1. HS user license is one of the most important factors that influence CSSR PS & HS performance in 3G network due to HSDPA user license determine how many HS user can access the site simultaneously. (When the UE request HS RAB on site is higher than HS user license, HS RAB will be rejected and UE will setup PS R99 RAB as instead.)

2. Counter VS.HSDPA.UE.Mean.Cell can be used to monitor Active HS user per Cell. By comparing this counter with HS user license per node B we can get the figure whether HS user license is sufficient or need to be upgrade.

At RRC Connection Setup Phase, there was possibility RRC fail due to The RRC CONNECTION SETUP message already sent by RNC but is not received by UE.

The RRC CONNECTION SETUP message is carried by FACH. After the UTRAN side receives the PRACH preamble, the UE sends the RRC CONNECTION REQUEST message on RACH based on current preamble power. Therefore, in poor coverage areas, unbalanced coverage by RACH and FACH is probable. Consequently the UTRAN side can receive the RRC CONNECTION REQUEST message while the UE fails to receive the RRC CONNECTION SETUP message.

Counter RRC.FailConnEstab.NoReply can be used to monitor this problem. The measurement is triggered when the RNC does not receive the RRC CONNECT SETUP COMPLETE messages upon sending of RRC CONNECT SETUP messages.

RLMaxDLPwr and RLMinDLPwr respectively means the maximum and minimum transmitting power of downlink DPDCH symbol, represented by the relative value of CPICH. If RLMinDLPwr is set too low, it will cause that the transmitting power is very low due to wrong SIR estimation; if it is set too high, it will influence the downlink power control.

There was possibility that RAB drop due to low initial DPDCH power. We proposed to increase initial power DPDCH for several cells having problem high CS drop. The power utilization must be considered in this proposal because this will increase the power usage during soft handover.

One of the most important parameter related to Soft Handover is reporting range and time to trigger. The greater the reporting range is, the more easily a neighbor cell is listed into active set and the more difficult it is deleted from active set. This causes over high SHO rate.

A general method is to configure the threshold of 1A and 1B different. Configure the threshold of 1A event small (such as 3 dB) and keep the threshold of 1B threshold the same (5 dB). In this way, the cells with bad quality cannot be listed into active set easily and the cells with good quality can be listed into active set.

The reporting range can be set per CS Voice, CS Video and PS service.
