PREFACE

Kerala has a population of about 33 million, out of which 80% live in the 9

coastal districts of the State. However, despite the environmentally as well as

ecologically rich coastline, the coastal regions of Kerala face major problems as

caused by high growth of population and the resultant development pressures. The

coastal regions of Kerala are thickly populated with density of population three times

high as when compared to the average population density at the State. The total

fishermen population in the state is 1.05 million and it comes to 3% of the total

population of the State. The density of coastal population in square kilometer is 2080

against 669 in General public.

The natural hazards, including the increasing problems of coastal erosion, high

power tides, cyclones the climate change induced risks, especially, floods, tsunami,

sea-wave formations, etc, seriously impact the livelihoods of the coastal

communities in the State. Persistent sea surge and coastal erosion has resulted in the

loss of life and property of the coastal fisher population who are one of the most

downtrodden communities of the State. One of the most apparent losses of property

is the damages that come about to the dwelling spaces of the fisher population.

Every year hundreds of houses are damaged due to the furry of the sea forcing these

poor families to shift to temporary shelters, many of whom have been stuck there for

several years disrupting their normal livelihood and affecting their socio-economic

and cultural status.

Considering this grave situation, government of Kerala had decided to

rehabilitate the fishermen families residing within 50m from the high tide line to

safer dwelling places in the coastal areas. The Government has launched major

rehabilitation schemes and established multiple flat complexes and has also

rehabilitated fishermen families in Thiruvananthapuram district.

Extensive survey was conducted along the coastal districts to collect the data

on the basic characteristic of the fishermen household residing within 50m of the

HTL as a part of effective implementation of this flag strip rehabilitation scheme of

the Government, in all the coastal districts of the State. The data collected has been

compiled and is being presented in this report.

Survey of the Fisherfolk living within the 50m from High Tide Line of Kerala Coast

Introduction

Fisheries form one of the most important sectors of Kerala’s economy. Kerala is a

coastal State and is bordered on the west by the marine flora and fauna rich Arabian Sea. In

order to rehabilitate the people to a better comfortable area, a detailed survey is necessary

to find out their social conditions. For providing land and houses, flat etc. an amount of Rs.

450 crore is earmarked in the last financial year. 192 flat apartments were constructed and

handed over to the families and 778 flat apartments under construction.

Objectives

The objective of the survey is to collect data on the basic characteristics of the

household namely- number of family members, housing condition, land assets etc. of the

people living in the Coastal area up to 50 M from High Tide Line.

Methodology

The methodology include Complete enumeration of the household living in the area of

50m from the coastal belt of all marine districts. All the households in the referred area is to

be surveyed by direct enquiry method.

To conduct the coastal survey to assess the living and social conditions of the fisher

folk along the coastal belt, enumerators were selected by the district Officers from the SAF

Theeranaipunya trained youths. They were appointed in all marine districts after giving

them proper training to collect the basic data. On the basis of the survey, the following

points can be ascertained.

On the basis of the quick assessment conducted by department of fisheries in 2016,

fisherfolk houses in the coastal belt is estimated as around 25000.The detailed survey

conducted by in 2018 resulted that there are 18685 fisher folk houses in the coastal belt.

98961 adults and 22349 children are living in the houses respectively. Around 25% of houses

are in Alappuzha district and Thrissur district has the lowest number of houses (2%).

Alappuzha district occupies the first position in terms of numbers (20.5%).

Thiruvananthapuram district has more number of Children (1.87%).

On analysis of the data, it reveals that the families residing within 10 meters of the

high tide line is 3367 numbers, in which Thiruvananthapuram district shows the highest

number. Out of the 18685 fisher folk houses in the 50 meter coastal line 16504 are pucca

houses and 2181 are thatched houses.

Infrastructure

The Survey shows that around 11.67 % of the fisher folk population living within the

50 meter of the high tide line and under threat to sea erosion. The rehabilitation of these

families is a priority activity need important attention.

Activities Taken

Based on the survey report Government taken required action to rehabilitate these

families to safer areas.
