BP Toledo Refinery is a facility that has been in constant operation since 1919, when the Standard Oil Co. began a batch type production. In such an operation, products were produced in limited runs or batches. In 1938, the refinery was rebuilt and began operating the “Combination Unit” which performed more than one process. Toledo Refinery again underwent a major rebuilding in 1958 when the Toledo Intergrated Unit or TIU was constructed. The TIU is a very efficient and economical operation that allows crude oil to follow a continual path through many interconnected process units. Each unit has a specific function but shares heating and cooling sources to maximize the refinery’s efficiency. An addition to the TIU was built in 1966 consisting of a second Crude Unit, an Ultraformer, an Isocracker, and a Hydrogen Plant. A Diesel Hydrotreater or DHT was added to the TIU in 1993. This unit treats diesel feed stocks to produce a low sulfur fuel for over the road use. In 1999, the refinery commissioned its Toledo Repositioning Project. This $235 million upgrade includes a new coking unit, additional sulfur recovery units, and other improvements which allow the processing of heavy sour crude oil. In 2004, BP began work on a $95 million Cleaner Fuels investment allowing the refinery to increase production of low sulfur gasoline and diesel fuel to meet EPA regulations refiners will be required to meet beginning in 2006. Today, Toledo Refinery can process 160,000 barrels of crude oil per day and is quite flexible in its operations to meet the seasonal and market demands for petroleum products. The salable products produced at Toledo Refinery include: Gasoline, Liquefied Petroleum Gas, Diesel Fuel, Carbon Dioxide, Jet Turbine Fuel, Sulfur, Petroleum Coke, Propylene, Aviation Gasoline, Kerosene, Asphalt, and Heating Oil. In addition to its refining units, Toledo Refinery also operates a Steam Plant, Water Treating Plant, and Waste Water Treatment Unit. Toledo Refinery is situated on 584.3 acres and is bounded by Cedar Point Road on the south, Otter Creek Road on the west, Bay Shore Road on the north, and Dupont Road on the east. The refinery employs approximately 500 people; 190 salary and 307 hourly employees. The hourly work force is represented by Local 5-00346 of the P.A.C.E. International Union. BP Toledo Refinery has been a member of the Oregon community for over 85 years. We believe that wherever we operate, we should be a positive influence; that our relationships should be honest and open and that we should be held accountable for our actions. We value input from our neighbors, elected and appointed officials, local school teachers and administrators as well as regulatory agencies. That is why we regularly meet with these groups to discuss our plant operations, to answer questions and to seek input on issues of importance to both the refinery and the community. BP also invests in community programs and projects, particularly those that promote science, math and environmental education. But it's not just money spent; BP encourages our employees to participate in community projects and volunteer activities. Our employees have helped build playgrounds, partnered with schools on environmental projects, sponsored blood drives and numerous other activities. Our Emergency Response Team has provided training opportunities as well as assistance at various events including the “Partners in Education” Dragon Boat races. BP remains committed to improving the communities where we live, work and raise our families. Over 210,000 gallons of propane; that would fuel 44,000 gas grills. Over 715,000 gallons of jet fuel; enough to fuel a DC-9 airliner for 100 round trips to Miami. Over 1,000 tons of coke; if burnt in a power plant, it would generate enough power for 75,000 homes’ monthly electricity needs. Over 85,000 gallons of asphalt; enough to pave 4 miles of two lane highway. SAFETY Toledo Refinery recognizes safety as a core value and a way of doing business. We have many effective programs to address the safety of our employees and the community as well. A safety program entitled KEYS, Keeping EverYone Safe focuses on improving the safety culture in the Refinery. The KEYS philosophy believes that everyone shares responsibility for their own safety and that of their co-workers. Individuals do make a difference and everyone’s commitment to safety is essential to make our workplace better. A strong focus of our safety department is also placed on emergency preparadness. Our employees receive many hours of job related training each year. Toledo Refinery maintains three Emergency Response Teams who are skilled in fire fighting, first aid and rescue, hazardous materials handling and industrial hygiene. Along with the specialized training these teams receive, they participate in emergency response drills. Toledo Refinery knows that we must act respon- sibly and safely if we are to build trust with our neighbors and residents of the community.

Protecting the natural environment and conductingour operations safely are vital to the way we work.Toledo Refinery maintains a staff of full-time profes-sionals who monitor our processes and the air, waterand land around the Refinery. They are responsiblefor studying and reporting environmental data toLocal, State and Federal agencies and for developingand implementing plans to ensure compliance withregulations. From 1990 to present BP has spent overa quarter-billion dollars in environmental controls.

In 1999, BP Toledo Refinery became the secondrefinery in the USA to achieve certification under theISO 14001 Environmental Management SystemStandard. Certification came after an in-depth audit

of our environmental policy,programs and procedures. Anexternal auditor reviews ourenvironmental managementsystem and accomplishmentsto verify conformance withthe Standard. The combinationof refinery investment forcompliance and ISO certificationhas resulted in a 20% reduction

in air emissions and a 40% reduction in water emissions, since 2000.
