5th-Gen Testing Challenges

• F-22 Raptors & F-35 Lightnings have voracious

appetites; they chew through the adversary with

volume & velocity…– Very difficult to generate the threat density and complexity to meet

5th-gen operational test requirements Advanced SAMs, advanced adversary aircraft, and Digital Radio-

Frequency Memory (DRFM) Jamming

• Creating a complex, threat-dense environment is key

to an effective 5th-gen IOT&E and for accurately

quantifying operational risk– Limits to what can be accomplished in the air

• Open-air testing constraints– GPS jamming restrictions

– Full system employment constraints due to security/exploitation

concerns

5th Gen Modeling & Sim

• Creating this environment is key to an effective 5th gen

IOT&E– It allows us to fully “stress” the system under test

– Commensurate with the 3rd Offset Strategy way of thinking

• Creating an advanced modeling & simulation environment– There are tough challenges posed by 5th gen M&S:

Creating the virtual battlespace and how the stealthy air vehicle dynamically

interacts within it

Accurately modeling advanced threats

Inserting blue forces into the virtual battlespace

“Pay It Forward”

• Joint Simulation Environment--or “JSE”--is the modeling

& simulation environment to support F-35 IOT&E

• Replaces the verification simulation (VSim) as the full

mission simulator

• Purpose: Take advantage of next gen M&S technology

for high fidelity F-35 3F testing

• Lead agency: DoN (NAVAIR), USAF (SIMAF) supporting

• Location: Pax River (initially)

VCSAF tasking: “Whatever the F-35 builds for

JSE it should be compatible with what the Air

Force needs to use in the future.”

- i.e. create standard interface & air domain envnmt

What AFOTEC Envisions

• Gov’t owned cross platform, multi-domain, multi-security,

mission-level environment– Common, flexible environment, standardized testing/M&S

• “5th gen M&S Campus” co-located w/ Test, Advanced

Training/TTP Development at Nellis AFB– Primary target: F-35 Block 4 and F-22 Sensor Enhancement OT

– Secondary targets: F-15E IRST, F-15E EPAWSS, Adv Jammers

– Follow on targets: B-21, B-2, Penetrating counter-air

• Leverage F-35 investment in JSE Pax, extend to other

programs and domains

Provide a Government-owned capability to perform advanced modeling

and simulation support to Air Force assets
