INTRODUCTION

Introduction This Rally will be run in compliance with the International Sporting Code and its appendices, the 2016 FIA Regional Rally Championship Sporting Regulations, the National Sporting Regulations which comply with the FIA regulations and these Supplementary Regulations. Modification, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organizer or the Stewards). Additional information will be published in Rally Guide, issued on 27. August 2016. The 2016 FIA Regional Rally Championship Sporting Regulations can be found at www.fia.com.

Road surface The event is held entirely on asphalt. Overall SS distance and total distance of the itinerary 361.26 Number of special stages is 10 (5 different courses)

Anybody wishing to take part in the 49. RALLY SERBIA must send the attached entry form duly completed to the Rally Secretariat before 6. SEPTEMBER at 24:00 h (to be approved by postal stamp). Details concerning the co-driver can be sent in up to 23. SEPTEMBER (administrative check). If the application is sent by fax, by email or made electronically, the original duly signed entry form must reach the organisers before 07. SEPTEMBER 2016.

ADDITIONAL PROVISIONS - Cars homologated as Kit cars, where the capacity is between 1400 and 1600cc,

may be accepted if they also comply with Article 255-6.2 “Weight” of Appendix J.

- Two-wheel drive cars equipped with a supercharged diesel engine with a nominal cylinder capacity of less than 2000cc are accepted in Groups A and N.

- For drivers entered with a Super 2000-Rally car complying with 2013 Appendix J, Art. 255A, it will be possible to use lapsed errata without any penalty.

- For Super 1600 homologated cars, it will be possible to use lapsed errata without any penalty.

The entry fees are fixed as follows: eur 500,00 EUR - ERT - with the optional advertising proposed by the organizer (including two service vehicles) eur 2.000,00 EUR - ERT - without the optional advertising proposed by the organizer (including two service vehicles) eur 100,00 EUR - all car for Bulgarian Championship and Hyundai Cup - with the optional advertising proposed by the organizer (including two service vehicles) eur 300,00 EUR - all car for Bulgarian Championship and Hyundai Cup without the optional advertising proposed by the organizer (including two service vehicles)

Payment details The sum of the entry fee should be paid to the SAS bank account No 160-0052800003903-34, Banca Intesa Belgrade. A payment receipt must be sent to the organizer together with the completed application form.

Refunds Entry fees will be refunded in full to candidates whose entry has not been accepted and in the case of the rally not taking place. The organizer will refund 50 % of the entry fee to those competitors who, for reasons of "force majeure" (duly certified by their ASN), are

unable to start the rally.

SCRUTEENERING, SEALING,MARKING/TEHNIČKI PRIJEM

Schedule will be made by the principle that preponderance start number will be present in administrative checks at earlier time and opposite.

Special national requirements Cars must be presented to the scrutineers with rally plates, competition numbers and optional advertising, if taken, affixed. Any crew reporting late at scrutineering (according to the time indicated in the entry confirmation) will be penalized as follows: - Up to 30 min 50,00 euro - 30 to 60 min 100,00 euro - over 60 minutes according to the decision of theStewards of the Meeting

Installation of Safety Tracking System There will be instalation of Safety Tracking Devices at scruteenering.

START-FINISH PROCEDURE/PROCEDURA STARTA I CILJA

Ceremonial start procedure and order The Ceremonial start will take place on Friday, 23. SEPTEMBER 2016. at 21:01 hrs from Užice, Trg Partizana It is compulsory for all the crews. They must appear with their competition cars, wearing their overalls, in the starting area (non Park fermé), 60 minutes before their starting time. All cars will start according to the start list. Any crew reporting late at Ceremonial start will be penalized with 200,00 euro.

Start procedure An electronic timing device placed 40 cm behind of the starting line, will detected jump start.

Finish procedure The competitive elements of the rally will finish at the finish holding area (TC 10C) IN.

Permitted early check-in The crews are allowed to enter earlier (before their target time) into the Leg 2 into ther TC 10C without being penalized.

Official time used during the rally Official time throughout the entire rally will be the GPS time.

Re-start after retirement / rally 2 A crew which has failed to complete a Leg can re-start the rally from the start of the next Leg only if they confirm their intention to the clerk of the course one hour prior to the publication to the start list of the subsequent Leg. The competitor must advise the organizer of the reason for retirement (e.g. accident, technical problems, etc.) and the intention to have the car re-scrutineered. This shall apply to any car which has been excluded on the grounds of exceeding the time limit or has failed to report to a control, but shall not apply where the car has been excluded for breach of eligibility requirements, traffic infringements or by a decision of the stewards. Any competitor who restarts will not be classified in the final overall classification and thus not be eligible for Championship points, except bonus points.

3.1 SS 1,3 The best way is to folow road to Lunovo Selo or Tvrdici and you will come to start and finish of SS. 3.2 SS 2,4 The best way, if you want to go on finish, is to folow road to Jelova

Gora and after aprox. 7 km. you are on SS Finish. If you want to go on start the best way is to folow road to Lunovo Selo or Tvrdici and after 4.2 km. take left and after 1.6 km you are on SS Start

3.3 SS 5,6 The best way to SS finish is to go aprox. 10 km. on way to Zlatibor, and on Bela Zemlja take right and under the bridge take a way for Sirogojno. After aprox. 7.7 km. again take right for Sirogojno (if you takeleft you are on the 20.3 km. of SS) and after 0.4 km. left for Nikojevici, for 3 km. you are on SS Start. If you go on SS Finish you take a road to Vrela and after 4 km. from town cnter you are on SS Finish. On this stage you have connection road only 2.5 km. long between 1.4 km. and 12.0 km. Also you have connection road only 1.7 km. long between 16.6 km. and 21.8 km.

CITY OF UŽICE/GRAD UŽICE Užice is a city in western Serbia, located at the banks of the River Đetinja . It is the administrative center of the Zlatibor District. The administrative area has a total population of 78,040, while the city itself has a population of 59,747. Užice lies at 411 metres (1,348 ft) above sea level. Užice is completely surrounded by the Dinaric Alps, which are interconnected. South of the city of 25 kilometers is a mountain Zlatibor, the mountain has a long tradition of quality tourism 120 years. West of the city are mountains Tara and Zvijezda, which include The National Park with an area of 220 km² of unspoiled nature. North of the city are mountains Povlen and Maljen, comprising the northern beam Dinaric Alps. It passes through Užice and Belgrade-Bar railway, which connects the northern parts of the country with Montenegrin coast and passes through a tunnel in Zlatibor 6168 meters long. Užice has developed transportation infrastructure, with all the surrounding areas, is related to the state roads of the first order. The region surrounding Užice was settled by Illyrians, specifically the Parthini and Autariatae tribes. Their tombs are found throughout the region. In the 3rd century BC,Scordisci were formed here after the Gallic invasion of the Balkans. The region was conquered by the Roman Empire in 168 BC, being organized into the Illyricum province in 32–27 BC, and after 10 AD, the province of Dalmatia. The town municipium Capedunum existed here during Roman times, its name point at Celtic origin, similarly to Singidunum, the founding of Belgrade. Užice was the first town in Serbia with a hydroelectric power plant producing alternating current. It was built on the Đetinja river in 1900. In 1941, Užice was liberated by the Partizans, who chose it as the capital of the Republic of Užice. This republic was a short-lived military mini-state that existed in the autumn of 1941 in the western part of Nazi-occupied Serbia. The Republic of Užice comprised almost the whole of western Serbia, with a population of more than 300,000 people. It was located between the Skrapež river in the north, the river Drina in the west, the river Zapadna Morava in the east, and the Uvac river in the south. In November 1941, the German army re-occupied this territory, while the majority of Partisan forces escaped to Bosnia, Sandžak and Montenegro. During the 1990s Užice's economy shrunk rapidly due to war and instability in the region. In 1999 the city was bombed multiple times during the Operation Allied Force. The largest scale of bombing occurred on May 6, 1999 when NATO forces bombed a large number of roads and highways, the airport, civilian buildings and government buildings.[5] After the largest bombing operation in Užice occurred, thousands of people turned out at the city's main square to protest the bombings and destruction of the city and killings of civilians.
