5.0 5 Summary of

Recommendations Tables 5.1 – 5.3 provide a consolidated list of recommendations found in Chapters 3.0 and 4.0 of the Trails and Cycling Master Plan Update. Recommendations have been organized based on the phase in which they are proposed to commence. The tables include the following information:

► Recommendation: The recommended action, initiative or strategy presented in the main body of the report

► Page Number: The page number of the recommendations as found throughout the individual chapters.

► Responsibility: Identifies the agency that will take the lead for the implementation of the proposed initiative.

► Potential Partners: Identifies potential partners that could be engaged throughout the implementation process. Where appropriate, participation by individual groups such as the Inter-Departmental Working Group or Trails and Cycling Advisory Committee has been identified.

Additional considerations have been included where appropriate. These considerations include key actions which may be required to facilitate the implementation of the initiative.

3-7: The Town recognizes that the trails and cycling network will change over time as new opportunities are offered by unopened road allowances, abandoned roads, hydro right-of-ways, abandoned rail corridors, open space and future roadway improvements become available. Potential changes to the network arising from these opportunities must be evaluated on an on-going basis and required that the Master Plan be updated in a timely and responsive manner.

It is important to note that some opportunities may arise in the first two phases of implementation. These should be identified and explored whenever possible. Opportunities not within the Town’s jurisdiction will require additional consultation with other agencies, many of which participated in this Update. As a first step in implementation of the Update, a current staff member in Traffic Engineering should be identified to undertake the lead role in implementing this Update. The key short-term priorities of the Update should be established and monitored recognizing that existing staffing resources are being used. Current complementary initiatives include the Mattamy National Cycling Centre (Milton Velodrome), Halton Region’s Active Transportation Plan, and the Town’s Cycling Participation Strategy. Specific consideration for staffing resources related to active transportation partnerships and opportunities should be considered as part of the annual and forecast budget process.

4-5: An Inter-Departmental Working Group made up of representatives from the different Town departments should be established. The Working Group will help to inform the decision making process to implement the Update.

4-42: In addition to capital funding, the Town should consider and explore other outside funding sources and cost-sharing opportunities for the implementation of the Trails and Cycling Master Plan Update network, outreach and promotion programs.

As part of the grant-funded Cycling Participation Strategy, the Town is undertaking program and website initiatives. Any future grant or funding applications associated with this Update should consider these pilot projects, as well as be coordinated with the recommendations of the Cycling Participation Strategy. Those potential funding and partnership opportunities identified in the Master Plan Update report could form the basis for future research by the Town and its partners.

These should be used to confirm a Town-wide set of measures to evaluate the success of the Plan, and to monitor trends in trail and cycling use.

Once the Town has implemented the initial encouragement and promotion initiatives as well as the proposed infrastructure identified in the short-term timeline, the Town could consider working with all of the working groups and committees to prepare a branding and signage strategy for the Town. The Town may consider the development of the strategy in the short-term should funding be made available as part of the Mattamy National Cycling Centre (Milton Velodrome) initiatives. Strategy can be coordinated with forecasted budgets as approved; additional funding resources may be required to address existing facilities. Alternative funding sources should be investigated on an ongoing basis.
