MINUTES

1. CALL TO ORDER, WELCOME AND ROLL CALL Board Chair Marcia Holland called the meeting to order at6:06 p.m. She explained we are starting a bit late because of Student Trustee Orientation. Roll call:Smith and Bragstad are t:he only two Trustees not present.

2. PLEDGE OF ALLEGIANCE was s-.3id by all, led by the Student Trustees.

3. REVIEW, REVISE, AND APPROVE AGENDA - Action Change by Holland: on page 3 items 10-B-iii, iv, andv are listed as elementary and secondary, but are actually elementary only. She asked that the Boardstrike "secondary" for those items. Trustees agreed. Trustees approved the agenda with that revision.

4. APPROVE MINUTES- ActionA. Board of Trustees Regular Mli:!eting, August 81 2017 (page 7) No changes. Motion by Kendall to

approve the minutes, seconded by Decker. Trustees present unanimously approved the minutes.

5. PUBLIC COMMENT /CORRESPONDENCE

A. Public Comment Regarding Non-Agenda Items (3 Minutes each speaker) - Items from AudienceB. Correspondence - Written correspondence is included in the packet. page 24

• Holland explained public comment: opportunity to let the Board know of items that fallwithin the jurisdiction of the district but are not on the agenda. The Board cannot discussitems from public comment at this time due to Open Meeting Act. Opportunity for publiccomment at the beginning and end of meeting.

6. COMMUNITY CONNECTION

A. Missoula Education Foundation - Elizabeth Ettenger, the director of the Missoula Education

Foundation, will present an overview of the foundation's activity.

Holland explained Community Connection. Thane introduced Missoula Education Foundation, which has a mission to support education

within MCPS. They do that largely through the award of classroom grants to support innovative

teaching practices. They raise funds to support those grants. Really encouraged by what we have witnessed over the last 8 months. In January, MEF board hired an executive director. Thane

introduced Elizabeth Ettenger to present some ideas about the foundation, background information. Elizabeth Ettenger, Executive Director of Missoula Education Foundation. MEF was created out of

an initiative of MCPS school board roughly 10 years ago. Very proud to support MCPS teacher projects. This year they have just pushed past $150,000 in cumulative giving to the Creative

Classroom Grant program. These projects are not funded elSt!where, and many would not happen without our work. This year we are excited to be reaching 3400 students in MCPS. Estimate roughly

1 in 3 of MCPS students are engaged in one of our funded classroom projects. We are separate from

MCPS. Proud to partner with MCPS and look to develop goodwill and support in our public schools. She thanked Trustees for the hard work they do every day. Thrilled to be a partner with MCPS.

Board questions: McDonald offered congratulritions. She asked about grant monies: is it just for

individual classrooms, or for a whole schooP Elizabeth said they receive nominations from teachers

directly, they do not tend to go through the schools. We have a community committee whose members vote on teacher applications. They get to see the phenomenal work teachers are doing.

They write a check to MCPS for the grants. McDonald asked whether the academies qualify for any of the funding-like the health science

academy. Absolutely. Holland asked about activities involving students and fund raising. Elizabeth explained that their

primary programming piece is the Cre=,tive Classroom Grant program, but they have two other

program pieces: one 1s the MEF Student Board, whose orientation meeting she Just left. The Student

Board selects 3 exceptional MCPS educators each year: high school, middle school, and elementary. That program is student-driven and student-run, a unique leadership opportunity.

MEF also has a scholarship program: they awarded two $1,000 dollar scholarships to graduating

MCPS seni<.,rs. Events coming up: Saturday, September 23 MEF will have its annual tailgate event at EWU-Griz

game. It is very well attended; Big Sky cheer team and Sentinel dance team are coming to perform. They have a Five Guy$. Burgers and Fries night October 5, which the Student Board will be promoting

heavlly m the schools. Every spring they have a Kentucky Derby event. They have grown steadily over the last ten years and are looking to expand in coming years.

McDonald asked about the process a teacher would go through to apply for funding. MEF accepts

applications every spring. Announcements about the application go out in the MCPS weekly newsletter; MEF also has its own e-newsletter with 400 subscribers, and they will do some media

about the applications .:ilso. Last year she went to several schools and did presentations at staff meetings. The community committee meets in May, and they are awarded at the end of the year.

Holland noted that this item is information only. She asked for public comment; there was none. Elizabeth handed out information about MEF to Trustees.

7. STUDENT RECOGNITION

A. Global Leadership Institute - Cameron Johnson, Big Sky High School IB Coordinator, will be presentto report on the summer camp that was supported by SHAPE 2.0. Students who participated in the

summer camp will present their project.Elise Guest explained that under Teaching & Learning she oversees the SHAPE Grant, in

partnership with the Washington Foundation, that helps fund the partnership between MCPS and

UM. Summer Institute with Global Leadership Institute (GLI): highlight opportunity for our students

to be on campus doing this great work, share campus lifestyle and start thinking about goats in post-

secondary options. Also opportunity to help our students become globally-minded and to use

inquiry to think about bigger world and question things. Great partnership between Hellgate and Big

Sky putting it on. Cameron Johnson from Big Sky and Courtney Christopher from Hellgate are here tonight, and one student to share also.

Cameron Johnson, IB coordinator, IB history and 1B psychology teacher at Big Sky. Two years ago

he shared with Trustees the opportunities created with the GU program at UM, the exciting

connection we are making for MCPS students to go and become global leaders and thinkers at UM

in their post-secondary work. A way to expand opportunity for students in grades 8-12, modeled after i3 program, to explore inquiry and experiential learning on campus. Seven students and one

faculty member. Support of MCPS faculty and UM faculty, variety of activities and speakers that would inspire students to explore global learning and local impact. Hoping to expand program in

2018 to middle school, gain traction and see students come back year after year, see projects grow,

go to UM and continue the work post-secondary. Courtney Christopher, Hellgate IB history and Theory of Knowledge teacher, and Olivia Panarella,

student at Hellgate.

Christopher: really likes the way Jeanne Loftus at UM and Cameron Johnson set this up. Really insightful professors and campus leaders in first week, then students develop the program.

Olivia is a senior at Hellgate HS; she partic1P3ted in GLI program this summer. Best components

of the program: they got to hear from really interesting and intelhgent professors and guest speakers, who gave them valuable advice. She created the program "Humans of the Zoo," based off

the lnstagram page "Humans of New York" thcilt has a couple million followers. She and other

students go into the community to interview random strangers about life experience and what

makes them diverse; they post the photos and most compelling thing they said. Even in a small town without a lot of diversity, there is still d"'t=rsity. Guest speakers inspired her, and she is continuing

this because it made such a large impact on her.

Christopher: Olivia and all the studer,ts did a great job. The b�st part is watching them think their

way through. Board questions: Decker ask'YJ if you find rt under "Humans of the Zoo" on lnstagram. Yes, about

11 interviews are ur., so far. wm continue posting; great if you can check it out. Newbold asked how she heard about the program. Through her mom, who is really invested in

Hellgate, KORT and activities. Other students, especially from Willard, heard about it from a

guidance couns�lur or prmcipal; they had the largest number of kids. Thane thanked Cameron and Courtney, commenting on significant investment on the part of staff

in summer. Great potential; the partnership formed with the GLI is critical for MCPS. Those students

who cC\mplete IB diploma at BSHS or HHS are granted admission to GU with sophomore standing. As we talk about pre-K-20 as part of the SHAPE grant, this is a key part.

Holland ,axplained that she was a big proponent of i3, an initiative where we tried to get middle school and high school programs involved in the 3 l's. The administration partnering with the UM, good segue to mov� into this GLI with campus, looking not just locally but also globally. A really good way to learn about how to start looking at the world in a different way. Thank you.

8. REPORTS/ANNOUNCEMENTS - Information

A. Student Trustee Reports - Student Trustees from the individual high schools will report on activities

at their schools.• Sentinel: Student Trustee Marina Gray read her report. Fantastic beginning of school year.

334 freshmen were welcomed by Spartan ambassadors. 1259 total enrollment. New and

diverse classes, cybersecurity to astronomy. Class of 2019 can graduate with AP Capstonedesignation, first in Montana. Fall sports are starting; many reschedules. Cross-country

runners are in Missoula this Friday after last meet was cancelled. Soccer tonight, golftomorrow in Kalispell. Volleyball tonight at home. Clubs and extracurriculars are gearing up.

Monday robotics meeting. Drama department auditions for Do Not Go Gentle. Specialeducation department craft fair November 25. Funds benefit Special Olympians and special

services. Wind Ensemble in NY Concert Band Festival March 2019. HOSA: 5 representatives

going to Washington DC Leadership Academy. • Big Sky: Student Trustees Gabe Jourdonnais and Mackenzie Morrison. Strong start to school

year at BS.

Mackenzie: vision for student government this year. At the conclusion of the year we

want to reflect on the year and see that the overall student and staff community is stronger

and more united. Most importantly that all students are proud to go to Big Sky. The first day

they handed out beads to everyone to promote school spirit. Assembly the first week to

introduce everyone and welcome them back. Student government is creating a freshman

buddy program, a mentor pairing to guide them and how to be an Eagle. Gabe: he and Mackenzie planned these over the summer. Things to help us achieve the

vision. SOAR acronym (Show respect, be Open minded, Aspire to graduate, be Responsible).

By centering how we want our student government to be run, we centered around the

SOAR values. Academics: our new International Club began this week with a representative

from the Soft Landings program. Senior project kickoff, centered around community service

and experiential living, e.g. job shadows. Gabe will try tr:> get Wilderness First Aid certified

through UM. His goal is to teach a new learned skill; he is looking at going back to middle

schools and teaching that. Example of going out to community and teaching skills. Health

Science Academy had an ice cream social. He and Mackenzie are both in it, both

ambassadors; they are going to UW in October to tour the medir.al school there. MUN is

gearing up, meeting already. Teacher Dave Jones b on leave studying climate change in the

Arctic; he has biogs that Big Sky students are using to keep track of his activity; inspiring. • Mackenzie: fine arts, speech an,j debate, and drama had camps. Half Moon Show is coming

up. Several students qualified for All-State band and choir. Cross-country, volleyball, golf,football have had competitions. Crosstown matches last Friday: Sentinel, Big Sky very close

game. Part of our vision, seeing school spirit and attendance on events.• Willard: Student Trustee Brand,:-.n Anderson gave the report. New building: we are

undergoing construction for the new building, b�ing built in the parking lot withconstructiC'n while clas� in session. Groundbreaking was Sept. 11. Construction starts later

this month. Front doors already locked, have to park on the streets around the school. New

building will have 2 �den� labs, 2 maker spaces, a space for physical education. There will

be 3 music practice spaces, ve,y much needed. A lot of guitars are hung up everywhere.

They have 40 n�w students, this year. Nice number of students, really likes a lot of the new

students. Next week: Spontaneous Construction at Home Resource; it was interesting last

year. New people at Willard Wire: first issue in a few weeks. He is optimistic about it.

• Hcilland: we ask our student trustees to stay as long as they can, but if they need to leave at

any point, they can Hellgate HS is in the process of choosing their student trustees. Seeley

has 2 returning student trustees, both in a school related activity tonight so could not

participat� bv phc,ne tonight.

B. Announcements from Superintendent -Mark Thane, Superintendent. At this time on the agenda, it

is appropriate for the superintendent to announce items of interest. A list of upcoming important

events for the District and Trustees is included in the packet. page 26• Highlights: Sept 25 students are not in session, but professional learning day for staff, with a

variety of activities. Seeley will be open on Sept 25, and district offices.• Next regular Board meeting Tuesday Sept. 26, Business Building Boardroom. Tuesday,

October 10 is annual meeting at Seeley, 6 pm in cafeteria• Oct 19 and 20 are professional development days, state leadership conferences and

professional educator conference. Trustee Wake will assume the presidency of the MTSBA;

appreciate her dedication and service.

• Keynote speaker Ken Williams opened school year with presentations through Solution Tree

as part of our training. All certified staff were at Dennison Theater for morning keynote.

Afternoon: leadership teams from each school in workshops with Ken. Created expectations

about what it means to have high expectations for all students; challenge to maintain the momentum.

• Opened 2 newly rebuilt schools, Lowell and Franklin; phenomenal. He thinks they will betransformative for those neighborhoods. We conducted community open houses. Highlightfor him was meeting older couple on 2"d floor of Franklin; they had been long-term residentsof neighborhood and considered the new school a game changer for the neighborhood.

•· Collaboration between district and Missoula Education Association with National EducationAssociation, New Teacher Center and Carnegie Foundation. Elise, Melanie, Mark and Jen Molloy are heading to DC this weekend; sessions on Monday and Tuesday at National Education Association office, retuning to Missoula. Working on network improvement, looking at teacher recruitment, how to enhance satisfaction of incoming teachers, good onboarding, teacher mentoring.

• Page 27-28 in Board packet: enrollment figures by school and grade level, final column is9,101 students. We have not been above 9,000 for years. Lowell and Franklin have the mostsignificant increase percentagewise. Up about 119 students from where we ended the year.We continue to grow. It has made large clas$ sizes in some places, and we are in a tight fiscalsituation, but a good problem.

C. Announcements from Trustees - At this time on the agenda, it l� appropriate for the Trustees toannounce items of interest to them.

• Decker: opening of Lowell and Franklin. She is a Lowell parent and resident of the NorthSide. There must have been magic in the last week before the open house. People asked herevery day, will we get there? A significant amount of work taking plaC;I! up to the end, thesmiles on the face of staff, excitement of parents and kids who were there. Knows how hardstaff must have worked to unpack and set up classrooms, down to nametags so it felt readyfor them. Impressive. The library was still a little bit being unpacked. Numerous retiredlibrarians from the district had shown up to help unpack. A testimony to community spirit.

• Dugger: rP.cognitic,n to students and faculty at Seeley for amazing transition to temporaryfacility at Paws Up. He visited the dav the:y started; they were certainly making order out ofchaos. Recognize them for their ability to adjust, and a thank you to Paws Up for thewelcome. Everything going very smoothly.

• Kendall welcomed student trustees; really great reports. She wonders if we could get thename of the blog from the Big Sky HS teacher publicized in some way. Gabe will get it.Kendall thinks a lot of people would want to follow it. Thanks for all your reports. Also it isSuicide Prevention Week m Missoula, a national and international event in September. Shethanked Superintendent Thane and the district for going to the effort and taking time ande:nergy to have every school in the district educated in suicide prevention. Last year all 17schools got suicide prevention training so they could recognize signs of suicide anddepressaon in studimts and adults. Wonderful training, would love to see more of itthroughout the county. If anyone knows of a group or organization in town who would likeit, she would he har,py to provide a free class.

9. CONSENT AGENDA -

In accordance with BP 1420 School Board Meeting Procedure, the Board approves the use of a ConsentAgenda to expedite business at the regular monthly meeting. Agenda items dealing with perfunctory,routine matters may also be placed on the Consent Agenda by the Board Chair. Any item on theConsent Agenda may be removed from the Consent Agenda and placed on the regular agenda uponrequest by any trustee.

Holland explained the Consent Agenda, items we see with great regularity, mundane andperfunctory; trustees will not be discussing them; public can provide comment, or any individualtrustees can ask that they come off the Consent Agenda. Two items this month: students who areresident in MCPS and choose to go to school in other districts, and those from outside MCPS who wishto attend at an MCPS school.

Lorenzen noted that she missed the opportunity to pull it off the Consent Agenda at the beginning of the meeting. She would like this to be a public agenda item at the next meeting to allow for further discussion of the crowding in our schools, but will continue them on the Consent Agenda for this

District #1 and are requesting to attend other school districts. Those school districts requirenotification of the approval of the MCPS Board of Trustees to complete their applicationprocess. MCPS District #1 is not responsible for any tuition fees incurred by these students.Board Direction: Trustees present unanimously approved the attached list of studentsrequesting to attend other school districts on the Consent Agenda.

10. NEW BUSINESS - Information (\r ActionA. TEACHING and LEARNING

i. Grant Application Summary (Elem)(Sec) (Action) - Elise Guest, Executive Director of Teaching& Learning page 32Background I nformatlon:

Funds will be used to employ a part time MTSS consultant to work with MCPS MBI

leadership teams.

•�aren Allen explained that this grant from OPI comes as support for our multi-tiered systemof support programming. We are one of two districts in the state of Montana that are implementing a multi-tier system of support. Funding covers a half-time coach who works with schools as they develop their systems. Board Questions: Decker: a new application or ongoing grant? Karen: ongoing. Carol Ewen is a state trainer, now a 3�aff member. We can hire one of our social workers as the other half.

Decker: is there a time limit how many years we can get the funding? No, we apply every year. We would hope it will be there in the future.

Decker: Two districts are receiving the grant? No, two districts are doing multi-level systems of support. The grant is not tied to that. Used to be tied to MBI, but now we have brought in to include behavior and the academic piece. Motion by Wake to approve the grant application summary, seconded by Decker. There was no Board discussion and no public comment. Board Direction: Trustees present voted unanimously in favor of the motion. B. FINANCE, OPERATIONS and MAINTENANCE

i. Smart Schools 2020 (Information) - Mark Thane, SuperintendentBackground Information: Burley Mcwilliams, Operations and Maintenance Supervisor will bepresent to provide Smart Schools 2020 bond projects updates.

Thane: yeoman's work was done to open Franklin and Lowell on August 24 for open house,and for staff and students to return. As Decker referenced, the Thursday morning of the openhouse we were still without a yard or lawn at Lowell; that was the day they laid the sod.Tremendous amount of work was done at the last moment to make buildings ready and safe;he saw Burley and Hulteng running a vacuum. Truly an effort on the part of many. Staff, bothclassified and certified, packed everything in the swing spaces, and came in for multiple days tomake sure the buildings were ready to go. He mentioned Andrea Phillip in the Lowell library­he saw all the boxes still unopened that morning, talked to the district central librarian, and shehad a cadre of volunteers. Remarkable how much work in 2 days' time. Hats off to staff. Burleywill talk about RFQs, busy time for Smart Schools 2020. Truly remarkable volume of work nextsummer.

Burley: we broke ground on Willard this weef.., Cold Springs has broken ground and is makinga lot of progress. Very excited about those 2 projects. Opened at Lowell and Franklin. Franklin is99% done; Lowell is touching up work in the evenings and after school. Pretty smoothtransition, staff really turned things around fast, thanks to Dick Anderson and JacksonConstruction. Appreciate their efforts.

Next summer: Burley said we will have construction at Hellgate, Sentinel, Washington,Willard, Russell, Cold Springs, Lewis & Clark, Hawthorne, and Meadow Hill - about half thedistrict, $100 million dollars of work. Significant ..vorkload, a Jot going on. Look to getting a lotof good professionals on our team. Looking forward, very exciting, more exciting when all done.

ii. Emergency Closure of School for Seeley Swan HS Student Instructional Day (Sec} (Action} -Mark Thane, SuperintendentBackground Information: Seeley Swan High School was not able to hold classes on August 29th -

31st due to a fire evacuatir,n order. §BP 2221 Emergency School Closure/Delay in Starting Timeor Early Dismissal states that "The Trustees may order the emergency closure of schools for one�hool day each year, without the need to reschedule the lost pupil instruction time when theclosure is the result on an emergency." Administration is consulting with OPI regarding eitherrescheduling or canceling mstructional hours from August 30th and 31st given the governor'sdetlaration of a state uf emergency.Administrative Recommendation: Administration recommends that the Trustees approve oneday of em�rgency school closure, August 29, 2017, for Seeley Swan HS students.

Thane: � have been ir1 a unique situation with Seeley. The Rice Ridge fire has significantlyimpacted air quality and continues to impact it. Freshman-only day was August 28: Thane talkedwith Kat Pecorc1 about potential to develop an evacuation plan if anything came to pass. Twohours later the high school was included in the evacuation zone. August 29th was set forsophomores to seniors to begin; we cancelled school for 3 instructional days that week. Throughsome connections that Dr. Pecora had, they were able to arrange with Paws Up to house theentire school. Paws Up had just constructed a new administration building but had not movedin. They gave us 9 rooms, moved tables and chairs in, no charge. We conducted school thefollowing week. They offered to feed students and staff at two dollars a day. We so appreciatethe support shown by Paws Up.

School calendar: Thane explained that Board policy and state statute allow us to close schoolfor a variety of reasons. We are asking you to declare an emergency closure of Seeley Swan HS.This allows us to forgo rescheduling the August 29 day, one day. He is currently in discussionwith OPI for Aug. 30 and 31. Because the governor declared a state of emergency, typically wewould not have to make up those days. If we do have to, he has had preliminary discussions

Holland: elementary trustee action items. She read the item. She explained to student trustees that each time there is construction at a school, there is a process by which an architect and general contractor/construction manager are selected. Holland read the recommendation.

Burley: pretty straightforward. To get the design moving we need an architect. Holland: looks like you and Superintendent Thane realize the permitting process is sometimes

slow. Thank you. Board Questions: Decker a:;ked whether w,a have ever put out three RFQs for architect before.

Burley: pretty close, these are still staggered a little bit. Will have everybody in place by last board meeting in November.

Holland: elementary action item. Pat this follows up Superintendent Thane and Burley's conversation about the projects we

have going with Smart Schools 2020 bond. We are moving quickly. The resolution represents the second issuance of bonds. The resolution was prepared by our bond counsel at Dorsey and

Whitney. We originally issued around $51 million of bonds in January 2016 as first bond issue; we did very well f rom interest standpoint, 2.7%. We moved up the second bond issue to September in order to recognize the speed with which we are moving the projects through, to

take advantage of interest rates, and to avoid escalation costs with projects. Interest rate is 2.86%; we again did very well. Both were done at a very good time. The bond resolution in front

of you is the final step for the Board for authorizing the second bond issue. We will have closing of bond sale on Sept. 15. He and Marcia will sign documents that include the parameters approved by the Board authorizing execution and delivery of the bonds. It authorizes tax levying to support the service of those bond issues, outlines the covenants made by the Board and the school district that reflect those bond issues. We contract with the registrar, who will track the transfers as the bonds shift to their ultimate ownership, in return for proceeds that we use to

perform the projects. Board Questions: Holland said only the original pages were included; the addendum to the agenda includes the rest.

Lorenzen asked about blanket issuer letter from 1998. Pat: it is a sample of Exhibit B. When

he reviewed these documents, there was no Exhibit B, so he included a sample. There will be one. Motion from an elementary trustee to adopt the attached Resolution 2018-4(E). Motion by Newbold, seconded by McDonald. Board discussion: Holland had opportunity to sit in on two long discussions with D.A. Davidson representatives who walked Mark, Pat and her through everything. The bond counsel, Dan

Semmons, had reviewed the document as well; he found all the typos, grammatical corrections,

also substantive changes. It has been reviewed by bond counsel and two D.A. Davidson

representatives. There was a process to everything where we were advised of everything going on in the market and how the bonds would be sold.

Holland: parallel re�ommendation for high school bonds. Pat reviewed the amounts of the first and second bond issue on the high school side. He

thanked Chair Holland for her time in participating in the pricing calls that we had and for executing the document;. tt is time-consuming. Happy with the results. The high school interest

rate at 2.86 percent is ;ilso very good. Aaron Rudio indicates the market is changing now. Thane noted ttl.at if you look at the background info Pat developed, a section talks about the

fact that the Board created parameters that included that the true interest costs should not exceed 4 percent, and to have 2.86% is truly remarkable, with potential to save significant dollars for the part of Missoula taxpayers. He recognized Pat and Dan Parrish for their work-a

major undertaking, not something they do every day. We went through a ratings process with Moody's; they gave us a very good rating, which reflects very favorably on Pat and Dan and those who are charged with stewardship of the public resources. He commends the work they

do every day that led to such good ratings. There were no Board questions. Motion by Dugger to adopt the attached Resolution 2018-4(S), seconded by Lorenzen. There was no Board discussion and no public comment. Trustees present voted unanimously in favor

Holland noted this item was tabled at the last meeting due to tenuous phone connections. Hatton: new director of technology is starting Wednesday, Rae Cooper. This closed out our

fiscal year from last year, $194,000 in rollover. Russ and Hatton had identified several areas where rollover would be used in this fiscal year's tech fund updates. So even though it is rollover, it is earmarked for a variety of things. lt is up to Cooper to determine if she agrees with those, and she can report to you.

Holland thanked Hatton and Russ for doing the multiyear planning. Holland noted that this item is information only. There were no Board questions and no

ix. Transportation Fund Update-(lnformation) - Burley McWilliams, Operations and MaintenanceSupervisor page 59Background Information: A summary of the Transportation Fund expenses for July 1, 2016

through June 30, 2017 is attached hereto.Burley: page 59, spreadsheet provided. He pointed out the budget amendments in June or

July for elementary, $160,000, and high school was $30,000. We did use elementary, about $100,000, but did not need to use high school r2serve. We made the high school by about $99,000. Hofland noted there are cClrrections on handouts. Burley :itated that th� pacl\et ii not correct; he referenced the handout. Elementary building

reserve� decitied to bring back the old style to show what the accounts look like. In the total bottom right, project balance is $234,809 About halfway in the middle, the rewire/recable IT support, we typical!'{ deduct that out of day to day operations. This reserve did expire in June of 2016. We are making the budget �tretch as long as we can.

Htch �chool side: balance $891,224. The line above, $499,476 is non tech equipment for the high school That does not play in day to day operations. $391,000 when you deduct that. Reserve expires in June of 2018. We stretch the budget as long as we possibly can, fiscally responsible. The bond helps us some as we move forward with projects. Board Questions· Lorer1zen: modulars at Rattlesnake and Lowell were built using building reserve fund. We built them, how much did it cost, where are they now, etc. Burley: the ones at Rattlesnake and Lowell moved to Jefferson when we moved Franklin over there. They currently reside there and probably will for some time. There is no current plan as to what programs will be in there yet, but Superintendent Thane may speak to that. The overall cost: he is not sure, thinks $400,000 range. Pat said it is about $200,000 each.

Lorenzen sees $175,000, so there must have been another source of funding. Pat: building remodel/renovation.

Lorenzen: $450,000 was earmarked for modulars? Pat: for building renovation, that's where they expended it. There were no further questions and no public comment. This item is information only.

Background Information: Summaries of the General Fund expenses for July 1, 2016 throughJune 30, 2017 are attached hereto.

Pat: page 69: detail. Explanation: 2nd column, 3 number numbers, are object codes. Under

116, zero budget then $243,000: food service salaries operates as a standalone entity or operation. Between 2016 and 17 we had a number of schools that participated in a program;

some did well and others did not from the federal reimbursement standpoint. These were resources available within the budget to help support the food service; plans going forward are to operate those schools in a different manner. These were available year-end funds that helped support the budget.

Next: under supervisor salaries: elementary and high school expenditure is a little greater than the budget. Superintendent salaries have a portiC1n paid for through indirect costs. Some of our bookkeeping, accounts payable staff, a supervisor like Dan Parrish, accounting supervisor, payroll supervisor. Rather than using ind1r�ct funds, we used general fund because we had the funds available. Allows us to build up indirect CO'its balances we can carry forward.

Overtime salaries, object code 130: a lar�e issue with overtime has been the result of the inability to get subs in certain areas.

Salary and benefit line item, field trip student transportation costs on high school side. An area where we have been working with ADs and the Board to figure out ways to control costs. He read the numbers. Typically what happens with athletic departments 1s they generate fees

and gate receipts, which contribute to the cost. fn the high school we had available funds so did not pull them; we allowed them to accumulate ,n Fund 15 to be used this year. We knew the state had peeled back some funds that will affect the high school, a way of creating a savings

account. Telephone/postage/advertising: those budgets are increased. We expended some general

fund on tech fund expenres; this is a benefit to the tech fund and what they have going on in support of th:.it program. A one-time-only program, wide area network, not nearly as high as

they were. Dues and fees. the bump there is a reflection of attorney fees in some cases we had. Not

altogether predictable. Pat: page 68 shows percentage of our budget for salaries and benefits, 91% and 87% for

elementary and high school. Can see numbers attached. Holland: as a summary, m•>st of the budget that is not earmarked for budget or specific

account helps pay salaries of teachers in the classroom? Pat: exactly. There was no public comment. This item was information only.

C. PERSONNEL, NEGOTIATIONS and POLICY

i. Personnel Report (Action) - Dave Rott, Executive Director of Human ResourcesThe monthly Personnel Report was included in the packet (page 70).

Holland: we see the Personnel Report on a regular basis; we ask for no comments on individuals in the Personnel Report. General questions are allowed.

Rott: a lot of hires, otherwise a normal report. Board questions: Lorenzen: are you finding it hard to hire, given the job market? Rott: We had a job fair in early August, new hires of about 50. A little more aggressive in market, advertising on radio, etc., very successful with that. Motion by Wake to approve the items on the provided Personnel Report, seconded by Lorenzen. ii. Substitute Training Program (Action) - Dave Rott, Executive Director of Human ResourcesBackground Information: Montana Administrative Rule 10.55.716 (2) states that, "[a]nynonlicensed substitute teacher shall complete a minimum of three hours of training, asapproved by the local board of trustees." In the fall of 2016, MCPS piloted an on line substitutetraining program created by Inspired Classroom. The online program has a series of 11 modulesthat substitutes complete. The modules cover a broad range of topics, including Planning and

Preparation, Managing Student Behavior, Engaging Students in Learning, Integrity/EthicalConduct, Confidentiality, and Reflection on Teaching and Helpful Resources. The program isMontana specific and is designed by Montana educators. Upon completion of the modules,substitutes are given a completion certificate.

Holland: a new approach. Rott: we typically employ about 200 subs per year, about half licensed as teachers, half not.

Administrative rules of Montana require that any non-licensed sub have 3 hours of sub training. We have done that in August in the past, but we hire throughout the year. How can we make sure we are doing adequate training for subs? Inspired Classrooms, a local company, put together 3-hour online training module to comply with the requirement. We tried it for last year, very successful. This year we are using it as a matter of course with subs. It has 11 modules, and covers everything you could imagine - bullying, classroom management, how to

deal with student behavior. It is comprehensive, focused on Mor,tana law; what a person with history degree might need to know to be successful in classroom. We give them a login and password; we can track their progress; they take small quizzes and they receive a certificate. Gives us a lot of freedom, covers more than we might be able to cover in 15 or 20 meetings. The

requirement by administratrve rules is that the Board of Trustees approve the training program the district is using. Board Questions: Decker: any hands-on orientation training? Dave: absolutely yes. We put together sub handb(.lok, which c('vers district policies, ad.nowledgements for electronic use, discrimination and t,ullying policies. We have one-on-one contact with all the subs, and

This increase aligns with those prior approved for 2017-18.Administrative Recommendation: Administration recommends that Trustees approve a 2.25%wage/salary increase for the Nurses, retroactive to July 1, 2017.

Holland: the last of the last? She explained to student trustees that there are groups that are negotiated with separately from the union.

Rott: the reason we have not come before you with the nurses is a union clarification; we have been waiting for a decision to occur. However our nurses do a fantastic job; they are not currently under a contract in a CBA; they are under a handbook. We thought we should give them the raise of 2.25% that we gave other groups to start out the year so they do not have to wait. There were no Board questions. Wake had returned. Motion Holland noted that this is retroactive. She asked for a motion to approve a 2.25%

wage/salary increase for the Nurses, retroactive to July 1, 2017. Motion by Wake, seconded by

1. Welcome Student Trustees Marcia Holland

Board Chair Marcia Holland opened the meeting at 5:34 p.m. and welcomed the

Student Trustees. She noted that Hellgate is changing the way they select their student

trustees; they will be here in October. Jbby Lorentz and Keaton Johnson from Seeley­

Swan will contmuE: as student trustees; they usually participate by phone.

2. Introduction of Trustees & Superintendent Marcia Holland

Holland exi:,lained district organization regarding Executive Regional Directors and

cabinet Trustees, cabinet members, and Student Trustees introduced themselves.

Holland explained Bo.nd structure of seven K-12 Trustees and four high school-only

Trustees.

3. Role & Responsibilities of Student Trustees Marcia Holland

Holland explained Student Trustees are non-voting members of the Board of

Trustees. They partic1pdte in a slightly different way than members of the public can.

They will give Student Trustee reports about things going on in the schools; present in a

positive way. The Board will not discuss the report that night due to Open Meetings

Act; Holland explained that the public has a right to know what decisions will be made

so they have opportunity to speak on them. She explained opportunities for public

comment.

Roberts Rules of Order: Board mostly follows, but Montana law has some differences

that the Board follows-e.g., the chair votes. Holland explained information-only items.

The Board is only required to take public comment on action items, but will also take

comment on info-only items. Holland explained the process of considering an item:

Discussion about right to privacy. Holland encouraged Student Trustees to talk to her about questions or concerns.

Discussion about people bringing concerns to members of the Board. Discussion about clear channels that exist in policy to address those concerns. Individual Trustees have no power. Help people figure out the channels they should go through with concerns; help connect them with the right people. [Elise Guest arrived.]

Student Trustee reports are early in the agenda. Chair will announce that students

are welcome to stay or to leave if they have other obligations. Sentinel has a model that they stay unless they have a compelling reason. [Julie Robitaille arrived.]

Discussion about social media; suggestion that it is best not to identify yourself as Student Trustees on personal social media.

Megan Morris arrived; Holland introduced her. Holland explained about closed meetings (Executtve Session) when the right to

privacy outweighs the public right to know; this happ�ns m personnel issues and litigation strategy. Usually at the very end of the meeting

Holland encouraged questions, especially about acronyms; need permission from chair to ask questions. [Burley McWilhams arrived.]
