4.0.1Background

MinistryofInfrastructureDevelopmentandReconstructionoftheNorthernProvincehastheresponsibilityofcreatingormaintainingInfrastructureassets.Inordertoachievethistwo main Engineering Departments, Road Development Department and BuildingsDepartmentcameunderthisministry.

Themainobjectivesoftheinfrastructuresectoristorestoretheservicestoauseableandmaintainable condition, develop the services tomeet the demands of the foreseeablefuture,ensurethattheservices,oncerestoredanddeveloped,areaffordable,sustainedandmaintained.

RationalNorthernProvincehasbeenabattleground since1983and thepopulationofNorthernProvincehassufferedfromtheconsequencesofthewar.InMay2009theterrorismwasdefeated and the thirty year conflict was brought to an end. The conflict has causeddamages to Infrastructure and stagnation in development. Hundreds of thousandInternally Displaced Persons (IDPs) have been resettled and their homes need to berehabilitated or re constructed. Schools and community facilities, basic infrastructureespecially access, agriculture infrastructure, and most other needs requires completerehabilitationorreconstruction. InMay2009Government launchedVadakinVasanthamprogrammetoaddresstheseissues.

TheEngineeringSectorhas a greater responsibility in rebuilding the area for revivalofeconomy and normalcy to return. Northern Provincial Council has three EngineeringDepartmentstolookafterthreedifferentengineeringdisciplines.

Department of Irrigation looks after all the tanks and channels and engageextensivelyinrehabilitationworks.

DepartmentofBuildingsdotheconstructionandmaintenanceofallGovernmentBuildingsexcepttheschoolbuildings.

DepartmentofRoadDevelopmentlooksaftertheprovincialroadsandalsohelpsLocalGovernmentintheirroadrehabilitationworks.ProvincialroadDevelopmentDepartment has 2000km of Provincial Roads and LocalGovernment has about5800Kmofruralroads.

4.1.1 Background

Department of Buildings is a vital Arm of the Northern Province. They construct,

Rehabilitate,Refurbish,andmaintainallprovincialcouncilbuildingsandalsomostofthe

centralownedbuildingsassetsexceptthebuildingscomingunderministryofeducation.

In2009theyundertookworksoverRs.1200Mn.andspeciallyfacilitatedthehealthsector

andthecooperativesectorwhichwereveryessentialatthattimeforresettlement.

In2010,theydidconstructionworksforavaluemorethanRs.1350Mn.throughtwenty

five funding sources for provincial and central institutions. They also didworks under

VadakinVasanthamprogrammeforhealth,administrationandagriculturesectors.Three

storiedwardcomplexatMannar,Admpanhospital,sixunitsdoctorsquartersinVavuniya,

RDHSoffice inVavuniya,D.SofficeNallur,VocationaltrainingcentreSandilipaiaresome

ofthebuildingstheyhavedone.

In2011totheyaredoingworksoverRs.1500Mn.andundertheConflictAffectedRegion

EmergencyProject (CAREP)theyare rebuilding thePublicAdministrationbuildings fora

totalvalueofRs.900Mn.inallfivedistricts.

The institutions have highlighted the details of the buildings thatwere constructed by

buildingsdepartment.

4.2.1 Background

ThethirtyyearwarhastotallydevastatedthetransportsectorwasrevivedthroughtheVadakin

VasanthamProgramme.MinistrygotallocationofRs.2.0Mn in2009,Rs.4.0Mn in2010&Rs

15.0Mn.in2011underPSDG.

Rs. 1.0 Mn. was spent to rehabilitate the Vavuniya bus stand by Department of Local

Government and 107 nos. road signs were procured by Road Development Department for

Rs.1Mn.andin2009.

In 2010, got an allocation of Rs 4.0 Mn under PSDG and fund were allocated to Local

GovernmentDepartmenttorehabilitatetheChavakachcheriBusstand.

The

Ministry

has

allocated

Rs.15Mn.

in

2011

to

the

Department

of

Local

Government

and

the

followingworksareundertakenbywiththem.
