    sackingGMBmemberswhowouldrefusetogiveuptheirrights.ThesesameGMB

    membershadcontributedtothepoliticalfundthathadsecuredtheelectionofa

    LabourGovernmentin1997.WeretherenodepthsthatsomeassociatedwithNew

    Labourwouldstoop?TheUnioncommissionedareportforCongress2006onwhat

    hadhappened

    to

    the

    early

    Special

    Advisors.

    This

    is

    the

    report.

    ItisrarethataSpecialAdviserfromtheearlyyearsoftheLabourGovernmentisnot

    nowbenefitingfromthatspecialrelationshipwiththeGovernment.Their

    biographiesoftenemphasisetherolethattheyhad,andnotethattherolehasgiven

    themsignificantlyadvantageousaccesstoknowledgeaboutGovernmentworkings,

    leadingtobusinessandpolicyopportunities.Thefactthatsomehavebeenrecruited

    intoseniorpositionswithinmajorcorporationsisindicativeofthevaluebusiness

    placesontheknowledgeofSpecialAdvisers.Othershavebecomepartofthe

    politicalfold,asMPsandPeers,andonlyaveryfewhavedroppedoutofthe

    business/politicalradar.

    Itistheunelected,andlargelyuncontrollable,natureofSpecialAdvisersthatmake

    theiractivitiesseemnefarious.Theyarenotelectedoradvertisedappointments,

    beingverymuchdiscretionaryappointmentsthat,asministerskeptrepeating,are

    subjecttotheusualsecurityclearances.IntheCivilServicethereisaformaland

    openrecruitmentprocess,andspecificstandardsofbehaviourexist.Furthermore,

    therearenoexplicitgroundrulestostopAdvisersmovingquicklyintocorporate

    roleswheretheremaybeapotentialconflictofinterest.Insummary,beingaSpecial

    AdviserisawinwinsituationforthosebeingrecruitedbyMinisters.

    Somehavemadeconsiderableamountsofmoneyastheyhavebeenrecruitedbybig

    business.Someprofitontheirinfluenceeitherthroughlobbyingbusinesses,

    sometimessettinguptheirowncompanies.Othersarerecruitedbyorganisations

    thataimtobeinfluentialingovernmentpolicydevelopment,whileanothergroup

    havebecomeMPsandPeers.BeingaSpecialAdvisorcertainlyseemstobe

    personallyprofitable.

    50,000,including14,000succeesfee,tohelpthecompanydefeatGMBinaballot
