Dear Mr. Kovacs:

On July 31, 2019 and August 1, 2019, Fuss & O’Neill, Inc. (Fuss & O’Neill) representatives, Mr. Robert Mallett and Ms. Heidi Keller, performed supplemental sampling for suspect Asbestos-Containing Materials (ACM) at select locations within Buildings E, F, and the Boiler Room of Building D of the Nauset Regional High School located at 100 Cable Road in Eastham, Massachusetts (the “Site”).

On July 31, 2019, Mr. Mallett and Ms. Keller conducted slab coring at the Women’s Faculty Restroom located in Building E and the Boiler Room located in Building D. No suspect sub-slab dampproofing was observed during this inspection. Ceramic floor tile components were observed in the Women’s Faculty restroom and samples were collected for analysis. In addition to the slab coring, investigatory cuts were made at the Auditorium Stage as well as the Gymnasium floors. If suspect materials were observed, samples were collected for analysis.

On August, 1, 2019, a series of roof cuts were performed and subsequently patched by a professional roofing subcontractor. These roof cuts were observed by Fuss & O’Neill and if suspect materials were observed, samples were collected for analysis.

All asbestos samples were collected by a Fuss & O’Neill Commonwealth of Massachusetts-certified and United States Environmental Protection Agency (EPA)-accredited Asbestos Inspector. Refer to the report attachments for a copy of the Asbestos Inspector state certifications and accreditations.

Samples were analyzed at EMSL Analytical, Inc. (EMSL), a Commonwealth of Massachusetts-certified and American Industrial Hygiene Association-accredited asbestos laboratory. Asbestos sample analysis was conducted using the EPA Interim Method for the Determination of Asbestos

in Bulk Building Materials (EPA/600/R-93/116) via Polarized Light Microscopy with DispersionStaining (PLM/DS).

The suspect ACM sample locations, material type, sample identification, and asbestos content areidentified by bulk sample analysis in Table 1, attached. The asbestos laboratory analytical reportsand chain-of-custody forms are also included as an attachment.

The samples collected of suspect ACM were reported by EMSL to be “None Detected” (i.e., non-ACM). Any materials not identified during the original or supplemental material survey should bepresumed as ACM until sample collection and analysis determines to be non-ACM.

The EPA, Occupational Safety and Health Administration (OSHA), and the Commonwealth ofMassachusetts Department of Labor Standards (MADLS) defines any material that contains greaterthan one percent (>1%) asbestos, utilizing PLM, as being an ACM. The Commonwealth ofMassachusetts Department of Environmental Protection (MassDEP) defines any material thatcontain equal to or greater than one percent (≥1%) asbestos as being an ACM. MassDEP definesan asbestos-contaminated material as a material containing greater than zero percent (>0%) andless than one percent (<1%) asbestos. Materials that are identified as "none detected" are specifiedas not containing asbestos.

Fuss & O’Neill, Inc. has prepared the hazardous building materials opinion of abatement cost provided below (for theabovementioned site). These cost opinions are based on our Limited Hazardous Building Materials Inspection reportand Supplemental Inspection Report prepared for the Site, dated February 2019 and August 2019, respectively. Unitcosts are based on current industry rates and are inclusive of typical contractor costs for a normal work schedule (1shift/day), Monday to Friday. They do not include costs for an expedited work schedule (double shifts/ weekends/holidays), project design, construction monitoring, air sampling, and other consultant-based fees. Estimated unit costsare based on assumption that listed materials will be removed, disposed, and transported by the abatement contractorduring one phase.
