    IN UP-GRADED GOVERNMENT HIGHSCHOOLS DURING 2011-12

    No.1 :- Applications in the prescribed format are invited from eligible persons belonging to differentrevenue districts of the State for engagement of qualified teachers on contract basis on aconsolidated monthly remuneration in different Government High Schools located in differenteducational circles of the State. The applications in prescribed format are to be submitted beforethe concerned Circle Inspector of Schools by 18.04.2011. Number of Circle-wise vacancies ofdifferent category posts is indicated below which are subject to change at the discretion of the

    Government.

    2) Eligibility : In order to be eligible for engagement, a candidate must satisfy the followingconditions: (a) he/She must be a Citizen of India. (b) (i) Must have passed the High SchoolCertificate or an equivalent or any higher examination with Oriya as a language subject or (ii)Must have Oriya as a medium of examinations in nonlanguage subjects at the H.S.C orequivalent examination, (c) He/She shall be above 21 years of age and not more than 42years of age as on 31.03.2011. However in case of SC/ST, Women, Ex-Servicemen andSEBC candidates, the upper age limit shall be relaxed by five years and in case of PHcandidates the upper age limit shall be relaxed by 10 years . Age limit may not be

    applicable at the time of renewal of contract. (d) As regards eligibility of candidates forengagement of contractual Hindi teacher, he/she must have obtained a Bachelors degreefrom a recognized University with Hindi as one of the elective subject or with RastrabhasaRatna from Rastrabhasa Prachar Samiti, Wardha or with Sastri from Orissa RastrabhasaParisada, Puri or with Snataka(Acquired by June-2005, the date up to which the temporaryrecognition has been granted) from Hindi Sikshaya Samiti, Orissa, Cuttack or an

    equivalent degree from a recognized institution and Hindi Sikshayayana Parangata fromKendriya Hindi Sansthan, Agra and for engagement of Classical contractual

    teacher(Sanskrit) he/she must has obtained Acharya or equivalent (Except Ayurvedacharyaand Jyotishacharya) or M.A.(Sanskrit) or B.A.(Sanskrit) with Sikshaya Sastri or Sastri with

    Sikshaya Sastri (e) The candidates should have registered their names in the employment

    exchange located in the concerned Revenue District which he/she belongs to/State

    Employment Exchange. (f) SC/ST and Physically Handicapped candidates registered in the

    special employment exchange for SC/ST and Physically Handicapped at Bhubaneswar. (g)

    Higher qualification will not be given any weightage during preparation of the merit list in allcategories of contractual teachers.

    3) Reservation: The provision of the Orissa Reservation & Vacancies in posts and servicesAct, 1975 and other Reservation, as prescribed by Government from time to time shall be

    followed. Up to 33.1/3% of total posts of each category shall be reserved for women candi-

    dates. Reservation for physically handicapped persons should be made as per provision

    prescribed by Government from time to time.

    4) Emoluments: The Contractual Hindi and Classical(Sanskrit) teachers shall be paid monthly

    remuneration @ Rs.9300/- (Rupees Nine thousand three hundred). The contract will be validup to the end of February from the date of engagement and can be terminated without

    assigning any reason thereof. Fresh contract can be made on fresh application for a periodof another year. While making fresh contract sincerity, integrity, conduct and performance of

    the contract teacher will be reviewed by the concerned Inspector of Schools. The concerned

    Headmaster shall maintain detailed records on performance of the contractual teacher con-

    cerned.

    5) Selection: (i) The candidates shall submit Residential Certificate as proof of residence in

    the Revenue District to which they belong. A candidate may makean application for anyEducation Circle irrespective of his home Education Circle subject to condition

    that he shall apply in respect of any one Education Circle only. The candidate shallhave to furnish an affidavit to the effect that he/she has not made application for

    engagement of Contract Teacher in any Educational Circle other than the Educa-

    tion Circle applied for in his/her application. If on verification it is found that the

    candidate has applied in more than one educational circle for engagement of

    contract teacher his/her application shall be summarily rejected without assi

    ing any reason. Each applicant will deposit Rs.50/- (Rupees fifty) on ly in the shape of Ind

    Postal Order to be drawn in favour of respective Inspector of Schools, while making

    application towards processing fee. (ii) The concerned Inspector of Schools will scrutin

    the applications with reference to the eligibility criteria and place it before the designacommittee for preparation of a merit l ist. (iii) Committee for selection shall be constitu

    under the Chairmanship of Collector as per sub-para-3 of Para-6 of G.O. No. 10562/SME21/05/05. (iv) A merit list shall be prepared on the basis of the percentage of the ma

    secured in Matriculation (without 4th optional) and percentage of marks secured by a c

    didate in each qualifying examination starting from HSC Examination. Incase two or m

    candidates secure the same marks, the candidates older in age will be placed above in

    merit list. (v) A merit list with twice the number of vacancies shall be drawn in accorda

    with Para 6(4) of the G.O. mentioned above for each category of the posts. (vi) The ccerned Inspector of Schools after approval of Collector shall engage candidates on cont

    basis from out of the merit list prepared under intimation to the Director, Secondary Educaand the Government of Orissa in School & Mass Education Department. (vii) A contr

    agreement shall be executed between the Inspector of Schools on behalf of the State G

    ernment and the contract teacher on stamped paper. (viii) The model agreement to be sigbetween the Inspector of Schools and the contract teacher and the model engagement or

    will be as per annexure-IV & V of G.O. No.10562/SME, dtd.21.5.2005 (ix) Before accep

    the contract engagement the concerned person shall furnish a written undertaking inprescribed format.

    Zarda,Kimam andTobacco

    Introduction :Commercial tobacco is obtained by processingthe leaves of the plant genus Nicotana. The processed leaves,when smoked, chewed or inhaled, exert a mild narcotic effecton the human system which is additive. Tobacco products, fallunder three groups -Smoking, chewing and inhaling. Cigars,cheroots, cigarettes, bidies, pipe and hookah tobacco mix-tures are the products which are smoked. There are various

    types of preparations which are chewed. Snuff is a productwhich is inhaled. Chewing tobaccos had an early develop-ment, though its maximum production and consumption werereached only just after the close of the last century. Chewingtobacco is often taken with pan (betel leaf). Variations ofchewing tobacco preparations comprise a large number ofitems e.g. Surti, Zarda, Kimam, Dokta and Sukha. Of coursesurti is highly perfumed and deliciously prepared. Zarda isa coarser variety of surti. Tobacco products are manufac-tured from tobacco. Tobacco is grown in India in two distinctbotanical species, N. tabacum and N. rustica. The largest cul-tivated area is, however, under N. tabacum which is grown allover the country, though the bulk is produced in the south.Since M. rustica requires a cooler climate, its cultivation isconfined mainly to northern and north-eastern parts of thecountry. Tobacco thrives well under tropical, sub tropical andtemperate climate. This tobacco is propagated by seeds. Thequality and uniformity of crop depends on the purity of seeds,seedlings are raised in nursery beds of partially sterilised soil.Many kinds of chewing tobacco are manufactured, some im-

    portant types are surti, zarda, kimam, dokta, sukha etc. Thesurti is manufactured by soaking, drying, mixing* again soak-ing, fermentation, masceration treatment with honey, pill prepa-ration, then drying of Tobacco pills and then essenced. Zardamanufacture is nearly, same as that of surti. *The tobaccoleaves are stripped, softened by steeping in water, then pre-pare paste and dry in sun, then broken into granules.Kimammanufacturing is nearly the same as that of surti. The onlydifference underlying is that the surti is marketed in the form ofsoiled and kimam is marketed in'the form of a thick liquid ofviscous consistency.Properties (Tobacco and Tobacco Products) : The chemi-cal composition of tobacco is greatly influenced by geneticand environmental factors. Moreover the composition of theleaves of an individual plant varies markedly with their positionon the stem. For example the middle 8-9 leaves of Harrisonspecial, the main Virginia tobacco grown in India are higher instarch, sugars, and nitrogen content than the other leaves.The leaves contain a complex mixture of over 200 chemicalcompounds. A large number of other compounds are also

    identified in tobacco smoke. The total organic constituentsamount to 75-90 percent (moisture free basis) and comprisecarbohydrates to the extent of 25-50 percent, alkaloids andother nitrogenous substances, organic acids, polyphenols andpigments, oils and resins, enzymes and others. The averagemoisture content of freshly harvested tobacco leaf is 80-90percent and of dried processed leaf 10-15 percent. The qual-ity of the cured product is greatly influenced by the starch andmoisture contents of the green leaf. Tobacco marketed asHookah tobacco is divided into two types viz. Krowah whichis strong and pungent and Meetha' which is sweet and mild.Zarda, Kimam, Surti, Dokta and Sukha are preparations ofchewing tobacco with variations of aroma, flavour and tastebut all produce a mild narcotic effect on the human systemwhich is additive.Uses and Application Tobacco products fall under three groupssmoking, chewing and inhaling. -- Cigars, cheroots ,cigarettes, bidies, pipe and hookah tobacco mixtures areproducts which are smoked. Many types of chewingtobacco are manufactured and some of the important prod-

    ucts are Surti, Kimam, Dokta, Sukha etc. Snuff is theproduct which is inhaled. Tobacco, Zarda and Kimam areadditives in betel leaves for imparting a pleasant taste andaroma in the mouth and thus impart a stimulating effect. All thetobacco products have a large market in India and are con-sumed in large quantities by people whether they are poor orrich. These are consumed in various forms on social occa-sions, ceremonies, parties, gatherings and in negotiating busi-ness transactions.B.I.S. Specification :1. IS : 2344-1973.     PROCESS FLOW SHEET FOR MANUFACTURE OF KIMAM :Manufacturing ProcessSurti : There are a number of methods of preparing surti. How-ever, the essential operations are soaking the tobacco leaves,

    drying them before mixing various spices, soaking again for

    fermentation, mascerating them into a pulp and then treating

    the pulp with honey or treacle made from molasses. The

    whole mass is then made into pills and dried in the shade or

    in a specially constructed hot chamber. To impart a delicate

    scent to the pills, a piece of fine muslin is moistened in some

    natural attar, such as attar of rose, hena or keora and a

    quantity of pills is wrapped in this cloth. The cloth is then

    rubbed between the palms. This may be done just before

    packing. To give brilliant exterior appearance the pills are

    coated with gold or silver foils. Zarda. The constituents in themanufacture of zarda are much the same as those of surti.

    The tobacco leaves first of all are stripped of their stalks and

    midribs, if this has not been done earlier. These are then

    softened by steeping the same in water or boiling in it. The

    leaves are then made into a paste. Sometimes a pulpy extract

    of moistened leaves is drawn by straining through cloth. The

    paste is dried in the sur in a shallow plate and is then broken

    into granules, which may be coatee with gold or silver or

    mixed with silver dust or allowed to remain plain. The cheaper

    grades like culi zarda and the pati zarda are made from bidi

    leaves. The granules of zarda after drying, are packed in

    polyethylene, pouches, glass or tinplate containers, with a

    tamper proof seal. The packets are marked with description

    of contents, name of manufacturer, brand, net weight of

    contents, BIS specification mark, date of manufacture. Kimam.

    The principle underlying the manufacture of kimam is almost

    the same as that of surti. The only difference is that, the surti

    is marketed in solid form while kimam is marketed in the form

    of a thick liquid of a viscous consistency. Usually the waterthat is rejected after treating tobacco leaves in boiling water,

    is made use of in the composition of the kimam. The spices

    are allowed to ferment in the tobacco wash. The proportion

    of tobacco wash and the spices are so adjusted that the

    product after the completion of fermentation operation at-

    tains a syrupy consistency. Finally just before packing natu-

    ral attars such as ottos of hena, patchouli etc. are added.
