Project DescriptionBriefly describe your project, including what your end results and productswill be.To help ensure the indefinite care and use of one of Baltimore’s mostimportant historic landmarks, we are seeking to update the environmentalconditions of our Roundhouse and Annex Building to contemporarystandards. This is critical for ensuring continuous care of our collections byproviding appropriate temperature and humidity control. The Annex includesexhibit space on the first floor and our library & archives on the second floor.Unfortunately, aging HVAC equipment has reached the end of its useful lifecycle and is at risk of failing, which would be detrimental to the collectionsand archives. Additionally, the electric operators on the circular bank of 22windows in the clerestory of the Roundhouse have worn out, no longerfunction, and need to be repaired/replaced. In undertaking this project, wewill be preserving and enhancing these important national historic landmarkstructures ensuring they remain cultural assets for Baltimore and the world.

Benefit to the Heritage AreaBriefly discuss how your project will benefit heritage tourism in your localheritage area.The B&O Roundhouse and can become unseasonably warm adverselyaffecting the collection and creating an uncomfortable environment forguests. Being able to open the lantern windows will allow for substantialnatural ventilation in the spring, summer, and fall months in the Roundhousewhich is not air conditioned. By addressing temperature and climate controlissues in the B&O’s historic Baldwin Roundhouse (ca. 1884) and AnnexBuilding (ca. 1891), we will be creating both a comfortable environment forvisitors, thereby attracting more visitors to the heritage area, as well asensuring a historically significant collection is appropriately cared for andpreserved. We believe this structural enhancement will significantly benefitheritage tourism in the Baltimore National Heritage Area.

The roundhouse that is central to

the B&O Railroad Museum was built

in 1884 on the site of America’s

first railroad depot. In 2003, under

Baltimore’s heaviest recorded

snowfall, the roof over 11 of the 22

bays collapsed. During repair and

restoration, the museum’s designers

decided to modernize the lighting to

enhance the structure and

the exhibits.

Using only twenty-two 70W lamps,

the near uniform wash of light results

in a warm glow that emanates from

the clerestory windows, beckoning

visitors from nearby major highways.

The ceiling of the 100' diameter clerestory is uplit using elliptipar’s compact

yet powerful asymmetric reflectors with ceramic arc metal halide lamps.

From relatively inconspicuous positions 62' above the turntable, these warm,

high color rendering point sources highlight the color and texture of the

southern yellow pine decking.

Outdoor Style M452 uplights were chosen

because of the occasional high humidity and

heavy condensation at the windows. Mounted

along a catwalk for servicing, captive door screws

prevent hardware from dropping to the floor

This is criticalfor ensuring continuous care of our collections by providing appropriatetemperature and humidity control. Our aging HVAC equipment has reachedthe end of its useful life cycle and is at risk of failing, which would bedetrimental to the Museum's collections and archives. Additionally, theelectric operators on the circular bank of 22 windows in the lantern of theRoundhouse have worn out, no longer function, and need to be repaired/replaced. In undertaking this project, we will be preserving and enhancingthese important national historic landmark structures ensuring they remaincultural assets for Baltimore and the world.

Comprehensive Project DescriptionDescribe the overall project, including past and future phases of work as wellas work funded through other sources. (Word limit: 300)A preliminary assessment of the HVAC and electrical systems has beencompleted on the following buildings on the B&O Railroad Museum's maincampus: the Annex Building, The Mount Clare Depot, and the EducationStation. All of the existing equipment is more that 20 years old. Bids arecurrently being sought for the work to be completed. A preliminary estimateof the equipment needs and costs has been provided by the Museum'sDirector of Facilities who has a Heating, Ventilation, Air Conditioning andRefrigeration Contractors master license from the State of Maryland andmore than 40 years experience in air conditioning and refrigeration systems.The estimated prices are based on average replacement costs per ton of airconditioning and include both the equipment costs and costs for installationby a contractor. The HVAC work will be completed is as follows: 1. For theAnnex Building- Replace one Trane 20 ton rooftop A/C package unit with gasheat with a modern and more efficient unit that serves both office and publicspace; Replace one York 5 ton rooftop A/C package unit with gas heat andReplace one York 4 ton rooftop A/C package unit with modern and moreefficient units that also includes humidity control for collection storage;Replace one York 1.5 ton split system heat pump serving the third floorarchives. 2. For Mt. Clare Depot , replace two 2 ton A/C packages. 3. For theEducation Station, replace three 5 ton rooftop A/C package units. TheMuseum will cover some of these costs. Museum staff will additionally handlecollection item assessments and planning for temporary relocation of archiveand collections as needed during the installation work. What tangible and intangibledeliverables do you anticipate?For tangible deliverables, specify the anticipated number of products, i.e. 12restored windows, 1,500 square feet of exhibits, 5,000 brochures; forintangible deliverables, provide estimates, i.e. 500 new visitors, 150 newinteractions with the public, 750 additional page views on your website.We are seeking to update our current climate control conditions to meetmodern industry standards, allowing us to better preserve our historicallysignificant collection, conserve energy, and ensure a comfortableenvironment for our guests to view the collection pieces on display. Thisproject will result energy-efficient, climate controlled spaces in the B&ORailroad Museum's Annex, Mt. Clare Station, and Education Station both toprotect the Museum's archives and collection and to enhance our visitorexperience. It will additionally result in 22 fully operating lantern windowssome 210 feet up in the cupola of the B&O's historic Baldwin Roundhouse.These windows will be able to be opened and closed remotely via eclecticswitches on the first floor.

An upgrade in HVAC equipment is critical for ensuring continuouscare of our collections by providing appropriate temperature and humiditycontrol. Being able to open the lantern windows will allow for substantial naturalventilation in the spring, summer, and fall months in the Roundhouse whichis not air conditioned. By addressing temperature and climate control issuesin the B&O’s historic Baldwin Roundhouse, Annex Building, Mt. Clare Depotand Education Station, we will be creating both a comfortable environmentfor visitors, including K-12 student groups who visit the Museum (theMuseum provides free admission and programming for groups from allBaltimore City and Maryland Title One Schools.)

Clare Depot andEducation Station are all ADA accessible. Additionally, the Museum isequipped with sensory-friendly kits for guests with sensory sensitivity. Thesekits include noise-cancelling headphones, timers, non-verbal feelings charts,and fidget toys. All Museum staff have undergone sensory awarenesstraining.

Following the temporary closure of public venues due toCOVID-19, we were the first museum in Baltimore to safely reopen on June25, 2020 as we felt a responsibility as an economic anchor to the community.We are committed to maintaining strong safety protocols to safely attractvisitors and provide visitor experiences.

PROJECT TITLE: Climate Control Updates for the B&O Railroad Museum

PROJECT SUMMARY:

In an effort to ensure the indefinite care and use of one of Baltimore’s most important historic landmarks, The B&O Railroad Museum is seeking to update the environmental conditions of our historic Roundhouse, Annex Building, Mt. Clare Depot and Education Station to contemporary standards. This is critical for ensuring continuous care of our collections by providing appropriate temperature and humidity control. Our aging HVAC equipment has reached the end of its useful life cycle and is at risk of failing, which would be detrimental to the Museum's collections and archives. Additionally, the electric operators on the circular bank of 22 windows in the lantern of the Roundhouse have worn out, no longer function, and need to be repaired/replaced. In undertaking this project, we will be preserving and enhancing these important national historic landmark structures ensuring they remain cultural assets for Baltimore and the world.

PROJECT DESCRIPTION:

Comprehensive Project Description

A preliminary assessment of the HVAC and electrical systems has been completed on the following buildings on the B&O Railroad Museum's main campus: the Annex Building, The Mount Clare Depot, and the Education Station. All of the existing equipment is more that 20 years old. Bids are currently being sought for the work to be completed. A preliminary estimate of the equipment needs and costs has been provided by the Museum's Director of Facilities who has a Heating, Ventilation, Air Conditioning and Refrigeration Contractors master license from the State of Maryland and more than 40 years experience in air conditioning and refrigeration systems. The estimated prices are based on average replacement costs per ton of air conditioning and include both the equipment costs and costs for installation by a contractor. The HVAC work will be completed is as follows: 1. For the Annex Building- Replace one Trane 20 ton rooftop A/C package unit with gas heat with a modern and more efficient unit that serves both office and public space; Replace one York 5 ton rooftop A/C package unit with gas heat and Replace one York 4 ton rooftop A/C package unit with modern and more efficient units that also includes humidity control for collection storage; Replace one York 1.5 ton split system heat pump serving the third floor archives. 2. For Mt. Clare Depot , replace two 2 ton A/C packages. 3. For the Education Station, replace three 5 ton rooftop A/C package units. The Museum will cover some of these costs. Museum staff will additionally handle collection item assessments and planning for temporary relocation of archive and collections as needed during the installation work. The Museum will order the specialized electric lantern window operators and Museum staff will do the electrical work and installation.

The mission of the Baltimore National Heritage Area is to: “to promote, preserve, and enhance Baltimore’s historic and cultural legacy and natural resources for current and future generations.” By addressing temperature and climate control issues in the B&O’s historic Baldwin Roundhouse, Annex Building, Mt. Clare Depot and Education Station, we will be creating both a comfortable environment for visitors, thereby attracting more visitors to the heritage area, as well as ensuring a historically significant collection is appropriately cared for and preserved. We believe this structural enhancement will significantly benefit heritage tourism in the Baltimore National Heritage Area, promoting tourism development, economic growth, preservation, and conservation.

DELIVERABLES:

What will be the results of this project? What tangible and intangible deliverables do you anticipate?

We are seeking to update our current climate control conditions to meet modern industry standards, allowing us to better preserve our historically significant collection, conserve energy, and ensure a comfortable environment for our guests to view the collection pieces on display. This project will result energy-efficient, climate controlled spaces in the B&O Railroad Museum's Annex, Mt. Clare Station, and Education Station both to protect the Museum's archives and collection and to enhance our visitor experience. It will additionally result in 22 fully operating lantern windows some 210 feet up in the cupola of the B&O's historic Baldwin Roundhouse. These windows will be able to be opened and closed remotely via eclectic switches on the first floor.

How will ongoing maintenance costs be paid for in future years (if applicable)?

In future years, costs for maintenance of the B&O Railroad Museum's campus buildings, including the Annex, Mt. Clare Station, the Baldwin Roundhouse and the Education Station, will be paid for from the Museum's core operating funds from grants, donations, admissions, membership revenue, and as needed, endowment funds.

URGENCY:

Is this project urgent?

This project is urgent. Generally, a commercial HVAC system will last anywhere from 10 to 15 years. The HAVC systems of the B&O Railroad Museum's historic Baldwin Roundhouse, Annex Building, Mt. Clare Depot and Education Station are all 20 years or more old and at the end of their useful life cycle. An upgrade in HVAC equipment is critical for ensuring continuous care of our collections by providing appropriate temperature and humidity control. As a Smithsonian Affiliate, the Museum is additionally bound to meet the highest of collection care standards including strict humidity controls for the Smithsonian model train collection we have on exhibit. The Museum's Hays T. Watkins Research Library and Archives are located on the second and third floor of the Annex Building are additionally at risk should our currently HVAC systems fail. These Archives include over 4,079 manuscripts and documents, 1,889 Audiovisual recordings, including film, VHS, DVD, CD, and born digital recordings; 5,266 Maps & technical drawings, 6,535 Photos, and 4,937 Rare books. The B&O Railroad Museum's collections and archives contain the first, last and best of nearly 200 years of American history emanating from this birthplace of American railroading here at the Baltimore & Ohio Railroad Company's Mount Clare Shops, the oldest railroad manufacturing complex in the United States. Additionally, replacing the electric operators on the circular bank of 22 windows in the lantern (cupola) elevated above the main roof of the Roundhouse will not only help to naturally cool Roundhouse in the summer months but also enhanced air flow making it even safer during this COVID-19 pandemic.

IMPACT:

This project is fully aligned with the Maryland Heritage Area’s focus on 'developing heritage tourism product' and 'sustaining regional identity'. By staving off a potential systems breakdown and providing improved and energy-saving climate control for the B&O's collection, a collection that represents the first, the last, and the best in railroad history, this project fits the strategic objective of promoting the protection and preservation of the heritage area’s historic resources. By addressing the temperature controls, this project will also meet the Heritage Area's goals 'to enhance the visitor appeal and enjoyment of the state’s history and culture by enhancing the visitor experience', 'to increase the economic activity associated with tourism', and 'to enable Marylanders and visitors alike to have greater access to and understanding of the history of the state and the important events that took place here, including the birth of the American railroads industry and all of the innovations like telegraph communication infrastructure that accompanied it.

The archives of the Museum provide insights and illuminate the histories and heritage of workers, merchants, African Americans, and Irish and Jewish immigrants among others. Our interpretive goals include exhibiting more of the everyday experience of average American citizens and the impact of American Railroading on shaping our society. Traditionally, railroad history has been viewed through the lens of technological innovation and economic growth. Our mission today is to showcase the impact of railroading on the American economy, culture, and society, including the impacts and stories of traditionally under-represented communities for African Americans, women, and immigrants. We have a created an 'African American Railroading Oral Archives' and share the recording in our Roundhouse as well as online on our website. We also have developed tours including our 'Slavery to Civil Rights' which features the intertwined history of the railroads with slavery, segregation, through to the Civil Rights Movement, and 'Women Working on the Rails' focused on pioneering women railroad workers throughout history and how their lives and achievements in the railroad industry have left a lasting impact on our world to this day.

ACCESS & OUTREACH:

Describe the anticipated benefits of your completed project for tourists, k-12 students, and/or local community members.

Being able to open the lantern windows will allow for substantial natural ventilation in the spring, summer, and fall months in the Roundhouse which is not air conditioned. By addressing temperature and climate control issues in the B&O’s historic Baldwin Roundhouse, Annex Building, Mt. Clare Depot and Education Station, we will be creating both a comfortable environment for visitors, including K-12 student groups who visit the Museum (the Museum provides free admission and programming for groups from all Baltimore City and Maryland Title One Schools.)

What provisions exist or will be made for physical or programmatic access by individuals with disabilities?

The B&O’s historic Baldwin Roundhouse, Annex Building, Mt. Clare Depot and Education Station are all ADA accessible. Additionally, the Museum is equipped with sensory-friendly kits for guests with sensory sensitivity. These kits include noise-cancelling headphones, timers, non-verbal feelings charts, and fidget toys. All Museum staff have undergone sensory awareness training.

How will you ensure that your intended audiences will learn about your site or project?

We promote the architecture and history of the historic buildings on the Museum's 40 acre campus on our website, through our weekly e-newsletter that reaches 40,000, in our social media, in our printed map and self-guided tour materials, and in our guided tours. We have also developed a special tour for visitors entitled, "Rebuilding the Cathedral of American Railroading: A Tour of the 2003 Roundhouse Roof Collapse."

What is the annual visitation at your site?

In 2019, we welcomed nearly 170,000 visitors from all 50 United States and 40 countries. Following the temporary closure of public venues due to COVID-19, we were the first museum in Baltimore to safely reopen on June 25, 2020 as we felt a responsibility as an economic anchor to the community. We are committed to maintaining strong safety protocols to safely attract visitors and provide visitor experiences.

We are open to the public seven days a week. The Museum's regular hours of operation are 10am- 4pm Monday to Saturday and 11am - 4pm Sunday.

The Roundhouse building, the central feature of the B&O Railroad Museum, was designed by Ephraim Francis Baldwin and built in 1884. It has 22 sides, 22 iron posts for its main interior support and 22 tracks. It is unique in at least one respect, namely, the way the cupola is hung on an iron ring guyed by iron struts into the tops of the 22 posts. It is 240 feet in diameter, 123 feet from floor to the top of the cupola and has a 60 foot diameter manually operated turntable. The Annex, at the corner of Pratt and Poppleton Streets in Southwest Baltimore, was built 1891. The Mt. Clare Depot, is where the first tickets for regularly scheduled passenger trains were sold and the first telegraph message, "What Hath God Wrought," was received on May 24, 1844. The Education Station is a multipurpose room for classes and groups to use.

The roundhouse that is central to

the B&O Railroad Museum was built

in 1884 on the site of America’s

first railroad depot. In 2003, under

Baltimore’s heaviest recorded

snowfall, the roof over 11 of the 22

bays collapsed. During repair and

restoration, the museum’s designers

decided to modernize the lighting to

enhance the structure and

the exhibits.

Using only twenty-two 70W lamps,

the near uniform wash of light results

in a warm glow that emanates from

the clerestory windows, beckoning

visitors from nearby major highways.

The ceiling of the 100' diameter clerestory is uplit using elliptipar’s compact

yet powerful asymmetric reflectors with ceramic arc metal halide lamps.

From relatively inconspicuous positions 62' above the turntable, these warm,

high color rendering point sources highlight the color and texture of the

southern yellow pine decking.

Outdoor Style M452 uplights were chosen

because of the occasional high humidity and

heavy condensation at the windows. Mounted

along a catwalk for servicing, captive door screws

prevent hardware from dropping to the floor
