Introduction to the PlanThis document is for any future member, coach and committee member of the Teesside Barbarians Powerlifting Club.

The Teesside Barbarians Club was founded in December 2013 by Andrew Richardson. He and others didn’t want the club to fade away when they left Teesside University so they made this 5 Year Plan to any future member so they can write the next chapter of the club’s history.

State of Anti-DopingPast, Present, and Future

There had been no testing at Divisional competitions until 2014. Three tests were carried out at a cost of £1500. Two positives. One lifter left the tested competition without notification. One of the positive lifters paid £500 to cover the cost of the test. In YNEPF Target Testing is carried out based on intelligence.

There had been regular testing at National Powerlifting Championships when Powerlifting was part of BWLA as they were able to gain funding from UK Sport. There has been testing at some National competitions during the existence of GBPF, limitations due to funding difficulties linked with the lack of NGB recognition and the inability to access funding.

This year the YNEPF executive agreed a flexible budget of about £3000 for doping control at Divisional Championships. The organization for this to be done by myself the Chairman of YNEPF. A rebate of £2110 from English Powerlifting Association (EPA) has been earmarked for part funding for testing this year. The entry fee for competitions was recently increased from £15 to £20 with the intention of the increase being used to fund testing.

Continued doping occurs even though there are sophisticated testing procedures.Massive abuse of Steroids especially in recreational gym goers and under 30s with the problem escalating in 16 – 23 year old.

Some suggest that the biggest doping problem might exist at GBPF National level.GBPF International lifters stand a high chance of being tested.

Some divisional lifters who make a qualifying total NEVER or RARELY enter GBPF Championships. Maybe doping is a bigger problem in the divisions. They fear being tested at GBPF events.

The thinking of the corrupt lifter for cheating in a Divisional competition may well be based along the lines of…. “They haven’t got the money to test so the chances are there will be no testing or very little. If a competition has 120 lifters and the division is only able to fund 5 tests….then chances of being caught are small. I’ve got away with it in the past. They even do random testing and will end up testing some young kid or master lifter who just does it for fun.”

Supplements are a Major Cause of ADV

Supplements are responsible for 44% Anti-Doping Rule Violation (ADRV)Taking supplements increases the risk of ADRV. Issues are well known; incorrect labels, contamination, internet purchase, feel good, Dopey Dopers, etc. Supplement users are 3.5 times more likely to be doping. Supplements are recognised as a gateway to doping.

Supplements are not regulated. Medicines have a very strict control before they are available. Not so for supplements.Supplements can be checked on http://www.informed-sport.com/ ….. but they cost £15 more; and they are still not bound to be clean…..so why waste my money on them?

The lifting community has a limited knowledge of Anti-Doping. Supplements are standard in the majority of gyms where regular training with weights happens. Supplements are sold, taken, shared and are locked into gym culture. Anyone who begins to train regularly will be aware of supplements and many will start to use them. Some of those then decide to enter competitions. LIFTERS NEED EDUCATION.There is not a structured Education Process for Anti-Doping.This needs addressing.

3. Determine a strategy that will remove the IPF rule about only being able to have 3 positives in a 12 month period.

4. Have all Divisions operating to Clean Division standards.

5. Have training sessions available to ensure that a Clean Division can be achieved and maintained.

6. Budget for target testing based on intelligence at most GBPF competitions of the division.

7. Have a reporting system for Anti-Doping and operate out of competition testing.

8. Promote 100% Me and have a display of 100%me at all GBPF competitions.

9. Seek funding and assistance to support a Clean Sport

10. To support the work of Divisions with local agencies and the community to promote 100% Me

Barriers to Clean Lifting.1. Change not wanted as it is perceived that it will not be easy to achieve. Not easy to take on IPF/Lifters set in their ways/all red tape for nothing/

2. Limited computer skills for some older lifters and officials.

3. High percentage of steroid and supplement use in the training environment.

4. Time, uncertainty of success and costs for certification.

5. Reluctance to give up supplements.

6. It is a change unwanted as our sport is fairly clean I am clean and all who I know are clean.

7. It is not easy to be a whistle blower and report anti-doping as I might be wrong/it’s a bad decision by my training partner/I have coached the lifter for years/ it’s a friend/ etc.

8 Anti-doping is for proper big sports …powerlifting is more a pastime than a sport.

9. The greatest risk is at National Championships not divisional competitions.

10 Just because you have a record and have done a course does not mean you are clean. Some will continue to cheat. They will go through the education, get certification but because they are corrupt they will not follow the Clean Lifter principles. They remain cheats.

Remove Barriers To Clean Lifting.1. A level playing field is expected at competitions. The true spirit of sport …I was beaten fairly by someone who started level and ended up ahead. Change can be easy if there is a commitment and if it is well managed. The IPF have an indefensible position. Lifters set in their ways need to be coached into acceptance of change. The changes in certification, documentation and education will not be seen as red tape but a way of ensuring that all have the information they need to make good choices and enable themselves and the sport to be clean

2. If individuals feel they do not have the computer skills they can be given support.

3. Training environments that have a high percentage of steroid use and supplement use are gateways to ADRV and extra vigilance or avoidance is needed.

4. Two or three hours of commitment is needed initially. To ensure success training and coaching will be available. The biggest cost is the Coach Clean at £14. A subsidy from the division and simple fundraising eliminates the problem of cost.

5. It is not compulsory to give up supplements but those who do not give them up know that they live with risks.

6. Individuals will know if they are clean if they are informed. The clean coach will help lifters make the right decisions to remain clean. Last year YNEPF tested 3 and two were positive. No one can be sure about how clean our sport is as there has not been enough research done.

7. If you believe in a fair competition then you must report… “BUT I HAVE NO EVIDENCE...”“BUT IT’S JUST A SUSPICION...”“BUT THEY’LL KNOW I REPORTED THEM...”“BUT IT’S NOT MY PLACE...”When drug cheats compete, your medal chances, your record, you qualification all suffer. Whatever your reason for hiding your suspicions, it’s in your interests to tell.

8 Anti-doping is for all sports that expect the performance to be a product of only the athlete. If it does not apply to powerlifting it means powerlifting has no worth and whoever cheats the best wins. There might be a practice to dope at Divisional and not enter GBPF events. The research has not been done. But it is a fact that ADRV happens at divisional comps. It is a fact that not all who qualify for National Championships enter them. Intelligence identifies those that should be targeted.

9. Doping is a possibly a bigger problem at Divisional competitions.

10 The corrupt can be identified through reporting and intelligence. They can be target tested in competitions. Out of competition testing procedures can be initiated. The bad apples can be weeded out.

Where could it lead to?1 A clean sport.

2 A loss of members. Don’t want those people in our sport.

3. Conflict with IPF. IPF are wrong and have rules that work against a Clean Sport.

4. A massive drop in the membership of the Jim Dulling Fan Club. That will upset me!

City Hub’s for Powerlifting In each city in the YNEPF (or town) there may be multiple clubs or clubs nearby. Some bigger than others with more experience and better equipment. If this is the case then the main clubs should assist in the development of the smaller clubs. Your club is a reflection of the coaches and members attitudes. If it is fun and welcoming then you will have no problem getting people into to train. This means those at their school/college will try a taster session.

After School Sessions, Sports Fair at Schools and University Taster sessions. Every month and at start of terms/academic year ran by qualified and insured coaches whom have been CRB checked.

Good coaching means good lifters, good lifters means good publicity.

Your club is a reflection of the coaches and members attitudes. If it is fun and welcoming then you will have no problem getting people into to train.

Encourage all lifters equally and bring everyone up together no one takes priority.

Final Thoughts

Powerlifting is and always will be a sport that can be enjoyed at any level of fitness physical or mental regardless of creed or gender.

Many International disputes would be easily settled if it took Powerlifting codes and ethics on board.

Anyone looking to start should take in the acronym “It’s not where you start but how you wish to finish.
