Secretary General’s Welcome Honorable Delegates, Esteemed Directors, and Guests,

I would like to extend my sincerest welcome to all of you to this third session of Zygmunt Model United Nations at the American School of Warsaw. First off, I would like to express my deepest appreciation to all of you for your dedication and perseverance to the conference in these trying times. Thanks to every single delegate and director who stayed with us, or signed up, we were able to not only continue this year’s conference but, thanks to your feedback, grow it into something greater. This year, we are honored to have a group of over 150 delegates from countries all around the globe. Every conference is reliant on the people in it, but the support we have received from the MUN community has

been truly overwhelming. Even though most, if not all of you, have never participated in a conference digitally, the enthusiasm and support I’ve seen from delegates and directors have me convinced that this conference will be truly incredible. Therefore, I would like to thank you for participating in this year’s conference and wish you all the best in your commi�ees.

This year’s theme has taken a new meaning for all of us. Sustainable development

goal three, Good Health and Well-Being: Ensuring healthy lives and promoting well-being for all at all ages, has been our topic since the fall in 2019, but it is now something we hear of every day. Health and Well-Being have become a headline topic and have affected all of us and even this conference. So whether you’re discussing the treatment of prisoners, or medical care for people in conflict, I would ask you to look at the world. Look to the country you are representing, look to its policy, and bring it to debate. With that in mind, I’m confident that debate will flow on this topic in an unprecedented manner.

For these two days, delegates will form 6 commi�ees to discuss these issues around

this theme, and come to new solutions for these issues. This year’s conference will be the first ZYGMUN to be hosted digitally. It will take some ge�ing used to, but having seen commi�ee sessions I am confident that this conference will be fruitful, and enjoyable, for everyone involved. I wish to assure all of you, that I shall do my utmost to ensure that this conference will be as enjoyable for you, as it was for us organizing it. On behalf of the entire Secretariat and our Directorate here at ASW, I would like to thank all of you again and wish you all the best for the conference.

ZYGMUN Rules of Procedure LastUpdate:April2020

The following Rules of Procedure set out by the Secretariat are guidelines of Zygmunt Model United

Nations and shall be followed by all delegates and staff at all times while engaged in the conference. Rules of Procedure shall not be amended or overruled by anyone with the exception of the Secretary General, President of the General Assembly or ZYGMUN Directorate. Article 1: The Secretariat

1. The Secretary General, the Deputy Secretary General, the President of the General Assembly and the Head of Admin are collectively referred to as the Secretariat. The Secretariat is officially responsible for supervising the course of the conference.

2. Any uncertainties regarding the Rules of Procedure shall be resolved by the Secretariat or by any person/persons indicated by the Secretariat.

3. All decisions undertaken by the Secretariat or ZYGMUN Directorate regarding The Rules of Procedure are final and may not be disregarded by any participant of the conference or member of staff.

Article 2: Code of Conduct

4. The official working language of Zygmunt Model United Nations is English. All documents e.g. resolutions, amendments, amendments to the second degree and speeches shall be submitted or presented in English.

5. Participants of the conference, members of staff, the Secretariat, ZYGMUN Directors must at all times show proper courtesy and respect towards each other throughout the conference.

6. The Secretariat and ZYGMUN Directors reserve the right to determine the appropriate consequence for any infractions of the ZYGMUN Rules of Procedure.

7. No acts of discrimination or disrespect will be tolerated by the Secretariat, committee chairs or council presidents and ZYGMUN Directorate.

8. The official attire for Zygmunt Model United Nations is Western business attire. Traditional attire of the represented state will not be in order.

9. All conference participants, to include delegates, chairs/presidents and the Secretariat must refer to themselves and each other in the third person during formal debate. This will not be required during Unmoderated Conference.

10. The use of electronic devices (such as portable computers, tablets or mobile phones) other than those required for participation in the committee is allowed only by the permission of the delegate’s chair/president, or the Secretariat.

11. All conference participants, to include delegates, chairs/presidents and the Secretariat must not use electronic devices as means for entertainment while committees are in session unless deemed fit by the Secretariat or the delegate’s chair/president.

Article 2: Code of Conduct (cont.) 12. The Secretariat and ZYGMUN Directors reserve the right to suspend or expel any participant of

the conference for serious infractions against the Rules of Procedure.

Article 3: Note Passing (Virtual conference: Chat feature) 13. All notes/chat messages are to be written in English. 14. The content of the message must be appropriate and related to the agenda or topic. 15. Profanity, racist, sexist, religious and ethnic slurs will not be tolerated. 16. Infractions against decorum and improper use of the chat feature should be reported to the

delegate’s chair/president by e-mail to the chair’s/president’s conference e-mail address, with supporting screenshots attached whenever possible.

17. Delegates deemed to be in violation of decorum and appropriate use of the committee chat may result, at the discretion of the chair/president, in the temporary or permanent suspension of chat privileges. In case of especially serious infractions of the Rules of Procedure, the delegate may also be removed from the committee.

Article 4: Attendance

18. At the beginning of every sitting, the chair/president or the President of the General Assembly will call all the Member States in English alphabetical order to state their attendance. The delegates must state whether they are present or present and voting, remembering that if they state to be present and voting the delegate may not abstain in any substantive vote.

19. For the chair/president to be able to establish quorum, a minimum of two-thirds of the Member States must be present or present and voting.

20. If quorum is not constituted, the chair/president may not open the debates. 21. Any delegate not present during the roll call will be reduced to the status of an observer until the

next roll call is conducted. Delegates may challenge the quorum by raising a Motion to Challenge the Quorum (this motion requires simple majority to pass).

22. The status of attendance during roll call can only be changed by the conduction of the next roll call.

23. After the roll call procedure is conducted the delegates shall decide the flow of the debate through motions.

24. In the virtual conference, delegates must have their cameras on and they must be visible to the chair/president. Requests to turn cameras off at any time during debate for any reason (e.g. due to bandwidth issues) must be approved by the chair/president. In any event, cameras must be on and the delegates such that the delegate is visible to the chair/president during any roll call and voting procedure.

25. Delegates who are not visible to the chair/president during a roll call of voting procedure will be considered absent.

Article 5: Motions and Points 26. When a motion is submitted the chair/president may ask for seconds for the motion followed by

objections to the motion. 27. If there are substantive objections to the motion, the motion shall be voted upon by the

committee through acclimation. 28. The delegate objecting the motion must rise and make a short speech explaining their

objection. 29. If there is a substantive objection to the motion, the motion either does not pass by the

discretion of the chair, or the chair may choose to put the motion to a vote. 30. Motions with no objections pass at the discretion of the chair/president. 31. The chair/president may pass or reject any motion at their discretion regardless of the

committee's decision. 32. Points of Information must be phrased in the form of a question and may be raised after a

delegate’s speech. They may not interrupt a speaker. Points of Information must address the speaker and be relevant to the speech.

33. Motion to Follow Up may be raised after a point of information and must address the response to that POI. A follow up must be phrased in the form of a question and will be granted at the discretion of the chair/president.

34. Points of Order may be raised at any time that does not interrupt a speaker to address the issue of inappropriate application of Rules of Procedure.

35. Points of Personal Privilege may be raised at any time that does not interrupt a speaker in order to address any issue of personal discomfort of the delegate. A point of personal privilege may interrupt a speaker when regarding audibility.

36. Points of Parliamentary Inquiry may be raised at any time that does not interrupt a speaker with the intention of clarification of Rules of Procedure.

37. A Right of Reply may be raised by delegates whose national integrity or sovereignty has been offended by another delegate’s speech.

38. A Right of Reply must not interrupt other speakers, it may be raised after a speech or during it to the chair/president via note (virtual conference: chat feature).

39. The relevancy of the raised Right of Reply is up to the discretion of the chair/president. 40. Rights of Reply to Rights of Reply will not be in order.

Article 6: Motion of Censure 41. Motions of Censure are raised to censure a delegate who violates the Rules of Procedure. 42. A Motion of Censure may interrupt other speakers if it is relevant at that time. 43. The chair/president may censure a delegate who violates the Rules of Procedure even if no

such point has been raised by any delegate. 44. The delegate raising the Motion of Censure must supply a specific reason and explanation for

their Point as well as the duration of the censure. 45. The relevancy of the raised Motion of Censure is to be assessed by the chair/president. The

duration of censure is also at the chair’s/president’s discretion.

Article 7: General Debate Procedures 46. If a motion to open the Primary Speaker’s List is submitted, the topic and the duration must be

specified by the submitter. 47. Delegates wishing to be added to the Primary Speaker’s List must raise their placards (virtual

hand) when requested to do so. Any delegates wishing to be added to the Primary Speaker’s List after the indicated time period may be added at the discretion of the chair/president.

48. Delegates may be added again to the end Primary Speaker’s List after having spoken by informing the chair/president through a note (chat message) as long as the alloted time for the Primary Speaker’s List is not exhausted.

49. Upon finishing their speech, a delegate must yield the floor to the chair/president of the committee, the President of the General Assembly, to points of information or to another delegate. Delegates may address the house only when given the floor by the chair/president, the President of the General Assembly, or previous delegate.

50. The chair/president has the authority to call to order delegates whose speeches are irrelevant or inappropriate.

Article 8: Unmoderated Caucus

51. Motion for Unmoderated Caucus is in order any time the floor is open. 52. Delegates making a motion for Unmoderated Caucus must state both the time and topic of the

Unmoderated Caucus. 53. During the Unmoderated Caucus it is appropriate for delegates to stand up and leave their seats

in order to create Draft Resolutions. 54. Time for the Unmoderated Caucus may last any amount of time deemed necessary by the

chair/president.

Article 9: Moderated Caucus 55. Motion for Moderated Caucus is in order any time the floor is open. 56. Delegates making a motion for Moderated Caucus must state the duration of the caucus and

time per speaker. 57. Delegates wishing to speak during the Moderated Caucus must raise their placards (virtual

hand) when requested by the chair/president. 58. Points of Information during the Moderated Caucus to the speaker are in order.

Article 10: Resolutions 59. All Resolutions must be formatted in the format provided below. 60. Resolutions must have one Main Submitter and at least four Co-Submitters. 61. Resolutions must have a minimum of five Pre-Ambulatory clauses. 62. The Draft Resolution must be submitted to the chair/president or the Secretariat before being

presented in the committee. 63. When a Draft Resolution is submitted, the main submitter must read out the resolution and

deliver a short speech in favor. . 64. If a Resolution has not been amended, not counting friendly amendments, Co-Submitters are

required to vote in favor of it. 65. A Resolution requires a simple majority in voting procedure to be accepted. 66. A Motion to Split the House can be raised in order to repeat the voting procedure without

abstentions. This motion passes at the discretion of the chair. 67. When splitting the house, voting will be conducted by roll-call. 68. If the voting procedure in virtual conference does not yield a total number of votes for and

against (and, when allowed, abstentions) equal to the number of voting Member States present, the vote will not generally be repeated if the missing votes would not change the outcome.

69. In the event that the number of missing votes in a voting procedure in virtual conference could potentially change the outcome, a Motion to Split the House will be ruled in order.

Article 11: Amendments

70. Amendments may be submitted at any time during open debate on a Resolution through page notes, or via e-mail to the chair’s/president’s official e-mail address.

71. Amendments must be approved by the chair/president before being presented to the Committee.

72. Amendments to the second degree are in order, but they may not completely change the initial Amendment.

73. Amendments require a simple majority to pass. 74. There are no abstentions when voting on amendments.

Article 12: Voting Procedure 75. All delegates have the right to vote on Resolutions and Amendments except for delegates who

represent observer states e.g. Palestine. 76. Abstentions are allowed at all times when voting on a resolution unless the delegate has stated

“Present and Voting” during roll call. 77. Voting on Motions should be done through acclimation (poll in the virtual format). 78. Motions to Split the House are only appropriate when the number of abstentions is sufficient

that the outcome of vote could be changed.

Article 12: Voting Procedure (cont.) 79. In the virtual conference, voting procedure will be carried out via poll, which will be pushed out

by the chair/president. The poll will be closed when all eligible voting Member States have voted, or at the discretion of the chair/president.

80. The chair/president may, but is not obligated to, ask any non-voting participants (e.g. visiting MUN Directors) in the room to exit the room during voting procedure. (In the virtual conference, non-voting participants may be moved into an empty breakout room for the duration of the voting procedure.) In any case, no one will be allowed to enter or leave the committee room while voting procedure is in progress.

81. The chair/president has the final say in the form of voting on all matters.

Article 13: Security Council 82. P5 members of the Security Council have the right to veto amendments and/or resolutions. 83. In the event that the delegate of a P5 member of the Security Council intends to vote against

any amendment or resolution, the delegate is obligated to inform the Security Council Presidency of this intention via note (virtual conference chat). The Security Council President is then obligated to inform the council of the delegate’s intention to avail themselves of their veto.

84. Any P5 member of the Security Council may call for a P5 summit to resolve issues relating to any P5 member’s threat to use their veto.

85. The Security Council has the right to summon an ambassador of another country to provide information on the topic of discussion for a maximum of 45 min. No fewer than 30 minutes notice of the summons to appear before the Security Council must be given. Such requests will be made by note or via e-mail to the Secretariat, who will pass the request on to the ambassador’s committee.

86. An ambassador has the right to decline or refuse to appear before the Security Council for any reason. In this event, the Presidency of the Security Council shall be informed. The President of the Security Council may then request that an alternate appear in the place of the Ambassador. (If necessary, a member of the Secretariat may be required to serve in this role.)

Requests governments of all member states to educate and rehabilitate youth offenders (above the minimum age of legal responsibility) of serious crimes, such as gang membership, drug-trafficking, murder, armed robbery, and illegal possession of firearms, through discipline in newly established institutions led by the nations’ police and/or army which would:

a. engage youth in physical training similar to police training,
