1 Introduction Aercoustics Engineering Limited (Aercoustics) has been retained by P&D Developments (Burlington) Inc. to prepare an Environmental Noise Impact Study to support an application for a proposed two-storey commercial development to be located at 5045 Mainway, Burlington, ON.

The purpose of this study was to examine the existing and future noise environment in the development area and evaluate its potential impact on existing and future noise sensitive receptors. This report investigates the noise control measures that are required in order for the development to meet the noise guidelines of the Ontario Ministry of the Environment and Climate Change (“MOECC”) and to satisfy the requirements of the City of Burlington.

Surrounding land uses include existing commercial zones to the east and south, an industrial building to the west, a school building to the northeast, and residential units to the northwest. Figure 1 provides a key plan showing the location of the proposed development. Figure 2 shows the concept plan of the proposed development and an illustration of the noise prediction model and the locations of the noise sources.

2 Guidelines and Criteria The guidelines of the MOECC for planned stationary sources adjacent to residential development were used to address the potential impact of noise associated with the proposed development. These guidelines are summarized in the MOECC document NPC-300 “Environmental Noise Guideline – Stationary and Transportation Sources – Approval and Planning”, dated August 2013.

The noise level limits pertaining to stationary noise sources have been established based on MOECC Publication NPC-300. The MOECC defines a Class 1 area as an area with an acoustical environment typical of a major population centre, where the background noise is dominated by man-made noises during daytime, evening, and nighttime hours. Due to frequent road activity associated with nearby commercial uses, all receptors in this study are considered to be in a Class 1 area.

The appropriate stationary source exclusion limits are summarized in Table 1.

3 Noise Level Predictions The noise prediction model was generated using Datakustik’s CadnaA Noise Prediction Software. This model is based on established noise prediction methods outlined in the ISO 9613-2 standard entitled “Acoustics – Attenuation of sound during propagation outdoors – Part 2: General method and calculation”. Noise levels were predicted using

conditions of downwind propagation, flat topography, and generally with soft ground.

Sixteen rooftop units are located on the roof of the building as shown in Figure 2. A duty cycle of 100% during the daytime and evening hours (07:00 to 23:00) and 75% during the nighttime hours (23:00 to 07:00) was assumed for all of the rooftop mechanical equipment. For conservatism, no directivity was specified for the rooftop noise sources.

A single truck was predicted for the worst case hour during both daytime/evening and nighttime hours, moving at an average speed of 20 km/hr. The truck was assumed to enter the site from the east from Lampman Avenue.

Noise from road traffic was not considered in the noise model as the volume of road traffic on Mainway was not considered significant to assess on the commercial development.

The results of the noise predictions are shown in Table 2. Figure 3 shows an illustration of the noise impact contours at a height of 4.5 m.

Based on the predicted levels, no noise mitigation is required for this site.

4 Conclusion Aercoustics Engineering Limited has conducted a noise impact study for the proposed development at 5045 Mainway in Burlington, Ontario. The purpose of this noise impact study was to provide noise control recommendations in order for the proposed development to satisfy the Ontario Ministry of the Environment and Climate Change (MOECC) and the Municipality’s noise guidelines, to support a site plan approval. The proposed development will not require mitigation measures and is predicted to satisfy the noise guidelines. No warning clauses are required
