Benjamin Taylor Watkins, the son of Zachariah Taylor and Anna Sutton Watkins, was born in Monroe County, Georgia.

His early education was secured at the Banks-Stephens Institute of Forsyth, Ga., completing his course in 1905.

Ben. T. Watkins’ military record began on Jan. 21, 1908 when he enlisted as a private in the National Guard, (Inf.). In 1913 he was promoted to First Lieutenant, and in 1916 was drafted into Federal service. In October, 1917 he became a Captain, and as such was discharged from service, Oct. 19, 1919, in the 49th Inf., at Fort Snell, Minn.

His affiliation with The American Legion began as a charter member of Post No. 1, St. Paul, Minn, from which his membership was transferred to the Joseph N. Neel, Jr., Post No. 3, Macon, Ga., (1921). Ben W at­kins served this latter post as Commander in

the year 1934-35. In 1934 he was also Chair­man of the Committee on Law and Order, and in 1935 was Chairman of Membership.

Benjamin T. Watkins was married to Miss Ethel Brown of Forsyth, Ga., on January 8, 1913. They have three children.

The Drum and Bugle Corps of Atlanta Post, No. 1, was present and competed in the Drum and Bugle Corps contest. Present also was the Drum and Bugle Corps of the Joseph N. Neel, Jr., Post No. 3, Macon.

Over three hundred members of the Le­gion and Auxiliary from the Departments of Georgia attended the seventeenth Annual Convention at St. Louis.

O b s e r v a n c e o f A r m i s t i c e D a y In commemoration of the seventeenth an­

niversary of the signing of the Armistice the Posts throughout the Department called upon the pastors of all denominations to hold com­memorative service on Sunday, November io ; this day being designated as a day of rededication to America; and in honored memory of the men who fell and who served that the honor and integrity of the United States be maintained. Many posts also held appropriate exercises of Monday, Novem­ber 11.

C o m m a n d e r s a n d A d j u t a n t s C o n f e r e n c e

On January 26, 1936, in Macon, the Com­manders and Adjutants of the Department gathered for their annual meeting. Dr. W. E. Whitlock, of Florida, National Vice-Com­mander of the Southern Division, represented the National organization. Chairman of vari­ous committees addressed the meeting. The conference approved the action of the De­

partment Executive Committee, which met a few hours before the opening of the con­ference, in the endorsement for National Commander of Quimby Melton, the present National Committeeman from Georgia. This conference was well attended.

This adopted feature of the Department program was appropriately carried out by many posts w'ithin the State.

V i s i t o f t h e N a t i o n a l C o m m a n d e r

National Commander Ray Murphy, pay­ing his official visit to the Department, ar­rived in Augusta where he was met by De­partment officials and escorted to Atlanta on March 6. He was entertained in Atlanta at a dinner at the Capitol City Club. On March 7, he visited Macon, and left for Fort Ben- ning where he was greeted by the Legion of­ficials of the Department of Alabama. While in Georgia Commander Murphy visited Vet­erans Hospitals 48 and 62.

A r e a “ C ” C h i l d W e l f a r e C o n f e r e n c e On February 8 and 9, at the Henry Grady

Hotel, in Atlanta the Department of Geor­gia for the first time in its history was host to the division of Child Welfare of Area C, which comprised most of the Southern States. This meeting was well attended. Nu­merous addresses were made by authorities on child welfare matters from the Legion, the Auxiliary and other organizations which participated in this conference.

Floods at Rome

On April 2, 1936 Cordele was swept by a tornado.

On April 6, 1936, the business section and part of the residential section of Gainesville was destroyed by a tornado of great inten­sity. Though the loss of property was great in Cordele and in Gainesville, the loss of life and the great number of injured persons made the Gainesville disaster the greatest ever to occur in the history of the State. To aid the victims of these great storms the Le­gion responded quickly and efficiently. Do­nations of funds either from their own treas­uries or collected in a community drive, food, clothing, water, bedding, etc., was rushed by numerous posts throughout the Depart­ment. The funds collected were either dis­pensed by the local Legion officials in Gaines­ville and Cordele, or made use of by the Red Cross. The Department of Ohio, The American Legion, sent a check for $250; the National organization sent $500; the De­partment of New York, The American Le­gion, offered any material or financial aid needed; and other posts outside of the State and other Departments generously offered as­sistance.

T h e P a y m e n t o f t h e A d j u s t e d S e r v i c e C e r t i f i c a t e s

The passage by Congress of legislation au­thorizing the payment of the Adjusted Serv­ice Certificates, in full, which finally deter­mined a political question and settled a moral obligation which the government owed to its defenders during the W orld W ar, imposed upon the numerous posts of The American Legion additional work in the interest of the veterans.

The posts in the Georgia Department aid­ed veterans in the filling out of the necessary documents for the payment in full of the so called “bonus”. The blanks were obtained from official sources, a post official filled in the necessary answers, and finger-printed the applicant— aiding the veteran in every way possible. Again the Legion demonstrated its

interest and its willingness to aid all veter­ans regardless of their non-affiliation with The American Legion.

This administration, from the report of the Department Treasurer, James A. Banks­ton, paid in full all past obligations which had been incurred by previous administra­tions. These financial obligations had been re­duced materially by the previous adminis­tration, but a deficit was handed on to this administration which satisfied it in full. For the first time in many years the Department of Georgia was not only self-sustaining but was clear of all indebtedness.

This program of the Department was car­ried out with much interest; many posts sponsoring teams.

The Carrollton “Farmers” sponsored by the Carroll County Post was the winning team of north Georgia, while the champion of the southern section of Georgia was the team from Savannah. The sport account of the contest between these divisional cham­pions, as carried by the Atlanta Constitution is as follows:

T he game made a clean sweep of th e series, as C arro llton won Friday. T he second gam e of to d ay ’s scheduled dou­ble-header w as not necessary.

Bolden limited the visitors to tw o hits and was never in serious trouble. H is m ates gave him a lead in the sixth inning and he was plenty tough to get a long with.

B yers pitched a swell gam e for Savannah, giving up only seven hits, but they w ere bunched in the sixth inning w hen he was beaten by one run.

C arrollton m ade three errors, w hich necessita ted Bolden really bearing down in the pinches to cut off runs.

RESOLUTIONSThrough the hands of the Committee on Reso­

lutions there were thirty-eight resolutions reported to the Convention and favorably passed upon. Twen­ty of these resolutions were presented by the As­sistant Director of the State Service Bureau and pertained to certain changes he and his committee deemed advisable in legislation pertaining to World W ar veterans.

Other resolutions presented were:1. Protesting the nullification of claims filed di­

rectly with the Bureau of W ar Risk Insurance and asking an extention of time to file a formal and tech­nical claim.

2. To amend Section 19, World W ar Veterans Act of 1924.

3. To devise a means of having a marble bust of Miss Moina Michael, the “Poppy Lady”, to be placed in the State Capitol.

4. To request passage of federal legislation, a peace-time espionage act or an anti-insurrection act, to curtail activities of Communists and like organ­izations.

5. To extend thanks to the Post Office Depart­ment, the Federal Reserve Bank and the Veterans Administration Facility for aid in handling the Ad­justed Service Bonds.

6. To authorize the annual presentation of a distinguished service award to a Georgian who ac­complished outstanding service within the meaning of the preamble of the constitution of The Ameri­can Legion.

7. To ask the Legislature of Georgia to appro­priate $2,500 for the education of the orphans of the W orld War, this act being passed in August, 1931 but no appropriation made for this purpose.

8. T o ask the Legislature of Georgia an ap­propriation of $3,000 annually for the education of W orld W ar Orphans.

9. To continue the interest of the Department in educational matters.

10. To ask the legislature of the State for exemp­tions from state-tax all Legion property and spons­ored projects, fairs, etc.

11. T o seek a way to provide Miss Moina Michael an annuity of not less than $300.

12. T o thank Athens and the Legion bodies there­of for courtesies extended during the convention.

13 To aid in the promotion of any legislation

for the aid and betterment of the crippled children of Georgia.

14. To ask that the National Convention observe in Cleveland the 16th birthday of the adoption of the poppy by the Legion.

15. T o appoint a committee to promote the cam­paign of Quimby Melton as National Commander.

16. T o create through the posts an open forum through which reliable information could be given as to the United States and foreign countries.

17. To set aside in a “sinking fund” ten percent of the gross income of the Department for the next five years.

18. T o create a students loan fund to aid those wishing to attend college.

G i f t s a n d A w a r d s

Through funds solicited from members of the Legion in Georgia, a handsome gold watch, suitably engraved, was presented to J. P. Kelly of Valdosta, in appreciation for the splendid work he accomplished as Child Welfare Chairman of the Department.

Also through funds solicited throughout the convention hall a Legion life membership gold card was presented to Commander Ben.T. Watkins.

In the Senior Class: The Drum and Bu­gle Corps of Atlanta Post No. 1, won the $500 prize, with the requirement that it at­tend the National Convention.

Second : Sons of the Legion Drum and Bugle Corps of the H arold Byrd Post No. 66, Decatur.

As the convention assembled there were

four candidates for the office of Department Commander, all previously endorsed by their respective posts, and in district conventions. These were: Weaver Bridges, Commander of the Allen R. Fleming, Jr. Post 20, of Athens; C. B. McCullar, Area Commander of Milledgeville, Morris-Little, Post No. 5; C. R. Hammond, Area Commander of Gainesville, Paul E. Bolding, Post No. 7; Edward F. O’Connor, Commander of Chat­ham, Post No. 36, Savannah.

The withdrawal of Weaver Bridges, C. R. Hammond and C. B. McCullar left the field clear for the unanimous election of Edward F. O’Connor, as Commander of the Depart­ment of Georgia.

Other officers were elected unanimously with one exception. Kenneth Murrell of At­lanta, Post No. 1 was nominated by Henry Green as Third Area Commander and Le­gionnaire Waddell of the Waldo M. Slaton Post at Buckhead was named by Dr. Marion Roberts. Kenneth Murrell received 257 votes and Waddell received i n .

The Department accepted the invitation of Albany to hold its nineteenth annual con­vention in that city.
