HB 2096 security guard registration; discharged veterans Allows for a veteran who is honorably discharged from the United States military to receive a 45-day security guard registration certificate or a 45-day armed security guard registration certificate before the required background screenings for the applicant are complete. Stipulates that the veteran must have been honorably discharged and allows the veteran who receives a 45-day security guard certificate to work only for the agency licensee that provides the required preassignment training. related to COVID-19 to provide an exemption from prescribed TANF time limitations and a

general waiver from TANF work requirements.

Permits, retroactive to March 11, 2020, AHCCCS to authorize payments to specified service to

maintain a capacity allowing for the continuation of services during the federal declaration of

public health emergency associated with COVID-19.

Specifies such payments must be implemented in a manner that maintains federal financial

participation eligibility.

Permits, retroactive to March 11, 2020, DES and AHCCCS to temporarily adjust specified

provider reimbursement rates in order to provide additional funding for increased overtime

expenses and staff loss experienced by service providers associated with COVID-19.

SB1689/HB2906 environment; budget reconciliation; 2020-2021.

Makes statutory and session law changes relating to the environment necessary to implement the FY

2021 state budget. Additionally:

Increases, from $10 million to $15 million, the maximum appropriation from the state General

Fund to Water Quality Assurance Revolving Fund (WQARF).

Removes the additional WQARF funding from the Emissions Inspection Fund, Air Quality Fund

and Recycling Fund.

Removes the Legislature’s intent that the Emissions Inspection Fund, Air Quality Fund and

Recycling Fund be evaluated to determine sufficiency to continue as funding sources for

WQARF.

SB1690/HB2907 budget procedures; budget reconciliation; 2020-2021.

Makes statutory and session law changes relating to budget procedures necessary to implement the FY

2021 state budget. Additionally:

Establishes the Crisis Contingency and Safety Net Fund (Fund), administered by the Office of the

Governor, and allows Fund monies to be spent only following a state of emergency declaration by

the Governor for the following forms of economic assistance during the state of emergency:

o Housing assistance, including payments to prevent eviction or foreclosure;

o Monies for entities to provide services for homeless persons, including shelter, food,

clothing and transportation;

o Economic assistance to small businesses with fewer than 50 employees, nonprofit

organizations and health care providers; and

o Monies for food bank operations.

Appropriates $50,000,000 in FY 2020 from the state General Fund to the Fund and reverts any

unexpended and unencumbered monies from the FY 2020 appropriation on June 30, 2021 to the

state General Fund.

Specifies that Fund monies are continuously appropriated and exempt from lapsing.

Requires the Office of the Governor, before spending Fund monies, to notify the President of the

Senate, Speaker of the House of Representatives and Joint Legislative Budget Committee on the

intended use of the monies.

Allows the Office of the Governor to accept and spend local, state and federal monies and private

grants, gifts, contributions and devices to assist in carrying out statutory Fund purposes.

SB 1173 appropriation; emergency shelter; transitional housing

Appropriates $450,000 from the state General Fund (state GF) in FY 2021 to the Department of Economic Security (DES) to distribute to the City of Cottonwood to develop a program for temporary emergency shelter and transitional housing services.

Specifies the Department of Economic Security may only distribute the monies after the city of Cottonwood, the nonprofit entity or both commit to provide property, goods or services for the program.

SB 1097 noncustodial federal monies; appropriation

Beginning January 1, 2023, authorizes the Legislature to appropriate noncustodial federal monies. Defines noncustodial federal monies as federal monies that meet one of the following criteria: o Designated by the federal government as a block grant monies; o Designated by the federal government as general revenue sharing monies; o Provides the state with broad authority to make spending decisions to develop, implement or

operate a program or service; or o Considered essential to meet total spending obligations of a federally matched program.

Requires a budget unit that receives noncustodial federal monies to account for the monies in separate accounts or funds as necessary to meeting accounting, budgeting and auditing requirements.

Specifies if the Legislature does not appropriate for a specific fund, grant program or block of noncustodial federal monies, the authorized budget unit must administer and spend the monies according to federal and state law.

Requires the Legislature to specify, in each noncustodial federal monies appropriation, the purposes the monies are to be used.
