HISTORY

Three women, Connie Garrison, Debbie Klingensmith, and Leslie Sorkhe, were on a mission. Their

mission was to improve the quality of life for children not receiving child support. Their

goal was to reduce the state of Virginia’s $2.6 BILLION in unpaid child support. Their passion for

child support advocacy and education led to the formation of

Child Support Link in 2007.

Each founder had her own struggle with the child support enforcement bureaucracy, and

learned how to navigate the child support enforcement system and

receive their child support. These “three Musketeers” of

child support, alsoworked one on one with the

General Assembly and Congress to improve child support laws.

Working one on one with disadvantaged households, not receiving child support, these

women are making a difference throughout Virginia; one child

support order at a time.

Special Program – School Days 911

Schools Days 911 program wants every child for free school lunches.

Many schools now charge lab fees, art fees, etc. Child Support Link will provide gift cards to the custodial

parent to purchase supplies, clothes, shoes, etc, and pay schools directly for lunch money and school fees. ** THIS PROGRAM IS ONLY AVAILABLE IN THE

FOLLOWING COUNTIES AND TOWNS IN VIRGINIA: FREDERICKSBURG,

SPOTSYLVANIA COUNTY, STAFFORD COUNTY, CAROLINE COUNTY, AND

ORANGE COUNTY.**

Become An Advocate

Child Support Link encourages you to

become an advocate for your children.

Please don’t ever give up on your case. There

is no statute of limitations for

collecting child support in Virginia. Patience and persistence pays off. Child Support is a self help organization. We help you learn your rights and remedies for

collecting and enforcing your child

support order.

CHILD SUPPORT PROBLEMS/SOLUTIONS

To collect child support you must have a court order from a divorce,

dissolution, establishment of paternity, legal separation or other type of court order. All states have a Child Support Enforcement Agency that is federally funded under the Federal Title IV-D (4D) program and must help you

collect support if your children are under 18, or if you applied before your

child turned 18.If you do not have a court order, or need to establish paternity, you can

contact your local Child Support Enforcement Agency and apply for

services.Below, NCP means non custodial

parent.NCP IS EMPLOYED: Wage withholding

(payroll deduction) is available through the local Child Support Enforcement Agency, when requested by either

parentNCP IS UNEMPLOYED: Unemployment compensation is attachable for child

support under Federal Law, or ask for a contempt hearing.

NCP IS UNDER THE TABLE EARNER: You can request the Child Support Agency to do an asset check. You can execute

a judgment against a house, motorcycle, boat, coin collection, etc.NCP LIVES OUT OF STATE: Interstate

wage withholding, request UFISA (uniform interstate family support act)

to establish or enforce an order.

NCP IS NOT FOLLOWING COURT ORDER: You can request contempt of court hearing to seek enforcement through the local Child Support Agency. If there is arrearage (over $750) you can request an IRS full collection. The IRS will collect back support, just like back taxes. NCP must have assets for IRS full collection.NCP NOT LOCATED: Your Child Support Agency can do a State Parent Locator (state checks dept of taxation, social security, etc.), if you do not know the state that the NCP is in, the Child Support Agency can do a Federal Locate (IRS, Dept of labor, etc.)If you are owed arrears, request that child support agency place your case in the IRS tax refund offset program, the passport renewal program, and report a $5000 or more arrearage to the credit bureaus.

Program Overview

Child Support Link’s programs are meant to provide a safety net of

services for families struggling with non payment of child support and its

economic effects. All services are free and confidential. We do request

that everybody we help, PAY IF FORWARD, by volunteering in the community. We also encourage a

healthy lifestyle for the children and families we support.

Child Support Economics Education Program

The child support economics education program provides self help

information to families about their rights and rememdies for collecting

child support. This program will help reduce the $2.6 Billion in Child

support owed Virginia’s children.

Special Program – Christmas 911

Christmas 911 is designed to make sure children not receiving child support, know that Santa has not

forgotten them. Child Support Link wants to ease Christmastime

burdens and stress and will provide gift cards to custodial parents so

they can purchase items from child’s wish list. ** THIS PROGRAM IN ONLY
