The 2018 National Defense Strategy makes clear that the Department of Defense (DoD) faces a competitive environment. Excelling in that environment demands agile leaders and strong teams. The DoD Acquisition Workforce Strategic Plan [FY2016-FY2021] hones in on the importance of

cultivating workforce talent and improving quality and workforce professionalism. The 4th Estate DACM Leadership and Talent Management Portfolio, offered by my office, includes options for individuals to develop their technical, functional, and soft skills under the umbrella of leveraging essential leadership qualities. We all need to be leaders – regardless of our current positions. Each of us must ask an important question: Am I ready to shake up my commitment to excellence? If the answer is yes, this Portfolio is for you!

Our 2020 offerings are composed of two options:

1. Supervisor-endorsed nomination packages2. Self-registration courses through the Defense Acquisition Talent Management Service (DATMS)

Details about the self-registration courses through DATMS will be forthcoming in the January-March 2020 timeframe. This catalog addresses descriptions and details for supervisor-endorsed nomination programs and courses.

While my team architected this year’s offerings, we grouped the training into three categories: Intermediate Developmental Opportunities (IDO), Senior Developmental Opportunities (SDO), and Certification Preparation Opportunities (CPO). This year’s intent is to address different degrees of the following essential leadership qualities: competence, values, and relationships. In the pages that follow, the outlined opportunities represent programs and courses that, we believe, will fuel acquisition leaders to demonstrate technical and functional excellence, ethical decision-making, and deep-rooted networks.

Early in our careers, development is more about acquiring basic individual and functional skills while learning to lead ourselves. Later on, we strengthen our ability to honor core values and those intellectual and personal connections that bolster our resilience through relationships. As we continue to mature and move up the leadership ladder, development becomes less about our individual performance and more about ensuring our teams’ successes. What distinguishes senior leaders is their ability to consistently and sustainably inspire teams to go above and beyond.

The intensity of our learning efforts is perhaps the most direct reflection of our drive to be the best acquisition leaders possible. Leaders with the passion to make ourselves and our teams the best do not wait for opportunities to come to them – they seek them out on their own – and we, the 4th Estate DACM office, welcome the chance to support each acquisition workforce member’s career development.

Due to the competitive nature of the selection process, timely submissions are critical. Please ensure this catalog is disseminated widely to your acquisition workforce. All applicants must comply with their respective agency’s process for submitting nomination packages. Nominees interested in more than one course or program should include a priority ranking of their preferences in the 4th Estate DACM Competitive Development Nomination Form. PURPOSE

The overall focus of the 4th Estate DACM Leadership and Talent Management portfolio is to further the strategic goal of the 2018 National Defense Strategy to cultivate workforce talent.

The 4th Estate DACM office administers a Leadership and Talent Management portfolio annually. The portfolio offers a wide variety of opportunities for civilians to develop leadership, functional, and technical skills. Opportunities include two enrollment types: supervisor-endorsed nomination packages and self-registration via the Defense Acquisition Talent Management System (DATMS). Details for self-registration courses, such as the Acquisition Leadership Challenge Program (ALCP), will be released during the January-March 2020 timeframe. Information regarding supervisor-endorsed nomination packages is included in this catalog.

The supervisor-endorsed nomination opportunities are divided into three groups: 1. Intermediate Developmental Opportunities (IDO)2. Senior Developmental Opportunities (SDO)3. Certification Preparation Opportunities (CPO)

ELIGIBILITY CRITERIA

Nominees must be acquisition-coded and meet grade, Defense Acquisition Workforce Improvement Act (DAWIA) certification, continuous learning, and education requirements below: 1. Intermediate Developmental Opportunities

• DoD civilian at the GS12-GS13 grade level or equivalent pay band• Acquisition-coded• DAWIA-certified Level II in primary acquisition career field • Current with continuous learning requirement • Bachelor’s Degree

The IDO programs below have additional requirements:

• Naval Postgraduate School (NPS) Master of Science in Contract Management (MSCM)◊ DAWIA-certified Contracting Level II◊ Minimum of five years’ Contracting experience

• Leadership Excellence for Acquisition Professionals (LEAP) Program◊ DAWIA-certified Contracting Level II◊ Minimum of three years’ Contracting experience

2. Senior Developmental Opportunities

PROGRAM FUNDING

Tuition and travel for all opportunities are centrally funded by the 4th Estate DACM office. The individual’s agency/field activity will continue to be responsible for the acquisition workforce member’s salary.

Programs and courses are subject to funds availability.

CONTINUED SERVICE AGREEMENT

Per section 2.4 of the Defense Acquisition Workforce Development Fund (DAWDF) Desk Guide, Continued Service Agreements (CSAs) are required, whenever possible, for any DAWDF-funded initiative, event, or training which requires a substantial investment in accordance with DoD/component policy. The entirety of the 4th Estate DACM Leadership and Talent Management portfolio is DAWDF-funded.

CANCELLATION POLICY

Acquisition workforce members selected for a program/course can cancel up to 10 weeks prior to the start date by notifying the 4th Estate DACM Talent Management Lead with a supervisor-endorsed cancellation request. The emailed request should provide adequate justification for the cancellation.

If a workforce member requests a late cancellation (less than 10 weeks before the start date), the workforce member will not be able to submit a supervisor-endorsed nomination package or self-registration in DATMS for any 4th Estate DACM Leadership and Talent Management portfolio opportunity for the remainder of the fiscal year. Exceptions to the late cancellation policy will be reviewed on a case-by-case basis. These opportunities are in high demand. Late cancellations result in training and funding losses for the 4th Estate community.

APPLICATION PROCEDURES

Supervisors nominate eligible acquisition workforce members for 4th Estate DACM Leadership and Talent Management portfolio opportunities. Each acquisition workforce member can submit up to three nomination packages per fiscal year. If the nominee submits for more than one opportunity, the priority preference should be indicated on the 4th Estate DACM Competitive Development Nomination form (Appendix I). Acquisition workforce members will be selected for one course/program per fiscal year. The 4th Estate DACM office will work to honor each nominee’s top preference.

A supervisor-endorsed nomination package must be submitted to the 4th Estate DACM Talent Management Lead, Ms. Hina Munir, [email protected], by October 25, 2019.

All nominees must comply with their respective agency’s process for submitting nomination packages.

The Senior Service College Fellowship (SSCF) Program has additional submission requirements: • Security clearance letter documenting clearance level or status from the agency’s security office • General Officer/Senior Executive Service-endorsed memorandum to include nominee’s performance and

leadership potential for greater responsibility, identify and place the nominee in a position of greater responsibility upon graduation from the program, and the nominee will remain on the agency’s payroll for the duration of the program.

• Statement of interest (4,000 characters or less) describing reasons for attending the program and the benefits the agency will gain upon completion. The statement must clearly articulate how the program will help achieve personal and organizational goals.

SELECTION PROCESS

All nomination packages will be reviewed using the guidelines below. A competitive package will reference many of the leadership/talent elements listed. Selections will be finalized and notification letters distributed by NLT 31 December 2019. Programs/courses listed in this catalog with dates as TBD will be finalized November - December 2019 and selected particpants will be notified. Depending on the programs/courses, the 4th Estate DACM office may require CSAs for selected participants.

PROGRAM DETAILS The Office of Personnel Management (OPM) Leadership Education and Development (LEAD) Certificate Program is a two-year leadership/educational opportunity. The program culminates with a capstone activity, which helps the student synthesize their experiences.

PURPOSE The purpose of the OPM LEAD Certificate Program is to empower leaders to take charge of their professional development by providing a clear path to leadership training that is right for them and their careers. By training tomorrow’s leaders today, this program helps mid-level acquisition professionals meet the challenge of complex organizational dynamics.

BENEFITS The OPM LEAD Certificate Program is being offered at two leadership levels: Project/Team Lead and Supervisor. At each leadership level, current and future leaders assess their leadership effectiveness, gain core knowledge, and develop critical skills for success. Upon completion of the program, the participant will receive a certificate signed by the Director of OPM, formally recognizing the individual’s achievement.

The University of Tennessee (UT) 4th Estate Executive Development Course (EDC) is a one-week leadership/educational opportunity that incudes three continuous sessions.

This course is designed to equip future leaders with the ability to identify and mitigate organizational challenges in the rapidly changing DoD environment.

PROGRAM DETAILS

The Naval Postgraduate School (NPS) Master of Science in Contract Management (MSCM) Program is a 24-month leadership/educational opportunity.

PURPOSE

This NPS MSCM advanced degree provides participants with knowledge in concepts, methodologies, and analytical techniques necessary for successful management of acquisition and contracting within complex organizations.

BENEFITS

The curriculum provides valuable tools to participants for immediate application in real-world defense acquisition scenarios. Upon successful completion of the program requirements, participants will be awarded a Master of Science degree in Contract Management. Many of the courses in the program offer

training equivilancy credit towards DAWIA Contracting certification.

PROGRAM DETAILS

The Leadership Excellence for Acquisition Professionals (LEAP) is a nine-month leadership/educational opportunity. During the program, participants will remain in their full-time jobs and meet at appointed times for a total of 14 days in session.

COURSE DETAILS

The Harvard Leadership Communication course is a two-day leadership opportunity. A total of three sessions will be offered. Five students will be selected for each course offering.

PURPOSE

The course focuses on communication tools and techniques used by successful managers. Students explore several communication types with a special emphasis on improving persuasive oral communication in a range of settings. Through one-on-ones, large groups, and informal-to-formal format experiences, participants will return to their organizations with increased communication confidence along with a solid understanding of when and how to shift between communication types.

The Harvard Building Organizational Cultures: A Framework for Leaders course is a two-day educational opportunity.

PURPOSE

This course will compel leaders to examine their beliefs and practices pertaining to organizational culture. Through case studies, inquiry, reflection, and discussion, workforce members will engage in critically assessing culture and applying effective action to drive performance. PURPOSE

Data literacy has become an essential skill for professionals in all fields, and data-driven decision making is the key to success for many companies and organizations. This course will help leaders understand how to use and apply the right data sets to make better decisions for the organization and communicate more effectively with the team.

BENEFITS

This intensive foundational course will give workforce members the tools and knowledge that enable them to analyze and leverage data for organizational strategy, from smart usage of publicly available sources to data visualization techniques that bring numbers to life. The goal of this course is to equip attendees with the ability to:

• Learn how to apply data to forecasting, marketing, product development, business intelligence, and other core strategic goals
