Answer: Pursuant to the pre-bid meeting (item 19 of the attached pre-bid meeting
outline), the initial building permit application has been submitted to Jefferson
County already, and the Contractor shall obtain and sign, including any
Subcontractors, for the final building permit from Jefferson County prior to
commencing construction. The Contractor and any Subcontractors shall be
licensed with Jefferson County. The final payment for the final building permit
will be paid by the District directly to Jefferson County. The Contractor will be
required to attend a pre-construction meeting with Jefferson County Planning
Division and Code Enforcement Division prior to commencing construction. The
pre-construction meeting will be held at the Jefferson County Administration
Center, 729 Maple Street, Hillsboro, MO 63050. With this being said, the

Question: Please confirm that the contractor is to include landscaping cost in this bid

Answer: Yes, the contractor is to include landscaping cost in this bid package pursuant to
the Landscape Buffer Detail on Plan Sheet C-201 - Grading Plan. The
Landscape Buffer Detail provides the type and quantity of landscaping that shall

Question: Are the specifications for the gate intercom, access control and video
surveillance performance specifications?
Answer: Yes, Section 28 15 00 - Access Control Hardware Devices and Section 28 20 00
- Video Surveillance are performance specifications. Contractors shall include
products in this bid package that meet or exceed these performance
specifications.

Question: Plan Sheet T-101 - Keyed note #4 indicates camera type as noted. Type 1 is by

Question: Plan Sheet T-501 - Details 5, 6 and 7 indicate the door position switch goes to a
security alarm panel. The door position switch normally goes to the security
panel. Is there a separate security (burg/intrusion) panel? Please clarify.
Answer: Where SECURITY ALARM PANEL is referred to can also refer to SECURITY
PANEL.
Question: Nothing is shown for jack heater, power for battery charger or service receptacle
for generator. Please clarify.
Answer: Contractor shall provide a complete and functional generator package. The
generator package shall include, but not be limited to, heater, charger, service

PART 2 PRODUCTS
2.1 COMPONENTS
A. Components shall be as follows:
1. 4” O.D. gate post (9.10 lb/ft);
2. 2-7/8” O.D. terminal post (5.79 lb/ft);
3. 2-3/8” O.D. line post (3.65 lb/ft), spaced a maximum of 10 feet apart;
4. 1-5/8” O.D. top rail, bottom rail and bracing (2.27 lb/ft);
5. 9 gauge, zinc coated wire;
2.2 ACCESSORIES
A. Chain link fabric shall be Type I, Class D (zinc coated steel) in accordance MoDOT
Standard Specifications and the project plans. The fabric shall be 2 inch (a tolerance of
plus or minus 1/8 inch will be permitted) diamond mesh interwoven wire, 9 gage thick
(0.148 inch nominal diameter), top salvage knuckle end closed, bottom selvage twisted
tight. Wire constituting the fabric shall have a minimum tensile strength of 80,000 psi
based on the coated wire diameter. The fabric shall be coated with prime western spelter
or equal uncoated wire surface weaving. The mesh size shall be measured in either
direction as the minimum clear distance between the wires forming the parallel sides of
the mesh.
B. Chain link fabric, line posts, terminal posts, gate posts, tension wires, gate frames,
stretcher bars, fabric ties, fittings, latches, bolts and nuts, fabric ties and horizontal braces
shall be of the same materials as the fabric and in accordance with Section 607 of the
MODOT Standard Specifications and the project plans.
C. Truss Rods shall be in accordance with Section 607 of the MODOT Standard
Specifications.
D. Post Tops: Cast steel galvanized; sized to post diameter, set screw retainer in accordance
with Section 607 of the MODOT Standard Specifications.
E. Gate Hardware for Fence: Gate hinges shall be of sufficient strength to sustain the
weight of the gate used in the application.
F. Barbed Wire: ASTM A121 Coating Type Z, galvanized steel 12 gage, commercial
quality steel, two strand twisted line wire with 4 point barbs at 5” spacing.
G. Concrete: Type specified in Section 03 30 00.
H. Caps: Cast steel galvanized, zinc coated, sized to post diameter, set screw retainer.
I. Fittings: Sleeves, bands, clips, rail ends, tension bars, fasteners and fittings; galvanized
steel.
J. Extension Arms: Cast steel galvanized, to accommodate 3 strands of barbed wire, single
arm, sloped to 45 degrees and be capable of supporting a 250 pound load at outer barbed
wire connecting point without causing permanent deflection.

2.3 GATES
A. General:
1. Gate Types, Opening Widths and Directions of Operation: As indicated on
Drawings.
2. Factory assemble gates of 2” O.D. pipe with welded joints. Weld areas repaired
with zinc-rich coating applied per manufacturer’s directions, and fabric to match
fence.
3. Design gates for mechanical operation.
4. Gate accessories, hinges and necessary hardware of quality required for industrial
and commercial application.
B. Mechanical Swing Gates:
1. Fabricate gates to permit swing.
2. Provide mechanical swing gate operator as indicated on Drawings.
3. Gates Construction: ASTM F900 with welded corners. Use of corner fittings is
not permitted.
C. Mechanical Sliding Gates:
1. Framing and Posts: ASTM F1184, Class 2 for internal rollers
2. Roller for overhead and cantilever sliding gates: Bearing type. Furnish non-
sealed bearing with grease fitting for periodic maintenance.

2.4 FINISHES

PART 3 EXECUTION
3.1 INSTALLATION
A. Install framework, fabric, accessories and gates in accordance with ASTM F567. The
contractor shall fill, cut or trench where necessary to produce a smooth and uniform
ground surface so the bottom of the fabric is not more then 2 inches above the finished
ground line.
B. Set intermediate, line, corner, terminal, and gate posts plumb, true to line and grade, in
concrete footings with top of footing 2 inches above finish grade. Footing shall be of a
commercial concrete mixture. The concrete shall be of a uniform thickness around the
post. Slope top of concrete to have a cone or dome shaped for water runoff.
C. Intermediate, line, corner, terminal, and gate post footing depth below finished grade:
Four (4) feet deep, concrete 12” diameter. All posts shall have a maximum spacing of 10
feet.
D. Install top rail continuous from terminal post, connected with outside sleeve couplings,
either screw or self centering type, every fifth one of which in any continuous length shall
be slip coupling with an enclosed compression spring. Install the top rail through line
post tops, but shall be secured at all corner posts.
E. Fabric shall be attached to end, corner and pull posts with stretcher bar bands spaced at
10 inch to 12 inch centers, and to the outside of the top rails, intermediate rails, bottom
rails, braces, bottom tension wire and line posts with tie wires. All fabric shall be pulled
taut by approved hand powered mechanical means before it is attached to top rails,
intermediate rails, bottom rails, braces, bottom tension wire or line posts.
F. Brace each gate and corner post to adjacent line post with horizontal center brace rail and
diagonal truss rods. Install brace rail one bay from end and gate posts.
G. Do not attach to posts or stretch fabric until concrete foundation has cured 28 days.
H. Stretch fabric between terminal posts or at intervals of 100 feet maximum, whichever is
less.
I. Position bottom of fabric 2 inches above finished grade.
J. Fasten fabric to top rail, intermediate rail, bottom rail, line posts, braces, and bottom
tension wire with tie wire at maximum 15 inches on centers.
K. Attach fabric to end, corner, and gate posts with tension bars and tension bar clips.
L. Install bottom rail or bottom tension wire stretched taut between terminal posts, full
length of fence.
M. Install support arms sloped outward and attach barbed wire; tension and secure.

N. Support gates from gate posts. Do not attach hinged side of gate from building wall.
O. Install gate with fabric and barbed wire overhang to match fence
P. Connect to existing fence at existing terminal post.
Q. Install posts with 6 inches maximum clear opening from end posts to buildings, fences
and other structures.
R. Excavate holes for posts to diameter and spacing indicated on Drawings without
disturbing underlying materials.
S. Center and align posts. Place concrete around posts, and vibrate or tamp for
consolidation. Verify vertical and top alignment of posts and make necessary
corrections.
T. The finished fence shall be in proper alignment with posts plumb and chain link fabric
pulled taut. Care shall be exercised to equalize the tension of the full width of the fabric.
Wire fabric shall be securely fastened to the posts and all other fence components.
U. Verify final backfill and compaction has been completed before driving rod electrodes.
Install rod electrodes in vertical position with top at least 12 inches below finished grade
level.
3.2 GROUNDING
A. Ground fence enclosures at diagonally opposite corners and at intervals not exceeding
500 feet.
B. Where an electric utility line rated 600 volts or greater passes over the fence, fence shall
be grounded at points 50 feet, measured horizontally, beyond where the outside
conductors pass over the fence.
C. Where an electric utility line rated 600 volts or greater runs parallel to and within 40 feet
of the fence, measured horizontally, fence shall be grounded at 50 feet maximum
intervals along the parallel section of fence.
D. Fence post grounding shall consist of conductors secured to the fence with compression
connectors.
E. Provide ground rod at each grounding point located on post side of fence as close as
possible to post and fence.
F. Grounding conductors shall be connected to the ground rod with an exothermic welded or
mechanical connection. Grounding conductors shall be clamped to the fence with bronze
grounding clamps to create electrical continuity between fence posts, fence fabric, gates,
and ground rods.
G. Ground fence on each side of all gates, at each corner. Provide flexible copper bonding
jumper between fixed fencing and moveable elements such as gates. Bond metal gates to
gate posts.

H. Bond across openings, with and without gates. Use No. 2 AWG wire and bury it at least
18 inches below finished grade.
I. Connections: Make connections so the possibility of galvanic action or electrolysis is
minimized. Select connectors, connection hardware, conductors, and connection
methods so metals in direct contact will be galvanically compatible.
1. Use electroplated or hot-tin-coated materials to ensure high conductivity and to
make contact points closer in order of galvanic series.
2. Make connections with clean, bare metal at points of contact.
3. Make aluminum-to-steel connections with stainless steel separators and
mechanical clamps.
4. Make aluminum-to-galvanized-steel connection with tin-plated jumpers and
mechanical clamps.
5. Coat and seal connections having dissimilar metals with inert material to prevent
future penetration of moisture to contact surfaces.
J. Total resistance of the fence to ground shall not be greater than 25ohms.
3.3 ERECTION TOLERANCES
A. Section 01 40 00 - Quality Requirements: Tolerances.
3.4 FIELD QUALITY CONTROL
A. Sections 01 40 00 - Quality Requirements and 01 70 00 - Execution and Closeout
Requirements: Field inspecting, testing, adjusting and balancing.
B. Inspect and test site grounding in accordance with NETA ATS, except Section 4.
C. Perform inspections and tests listed in NETA ATS, Section 7.13.
3.5 CERTIFICATION
A. Prior to installation of the chain link fence, the manufacturer shall supply the Engineer
with certification that all materials used fully comply with these specifications.

DISCUSSION:
1. Note that items in this discussion do not constitute an Addendum nor are they a part of the Contract Documents. All
items when finalized will be incorporated into an Addendum, if necessary. All bidders are required to return the
signature page of any addendum, signed, and to the Engineer within 24 hours after receipt.
2. Bid Date - Thursday, May 23, 2019 at 3:00 PM at the Water District office. Any bid received after this time will be
returned to the Bidder unopened. The Bids will be opened and publicly read at the Water District office at 3:00 PM
on the same day.
3. Latest Time to Submit Request for Interpretation - Thursday, May 16, 2019 by the close of the business day. All
questions must be submitted on the “Request for Interpretation Pre-Bid Question and Comment Form” included in the
Contract Documents. All interpretations as to the meaning of the plans and specifications must be qualified by
addendum only.
4. Latest Time to Issue an Addendum - Monday, May 20, 2019 by the close of the business day.
5. Project Summary: Work includes construction of a new 4,500 square foot one-story administrative office building
including 2,450 square foot basement, structural, mechanical, electrical, plumbing, data, telecommunications, security,
fire alarm, sitework, grading, site and parking lot layout, pavement and parking lot grading, parking lot striping, curbs,
sidewalk, driveway entrance, rear access road, retaining walls, fencing, guard railing, mechanical gate, sign,
landscaping, lighting, utility extensions, onsite stormwater drainage and infrastructure improvements, detention basin,
sediment and erosion control, silt fence, inlet protection, final grading, seeding, strawing, all appurtenances and minor
details necessary to make the completed improvements operational with the project drawings and specifications.
6. Bidding Documents, Drawings and Specifications may be examined at the office of Hurst-Rosche, Inc., the Water
District Office and the following plan rooms: MO-KAN CCAC, Dodge Data & Analytics, ConstructConnect and
ePlan Online Plan Room. Those interested parties may obtain Bidding Documents, Drawings and Specifications from
the Engineer by paying a nonrefundable amount of $250 for each set of drawings and specifications. Bidders must
obtain a signed and sealed hardcopy set of the bidding documents, including bid form from the Engineer to submit a
bid for this project.
7. Project to be substantially complete in 365 calendar days from Construction Start Date as stipulated in the written
Notice to Proceed. Liquidated damages will be five hundred dollars ($500) per day for Work not completed by the
substantial completion date.
8. Bidders will be required to provide Bid security of a sum no less than 5 percent of the Bid Sum. The bid security shall
be either certified check, cashier’s check, bank money order or bid bond issued by surety licensed to conduct business
in the State of Missouri.
9. The Bid submittal will be required to be valid for a period of Ninety (90) days after submission. The Owner reserves
the right to accept or reject any or all Bids or any part thereof, to waive any informality in bidding, and to accept bids
deemed most favorable to the Owner.
10. Bidder's attention is directed to the fact that all Federal and Missouri State Laws, municipal ordinances and
regulations of any and all authority having jurisdiction over construction of the project shall apply to the contract
throughout, and they will be deemed to be included in the contract the same as though herein written out in full.
Successful Bidders shall be required to observe the Prevailing Wage Determination, as issued by the Missouri
Department of Labor.

11. It is the Contractor responsibility to review the General Conditions and Supplementary Conditions as listed in the
specifications and to understand them. It is the Contractor responsibility to have the required Occupational Safety and
Health Administration (OSHA) Training.
12. Bid Form - The Bid form shall be completed in it’s entirety with all line items filled in and accounted for, Bids shall
be signed and Bidders to acknowledge all addenda.
13. Bidder / Contractor shall have all required insurance coverage and obtain separate 100% payment and 100%
performance bonds to construct the proposed improvements and to protect the proposed improvements during
construction and warranty periods.
14. Partial List of Contractor Responsibilities:
Provide all services, materials, equipment, labor, tools, construction equipment, machinery, temporary facilities,
and all other facilities and incidentals necessary for the completion of the Work.
Bonds, insurance, permits, building permits, permit fees, and inspection fees required by public and governmental
authorities.
Comply with codes, ordinances, rules, regulations, orders, and other legal requirements of public and
governmental authorities, which bear on performance of work.
Do not load structure with weight that will endanger structure.
Assume full responsibility for protection and safekeeping of products stored on premises.
Move any stored products that interfere with operations of District or other Contractors.
Contractor shall furnish, erect and maintain temporary ladders, ramps, or hoists as may be required for
performance of the work.
Contractor shall design, furnish, erect, maintain, and move all ladders and scaffolding required for the work.
All ladders, ramps, hoists and scaffolding shall be designed, constructed, and maintained in accordance with
applicable federal, state, and local law, ordinances, and regulations, and shall be promptly removed when no
longer needed.
All appurtenances, minor details, appurtenances and temporary facilities necessary to make the completed
improvements operational with the project plans and specifications.
15. Construction to take place on existing District property. Contractor to provide access to all properties. Contractors
responsible for clean up around areas they have disturbed.
16. Temporary power/utilities: Contractor’s responsibility.
17. Job site storage: Contractor is responsible for the security and liability of all materials stored or installed at the project
site. Contractor to coordinate job site storage with the District.
18. Contractor shall protect local streets from damage by minimizing loading conditions. Contractor shall be responsible
for any damage caused by construction traffic. Contractor shall be responsible for maintaining and cleaning of local
streets during construction.
19. The initial building permit application has been submitted to Jefferson County already, and the Contractor shall obtain
and sign, including any Subcontractors, for the final building permit from Jefferson County prior to commencing
construction. The Contractor and any Subcontractors shall be licensed with Jefferson County. The final payment for
the final building permit will be paid by the District directly to Jefferson County. The Contractor will be required to
attend a pre-construction meeting with Jefferson County Planning Division and Code Enforcement Division prior to
commencing construction. The pre-construction meeting will be held at the Jefferson County Administration Center,
729 Maple Street, Hillsboro, MO 63050.
20. Project Site Visit: Any Contractors interested in visiting the project site are more than welcome. The District can
escort any interested Contractors to the project site after the meeting.
