Harlan Doliner is an environmental and maritime attorney practicing with the Boston office of the law
firm of Verrill Dana LLP where heads the firms Maritime Group and an adjunct professor for the
Law Schools at Boston College and Roger Williams University. In addition to being a long-time member
of EBCs Board of directors, Harlan is the founding chairperson of the Environmental Law Section of the
Boston Bar Association, the current president of MOTN, the Marine & Oceanographic Technology
Network and of member of the Management Committee of the Massachusetts Bays National Estuary
Program. Harlan has participated in major appellate and other court cases which helped shape the law
of development of contaminated sites, environmental impact reporting, water and air quality, and
wetlands protection. Successfully completing the course and examination administered by the British
Standards Institution, he is certified in the implementation of ISO-14000 series environmental
management systems. Mr. Doliner is admitted to practice in Massachusetts state and federal courts,
and before the U.S. Supreme Court. He received his law degree from Boston College Law School and
his bachelors and masters degrees from The Johns Hopkins University.

Leslie-Ann McGee from Battelle Memorial Institute has over 18 years of professional experience in
ocean and coastal science, policy and planning. She is also the Director of Programs at the World Ocean
Council (www.oceancouncil.org), the international business leadership alliance on corporate ocean
responsibility. At WOC, Leslie-Ann leads the Marine Spatial Planning Work Program. Appointed by the
Commonwealth of Massachusetts Governor Patrick to lead the MA Office of Coastal Zone Management,
Leslie-Ann directed policy, strategic planning and implementation and served as legislative liaison for
-
multiple initiatives including: ocean management, climate change adaptation, coastal resource use,
waterfront project planning and review. Ms. McGee also supervised federal consistency regulatory
reviews and environmental policy impact determinations for coastal projects. She served the New
England Fishery Management Council for eight years focused on arbitrating controversial and
scientifically complex issues such as ground fish management and ecosystem protection pursuant to
the Magnuson-Stevens Fishery Management and Conservation Act while successfully employing the
tools of marine protected areas and ecosystem-based management. She holds a B.A. in Geography and
Biology from the University of Colorado at Boulder and a Masters of Environmental Management from
the Duke Universitys Nicholas School of the Environment.

Kirk Bosma, PE, is a Senior Coastal Engineer and Team Leader of the Coastal Sciences, Engineering &
Planning team at Woods Hole Group. He focuses on habitat restoration, shoreline protection, and
climate change planning projects for a diverse client base. He specializes in applying numerical models
to optimize engineering designs and reduce overall project life cycle costs.
Patricia Bowie, Coastal Resiliency Specialist

Patricia joined the Massachusetts Office of Coastal Zone Management in August 2014 as a Coastal
Resiliency Specialist. In this position, Patricia coordinates CZMs Coastal Community Resilience and
Green Infrastructure for Coastal Resilience Grant Programs and provides technical support to
communities on vulnerability assessments, hazard mitigation, and climate change adaptation planning.
Patricia previously worked with the New York Coastal Management Program where she assisted in the
development of coastal resilience planning and risk assessment guidance for local communities.
Patricia holds a Bachelors in Earth and Environmental Science from Furman University and a Masters
in Environmental Management from Duke University.

Bruce K. Carlisle is the Director of the Massachusetts Office of Coastal Zone Management (CZM),
providing oversight and administration for the agency. Mr. Carlisle directs policy development, planning
efforts, and technical approaches for CZM program areas including ocean planning, offshore renewable
energy, shoreline and floodplain management, climate change adaptation and coastal resilience
planning, habitat protection and restoration, port and harbor planning, water quality, seafloor and tidal
habitat mapping, and GIS/data management. Bruce also supervises CZMs regulatory review of coastal
and ocean projects, ranging from municipal waterfront development and dredging to offshore wind
turbines and LNG facilities. He formerly served as both Acting and Assistant Director for CZM, as well as
the manager for the Commonwealths Wetlands Restoration Program, where he led collaborative
efforts to restore former and degraded wetlands. Prior to that, Bruce served as a project manager and

principal investigator for coastal wetland assessment projects and as a specialist in water resources
policy, monitoring, and planning. He holds a Masters in Environmental Policy degree from Tufts
University.

Marc Carullo is a GIS/environmental analyst with the Massachusetts Office of Coastal Zone
Management, directing or supporting a variety of projects involving wetland monitoring and
assessment, land cover/land use analysis, coastal and ocean planning, and project review. He is the
project lead on CZM's effort to model the potential effects of sea level rise on coastal wetlands for
enhanced planning, management, and policy development. Marc sits on the Northeast Ocean Council's
Marsh Migration Steering Committee and participates in regional and national biological assessment of
wetlands work groups. Marc has previously worked for the USFWS and NPS in GIS development and
biological monitoring capacities.

Julie has over fifteen years of experience as an environmental analyst and planner. She began her
career with the MA Office of Coastal Zone Management and later became an environmental consultant
with the Horsley Witten Group and VHB. She managed large-scale projects such as Safe Drinking Water
Act Peer Reviews for the U.S. EPA and authored numerous policy documents and studies such as MA
Smart Growth-Smart Energy Toolkit case studies. Currently, Julie oversees MAPCs climate change
efforts, as primary author of the Metro-Boston Regional Climate Change Adaptation Strategy. She also
develops environmental policies for, and provides technical assistance to, MAPCs 101 cities and towns;
focused on climate change mitigation and adaptation, watershed protection, and stormwater
management. Mrs. Conroy holds a BA in Environmental Analysis and Policy and a MA in Urban Affairs
and Environmental Planning from Boston University, and serves on the Board of Trustees for The
Boston Harbor Association.

Dr. Kirshen is a Research Professor in Department of Civil and Environmental Engineering at the
University of New Hampshire with 30 years experience in complex, collaborative, interdisciplinary
research related to water resources and climate variability and change. Presently he is carrying out
climate change vulnerability and adaptation research and projects in the cities of Exeter, Hampton-
Seabrook, and Portsmouth NH, Boston and Cambridge MA, several other sites in the northeastern USA,
and for the Central Artery of the Mass. Department of Transportation. He is a Lead Author for the
Intergovernmental Panel on Climate Change and the US National Climate Assessment.

Morgan McCarthy works as the Marine & Oceanographic Technology Networks (MOTN) Chairperson
and Media Director. Her duties include organization of communications between Board members,
MOTN members, and active contacts. She also organize MOTN events to strengthen MOTN
membership and business relationships. Ms. McCarthy also works as a private legal consultant for the
Town of Orleans, Massachusetts in regards to renewable energy issues.
She graduated from the Joint Degree Program of Roger Williams University, School of Law and the
Graduate School of the University of Rhode Island where she received her Masters in Marine Affairs as
well as her J.D. Ms. McCarthy was admitted into the Massachusetts Bar in November of 2014.

Steven has been with MassDOT for 21 years. He has spent his time looking over regulatory compliance
and best management practices concerning over 170 MassDOT Highway Division depot locations
around the state by administering the Divisions Environmental Management System. He was the
Project Manager for designing, permitting and constructing MassDOT's first photovoltaic solar facility at
the District 2 Administration Building in Northampton. Now Steven is the Project Manager for the
MassDOT-FHWA Climate Resilience Pilot Project assessing the vulnerabilities and adaptation options for
the Central Artery. He graduated with a B.S. from Northeastern University as a geologist.
Robbin E. Peach, MPA, Program Manager of Resiliency

Robbin Peach is Massachusetts Port Authoritys Program Manager of Resiliency. She fills a position
created in 2014, underscoring the agencys leadership and commitment to climate preparedness and
overall resiliency. For the past year Ms. Peach has managed Massports award-winning Disaster
Infrastructure Resiliency Plan focused on risks associated with extreme weather events and climate
change. She is currently managing the implementation of capital and operational improvements to
make Massports Logan and Maritime assets more resilient to future Super storms and extreme
flooding. Recently she sat on the City of Bostons Climate Action Plan advisory council, and she
regularly collaborates with Federal, State, regional, and intermodal transportation agencies around
resiliency.
