(d) School administration is neither in receipt nor in knowledge of CourtOrder with regard to sibling’s concession. Moreover, the court order has also notbeen presented by any parent to claim such concession.

Will the Minister for Energy be pleased to state:

(a) the steps being taken by the Government to control theft ofelectricity and to overcome mismanagement; and

(b) the DISCO wise details of percentage of theft of electricity duringthe last three years?

 Minister for Power Division (Mr. Omer Ayub Khan): (a) The Power

Division has taken following major initiatives to curb the menace of corruption andelectricity theft:

(i) Implementation of Anti-Theft Campaign:

A campaign to curb the electricity theft has been launched since 13th

October, 2018 in all distribution companies (DISCOs) of Pakistan.

As a first step of implementation of anti-theft drive, a media campaignwas launched both in print and electronic media to warn electricitystealers, of stringent action.

As a collective effort, the Chief Ministers of Punjab and KhyberPakhtunkhawa have constituted task forces to place a check onelectricity theft.

The respective task forces are headed by the provincial SecretaryEnergy and includes the CEO’s of concerned power distributioncompany, relevant Deputy Commissioner and District Police Officer.

Task force, District Management Committees and enforcementcommittees are in continuous communication with each other

thorough a portal that has been developed by PITC/ PEPCO underthe Power Division.

Complete support and cooperation of local administration and policehas restored the morale and enthusiasm of DISCOs employees,translating in saving / earning of sizeable financial gain since the launchof Anti-theft Campaign.

With these efforts, line losses of DISCOs are showing a decreasingtrend and recovery from the consumers has also improved.

(ii) Special Monitoring Teams:

In addition to Anti-Theft task force, independent monitoring teamshave also been constituted, with the mandate to visit DISCOs andindicate irregularities and corrupt practices.

(iii) HR Monitoring:

Profile of officers is being maintained for their employment on sensitiveappointments.

All DISCOs have been directed to launch special campaigns againsttheir corrupt employees’ irrespective of grade and appointment.

Officers in DISCOs having stay of more than 3 years at presentplace of posting, except for specialized / single posts, are beingtransferred from their present place of posting to avoid possibility ofconnivance in theft/ malpractice.

Disciplinary cases against employees found involved in theft.

Apart from above, following steps have been taken to control theft ofelectricity and overcome mismanagement:

Detection of theft by teams and M&T (display wash, meter burntand meter data retrieval)

Combing of high loss feeder with regard to replacement of sluggish/low range meters.

Special efforts are being made for checking of high consumptionconnections i.e. commercial, industrial and agriculture etc.

(a) whether it is a fact that Independent Power Producers (IPPs)invoked jurisdiction for their rights through internationalarbitration for recovering their outstanding dues againstGovernment and have won the decision of arbitration recently;if so, the details thereof;

(b) the impact of said decision of arbitrator in favour of IPPs onnational exchequer and power sector, respectively; and

(c) the way-forward of the government to bear the burden of thesaid arbitration and formulate a comprehensive policy to addresssuch matters at its own, in future?

Minister for Power Division (Mr. Omer Ayub Khan): (a) It issubmitted that nine (9) IPPs, namely: 1. Atlas Power Limited, 2. Halmore PowerGeneration Company Limited, 3. Hub Power Company Limited, 4. Liberty PowerTech Limited, 5. Nishat Churtian Power Limited, 6. Nishat Power Limited, 7.Orient Power Company Limited, 8. Saif Power Limited, and 9. Sapphire ElectricCompany Limited invoked the dispute resolution clause present in their respectivepower purchase agreements (“PPAs”) executed by and between the IPPs and thePower Purchaser, seeking to recover the outstanding dues from the PowerPurchaser. The arbitrator in these proceedings held in favor of the IPPs on atechnicality and did not address the merits of the matter. Moreover, the PowerPurchaser has challenged the award made by the arbitrator before the LahoreHigh Court. As per the Laws of Pakistan, a party seeking to enforce an arbitralaward must obtain an order from a court of competent jurisdiction for itsenforcement. At present the award rendered by the arbitrator has been challenged/objected on merits by the Power Purchaser before the courts of competentjurisdiction; additionally, the enforcement proceedings initiated by the IPPs arealso contested by the Power Purchaser. As the matters are still sub judice andhave not attained finality the IPPs are unable to obtain an order of the court for theenforcement of the award until the proceedings have been concluded.

(b) The final award rendered by the arbitrator awarded the IPPs anamount of approximately Rs.14,020 million; however, the Power Purchaser haschallenged the award made by the arbitrator before the Lahore High Court.

(c) The case is being contested at various levels including appeals againstthe same at local and International Courts. 169. *Engr. Sabir Hussain Kaim Khani:

(a) whether any office/centre exists to lodge complaints againstviolation of human rights in Pakistan;

(b) if so, the locations thereof? 

Minister for Human Rights (Dr. Shireen M. Mazari): (a) There aretwo mechanism under Ministry of Human Rights through which complaints againstviolations of human rights can be lodged. These include: (i) Nationwide Helpline1099 and (ii) National Commission for Human Rights (NCHR). The detail of bothis given below:

There is a Nationwide Helpline of Ministry of Human Rights with a ShortCode “1099” which is established for the victims of human rights violations. Itsbasic purpose is to give Free Legal Advice to the victims of human rights violations.

“Helpline for Legal Advice on Human Rights Violations” was establishedin February, 2015. Its a 24/7 Helpline to provide quick relief to the victims ofhuman rights violations, their families and other vulnerable segments of the societythrough legal advice, assistance and referral services.

National Commission for Human Rights (NCHR) also receives complaintsagainst violations of human rights in different cities in Pakistan. It has 07 centers indifferent parts of the country to address the complaints of human rights violations.

(b) (i) The Location of the Helpline (1099) for Legal Advice on HumanRights Violations is 1st Floor, Huma Plaza, Fazal-e­Haq Road,China Chowk, Blue Area, Islamabad.

(b) if so, the steps taken by the present Government to facilitatecutting and transportation of marble in the above said area;and

(c) whether there is any proposal under consideration of theGovernment for establishment Marble City in Buner; if so, thedetails thereof?

 Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a)

Among the potential marble bearing areas of the country, District Buner is reportedto be the highest marble producing area, with estimated marble resource potentialexceeding 1,700 million tonnes.

(b) Constitutionally, all minerals other than nuclear substances are aProvincial subject. Executive/regulatory authority for development of ‘ marbledeposits rests with the Provincial Government.

As reported by the Government of Khyber- Pakhtunkhwa (GoKP)[Minerals Development Department], it has initiated a Competitive IndustriesProject in collaboration with the World Bank at a cost of USD 9.00 million forestablishing a Mine Machinery Pool at Risalpur, Nowshera to promote themechanized mining of dimension stones across the Province including Buner.Thirteen sets of machinery are being utilized in dimension stones quarries and theProvincial Government is considering to add twenty more sets of machinery to theexisting Machinery Pool. For facilitating transportation of marble in Buner District,the GoKP has constructed 6 kms shingle road at a cost of Rs27.2 million.

The Ministry of Industries & Production, Government of Pakistan hasalso established a dedicated company, Pakistan Stone Development Company(PASDEC) for the value chain development of the marble and granite sector byintroducing mechanization on international standards. The Company has establishedthree mechanized quarry projects in Buner and is facilitating the mine owners byproviding mechanized mining machinery on subsidized rental basis through itsMachinery Pool. PASDEC has also provided skill development training to localsof Buner to operate mechanized mining machinery.

(c) A proposal for establishing a Marble City at Buner is being followedup by the GoKP. Khyber Pakhtunkhwa. Economic Zones Development andManagement Company (KPEZDMC) has been assigned the task and landprocurement (1,615 kanals at a cost of Rs745 million) is under process.

Will the Minister for Human Rights be pleased to state the number ofagreements on international Human Rights signed by Pakistanand the number of said agreements being implemented?

Minister for Human Rights (Dr. Shireen M. Mazari): The followingInternational agreements (Conventions/Covenant), pertaining to Human Rights havebeen ratified by the Government of Pakistan.

(i) Convention on Prevention and Punishment of the Crime andGenocide.

(ii) International Convention on the Elimination of all Forms of RacialDiscrimination.

(iii) Convention on the Rights of the Child.

(iv) Convention on the Elimination of All Forms of Discrimination againstWomen.

(v) International Covenant on Economic Social and Cultural Rights.

(vi) International Covenant on Civil and Political Rights.

(vii) Convention Against Torture and other Cruel, Inhuman or DegradingTreatment or Punishment.

(viii) Convention on the Rights of Persons with Disabilities.

Besides, the Government has also ratified two optional protocols pertainingto UN Convention

.on the Rights of Children (Optional Protocol on Sale of Children,

Child Prostitution & Child Pornography and Optional protocol on the involvementof children in Armed Conflict)

Ministry of Foreign Affairs is. focal Ministry for the Convention indicated

at Sr. No. i, whereas, remaining 6 Conventions and Optional Protocols have beenassigned to Ministry of Human Rights for compilation of mandatory reports on thesubject Conventions and its submission to the concerned treaty body throughMinistry of Foreign Affairs. However, there is no reporting requirement on theConvention related to Genocide (Sr. No. i).

After 18th amendment in the Constitution, the implementation ofInternational Conventions at the provincial level is the responsibility of the respectiveProvincial Governments. However, all the ratified Conventions are beingimplemented with the coordination of relevant stakeholders of the Federal andProvincial Governments, by taking requisite legislative, policy and administrativemeasures.

(a) whether it is a fact that consumers of electricity are being overcharged;

(b) if so, the steps being taken by the Government to check overbilling of electricity at present?

Minister for Power Division (Mr. Omer Ayub Khan): (a) The PowerDivision has given clear directions to all Power Distribution Companies (DISCOs)for accurate billing and to avoid any kind of over billing. However, there may beindividual incidents reported where electricity consumers have been overcharged,but this is not a business routine.

(b) The Power Division has taken following steps in this regard:

(i) Meter reading is continuing in all DISCOs through mobile phoneswith picture of meter reading to avoid arbitrary charges by MeterReaders.

(ii) Strict directives have been given by the Power Division to DISCOsto ensure correct billing. Wrong bill adjustments are discussed withthe concerned CEO and in case of wrong bill the XEN/RO concernedalso corrects the bill, besides taking disciplinary action against theofficial at fault.

(iii) Complaints received through PMDU Portal on overbilling etc. arebeing readily addressed.

(iv) Online Complaint System at PEPCO level has been made fullyfunctional for lodging complaints by consumers and redressal of suchcomplaints is ensured.

(v) Federal Complaint Cell at Power Division is also working round theclock to redress the consumers’ complaints.

(a) the details of lawsuits which have been filed against the NationalAccountability Bureau (NAB) in International Courts ofarbitrations, since its inception along with present status thereofseparately;

(b) the grounds of each said lawsuit upon filed in said Courts againstthe NAB along with expenditure incurred thereupon separately tillnow;

(c) whether NAB has conducted internal inquires at its own toexamine failures on their part that forced the other party to filesuch lawsuits in International Courts of Law; if so, the detailsthereof; and

(d) the amount which has been paid by the NAB to complainantsparties as damage/fine or under the head of any othernomenclature in view of decisions of International Courts?

Will the Minister for Energy be pleased to state the schedule of Gasload shedding in tehsil Ratodero, District Larkana?

 Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): SSGC

has reported that no gas load shedding is being carried out by SSGC in RatoderoTown and un-interrupted gas supply is ensured to the domestic as well ascommercial customers through a Load Management Plan.

The Company further reported that if any low gas pressure problem isnoticed due to some operational reasons same is being over come immediately bydeploying teams round the clock specially in the winter peaks.

Will the Minister for Parliamentary Affairs be pleased to state:

(a) whether it is a fact that Government on the directions of SupremeCourt of Pakistan has given right of vote to the OverseasPakistanis; if so, the details thereof;

(b) whether under the aforesaid arrangements, persons holding dualnationality could be given right to vote;

(c) if so, whether decisions of Supreme Court that bars dualnationals to be Member of Parliament, would apply to thosewho have dual nationality for vote; if so, the detail thereof; and

(d) the steps being taken by the government to take all politicalparties on board for strengthening the process for voting ofoverseas Pakistanis?

 Minister of State for Parliamentary Affairs (Mr. Ali Muhammad

Khan): (a) The right of vote is provided to all citizens of Pakistan in the Constitutionunder Article (17) and 51 they can exercise to cast vote while in Pakistan. However,the mode of voting or mechanism was not there as how Overseas Pakistaniswould cast their vote from abroad. On the direction of Hon’ble Supreme Court ofPakistan, ECP has recently conducted pilot test using Internet Voting Systemallowing eligible overseas Pakistani voters, dated 14th October, 2018 bye-electionsin 35 constituencies of National and Provincial Assemblies. ECP has also compliedthe legal provision of Section 94 of the Elections Act, 2017. The Report on PilotProject has been approved by the Hon’ble Election Commission and in processof printing of 500 copies for further submission to the Senate and the NationalAssembly.

(b) Voters, having the following criteria are actually eligible to cast onlinevote (I-Vote) from abroad:—

(i) Must be enrolled as voter in the Electoral Rolls of the country whetherhe/she is dual national;

(ii) Possess the NICOP Card;

(iii) Hold the Machine Readable Passport (MRP) whether if it is expired.Now, this condition is withdrawn by the Hon’ble ElectionCommission and included One Time Password (OTP) feature as2-factor authentication;

(iv) Constituency is open or called for poll in bye-election.

The Section 94 of the Elections Act, 2017 says:—

“94. Voting by Overseas Pakistanis.—(1) The Commission mayconduct pilot projects for voting by Overseas Pakistanis in bye-elections to ascertain the technical efficacy, secrecy, security andfinancial feasibility of such voting and shall share the results with theGovernment, which shall, within fifteen days from the commencementof a session of a House after the receipt of the report, lay the samebefore both Houses of Majlis­e-Shoora (Parliament).

(2) In this section, Overseas Pakistani, means a citizen ofPakistan under the Pakistan Citizenship Act, 1951 (II of 1951) orholder of National Identity Card for Overseas Pakistanis under theNational Database and Registration Authority ordinance, 2000 (VIIIof 2000) who is working or residing abroad permanently ortemporarily for not less than six months.”

(c) Any Pakistani, whose name exists in the voter’s list and possessNICOP as well whether he/she is dual national, can be registered using I-VoteSystem and cast a vote.

(d) The Pilot Project Report is being sent to the Parliament for furtherdeliberation on the subject regarding overseas voting for further legislation(if required).

 Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a)

The year-wise detail of amount deposited by Exploration & Production companiesin respect of Social Welfare Obligation and Production Bonus in district Hyderabadduring the reported period is at Annex-A.

(b) The requisite information is at Annex-A.

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): Theprices of Petroleum Products in the country are linked with the international ArabGulf market prices, which fluctuate on a daily basis. Therefore, the prices are notin the control of the Government. Accordingly, domestic oil prices are increased /decreased by including notified taxes and other cost components incurred on thesupply of oil across the country. The Government takes steps from time to time forproviding relief to consumers, by adjusting on increase in international oil pricesthrough a reduction in the rate of taxes.

During the current month, OGRA recommended on increase in the pricesof Petroleum Products, effective 01-12-2018. However, the Government tooknecessary steps on the directives of the Prime Minister of Pakistan to reduce theprices of Petroleum Products by reducing the tax rate for providing relief to thepublic as under:

The price for indigenous LPG is being notified by OGRA which is intendedfor domestic and commercial consumers only and not for the industrial sector.

OGRA’s notified price of LPG for domestic and commercial consumersfor the month of December is Rs.1338.78/11.8 kg cylinder.

This is in line with Clause 3.6.9 of the LPG Policy 2016 which states thatthe indigenous LPG production will primarily be supplied to Domestic andCommercial consumers. All other sectors such as automobile and industrial willonly be allowed to use imported LPG.

area was provided 35 MW electricity from (Iran), through 132kV Jackigor(Iran)-Mand (Pakistan) transmission line link in 2003 @ 3 cents/kWh. The powersupply agreement to Mekran was then enhanced from 35 MW to 70 MW duringFebruary 2012. Afterwards, the agreement was further enhanced from 70 MW to100 MW during January 2017. QESCO is drawing 85 MW on average on dailybasis. Also QESCO is getting electricity of 2 MW each from Jalak (Iran) —Mashkel (Pakistan) and Mir Jawa (Iran) — Taftan (Pakistan) respectively. Thedetails of quantity of electricity imported per year and rate per unit is attached asAnnex-I.

No power imports from any other country are coming to Pakistan.

(b) The reason for purchasing the electricity from Iran is that Pakistanhas to import electricity for its border area of Balochistan where neither NationalGrid System exists nor any Power Plant.

 Minister for Human Rights (Dr. Shireen M. Mazari): (a) The

government has deep concerns on the matter of drought in Balochistan and ourregional office of National Commission for Human Rights (NCHR) in Quetta iscontinuously engaged with the provincial government. As this is a policy matterinvolving federal and provincial governments, therefore its systemic and sustainablesolution needs a comprehensive strategy to combat the issue. The FederalGovernment has formulated a National Water Policy and is pursuing it to resolvewater crisis in an equitable manner.

The Commission has already conducted a consultative meeting with allstakeholders including officials of PDMA, Member Revenue Board, Farmers,Agriculture Departments, BWASA, Public Health Engineering Department,

Drought is a natural crisis, however, the Commissionendorses the resolution passed by the provincial assembly and suggests that theFederal government take extra ordinary measures to address the issue.

The Ministry of Human Rights/National Commission for Human Rights isnot directly the relevant organizations to provide such package. However, theNCHR (Balochistan office) has conducted a meeting on 14th December, 2018 toascertain nature and extent of the drought areas situation and on the role of variousstakeholders to address the issue. According to the NCHR, the PDMA is workingon providing relief to the effectees.

admitted fact that revised pay scales holders implemented 100% in PakistanPost Office Department for the employees of the PPOD throughout Pakistan.Currently, all postal employees are equally enjoying the perks and privilegesapproved by the Federal Government in the budget 2016 as well as the HouseRequisition Ceilings revised in the budget 2017.

It is clarified that facility of House Hiring is being offered at 6 specifiedstations namely Islamabad, Rawalpindi, Lahore, Karachi, Peshawar and Quettaas authorized by the Ministry of Housing and Works Islamabad O.M No.F.2(3)/2003-Policy dated 31-07-2004 (Annex-A). Revised ceiling of houserequisition facility as authorized by Ministry of Housing and Works, Islamabadvide O.M No. F.4(8)/92-Policy dated 25-06-2018 (Annex-B) has beenimplemented at approved 6 specified stations. However, the waiting lists ofemployees who wish to avail House requisition facility in above mentionedstations are maintained with their respective administrative offices and facilitiesprovided subject to availability of funds as per seniority.

(b) No, this is not fact. Actually the numbers of votes cast for NationalAssembly were 1,400,553 more than the number of votes cast for provincialassemblies.

(c) There are several justifications/reasons for aforesaid variation ofvotes cast for National Assembly as compared to provincial assemblies such as:

i. Number of votes cast in Federal Capital and FATAs were foronly National Assembly.

ii. Elections in two National Assembly constituencies namely NA-60Rawalpindi-IV and NA-103 Faisalabad-III were postponed sothe voters in said constituencies were issued only one provincialassembly ballot paper.

iii. Similarly, elections in 6 Provincial Assembly constituencies namelyPP-87 Mianwali-III, PP-103 Faisalabad-VII, PS-87 Malir-I,PK-78 Peshawar­XIII, PK-99 D.I. Khan-V and PB-35 Mastungwere also postponed due to death of candidates and the votersin these constituencies were issued only one national assemblyballot paper.

It may be added that constituency of NA-267 has three districts, namelyMastung, Kalat and Shaheed Sikanderabad and there are 31 Union Councilsfalling therein. QESCO has its network present in all these Union Councilsand a total number of 19,275 consumers out of which 6966 are agri-consumersand 12309 being domestic /other consumers are being supplied electricity inthe said constituency.

In addition, any new housing scheme/ colony/ cluster of houses whichis not yet electrified is accordingly being processed, whenever indicated, forprovision of electricity as per SOP / practice in vogue. Such schemes areinitially surveyed and after feasibility studies / preparation of estimates, thePC-I of the schemes are sent to the sponsors either Provincial or FederalGovernment for allocation of funds.

Minister for Human Rights (Dr. Shireen M. Mazari): After the18th Constitutional Amendment, the subject of welfare has been devolved tothe provinces. At the ICT level, the matter falls under the domain of ChiefCommissioner ICT, Ministry of Interior.

Under the West Pakistan Vagrancy Ordinance, 1958, the IslamabadPolice is responsible to search and arrest vagrants. Moreover, the Police isalso taking various measures including establishment of Anti-beggar Squadsand authorized the concerned Zonal SP and Assistant Commissioners tosupervise the matter connected with the beggars.

The following recent legislation has been enacted to address the issueof child protection including child beggary:

The ICT Child Protection Act, 2018 has been enacted to protectthe children from all forms of violence including children involved in begging.The section 5 of the said act states that a child in need of protection and careshall include a child who - (b) is unattended, victim of an offence, child, domesticand such other workers, found begging, imprisoned with the mother or livesin an immoral environment. Under this act, a Child Protection Institute is beingestablished.

(b) Yes, the Company has reported that the work was stopped inwake of General Elections. However, it has been restarted on the sanctionedschemes.

(c) The Company further reported that there is no intentional delayin implementation of schemes. However, budgetary constraints compel themto undertake the schemes in phases.

(d) The tendering procedure of Job numbers has already beencompleted on which work is in progress. The details of the job numbers isattached at Annex-B.

(a) whether it is a fact that the persons not belonging to districtBattagram were recruited at Runner post by PakistanPost during the previous Government; if so, reasons thereof;and

(b) whether said recruitment was made on merit? 

Minister for Postel Services (Mr. Murad Saeed): (a) All theappointments were made purely on merit basis in Mansehra Postal Division inaccordance with rules laid down in Post Office Manual Volume IV.

The Rule 18 of Post Office Manual Volume IV (Annex-A) of theabove cited Manual provides that all vacancies in BPS-1 and 2 will ordinarilybe filled on local basis after their advertisement in the press (Annex-B).

It is clarified that the “local” refers to the jurisdiction of MansehraPostal Division. Mansehra Postal Division has four revenue districts within itsjurisdiction i.e Mansehra, Battagram, Torghar and Kohistan. All the candidates

The advertisement for the vacancies that appeared in the press clearlyshows the above cited four districts against the vacancies in Mansehra PostalDivision and no quota for district Battagram or any other district specificallywas indicated. A copy of the same is annexed for ready reference.

The candidates belonging to District Battagram who competed withall other candidates successfully were placed on merit list and only three (03)were selected on the basis of their merit position (Annex-C).

(b) Yes, all the appointments were made purely on merit basis inMansehra Postal Division in accordance with rules laid down in Post OfficeManual Volume IV.

Minister for Power Division (Mr. Omer Ayub Khan): (a) No, it isnot a fact that 33kV grid station Thakot was included in PSDP 2010-2011 forup-gradtion to 132kV grid station. However, during 2010-2011, rehabilitationof damaged building of 33kV grid station Thakot was carried out under ADBERRA Program.

Up gradation of 33kV Thakot grid station to 132kV level andconstruction of its associated 132kV transmission line from 132kV grid stationBesham was later approved under 7th STG (PSDP-2016-17).

(b) Up till now 45 % work related to upgradation of 33kV gridstation Thakot to 132kV level has been completed.

The up gradation of 33kV grid station Thakot to 132kV level alongwithits associated transmission line is expected to be completed during Fiscal Year2019-20 subject to clearance of right of way problem.

(c) Yes, the source of powering Thakot grid station will be from AllaiKhwar Power House through 132-kV transmission line from 132kV gridstation Besham.

Presently, the construction of the 132kV Besham-Thakot transmissionline is pending due to right of way problem on proposed 132kV Allai Khwar-Besham section.

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a)Yes, SNGPL has reported that there is a proposal under consideration to supplygas to Rehman Town and Gulshan-e-Taleem. Total Cost of the project isRs. 53.678 million.

However, the Company further reported that there is no request forprovision of gas to Model Valley in their record.

(b) The Company further reported that the project of supply of gas toRehman Town is under process and the gas pipeline is expected to be laid duringthe current fiscal year, barring unforeseen circumstances.

10. Ms. Shams Un Nisa:(Deferred on 12-12-2018)

Will the Minister for Energy be pleased to state whether theGovernment has any plan/scheme for using available solar potentialto overcome energy shortage?

Minister for Power Division (Mr. Omar Ayub Khan): TheGovernment is pursuing the development of renewable energy technologies includingsolar energy for power generation. Six (06) solar PV projects of 430 MWcumulative capacity are already in operation. The Government is also in processof developing a robust renewable energy policy, with the aim to encourage theinvestors and improve the overall contribution of renewables in the energy mix.

Apart from large scale projects, the Government is also promotingdistributed deployment of solar applications through net-metering scheme under

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a)Both the sui gas Companies endeavor to ensure maximum supplies to theirconsumers, especially the high priority domestic consumers. However, the gapbetween demand and supply of natural gas widens during winter months due to acontinuous increase in gas demand for heating and cooking purposes, depletion ofthe existing gas resources, extension of network and addition of new consumerson account of annual development schemes received from various quarters.Appropriate measures, including gas load management, are being undertaken bythe sui Companies. It is further apprised that consumers across the gas networkmay face low pressure issues due to operational constraints. To avert the issue oflow pressure, both the gas companies are undertaking system augmentation andsystem improvements.

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a) No.SNGPL has reported that company has not stopped the process of provision ofnew gas connections to the applicants of NA-136 (NA-128 old). All new gasconnections including NA-136 (old NA-128) are being provided on turn/merit basis.

(b) The company has informed that all new gas connections are beingprovided on turn/merit basis.

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a)SNGPL has already laid a gas network in the said area. However, due to the onset ofwinter season, gas consumption has raise significantly, which is resulting in low pressure.

(b) The company has further reported that the pressure setting has beenworked out at adequate levels to ensure un-interrupted gas supply to consumersof NA-136 (Old NA-128).

Minister for Law and Justice (Dr. Muhammad Farogh Naseem):Steps being taken to create separate province, namely, South Punjab requirealtering the limits of the Province of Punjab and for that purpose an amendment inthe Constitution is required, Articles 238 and 239 whereof provide for the methodto amend the Constitution(Annex-I). In particular reference is invited to Article239(4) which provides as follows:—

239(4) A Bill to amend the Constitution which would have the effect ofaltering the limits of a Province shall not be presented to the President for assentunless it has been passed by the Provincial Assembly of that Province by the votesof not less than two-thirds of its total membership.

Minister for Power Division (Mr. Omer Ayub Khan): (a) Yes, it is afact that low voltage problem exists in the villages Sokal, Bai Biryal, Sekhi Bala,Shah Kot and Chak Pansial.

(b) These villages are being fed from I 1 kV Swabi Maira feeder underKalabat Township Sub Division, Haripur. Low voltages are being faced by theconsumers of the said villages in summer season due to over loading of the feeder.

(c) It is true that these villages fall in District Mansehra.

(d) At present, no such proposal is underway to connect these villagesto 132kV Mansehra grid station. However, to overcome this low voltage problem,a bifurcation proposal of 111KV Swabi Maira feeder has already been approvedand execution of work is under progress. Work is expected to be completed upto30-06-2019 subject to no right of way problem at site during execution.
