Our Annual General Meeting will
be held at Lorne Park Secondary
School. We are thrilled to be
hosting three excellent guest
speakers. The first two will talk
about their ‘green’ initiatives and
how they will impact our local
community, and our last speaker,
Councillor Pat Mullin, who
will present a timely update on
our area.
Our first speaker will be from
Holcim (Canada) Inc., one of the
country's largest vertically
integrated building materials and
construction companies, who
will present on Holcim’s current
activities and future outlook.
Our second speaker will be from
the Credit Valley Conservation
(CVC), an organization that
serves to help protect the
environment in the watershed,
enhancing the quality of life for
those who live, work and visit
here.
Last but not least, we are
honoured to host Councillor
Mullin who has graciously offered
to take time out of her busy
schedule to address the residents
of Whiteoaks Lorne Park. She will be on hand to discuss some of the
current issues affecting our city
and community.
The AGM is open to Association
members only. New and renewal

Park, all pumpkins will be collected and composted at
the end of the event.

The long-awaited
development of the 4.35 acre
parcel of land on the north
side of Lakeshore Road West
in Clarkson east of the Dairy
Queen is proceeding through
city planning and approval
processes.
The owner of the property,
VanDyk group of companies,
is proposing to build a 324-
unit condominium complex
with a Frank Lloyd Wright
design motif. The structure
will be four stories at the
west end of the property and
six stories at the east-end,
yet will have a continuous
roof-line due to the slope of
the property.
The three-story steel
skeleton at the west-end of
the site will serve as the sales
office for the project and will
then be converted into
professional and office space.
VanDyk have proposed
including about 9.000 ft2 of
mixed use commercial space
on the ground floor of the
condominium’s west wing.
Citizen concerns about
traffic from the building and
the commercial spaces may
result in the withdrawal of
this commercial area.
VanDyk is proposing to build
178 one-bedroom units and
146 two-bedroom units.
Underground parking for 435
cars will be provided as well
as 45 surface spaces.
Access to the underground
parking will be provided at
both the east and west ends
of the building. Traffic
consultants have stated that
there should be no serious
problems for cars turning left
or right onto Lakeshore from
these access routes.
Considerable public
consultation has taken place
to date. VanDyk conducted
an open house at Lorne Park
Secondary School in January
2013. Ward 2 Councillor Pat
Mullin held a community
meeting on the project on
Feb. 26th, 2013 and a Focus
Group on Mar. 21st, 2013.
Mississauga’s Planning
Department presented a full
report to the city’s Planning
and Development Committee
at an open meeting at City
Hall on May 27th, 2013 at
which several residents spoke.
Councillor Mullin is planning
another public meeting this
fall before the final report is
presented to City Council for
approval.

This development is still proceeding through its approval process with the City of Mississauga and external agencies. There have been many “open houses” and “public meetings” held this year and the Association has
attended most of these. The launch date or grand opening for sales is estimated to be in early/late
summer 2014, subject to securing the required planning approvals issued on behalf of the City and
Governmental agencies. I encourage you to visit their website www.clarksonvillagerezoning.ca for more information and great illustrations of the future development plus an excellent information portal that showcases their vision and inspiration for the redevelopment of the Clarkson lands. We thank and complement the VANDYK group of companies, especially Mark DeSousa, for their cooperation and open dialogue as they proceed to bring this new development to Clarkson.

Hydro One is preparing its routine vegetation maintenance plan for the transmission
corridor between Oakville TS and Manby TS, which goes through our area. Their
integrated vegetation management program involves selectively removing brush and
trimming or removing trees that have the potential to interfere with the safe and reliable
operation of high-voltage transmission lines.

Clarkson Village Study (CD.04.CLA)
1. That the report dated June 4, 2013, from the Commissioner of Planning and Building,
recommending amendments to Mississauga Official Plan and Zoning By-law 0225-2007 for the
Lakeshore Road West – Clarkson Village Study Area, be received.
2. That notwithstanding that subsequent to the public meeting, revisions to the proposed
amendments are being recommended, Council considers that the changes do not require further notice and, therefore, pursuant to the provisions of subsection 34(17) of the Planning
Act, R.S.O. 1990, c.P.13, as amended, any further notice regarding the proposed amendments
is hereby waived.
3. That the proposed amendments to Mississauga Official Plan for the Lakeshore Road West-
Clarkson Village Study area be approved in accordance with the January 24, 2012 Public
Meeting Report (attached as Appendix S-1 of this report) with the exception that the
maximum building height for lands within the Outer Core Area and on the south side of
Lakeshore Road West within the Core Area be reduced from 6 storeys to 4 storeys; and that
the maximum building height for lands on the north side of Lakeshore Road West within the
Core Area be reduced from 4 storeys to 3 storeys.
4. That the proposed amendments to Zoning By-law 0225-2007 for the Lakeshore Road West-
Clarkson Village Study area be approved in accordance with the Appendix S-3 of this report with the exception that the maximum building height for lands within the Outer Core Area
and on the south side of Lakeshore Road West within the Core Area be reduced from 6
storeys to 4 storeys; and that the maximum building height for lands on the north side of
Lakeshore Road West within the Core Area be reduced from 4 storeys to 3 storeys.
5. That the implementing Official Plan and Zoning By-law Amendments be brought to a future
City Council meeting upon resolution of the outstanding appeal to the “Mixed Use”
designation and policies of Mississauga Official Plan.

2013 Mississauga City Council meeting where we are pleased to report that the following
motion was passed:

The Credit River Bridge Rehabilitation work has continued this year and technical
complications continue to cause unexpected delays and engineering challenges.
One of the final steps is the replacement of the expansion joints with new
technology that will reduce the noise of vehicle traffic. There will not be any
daytime lane closures. Friday nights will be added to the work schedule to maintain
a November 30th, 2013 completion date.

Preliminary Design and Class Environmental Assessment Study
This study is for the
future replacement of the
QEW Credit River
Bridge. The future plan
calls for twin bridges over
the Credit River, One
new bridge and then a
reconstruction of the old
bridge. The Assessment
Study recommends a
North Twinning location. Extensive details are

complete analysis of the
alternate configurations
and the explanation of
how each choice was
made. Residents who use
the Mississauga Rd. access
to the QEW may be
interested in the future
layout for merge lanes
and traffic control lights,
starting on page 47 of
the .pdf document. I found the
“Recommended Plan
(June 2013)” has an
excellent detail map of
the future highway
configuration. Two other QEW reports
that may be of interest
are “Transportation
Environmental Study
Report-Highway 403 and
Queen Elizabeth Way
Improvements –Trafalgar
Road to Winston
Churchill Boulevard” and
“QEW Improvements
from Evans Avenue to
Cawthra Road”. Both

court orders including fines, and
the cost for the City to replace
boarded up sections with
windows, doors or remediation of
the property by a contractor
retained by the City with all
associated costs added to the
property tax roll.
Moving forward, City staff will now re-inspect any properties
previously ordered boarded.
Properties where City staff
determines that the remediation
is significant are subject to a
review process. The area Ward
Councillor will be informed of the
action being taken. New property
complaints concerning violations
under the by-law will be
investigated and subject to the
same enforcement practices. Heritage designated properties
are exempt from the new provision of the by-law. City of
Mississauga owned properties and heritage listed properties
are not exempt.

Boarded or vacant properties can
present issues for the community
including safety and health
concerns. The Property
Standards By-law 654-98, as
amended, was revised by Council
on July 3, 2013 to help resolve
potential issues that may arise in
the community related to vacant or boarded buildings. The
amended by-law limits the time a
building ordered boarded can
remain boarded to six months
and adds more requirements for
vacant or damaged buildings to
protect buildings from entry of
unauthorized persons or
infestation of pests.
Property owners failing to
comply can be subject to charges,

Many members have commented on the boarded up buildings on 1130 – 1140 Clarkson
Road North at the railway lines. Your Association has been in communication with the
City who has been most supportive of our position that these eyesores must either go
or be upgraded. Perhaps in response to all of the rhetoric about these buildings in
particular, the City has made an amendment to address vacant and boarded buildings.
Specifically, the owners of these properties have been notified and re-inspection of the
properties will happen with the intention that the property be brought into
compliance. Apparently this property continues to be the subject of litigation, which
may or may not, impact the outcome.

By-law 654-98 Amended to Address Vacant and Boarded Buildings
Cell Tower Safety
The issues surrounding cell towers have mainly been focused on the location and aesthetics of the
actual towers because these are the things that we can see and are aware of. Your association has
attended many of the presentations and while the issue of health has been discussed, it seldom got
much “air time” as there have been few experts involved.
A group called Citizens 4 Safe Technology, has been working hard to expose this issue. Their
objective is to convince Industry Canada and Health Canada to change the process of distributing
this technology and update their safety standards to acceptable levels. The position appears to be
that Safety Code 6, the code that limits the amount of radiation allowed from wireless devices
including cell towers, cellular telephones, Wi-Fi, smart meters and baby monitors is out of date.
They conclude that Health Canada’s methods are out of date and safety limits are too weak to
protect Canadians.
Health Canada has hired The Royal Society of Canada who appointed Dr. Daniel Krewski to chair
this independent panel that is charged with studying potential health and safety effects of these
devices.

WHITE OAKS PARK
TENNIS CLUB
EXPANSION: In March 2012 your Association
met with Councillor Mullin and
the White Oaks Tennis Club to
discuss adding two courts to the
tennis club. At the end of the
meeting all parties were
supportive of the Club adding
the two courts. The work
commenced in June with tree
transplanting followed by court
construction in July. The project
is due for completion, weather

Mississauga event takes place

THE MARKERS IN THE
HYDRO CORRIDOR? The City’s Community Services
Department has started the
planning and design of a 6.5
kilometre multi-use trail within
the hydro corridor from

Sheridan Way at Mississauga
Road. The new trail forms part
of the City Wide Cycling
Network and is scheduled to

Big Hug Update By Ralph Hafer
Saturday May 25th was a
beautiful day for the 4th
Annual Big Hug for
Whiteoaks Park. Cool, sunny
weather with not a cloud in
the sky saw local residents
remove over 150 kg of garlic
mustard , spread fresh mulch
along parts of the trail and
plant 50 new shrubs behind
Whiteoaks Public School.
The Park is benefitting from
previous years’ efforts. The
spread of garlic mustard has
been kept in check in the
areas where we have focused
our attention but there is still
more work to be done. The City of Mississauga has
been instrumental in our
efforts to preserve this
natural gem in our backyards.
Every year, staff come out to
help with this community
event with the City providing
us with everything we need:
plants and shrubs, mulch,
garbage bags, gloves as well as
wheelbarrows and shovels.
All we need to do is show up!
Turn out at this event has
been less than anticipated
over the past few years, due
possibly to the many other
community events competing
for time during the month of
May. We are currently
looking into moving this event
to early June in an effort to
garner more support. Please

than 10 days before our annual meeting, the names of all candidates being recommended for election as Directors
and Officers must be presented to members. In accordance with the constitution, this Newsletter is serving the
purposes of officially notifying the membership of the date and time of the Annual General Meeting and is

The constitution provides for the election of not fewer than eight and not more than fourteen Directors. Members wishing to propose another person(s) to be elected as Director(s) must do so by submitting in writing to
the Secretary ([email protected]) before Wed., September 25, 2013, the name of the proposed
Director(s), the names of the members who are nominating and seconding their nomination, and the agreement, in
writing of the person(s) being proposed to accept the office of Director(s) if elected at the Annual General
Meeting on Monday September 30th , 2013.
If there are more than 14 persons nominated to serve as Director there shall be a vote, by secret ballot, for
Directors. Only duly paid members shall vote and each member shall cast only one ballot. Proxies will not be
recognized. The 14 nominees receiving the largest number of votes shall be duly elected and shall assume office
following the elections.
If the Secretary receives no nomination papers within the prescribed time, the chair of the Annual General Meeting,
may, with approval of a majority of those present, dispense with a secret ballot and ask those present to accept the
Report of the Nominating Committee. Within 30 days of the Annual General Meeting, a meeting of Directors shall
be held to confirm the election of Officers.
