    IntroductionIntroductionIntroductionIntroductionIntroduction

The conventional approach of road netwo

planning in India is primarily based on criteria suas density of roads or distance of the villages of gi

population from all-weather roads. It has been possi

to connect nearly 53 percent of about 6 lakh villa

in the country in the last 50 years or so through

    road development plans. While acknowledging

need for a minimum basic road network in t

country, it is becoming increasingly apparent t

the provision of connectivity does not alwa

increase the accessibility and response to the neof the majority of the population. For example, v

often the special transportation needs of wom

aged and disabled are neglected and the roles

    non-motorized transport modes ignored. Based

research carried out mainly in the Less Develop

Countries (LDCs) of Africa and Asia since t

beginning of 1980s, it has been observed that ne

based approach of providing accessibility to servi

and facilities is more effective than the provisionconnectivity to the villages. Attempts have also be

made to integrate road planning with the mu

sectoral rural development programme. As a resu

a new methodology known as integrated Ru

Accessibility Planning (IRAP) has been develop

Recently developed tools such as GIS and Rem

Sensing have also been applied in a few studies

this area. These efforts highlight the need to explo

the great potential of these methodologies and te

niques for application to present rural developm

    context in India.
