail to each Board member asking them to respond to the sender that they received it; hopefully this will make sure that all Board members are on the list.

Washington Executive Director Jim Putman had a written report of sorts. Jim talked about the problems we are up against in Washington with the Mt. Baker-Snoqualmie roads initiative. Jim included a letter he had received from WOHVA; he agreed with everything Neil Stamp had to say. Jim said putting the selection of WTA (Washington Trails Association) and the Wilderness Society as public facilitators of the sustainable roads meetings is rather one sided. We need to make sure that we are represented at these meetings, so they can’t stack the deck against us. Several meetings have been scheduled and Jim said Regions 1 & 2 have agreed to host a couple of the meetings. He feels we need to have a presence at these meetings - Jim said announcing “Public” meetings and then asking for an RSVP on a fi rst come, fi rst served basis to limit attendance is not in the best interest of all users. Jim said the only legal motorized trails we have in the area are in Evans Creek and the Naches Trail. Jim views these meetings as a way we might get more motorized trails. If your club is interested in hosting one of the meetings please get in touch with Jim and let him know. The dates and places are posted in Jim’s report. Jim and President Angie will write a strong letter to let the Forest Service know our position, Jim will write down the facts and President Angie will edit it.

Inter Association Director’s Don and Carol Jensen had a written report, nothing new to add. Forrest asked what the no surface occupancy on almost 50% of the BLM lands in Montana meant. Carol said no surface occupancy meant NO recreation of any kind at all. The Forest Planning rule does not address any recreation of any kind at all.

Insurance – Carol Jensen said all the June certifi cates have been issued. The July ones should be coming out this week. Our insurance company will not issue any of the certifi cates earlier than one month prior to the event. If your event place requires proof of insurance Carol will write a letter stating that yes you have insurance and the certifi cate will be issued one month prior to your event.

Video – Carol Jensen said that Don is still working on making the DVDs from VHS tapes from the Stafford’s.

COMP Chairman Dave Taylor did not have a written report. He said all the events are published in Tri-Power and on the Web Site. Summer Convention is August 9-11, 2013 location TBA, Ethel seemed to be double booked. Brody Morris chairman of Summer Convention is still taking designs for the t-shirts and the theme of the race. Anyone age 5 – 20 is eligible to submit a design. The children’s playground equipment has been painted and is ready to be installed at Ethel. We still need to have a contract drawn up. This is still being worked on. Kyle Wiebold said the PNW water trailer is about 60% completed. The plaque system is in the process of changing hands. The points are being handled by Diana Prine and Terri Mohan.

REGION REPORTSRegion 1 – Director Angela Holm had a written report, nothing new to add.Region 2 – Director Dan Morris had a written report – They are still looking for a place to stay during Operation Shore Patrol. They could be anyway; however, if you don’t make a comment you have no appeal.Region 6 – Director Ann Haak did not have a written report she said she is busy with the end of school things. She said Memorial weekend they had another work party with the BLM at the Christmas Valley Sand Dunes. One club is forming an Open Roads Coalition with local ranchers, snowmobilers, horse people, and everybody they can think of including the county government to attend a Rally July 13th in the middle of Burns, OR this will be open to the public.Region 7 – Vice Director Jeff Williams did not have a written report. He was waiting for something from Mique Shaw but had not received anything yet.

Club Power/We Did It Chairman Kathy Greenwood was not signed in and did not send a report. Rich Holm has put all the forms on the Web site so they are available now. He is working on getting the Quill Power forms on line.

PR Chairman – Diana Stafford had a written report - She said Bruce Titus Jeep dealership in Olympia is having an event in June called “Wheeling in the City”. They have a lot of fun things planned. She has provided them with PR information (Tri-Folds and a Tri-Fold holder). They hope to make this a yearly thing. Kristin Smith asked for 300 Tri-Folds and Inserts and a holder to be used at Columbia River Honda. Diana said she had just sent 500 to Mona Drake. She gave 500 to Piston’s Wild. Ann Haak needs 300 Tri-Folds for Harney County High Desert Wheelers for the Rally June 1st. Diana said the PR booth at the Moonshiners Swap meet was very successful. Kristin Smith our Membership Chairman was there and they were able to print out membership cards so the new member left with a card in hand.

Back to Membership – President Angie said she wanted to let us know that a new club JBLM (Joint Base Lewis McCord) Chapter of Military Jeepers has been formed. They are in Region 2 and have attended Region 2 meetings and are interested in joining and will be bringing about 50 families with them. They approached Diana at the PR booth at Truck Fest, she invited them to a delegates meeting and they came. President Angie also said Region Directors please ask if any of your clubs have not received membership cards or stickers to please let Kristin Smith know, she will be happy to send them out.

Safety Education Chairman Rob Stafford had a written report. He has been getting requests for winching classes. He is looking forward to working with WARN’s trainer Steve Schoenfelder who does winching seminars. Steve is going to review Rob’s current lesson plan and provide some input. Rob is still working on the bandanas.

Trail Jamboree Co-Chairmen Sid & Kelda Hagemeier were not signed in and did not have a written report. President Angie said if you want to order an event shirt you had until mid-night tonight to get your order in. She said they have asked permission to put on the sleeve of the Host Shirts in memory of John Van Vynck. John passed away just after the clean-up at Jim Sprick Park. John was a member of the Thunder Trucks and a very active member of the PNW. He loved work parties and being able to bring his tractor to help in anyway he could. Everyone agreed this would be a nice thing to do. President Angie said she is helping with registration and can use some help. Our major sponsors are all in line - Daystar is coming for the whole Jamboree they will be providing Friday night’s dinner; Reardon Jeep is doing Thursday night’s dinner; and Saturday night’s dinner will be sponsored by Northridge 4X4. They are still looking for door prizes. President Angie said Sid and Kelda want to be the Co-Chairmen for another year so in 2014 they will have 5 years. Also our permit with the Forest Service expires in 2014; so we have to begin working on a new contract in January 2015. This is our only major fund raiser so we need to do everything we can to make sure it’s a success.

Ways & Means Frogg McMains did not have a written report. Frogg said she is still working with Rich Holm on the on line store for the Web Site. She said the big red bags she had at Winter Convention have all sold out. She did order some smaller red bags she calls book bags and they will be available at Trail Jamboree. She has ordered the stickers and will be sending some to Kristin Smith Membership Chairman.

Web Team Chairman Edward Campbell sent a written report very late. Edward asked that the Region Directors make sure that their members know that they can have access to the member’s only section on the Web Site. They need to make sure they have a log in and password. If they can’t fi gure it out send the [email protected] an e-mail and ask for help. Edward said Rich Holm has done a lot since he joined the team and he deserves a round of applause. Thanks Rich we appreciate all you’ve done and will do in the future. The Web Team had a meeting and talked about the social media part of our association with Twitter and Facebook. Rich said we need to tighten security on the Web Site. He questioned if everyone needed to have full data base access. Access should be given to the people who need it to do their job. Discussion followed and things will tighten up. Discussion followed on what the goals for the Web site are. We have reached the point where we need to hire a consultant for the Web page. President Angie checked on what this would cost, she said we are looking at $25 an hour for 20 hours a month which is $3000 for a six month trial period. This does not mean the Web Team would go away; it would be help for them. We need someone who has a heart for this organization and the skills to follow through. Since everyone agreed that we want our Web Site to grow President Angie asked the Board to endorse Rich Holm, Rich would still be a member of the Web Team. Kyle Wiebold made a motion seconded by Dan Morris that we move forward on a trial basis by hiring a consultant at the specifi ed rate of $500 a month until December; motion passed. A contract will be drawn up to that affect.President Angie will be overseeing the Web Team and the consultant. Edward said so far he has verifi ed 8 e-mail addresses, when you get home please respond to his e-mail so we can be sure we have all the Board’s correct e-mail addresses. Dan Rheaume asked the Appointed and Elected Board to send their correct address, phone numbers, e-mail address, club name to the Web Master for the Web site; so they can get the correct contact information posted.A question was asked about the map showing all the regions, someone thought it was not correct. We changed the boundaries for Region 5 at Fall Delegates in 2010. Kyle Wiebold said he believes the map is correct, the southern border of Region 5 matches up with the highway that’s listed in the By-Laws.

Tri-Power one of the things we were to think about and get information on was the possibility of having a quarterly slick magazine and covering the rest of things monthly on the Web Site; revising the Who and What We Are to be in a slick magazine. Carol Jensen said she thought it was still on going and she was working with Kyle Wiebold on revising the Who and What We Are but she said Kyle has been pretty busy so they really haven’t had much time to look at things. Kyle said he has a rough format design for it; however, he had not had a single person contact him with any ideas. President Angie said she had talked with Ron McDonald for some prices but had nothing concrete. President Angie asked that we try to have something to present in September to the delegates.

OLD BUSINESS - ACTION ITEMS

Most of the action items have already been covered. The following are still pending: *Jim Putman & Angie Marek – write letter to State Parks regarding Operation Shore Patrol involvement. Angie said our trademark for Operation Shore Patrol has been fi led with the state we are waiting a reply.*Dave Taylor – write up a contract with Happy Trails regarding the playground equipment for kids at Ethel.*Kyle Wiebold – Send out Winter Convention information. Logo is almost fi nished.*Frogg McMains – get a patch or decal for Endangered Species.*Angie Marek – picked a dark green color for Board t-shirts. She will work with Frogg to get them ordered. NEW BUSINESSBudget – appointed and elected board members please get your budget request to Dave McMains in November, so we can review them at the December Board meeting.

President Angie said she had read in the By-Laws all the offi ces are to submit a monthly article in Tri-Power, so she would like to have every offi ce submit some kind of article to Tri-Power by the 21st of each month.

Goals – President Angie had asked each Region to submit 3 goals they would like to see the PNW work on in the coming year. Region 4 submitted keeping our trails open, expanding membership to side by sides and Quads, and change our non-profi t status and be able to hire a lobbyist and be politically active. Region 2 submitted they would like to see us get more exposure in different publications and getting the word out as to who and what we are, and expanding our membership. Region 1 had no comments. Region 3 said their comments were just like Region 4. Region 6 focus on keeping trails open, forming coalitions with other people so we would be able to use equal access to justice law to keep our trails open so we would be invited to meetings with the BLM etc. Region 7 they are still compiling a list, and it sounds like the list Region 4 came up with. So President Angie summarized it this way, keeping our trails open, expanding our membership (Carol Jensen stated that our insurance company will not insure side by sides and Quads). Carol said she would check with the insurance company again to see if we included them in our organization would they be covered. President Angie will ask someone to research the non-profi t status and present the information at Fall Delegates. Joining forces with coalitions to keep our recreational areas open for competition, and trail riding. These will be presented at Fall Delegates and if your region comes up with something else please let President Angie know and she will add it to the list.

Rich Holm said going through the SOP’s he found that the duties for some of the offi cers have changed so please look them over and make sure that if things have changed we get them corrected. For example under membership is stated the person needed to keep the membership in our access program and we no longer use that as we now have a program through Vieth.

The following is for information only and it regards our Idaho State Executive Director. There was discussion regarding the offi ce, per article 6 section 2 under duties of offi ce a request has been made by a delegate to remove the Idaho State Director Forrest Dexter from offi ce. A meeting will be held by the Executive Board only on June 20th at 6 PM by Teleconference for a vote. This will fulfi ll the 14 day notice allowing time for the offi ce of the Idaho State Executive Director to state his position. President Angie will be sending an e-mail tomorrow stating the position of the Executive Board. The Executive Board has received legal counsel on how to progress with this and this will give the Idaho State Director a chance to respond and on June 20th a vote will be taken on whether or not to remove Forrest from offi ce or not.

Sand Flea Rally 2013Each year on the last Saturday in April, the Sand Flea Rally at Sand Lake is a welcome change after months of cabin fever.

Registration is done by mail with check-in starting at 7:30 am. Participants are given their “instructions” and sent off to fi nd the fi rst checkpoint. Half of the participants start at Checkpoint #1 and the other half at Checkpoint #4. . Those who have attended the Rally know that with the Sand Fleas—there could be a few surprises. The Rally starts at 9:00 am but it is not unusual to fi nd Checkpoint #1 at 8 am becoming Checkpoint #5 at 9 am when the Rally starts. There are 8 checkpoints but 2 of the checkpoints are rovers. That means that the participant must search out the rover. Some of the rovers really know how to hide! All the checkpoints must be done in order but you can catch the rover anytime.

Each checkpoint has a game or task that you must complete for points. You are also asked for 2 items—anything from a fi rst aid kit to a can of Spam. It’s amazing how many participants carry a can of Spam in their vehicle.

It’s been known to rain but this year the sun was warm and no wind made for a beautiful day.

The 1st place winner of the rally was Sean Briggs from Flat Broke and 4 Wheelin’. Second place was Darrell Crowder, Pistons Wild and the 3rd place winner was Brian. Sorry Brian, but I didn’t get your last name. Each received a plaque with this year’s event logo. Earl Friemuth, Mud Puppies, won the poker hand. Ryan (sorry no last name again) won the WARN winch donated by Warn Industries.

Congratulations to all the winners.

Kids had fun with games—sack races and prizes.

There were plenty of door prizes for the adults.

Insurance; June insurance certifi cates have been mailed out. If you having an event and requested insurance through the PNW you will not get the certifi cate more than one month prior to the event. If you need proof of insurance more than a month before, contact Carol.

• Fall Delegate Packets were received in the mail to Angie. Those at the meeting received them, the rest would be getting them mailed to them.

Treasurer’s Report: There was a written report and discussion about Dan opened an CD account with $5k; this account is more fl exible with withdrawals. Competition: Bubba wasn’t at the meeting. Dave Taylor stated there is an Independent Race this weekend at the Monroe Adventure Park. The updated schedule is online. Land & Legislative: Walker: There is a work party every 2nd Saturday of each month. They are currently working on the go-arounds and building a new shoefl y. Reiter: There is construction on the 4x4 trail and the quad trail. As of June 10, 2013, the trail is now open every weekend for the summer, Friday 2-6pm, Saturday and Sunday 9-5pm. Mt Baker/Snoqualmie: Roadless Plan, road to trail conversion, cost is $50K for 1 mile of road to trail. There will be 9 meetings in the Puget Sound area, there is a lot of opposition, meetings will be posted and the 4x4 members need to make a good showing. They are looking for people/clubs to host meetings, you’ll need to provide snacks & beverages, as well as a speaker, note taker and each table needs a group leader. The locations that are in our area are Monroe (September 24th, 1:00-3:00) Everett (October 9th, 5:30-8:00), Darrington (August 21st, 4:

30-7:00) and Bellingham (September 10th), Rainier Ridge Rams has already volunteered for this location. An updated hosting schedule will follow.

Club Power/We Did It/Quill Power: Keep fi lling out your forms and turning them to Angie to be sent off to Kathy Greenwood. Pictures would be great too. Angie also would like the clubs turning in the forms to submit an article to Tri-Power.

Membership/PR: Give Angie at least two weeks notice so she can arrange to be at the event.

Food Drive: Don’t forget to bring any canned food for the Maltby Food Bank and Maltby Women’s shelter to a meeting or at Luke’s shop.

Special Persons: If you know anyone who is trying to raise money to attend a once in a lifetime event or someone has been injured and not able to help themselves these persons may qualify for help from our region. Please let Angie know if you know of someone who needs our help.

Teddy Bears: Don’t forget to bring any stuffed animal for Grace to take to her contact for Monroe Hospital. OSP: Angie needs someone take over doing OSP. She is not able to continue to run this event and is looking for someone to take it over. If anyone is interested please contact her.

Old Business: The delegation has decided that due to the decline of the current meeting place, smells etc.; they would like to try and fi nd another meeting location, possibly closer to the Bellevue/Renton area. Delegates should be discussing this with their clubs and coming to April’s meeting with alternate location ideas. Please keep in mind, these locations need to have the following criteria, a separate room from the main dining area and no fee for having the meeting, which includes no minimum amount of food purchase. We cannot guarantee how many people will show or much food they will purchase.

At tonight’s meeting there were no alternate locations discussed. This discussion will be tabled until July’s meeting. Around the Sound has a jeep show on June 22nd in Bellevue at the Crossroads parking lot. This is in affi liation with the Strawberry Festival. Around the Sound has also put together an event on August 24 (to be fi nalized) Great NW Jeep Parade and Festival. The profi ts raised from this event goes to a Foster Care facility. This parade will end at Meadowbrook Farm in Snoqualmie with live music,

food etc. City of Snoqualmie is excited for this event. Keep watch on the PNW website as well as Around the Sound’s for fi nalization of date(s).

New Business:

Ed Tenney has announced that he is looking for someone to replace him as Land Coordinator for Region 1. If anyone is interested please contact Ed directly.

Angie has announced that she will not be running for Region director again. She feels that due to her demanding work schedule and other obligations she is not able to give her position the time and attention it deserves and feels someone else can do a better job. She is not stepping down, just providing enough notice for anyone who may be interested in running for Region director. If anyone is interested in learning about the position please contact Angie directly. We start taking nominations for all positions in September.

Naches: West side still closed, east side is open. Date still has not been set to haul in materials.

Evans Creek: Work party June 15/16, great turnout. Thanks everyone who was able to make it and help out. Got the path for the shelter in the day use area poured. Still some weekends open for hosting, take a look at the facebook page.

Elbe: Work party second weekend of every month. Trailer is still not there for usage because DNR workers have to be trained to pull a trailer now. Tahuya: We need to step up on forest watch; we have been working on it and making DNR happy. Horse camp still closed. Will need to be trained to be a camp host to be there. Did have the fun run June 15, turnout not as great as years prior but still good. Was a lot of fun and thanks to whoever came out!

Land Matters: Packets with information were handed out; information is on the road to trail topics that were discussed last month. Most of it is the fi ne tuned version of the how-to and how it all goes on and the steps to changing things. They are going to try to require that the table captains attend a meeting to see the process. Jim is going to try to attend the one that is later this month, along with a few others. Clipboard was passed around (like last month) to sign up to be a table captain. If you are interested please contact Jim and let him know. There is a demographic collection agency, and they want our input on the trails and forests. They want to be offered an invite to a Region 2 meeting. They would like to know where, what, why, who, and when you use the forest. They collect data and draw up maps and announce their fi ndings. Please support your work parties because they are a big part of what keeps the trails open. Liberty and Cle Elum are open. ORV Watch: No Report Letter Writing: Willy and Debra are still at it for letter writing like mad. Randy Drake REALLY needs positive comments to go to his area.

Way & Means: All the new red tote bags that were at winter convention all sold out, they are the best selling item yet. New stuff should be at fall delegates meeting.

Membership: No Report.

Public Relations: Rob and Diana were up at the White River High School car show, of course being in Washington it rained all day, but were successfully able to give out a lot of PNW4WDA information. June 15/16 they were at the Bruce Titus event in Olympia. Quadrapaws used the PNW banner so if anyone need sit let Diana know. We also might be getting some new banners and fl ags.

Need to start getting rigs quieter, only a matter of time before we have to be lowered in decibel limit. You can get a sound meter app on your smartphone, will try to have meters at all races. Meter is to be held 24-36” from your exhaust, and at a 45 degree angle.

Mud Daubers has changed their race venue to someplace a few miles off of exit 77, more information to follow. Region 3 is putting together a water trailer to be used primarily at Ethel. Tandem axle with big tank and fi re hose, etc. Will not be street legal, so only able to move via trailer. Cans for kids has some new toys, have to get stuff done with Ethel owners to have it there. Charlie’s friend decided we need a new water truck so bought one, smaller overall but nicer and more maneuverable. More information to follow. Old Business: Region 2 has been talking and will be hosting a fun run over Naches trail August 2014, possibly the fi rst weekend of the month. Jim is currently obtaining permits. OSP – talked to all grounds down there, only 4 that will work with us on pricing and everything. Details are being discussed. We are in the process of trade marking Operation Shore Patrol, how exciting! New business: Fall delegates meeting is in Longview. Dan Morris informed us that due to unforeseen circumstances the Idaho State Director has been removed from offi ce. Minutes from the meeting will be posted in tri-power. Angie would like to applaud the progress Idaho has made in the last few years, and this was an unfortunate occurrence that we did not want to have to go through. Meeting adjourned at 8:40 pm

available at Fall Delegates. The Ways and Means online store is very close to being loaded onto the PNW4WDA website. Trail Jam registration went well and it should be a great event.Vice Director Tom Fisher – The Rose Festival was a great success. Secretary Margaret Schiedler– Turned in June meeting minutes to Tri-Power. Treasurer Rick Levine – Gave the treasurer report for May. Rick Smith made motion to accept the report as read. have priced the parts that they need to fi nish the trailer. They need an additional $400.00. When the trailer is fi nished it will cost $1500.00. However, a comparable trailer would cost $2500.00 - $4000.00. Bill Manbeck made a motion for Region 3 to donate $400.00 to complete the water trailer. Rick Smith 2nd the motion. The motion carried. Any monies that the clubs donate going forward will be put towards the $400.00. Please contact Kyle Weibold if your club would like to donate. In Memory of Jesse Crayne

Jesse Crayne passed away on June 14, 2013. Jesse was a past PNW Comp Chairman.(1977).

He was probably best known as “Fat Albert.”

He was a member of the Road Rebels and Region 3.

Jesse is survived by his wife Carol and two daughters Becky and Sarah.

He and Carol were foster parents to four daughters.

Jesse was a good friend and we will miss him.

Earl asked everyone to please remember the Retterer family, William and Sherri Retterer (brother and sister-in-law) of the Peak Putters President Lee Retterer was killed in an accident in Naches on June 8th. A card was sent from the Region.

TREASURER: Sande Nettnin (Desert Rats) gave the Treasurer’s report. We have no outstanding bills at this time.

COMP: The place for Summer Convention has changed due to over booking at the Ethel site. See Tri-Power and the PNW’s Web site for further information. Summer Convention is August 9, 10 & 11, 2013.

CLUB POWER/WE DID IT: Chairman Gary Harting (Desert Rats) said he had received paper work for the Jim Sprick Park clean-up but he didn’t have a tally of workers and hours worked yet. He also has received several letters for Quill Power.

JR JEEPERS: Advisor Teia Ireland (Yakima Kittitas Forest Watch) will not be at Trail Jamboree but her sisters will step in for her and handle the activities.

TRAIL JAMBOREE: The Desert Rats are Trail Hosts and they have Olympic 4X4 as their sponsor.

LAND MATTERS:

Juniper Dunes update – Doug Conner (Roamin’ Chariots) said he had invited the Franklin County Engineer (Matt Rasmussen) to attend our meeting, but since it was his 8th Wedding Anniversary he didn’t think his wife would appreciate him being gone. Doug said Matt told him that the paper work for the Grant to fi x the road has gone in and we are waiting to see if it’s approved. If the grant does not come through they plan to take the money they have and do what they can. Earl and Doug attended a meeting with

BLM, County Commissioners, County Engineers and FLAP (Federal Land Access Program) Representatives; the purpose of this meeting was to show the need for legal public access and to secure a grant for its completion. So once again we wait and see.TRAVEL MANAGEMENT PLAN was hoping to have a Draft Environmental Impact Statement (DEIS) ready for review later this winter or spring; however we have nothing at this time.THE FOREST PLAN REVISION has been worked on since 2003, Forest Service says progress continues to be made “behind the scenes” on development of the draft revised forest plans, and draft environmental impact statements and alternatives which are targeted for release next winter (2013-2014) A 90 day public review and comment period is planned.We have heard nothing on the BLM Management Plan either.WENAS – DNR is working with land owners over closures in the area.WHOVA has sent a letter to the Forest Service on the Mt. Baker-Snoqualmie National Forest sustainable roads meetings. Beginning with the selection of the WTA and the Wilderness Society as public facilitators of the meetings asking for an RSVP and only accepting the fi rst 40 people on a fi rst come fi rst served basis to limit attendance. This is not acceptable when you limit the number of people it’s not a public meeting.LIBERTY WORK PARTY- All the lower trails were opened before Memorial weekend. The weather was nice for a few days, then it rained, and snowed and rained some more. Some of the trails were a little slick.TWIG meeting is tonight we so don’t have a report.The work party on the 620 Rattlesnake Trail will be July 19-21, 2013. Ron Rutherford is the person of contact. Camping will be available at the Old Guard Station on the 1500 road. This is DNR land; however, we have been approved to camp there without a Discover Pass. Ron is waiting for something in writing to that effect. Jeff Leisy of the Forest Service is still planning on helping with the project.NACHES – We received word today that all motorized trails will be open on the Naches Ranger District as of June 11th.Prescribed burning is to begin in the Glass Angel area.Flood Repair Projects – Discussion followed – the comment period is coming to an end soon. If you want to comment on the 1700 System Flood Repair project which includes roads 1700-416C, 1703, 1704, and 1708 the deadline is June 17, 2013. The 1702 System Flood Repair Project includes roads 1702, and 1702-550, the comment period ends June 17, 2013. The 1501 Flood Repair Project comment period ends June 24, 2013. Please send your comments to Michelle King of the Forest Service. You can also make your comments by telephone at 509-653-1420. We are working with the Richland Chamber of Commerce to help with traffi c control for the Friday night cruise for Cool Desert Nights. We have a sponsor for Trail Jamboree. Some of our club will go to St. John’s this weekend to help launch Sprint Boats. Sand Commandos – have three candidates. They enjoyed the Liberty work party.Roamin’ Chariots - have been camping with the Jeepin’ Nomads, over Memorial weekend they camped at Rim Rock Lake and did some volunteer work, brushed out roads into the campground and rescued some people who were afraid to go forward (they didn’t have reverse) never mind the fact they were sitting on a level road. They checked out the trails the Nomads had adopted to see if they needed work.Hurtin’ Units – were at the Liberty work party too and did most of the tree cutting. They may go to Liberty for Father’s Day weekend.Peak Putters - had their annual Camp Schamp run with 15 or 16 rigs. Had a Blue Lake run May 5th, May 11th had their 3-ball gathering at Juniper Dunes; May 18th & 19th had a stag run in the Colockum; June 22nd & 23rd is their annual Soap Box Derby and Boat Race weekend July 29th a run has been called to Rim Rock.

Dale Neuman, Mike Dolfay and Dave McMains checked out the upper trails and decided things were pretty good shape. Dave’s club The Hurtin’ Units are going up Father’s Day weekend and they felt they could take care of things since the snow was gone and not much tree fall on the trails to clean up.

This is an open Board meeting – the purpose of this meeting is to proceed with the information regarding the Idaho State Executive Director’s Offi ce. At this time President Angie appointed Don Jensen as Co-Parliamentarian for this meeting; Don stated that he accepted the temporary appointment as Co-Parliamentarian.

President Angie said she was in receipt of all the material Forrest Dexter had sent out and she had forwarded it to the Board for their review. President Angie said she hoped everyone had read the material and she asked if anyone had not had a chance to read it. Everyone indicated they had read it. President Angie then asked Forrest if he had any additional information he wanted to add. Forrest said he would like to query the Board members to see if they had an opportunity to go through it, President Angie asked Forrest if he would like her to ask them individually and he said no just if they had read it; again everyone said they had read the information that was e-mailed to them.

Again President Angie asked Forrest if he had any additional comments and he said yes, he would like to have the proceedings be on the record. President Angie said yes minutes are being taken of this meeting. Forrest then stated that he had prepared and sent two legal documents stating he did not agree with the charges; one document (15 pages) was called a PRELIMINARY RESPONSE, REQUEST FOR HEARING AND/OR APPEAL, MEDIATION, DISMISSAL OR ABANDONMENT; the other document (12 pages) was

a MOTION FOR JUSTIFICATION OR NULLIFICATION AND MITIGATION. Forrest then stated he was not waiving the time requirement for the request for more specifi c charges. President Angie’s response regarding the time limit was - the Board meeting was held on the 5th of June, 2013 at which time this meeting was requested to move forward. On June 6th there was an e-mail of the letter that was sent to you and a copy sent to all of the Executive Board. President Angie said she was in receipt of the mailing receipt on June 7th showing that a certifi ed letter was sent to you and she has the copy where Debra Houston signed for it when it was picked up. Per our legal counsel once we notifi ed you by e-mail and stated there would be a follow up letter that suffi ced the 14 day notice per our By-Laws. Forrest said he was still challenging it because it takes three days according to the rule when it’s sent out and he challenged e-mail as an offi cial sending notice. President Angie said “so noted”. She then asked if there were any other statements Forrest wanted to make at this time. Forrest asked permission of the Oregon State Executive Director Randy Drake to query the Region 6 Director as one of our new Board members why we are here today. This request is not appropriate because everyone had received a copy of the letter that was given to you stating the facts of what our position was as well as they are in receipt of all of your responses. Forrest said he didn’t believe we are here today because of those charges, President Angie said “so noted”. Forrest said we are here today because it’s hard for him to walk away from a challenge, certainly a charge of impropriety; otherwise it’s probably occurred in other cases when there’s been an issue with the Board the person just walks away and does not challenge the proceedings. Therefore there are no proceedings.

President Angie said addressing some of Forrest’s concerns in the letter, harassment being one goes to asking and bulling appointed positions to do things outside the scope of their position especially after the Board has made a decision. One example was video conferencing - this was decided by the Board in December not to move forward with it at this time; you proceeded to ask the Web Team to investigate further on it. There are several others too.

President Angie had requested to speak directly with you, but once she received the legal brief the fi rst time from you at this time all conversation with you was stopped until we received legal advice which we have received.

President Angie said she believes Forrest has a total lack of respect in his correspondence and the duties to the other offi cers as far as overstepping his bounds. In speaking to some of the land managers in Idaho; they felt the needs of the 4-wheelers was discounted because of the behavior and ramblings of the person representing the PNW (Forrest Dexter).

Truthfulness in statements to others. President Angie said she had been in contact with the President of the North Idaho Trail Blazers Erik Bledsoe who had questioned what was going on. President Angie sent him a copy of all the paper work from Forrest as well as her offi ce. President Angie said she had invited Erik to call in for the meeting also, but he declined.

Not complying with Board decisions such as once a decision is made the Board moves on.

Forrest then asked for a clarifi cation on Article 6 Section 2 – representing the PNW4WDA outside the scope of your duties without communicating

and receiving authority to do so. He wanted to know what it was that he was doing wrong. President Angie said one was attending the Montana Association as a representative of the PNW4WDA without communicating this to the offi cers who cover this area until after the fact. Reimbursement for those things is very clear that if an offi cer cannot attend the meetings one can be appointed to attend on their behalf and then reimbursement comes from that offi ce. Forrest said he budgeted showing the Montana 4X4 Association and he had notifi ed IAD that he had joined the Montana Association and planned to attend the previous meeting. He notifi ed them that he was attending the Montana Convention and would make a preliminary report and would make a full report at the June Board meeting which he did. President Angie said she was in receipt of the e-mail when you notifi ed that you had attended the meeting and would report back on that. Discussion followed and Forrest asked where it says that he cannot join an association adjacent to the association that he represents. President Angie said an individual can join any organization they would like but in order for the PNW4WDA to join another organization such as Blue Ribbon, WOHVA, etc. a vote must be taken by the delegates. We can budget for anything, but it has to be within the scope of your offi ce. Forrest kept asking where it is written that he cannot do this.

President Angie asked again if he had anything to add. Forrest then wanted to know what truthfulness to others meant. President Angie responded that would be when a decision has been made at a Board meeting and the facts are not communicated correctly.

President Angie asked if the Board had any questions regarding these matters. Forrest wanted to go on to lack of respect for others; he said he didn’t know where that came from. President Angie said in correspondence there are several examples where he showed a total lack of respect. Also to some of the land managers; we do not proceed in our discussion with land matters in a legal matter unless it’s necessary. Forrest you are not our legal representative and when you send information to them it can only be as an offi cer and not as our legal representative. Another example of lack of respect would be in your June report you had a very condescending tone and lack of respect towards our President. Sande Nettnin said in several places in your report you kept adding “is this a TEAM effort”. Forrest said he was just trying to ratify President Angie’s concept of Together Everyone Accomplishes More (TEAM).

President Angie asked Forrest to explain his comment that he has been continually rebuffed from joining the Idaho 4X4 Association and you blame this on the association. Forrest said all he could say is what he’s been told. He has been unable to join them as an individual and when he has requested paper work to join them, they have not responded.

Forrest then questioned why everyone thought he was attempting to threaten the PNW4WDA by submitting legal papers to us. President Angie responded that when the paper work in a legal brief form came she had taken them to our attorney and he said that can be viewed as threatening. You also asked for attorney fees and continually referred to yourself as our consultant (you have never been appointed as a consultant for the PNW4WDA). Forrest said with all due respect

he has been a consultant for many years. President Angie said not for the PNW4WDA. Forrest then said he responded in the only way he had been trained to do when the letter he had received from the PNW4WDA giving him offi cial notice that a request had been made to remove him from offi ce. President Angie said since Forrest chose to respond with legal action the PNW4WDA had no choice in how the association responded to protect our membership’s interrogatory.

President Angie said we have hit all four points in the letter; does anyone have any questions or concerns. Oregon Executive Director Randy Drake said he didn’t understand why this could not have been talked about and resolved in a special Board meeting; taking legal action does not seem appropriate. Forrest responded that when he received the letter stating he was being suspended from his duties he felt it was a no confi dence notice and he responded in the way he had been trained. Randy said he still didn’t understand why the need to respond with legal action. If there was a misunderstanding it could have been talked about and resolved at a meeting. President Angie said she had asked for a meeting, but once the legal brief came she had no choice but to seek legal advice for the PNW4WDA. More discussion followed regarding the Board’s action on a mistake made by the Treasurer and how it was handled. We paid a fi ne and moved on. Forrest thought we should have fi led a claim, however, the Board felt it was not necessary to sue ourselves. Region 2 Director Dan Morris asked if the legal paper from Forrest arrived before this event was put in place – answer yes. He also asked if the letter came before the Emergency Board meeting – answer yes. Forrest disagreed.

President Angie said this was the last call for questions. Hearing none, she said she would entertain a motion to either stop this process or proceed with the vote. Sande Nettnin moved that we proceed with the vote regarding removal of the current Idaho Executive Director from offi ce, seconded by Carol Jensen. The vote was then taken by the Parliamentarian Luke May; he reported the entire Executive Board had voted 11 yes and 2 abstentions. President Angie said at this time the majority voted to remove the current Idaho Executive Director from offi ce. She requested that Forrest gather all PNW4WDA offi ce material in his possession and return it to the President. President Angie said she believed that Forrest had only his SOP Book and any and all correspondence on offi cial PNW4WDA letterhead. Forrest said he would not surrender any of his letters. President Angie said according to our By-Laws and SOP’s anything that is on PNW4WDA Letterhead is property of the PNW4WDA. Forrest said he thought we already had copies of his letters sent. He then requested where he would fi nd a copy of that rule, President Angie said that information would be provided either by her or the Parliamentarian.

President Angie thanked the Board for their service; she also thanked Forrest for his service saying that he had done some good things and she was sorry it had to come to this. She also said she hoped we can continue in the positive way we have been going.

The meeting adjourned at 6:43 PM.

May 25, 2013Minutes of the May 25, 2013 Region 6 Delegates meeting with Ann Haak Region 6 Director and Steve Roach vice Director held following the Work Party with the Lakeview Bureau of Land Management. A half mile of retaining fence was completed by the volunteers who had gathered at 9 am that morning at the boundary of the Lost Forest.

The meeting was called together and the Pledge of Allegiance was given with a Moment of Silence for the Sick and the Departed after which Steve Roach read the PNW mission’s goal.

PNW4WDA Mission Statement:

The mission of the Pacifi c Northwest Four Wheel Drive Association is to draw together four-wheel drive enthusiasts, supporters and Land Management Agencies in Oregon, Washington and Idaho to: Support 4-wheel drive activities Promote responsible useProtect the resources Enhance the positive image of the sport and the enthusiasts Maintain or improve 4-wheel drive opportunities Protect access to public lands.

John Zigler of the Deschutes County 4 Wheelers’ hosting club statement was short but not without attitude after which Ann lead us in introductions of members and guests: Ben Zigler and his family attended alongside his father John. Breanna O’Connor and Ed Hennagin of the Lakeview BLM OHV program sat with us throughout the meeting also.

The treasure’s report and the minutes of the last meeting were accepted as submitted.

Region 6 Director’s Report: (Ann Haak) ORC is a new coalition out of Harney County and focused on Harney County. Open Road Closures is a grass root effort springing to action all kinds of folks in and around Harney County. Tired of watching their favorite roads, trails, two tracks and ways closed to the whim of environmental elitists some are gathering to share information and join strength to get’er done in the ‘no more closed roads’ arena. E-mail Ann if you would like more information on this coalition. Ann suggests reaching out to your community through your club to grow strength in numbers.

Oregon State Director’s Report: (Randy Drake) become political and write and call your politicians so they know you are here and expecting access in and on our public lands. Jobs as well as minerals and recreation are at stake. Let’s not lose anymore let’s write and

call and show up to ask questions of our politicians.

Committee Reports:Land Issues: Steens Mountain Advisory Council (Dan Haak) SMAC’s French Glen tour netted much information: The mining road is closed through the private property off the Alvord Desert and Ranch. The Alvord Hot Springs on private lands is now a pay to use facility. Access for the ranchers in the Steens Mountain’s is a concern. Grazing is at stake for them as access to trails, ways and two tracks are for us. Dan is on a subcommittee to try to acquire access around the private properties into the orchard and up through the mines to the road at the top overlooking the Alvord Desert.

The Steens run for the year is slated for the fi rst week of July. Fields Oregon will be on the agenda and a few hot springs along the way. Mountain trails and awesome views are the name of the day. If you wish to go along on this trip call Dan or Ann 503-349-9875. Stock rigs with full tanks and good tires will make this run. This is a campout so come prepared.

Recreational Management Plan is due out for the Steens this fall. Oregon Natural Desert has a ‘citizen’s proposal’ in the RMP. Not understandable but requires all of our diligence and response.

Land Issues: Central (John Zigler) Deschutes County has been reworking the pit at Groundhog. Much time effort and equipment was expended. The net worth brought forth through our volunteer efforts was over $6500.00. Land Issues: Southwest (Alan Paulson) The Umpqua National Forest’s travel management planning effort; Right now, they are updating their email list. If you are not on their list but you are interested in receiving future emails about developments in the travel management planning effort of the UNF then email them at [email protected]

and ask to be included.

Land Issues: Eastside and McGrew Trail (Larry East) Concern is that the Forest Supervisor will alter the TMP to require a permit for any users of the McGrew Trail. The ‘mud cop’ is to stop others who violate passage onto the McGrew during our event over Father’s Day. Inspections will take place at O’Brien starting on Friday. Hope is for expedited entry onto the McGrew to accomplish earlier arrival at Sourdough Camp Ground. Confusion is again mixed into attaining Region 6’s permit for the Creek n Trail event. Larry obtained a permit for us for 2013 but after a retirement is being required to re-apply for a permit.

Land Issues: South-central (Steve Roach) Chiloquin OHV Area’s plans are being held up with the question from the ATV Grant’s Committee of where did the previous $45000.00 monies go that was given Fremont-Winema for OHV? What was the grant for and what was it applied to? Steve will keep us updated on the progress. High Country 4 Wheelers have been given the go ahead on reopening roads and trails on the Motorized Vehicles Use Maps that appear open on the map but have new growth. We should all be aware of what is on your MVUM in your local national forest. The Lost Project out of the Bureau Land Management by Keno is a rock crawl included in a Timber Sale. The project is on line but on hold until the timber sale is compete. Access to the area involves private lands and so there are a few issues to smooth out. Ron Roach is keeping track of this for us.

Membership Update: (Alan Paulson) ‘Locked and Loaded’ out of Baker City has asked for information from Randy Drake. This group is already walking the walk for continued access and we hope they become association members.

Ways and Means: This chair is open and Ann is taking names of person or persons interested in taking care of this position. T-shirt

sales and other Region 6 items for sale would be the order of the day.

We Did It Chairman: (Paul Norman) No applications were submitted. Sign in sheets will be accepted as taken by the We Did It Chairman.

Old Business: Discussion continued on the issue of a ‘slick magazine’ for “Who and What We Are”. This is an advertising informational publication to further the Pacifi c Northwest 4Wheel Drive Associations outreach. The publication is given to automotive shop waiting rooms-tire shops- swap meets – any event where PR is accomplished - public lands managers and persons who inquire for information on the PNW4WA. The argument for the new look is attracting eyes that will read the information within-doing away with the old fashion newspaper type of black and white publication and replacing with a more agreeable easier handled magazine. Argument against is cost. The old publication’s information is outdated-a new version must be published-clubs of each of the regions must consider the issue and tell their delegates their thoughts and decisions.( There was a misconception by some in Region 6 that the board had asked the regions to donate towards this slick publication. That was never the case and I as secretary apologize for not making the minutes more clear.) Motion had been made at the March meeting for discussion that Region 6 donate towards the slick version because we hand them out at Creek n Trail-Groundhog-new comers-automotive shops and public lands managers’ meetings. I made the motion in March because I believe presentation is 99 percent of any issue and handing an attractive informational up to date light weight magazine is like a present instead of a newspaper. Advertisers in the issue could help offset the cost of the Who and What We Are Publication whether it is a newspaper or a slick magazine. Advertisers who have been contacted by PNW members like yourself if you have a favorite parts house or off

Points for any comment period. Continued discussion on evils of limited and closed access to public lands: Rural communities die when trails are closed. Public lands closed trails create overuse on the areas of public lands left open. Writing letters individually listing your clubs, associations, employment or any special interests you have for our public lands and relaying these thoughts and fears to your local and state elected offi cials is keeping the system working. Commenting on agency plans is a necessary fact for 21st century outdoor life. Closing gates doesn’t manage public lands but it creates more untouchable lands that then are susceptible to nature and man’s ravages minus stewardship.

New Business:Creek n Trail plans are in line. Did your club donate raffl e prizes to the fund raising Region 6 event? Motion passed to place the donated chain saw with the winch raffl e for a secondary prize to the winch. Strawberry Hill has volunteered again to manage the raffl e. Strawberry Hill also volunteered to cook breakfast and will accept help from others. Be available for help Saturday night too just in case. Shirts all ready to go. Steven East is the artist who submitted the logo. Region 6 thanks you Steven.

Club Reports:(Northeast Oregon) NEO 4 Wheelers Colton and Jamie Wiseman reported on being asked to help build 2 new trails at Mt Emily. They came a long ways to help out at the dunes and Region 6 thanks them for their participation and hard work pounding nails and setting posts.

E-treme 4 Wheelers Virgle Osborne reported on an active club: race season is starting, Tillamook Forest was great and the club raced at the fairgrounds in Roseburg.

Strawberry Hill’s Paul Norman reported the clubs’ helping out at the springtime beach cleanup. Their adopt-a-highway is still in full swing. McGrew Mother’s Day Clean Up was great.

Deschutes County 4 Wheelers John Zigler reported Edison was ran opening week-end and several groups showed up at the shelter. The moon light run was out by Pine Mountain. This year’s Groundhog t-shirts are sponsored and the donor’s names and logos sport the tool box on the back of the shirt. The sleeve was reserved for higher bidder. These are the tools we use to save your public lands. The prospect of the shirt making some money is pretty good. The Groundhog Quarry rebuild

made more room for registration, vendors, camping and parking. Things are looking great for the event June 29, 2013 Saturday $10 a person and $20.00 a car load.

Umpqua Valley Timber Cruisers’ Alan Paulson spoke for his club about the McGrew Trail Clean Up and its wildlife discoveries. Some care must be taken when approaching unsuspecting wild things. Some club members are coming to Creek n Trail and plans are being made for a run to the Cowboy Dinner Tree and other points southeast. Graffi ti weekend in Roseburg is always a gathering place for wheelers.

Four Runners of Klamath Falls report on lots of snow runs and a run to with some from Roseburg Weed Valley and participating in the McGrew Creek n Trail Cleanup complete with inspection for dirt and weed seed.

Harney County High Desert Wheelers haven’t been wheeling too much a few small numbered runs except participating in an Awesome Cabin Fever Run in Idaho. Much praise for this event and its production. The trail was scenic and interesting and a will do again event. The raffl e was awesome their support from the locals was outstanding. The coalition in Harney Count for ‘Open Road Closures’ is gaining members hopefully a difference will be made with combined numbers for support of access. Ranchers having their pockets drained defending Liberty’s rights has forced the hand and caused the need of a coalition to go on offence. Dan is pit boss at Groundhog and invites volunteers to show up the 29thhe is looking for a bigger crowd and more contestants.

Lakeview BLM’s Ed Hennagin offered to answer questions from the members. Dan asked about road closures and road’s defi nitions. The BLM’s defi nitions are specifi c to road disruption. Each district has different specifi cations. Randy asked about closures in Wilderness Characteristics. Ed offered they must be road-less to meet the specifi cations of Wilderness Characteristic. Wherever there are routes and trails to assure regular and continued use. The road defi nitions do not advocate wise use if less disruption by use is practiced by us and the agency is looking for much use and signs of lots of use.

Region 6 thanks to you Lakeview Bureau of Land Management for joining us with stewardship of our public lands in Lake County. We appreciate your efforts in maintaining a sustainable OHV area. We look forward to many years of partnership.

Ie. Almost a poker run: Almost a poker run at Christmas Valley Dunes translates to: the Bureau of Land Management assists us during the fun run. We get to work with them and know them and they get to know us also. The open to the public all are welcome to attend educates the off highway vehicle sand dune community to etiquette at the dunes while riding or driving and educates the public to the area’s sensitivities.

Memorial Day events; Memorial Day Week-end nets an annual work party with the Lakeview Bureau of Land Management. This year we completed the barrier fence between private land owner’s properties where camping is free and welcomed and the sensitive “Lost Forest”. Traditionally folks come from far and wide to this week ends events.

Dune sunsets; The dunes always bring awesome panoramas sunsets are addicting and this one from camp highlights the twin pines that guide us back to camp from the dunes
