Axis III: fight against illegal trafficking by strengthening the
traceability of works and the applicable sanctions
13. Publish / scan as widely as possible the works (excavation
findings, museum collections, artefacts seized at customs, etc.)
14. Establish, at least at European level, a single database of stolen or
seized cultural property
15. Encourage people and institutions of countries in conflict to post
pictures of their heritage and collections

Axis IV: Keep the memory of sites to better protect, publicize and
build their future
38. Launch a 3D digitization plan of heritage sites
39. Work on the creation of interpretation centres, notably on the site
of Palmyra
40. Establish a collaborative platform at European level
41. Encourage the development of virtual tours of destroyed or
endangered sites

Axis V: Strengthening cooperation between museums to protect
collections and disseminating knowledge
49. Launch a comprehensive plan of publication and/or digitisation of
artworks and archives
50. Create "virtual museums" by digitizing in 3D the collections of
