Yes, 1...1 think probablyw..take a look at the bilt. ..wi11 be called very shortly assume. The amendments

are going on and welrç on third reading right now. I would like

to take a look at those amendments and perhaps Senator

Hynes and Senator Scholl we can just talk in private.

And...and certainly I can bettek understand because as

I construe these bills we arem..we are making some significant

changes that may be relatively costly and that is we are. . .

we are granting half a fare reimbursement ncw throughout .

the State on the basis of mass transit rather than as it has

heketofore been on a very limited basis to private bus

companies plus the singular subsidy to the CTA. It's now

going to be on the basis and I donlt know if it's mandatory,

discretionary or what statewide wherever there happens to

be that which is classified as mass transit. 1...1 suggest

that it could be a great deal of increased cost ln terms

of reimbursement to our 'various Schculs. . . .If Wefre now

including simply the nomenclature of...if it's a Dass

transit now welre talking about the Chicago Northwestern

for instance having to give half-fare to school children

up and down that line, a11 of them..all of the entities. So

I think it could be...I venture te say twice as costly, three

times as costly as the subsidy program plus. . .the direct

subsidy program plus the private bus company prpgram.

. . .And then again we have to recognize' that welre going ön

to include the elderly in this too and I don't think kheylre

included at a11 right now under any substantive law . I gather

there's appropriation put through but no time did we substantively

change the law. But 1'11 be glad to discuss it %oo in private

before it comes up to third reading.

the way to handle it. ...First of a1l the billfs come

about as a result of request or demand, if you will, of

the of the Comptroller for a specific statutory guide-

lines on this subject. We have the appropriation alreadyand this gimply clearly spells out how it is to be spent.

And secondly ther'e is a proration clause within the appro-

priation so that if the claims exceed the amount available

theysq.they will. be reduced prorata. Thirdly, as far as a

e .ethe railroad pcint is concerned..mcr the massive addition

of new subsidies...wefre talking abcut a 25C limitation,

that's one of the things the amendment adds to Senate
