Supplementary Regulations

1. The Event The event, the NGK Spark Plugs 44th Australian Motorkhana Championship, will be a National Championship Motorkhana, hereinafter referred to as “the AMC”, held under CAMS Permit No. 815/2609/01. 2. Date and Location The AMC will be held on Friday 25th and Saturday 26th of September 2015 at Bendigo Livestock Exchange, Wallenjoe Road, Huntly, Victoria on a hotmix bitumen surface. 3. Authority The event will be held under the International Sporting Code of the FIA, the National Competition Rules (NCR) of the Confederation of Australian Motor Sport Ltd (CAMS), the current National Motorkhana Code (NMC), these Supplementary Regulations and any Further Regulations that may be issued. The event will be conducted under and in accordance with the CAMS Safe Event Package for Motorkhana and Khanacross, and all competitors are obliged to comply with all reasonable requests of the Organiser. 4. Promoters The AMC will be organised and promoted by the Bendigo Car Club Inc. and the Victorian Motorkhana Advisory Panel with assistance from various Victorian Car Clubs. 5. 8. Entries

• Entries will open on publication of these regulations and close at 8.00pm on Tuesday, 15 September 2015.

• The AMC is open to all CAMS Level 2NS or 2NSJ (or higher) Licence holders who hold a valid CAMS affiliated car club membership licence.

• Entry fees:

o $80.00 per adult driver

o $35.00 per Junior driver who must be less than 18 and at least 12 years of age on 26th September 2015. Proof of age will be required.

• Up to 4 persons may be entered to drive the same vehicle, but multiple entries must be indicated on the entry form.

• Entries will only be accepted on the official Entry Form (as attached to these Supplementary Regulations) which must be completed in all details and which must be accompanied by full remittance of all appropriate fees.

• Cheques, Money Orders and EFT are to be made payable to Bendigo Car Club Inc.

• Competitors are requested to enter early to assist the Organisers with tasks such as printing of the program and publicity material. Competitors are also asked to provide information where indicated on the Publicity Form, to be used in event publicity and on the day of the event. By filling this form out and signing the document you authorise that this information can be used with the media and publicity for the event.

• Acknowledgement of receipt of entry will be emailed to drivers when entry is received by the Secretary.

• A fee of $20.00 will be incurred on any cheque that is not honoured on presentation.

• The Organisers reserve the right to reject any entry in accordance with NCR 83 & NCR 85.

• Entries shall be limited to 100 and will be accepted in order of receipt.

9. Vehicle Classes and Driver Categories The CLASSES (based on manufacturers’ specifications for production cars) shall be:

A 2WD Production Cars wheelbase up to 2150mm B 2WD Production Cars wheelbase 2151mm to 2390mm C 2WD Production Cars wheelbase 2391mm to 2574mm D 2WD Production Cars wheelbase 2575mm and over E Four Wheel Drive Production Cars, which must be driven in four-wheel drive

mode throughout the event. F Front Wheel Drive Specials G Rear Wheel Drive Specials

Additional DRIVER CATEGORIES will be:

L: Ladies – Fastest Outright LP: Ladies Production – Fastest Handicap times in a Production Car – note e) J: Junior – Fastest Outright JP: Junior Production – Fastest Handicap times in a Production Car – note e)

Notes: a) To qualify for categories J and/or JP, the driver must be at least 12 but less than 18

years of age on September 26th, 2015. The competitor must supply proof of age. b) All vehicles must comply with the requirements of the National Motorkhana Code and

Group 4H – Motorkhana Cars of the Auto Test section of the current CAMS Manual of Motor Sport. Specials are defined in Article 3 of Group 4H.

c) Competitors should note especially the provisions of Rule 3.2(iv) of Group 4H – Motorkhana Cars, under which the fitting of racing-type tyres or slick recaps will cause that vehicle to be classified as a Special.

d) The Clerk of the Course shall determine the appropriate class wherein each vehicle shall be classified if there is any dispute as to entry class.

e) Handicap times in categories LP and JP will be calculated as detailed in item 25 Team Award.

10. Competition Numbers A ballot for competition numbers will be held on Friday, 18 September, 2015. Refer Article 5.5 of the National Motorkhana Code. 11. Documentation Check

• Documentation Check will be held at the competition venue between 4.30pm and 6.45pm on Friday, 25th September 2015 unless prior approval has been obtained from the Organisers for alternative licence checking arrangements, which will only be granted in exceptional circumstances.

• Each driver must possess a current CAMS Club Membership Card and at least a current CAMS Level 2 Non-Speed (2NS or 2NSJ) Licence, both of which must be presented. Junior competitors must have adequate proof of age.

• Documentation must be checked before presenting vehicle for scrutiny. 12. Scrutiny

• Scrutiny will be held at the competition venue between 4.30pm and 6.45pm on Friday 25th September 2015 unless prior approval has been obtained from the Organisers for alternative scrutiny arrangements, which will only be granted in exceptional circumstances.

• No vehicle may be used to practice or compete without having first passed scrutiny. Competitors must present their vehicles with CAMS log books (if issued). Each vehicle may be required to again pass scrutiny on the day of the event before being allowed to compete. (Please enter the scrutiny area in an orderly manner. Only competing vehicles are allowed in the scrutiny area).

• All vehicles must comply with the requirements of the National Motorkhana Code and with Group 4H Motorkhana Cars of the current CAMS Manual.

• All vehicles must be adequately muffled, as required by Group 4H Motorkhana Cars Article 1.7.

• All vehicles must be fitted with a seat belt complying with Schedule I &/or Group 4H of the current CAMS Manual.

• Particular attention will be given to battery security, safe condition of suspension and brakes, safety cage structures (if fitted), safety harness / seat belt and tyres as per the NCRs.

• Attention will be paid to the cleanliness and tidiness of vehicles. • A vehicle that has a mechanical failure at any time after initial scrutiny may be

required to be presented for re-scrutiny.

13. Driver Requirements

• While practicing or competing, drivers must wear apparel in accordance with Schedule D of the current CAMS Manual, in particular, footwear in accordance with Article 10.6 of the National Motorkhana Code.

• Whilst practicing or competing, all drivers must wear a seat belt complying with Schedule I &/or Group 4H of the current CAMS Manual.

• Drivers of vehicles which are registered with CAMS as Historic Cars, are subject to a Certificate of Description, and are not required under their Group Regulations to be fitted with a seat belt, are currently exempt from the seat belt requirements above.

• Drivers of motorkhana specials must wear helmets complying with AS 1698 or another standard listed in Schedule D (refer ”General Requirements for Cars and Drivers”) of the current CAMS Manual and it is highly recommended for all drivers of other open vehicles.

• Drivers of vehicles to which no windscreen is fitted while competing must wear either non-shattering protective goggles or a helmet with a non-shattering visor.

14. Practice Controlled practice will be permitted between 4.30pm and 6.45 pm on Friday 25 September 2015 for those drivers whose licences have been passed and whose vehicles have passed scrutiny. Note that lighting after dark will be limited. No practice is scheduled for the Saturday of the AMC. 15. Tests A minimum of four and a maximum of twelve tests will be conducted, chosen by the Organisers from the following list of CAMS Motorkhana Test Booklet . Only one competition attempt will be permitted at each test, with the exception of a rerun having been granted by the Clerk of the Course. The AMC tests will be chosen from:

Test diagrams printed in the 2015 Australian Motorkhana Championship Program are taken from the current CAMS Motorkhana Test Booklet. Several of the tests are “mirrored” i.e. start from the opposite side and make all turns the opposite way to usual, and this is indicated on the relevant test diagrams which are on page 11 of this Information Pack. 16. Event Layout The layout of each test as laid down in the schedule of motorkhana tests shall be strictly adhered to, subject to a tolerance of +/- 200mm in each dimension, as specified in Regulation 12.3 of the National Motorkhana Code.

17. Starting Order The starting order on each test will be determined by a rotational system based on classes. Details will be notified in Further Regulations and repeated at the Drivers’ Briefing. Some classes’ order may be combined for the overall starting order. 18. Timing Electronic timing will be used on each test, backed up by two hand-held stopwatches. Times will be recorded in writing to .01 of a second. Should it be necessary to use back-up timing then the average of the two recorded back-up times shall be used. Refer to the National Motorkhana Code, Article 15. Timing will start when the leading point of the vehicle crosses the designated start line, and will stop when the leading point of the vehicle crosses the designated finish line. The designated start and finish line will be the same line across the start and finish garage and will not be more than one metre behind the front of the garages. 19. Refuelling of Vehicles All refuelling of competition vehicles will be completed in the designated area with at least two people present - one to refuel and one to man fire extinguishers. All people refuelling must be wearing non-flammable neck to ankle and wrist clothing and substantial footwear. Any vehicle being refuelled must have the engine turned off and no occupant. Competitors are reminded that fuel must be in accordance with Schedule G of the current CAMS Manual. 20. Protests Any protests must be lodged in accordance with the provisions of part XII of the NCR. 21. Insurance Certain public, property, professional indemnity and personal accident insurance is provided by CAMS in relation to the event. Further details can be found in the CAMS Insurance Handbook, available at www.cams.com.au. 22. ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing.

23. Judges of Fact All officials shall be deemed to be Judges of Fact in accordance with Article 18.2 and 18.3 of the National Motorkhana Code and NCR 181. The names of the Judges of Fact shall be displayed prior to the start of and during competition. 24. Awards The Awards listed below will be presented at the Presentation Function at The Bendigo Club, 22 Park St, Strathdale on the evening of the AMC. Other awards may be presented at the discretion of the Organisers. Drivers who enter a Category are eligible for Category, Outright and Class awards. Trophies and prize money will be awarded as follows:

Outright Positions: 1st to 6th Vehicle Classes A, B, C, D, E, F & G: 1st, 2nd and 3rd Driver Categories L, LP, J & JP: 1st, 2nd and 3rd

Class and Category Awards are subject to sufficient driver numbers as follows:

More than 6 drivers 1st, 2nd and 3rd places 4 to 6 drivers 1st and 2nd places Less than 4 drivers 1st place only

25. Team Award State-based teams may compete for a team award. Each team is to be nominated to the Secretary by 9.00am on Saturday September 26th 2015 and shall consist of three drivers from the same state competing in at least two vehicles. A driver may be nominated for only one team. Final aggregate time for each team member will be adjusted by a handicap factor (as listed below). All penalties are calculated at a handicap factor of 1.00, not at the class factor. The team with the overall lowest aggregate handicap time will be determined the winner. A Handicap factor will be applied to each team member’s times (excluding penalties), based on vehicle classes as follows (calculated using the average of the last 5 years’ results): - Class A B C D E F G Factor 0.852 0.807 0.793 0.789 0.743 1.000 0.976 26. Shoot-out The Clerk of the Course reserves the right to run a shoot-out at the end of the championship event if time permits, using a test which may or may not be taken from the CAMS Motorkhana Tests Booklet.

If you have any special dietary requirements or questions concerning the awards function please contact The Bendigo Club by email: [email protected] All competitors, officials, family and friends are invited to participate at the awards presentations. We urge you to attend the Awards Presentation to show your support for those competitors who have succeeded in winning a trophy. The Bendigo Club also run a Courtesy Bus Phone 5443 0780 for bookings. A three course set meal will be provided. For young children it will be a two course meal (Main and Dessert) from the Bistro menu.

I/We declare that I/we have read and understood the Supplementary Regulations issued for the event, and agree to be bound by them and the provisions of the National Competition Rules of the Confederation of Australian Motor Sport Limited (“CAMS”). In exchange for being able to attend or participate in the event (including entering the event), I agree: • to release CAMS and Australian Motor Sport Commission Ltd, promoters, sponsor organisations, land owners and lessees,

organisers of the event, their respective servants, officials, representatives and agents (collectively, the "Associated Entities") from all liability for my death, personal injury (including burns), psychological trauma, loss or damage (including property damage) ("harm") howsoever arising from my participation in or attendance at the event, except to the extent prohibited by law;

• that CAMS and the Associated Entities do not make any warranty, implied or express, that the event services will be provided withdue care and skill or that any materials provided in connection with the services will be fit for the purpose for which they are supplied; and

• to attend or participate in the event at my own risk.
