    Introduction

    The 4th session of the Tripartite Meeting between the Government of thePhilippines (GPII), the Moro National Liberarion Front (MNLF) and theIslamic conforence (oIC) was held at the Headquarters of the oICKingdom of Saudi Arabia, on22-23 February 2011.

    The Meeting was a follow-up to its 3'd sessibn held in Manila, 11-13 March 2009,whichestablishetl the Legal Panel mandated to (a) transfbrm the common proposals thatresuh'ed fi'orn the work

    of five Joint Working Group established at its 1't session, intolegal form; and (b) to find ways to arrive at comrnon grounds to move fbrward on theissues that need further study.

    The Meeting was presided by H.E. Rezlan L Jenie of Indonesia, in his capacity as Chairof the OIC PCSP and attended by representatives of its member countries, namely:Brunei Darussalarn, Egypt, Republic of Indonesia, the Great Socialist people,s LibyanArab .Tamahiriyah, Malaysia, the Republic of Turkey, the Kingdom of Saudi Arabta and.the l{epublic o1'Senegal, Also present was the OIC Secretary-General,s Special Envoyfrrr the Soul.hern Philippines, H.E.     At its Opening Session, the Meeting hearci a statementby the Secretary General of theOIC, H'E' Prof. Ekmeleddin Ihsanoglu who commended the progress being achieved and

    underlined the need for the parties concerned to exert their utrnost efforts to see that the1996 Final Peace Agreement is fully irnplemented as soon as possible" The rneetingexpressed their appreciation for the tireless efforts of the Secretary General in helping thetwo sides to reach durable just settlement of the problem through the full implementationof the FPA of tt)96.

    The Meeting rnet to review progress and continued discussion of the way forwardtowards full implementation of all provisions of the Final Peace Agreemen t 1996. In thisc{tntext, the Meeting received the Joint Repo.rt of the Legal Panel and welcomed the factthitt over the course of 22 months the Panel has worked on

    the 25 common proposals ofthe five Joint \liorking Groups and 15 commcrn grounds emanating frorn the Legal panel1)rocess and which the Joint Secretariat transformed into a draft Amendatory Bill toainernd RA 9054.

    lfhe Meeting commended the tireless efforts and determination of members of the LegalPanel from both sides in achieving this result, and was looking forward for the Bill,s

    early adoption into Law through the legislative process of the Republic of the philippines.The Meeting recognised that the 40 points of the Arnendatory Bill constituted irnportant

    way fonvard toward the full implementation of the 1996 Final Peace Agreement.

    The Meeting welcomed the establishment of the Bangsamoro Development AssistanceFund (BDAF). For that purpose, the Meeling agreed to establish an experr groupconsisting of representatives from the GPH, the MNLF and the OIC-PCSP that would be

    To expedite further discussions on the remaining two issues, the Meeting decided tocre:ate an adhoc high-level group consisting of five representatives fiom the GpH andfive representatives frorn MNLF and the participation of the olc-pcsp to find ways toreach a mutually-acceptable

    solution. The Meeting calls on the GpH and MNLF toempower their representatives to the high-level group with the necessary mandate. Theadhoc high-level group shall present its progress report to the Chair of the OIC-pCSpbefore the 38th ICFM to be heid in Astana, Kazakhstan, in June 201r.

    Closing

    The delegalion of the GPH and the MNLF extended their sincere appreciations to theSecretarv General of the oIC, H.E. Prof. Ekrneleddin Ihsanoglu, the orc-pcsp as wellas the chair of the OIC-PCSP, H.E. Amb. Rezlan I. Jenie, the Members of the cornmifteeand the special Envoy for southern Philippines, H.E. Anb. sayed El-Masry for theircontinuing efforts to assist, facilitate and move discussions forward toward the fullimplernentation of the 1996 Final peace Agreement,
