3.1.1 HISTORICAL BACKGROUND:

Veteran leader and Ex President of Maharashtra Congress Committee

Shri. Rajarambapu Patil was instrumental in establishing cooperative bank in this

region. He had a vision of developing the rural areas for which he recognized the

need of banking. Hon. Bapu decided to form a Cooperative Urban Bank in

Walwa Taluka. However, due to various technical difficulties, he established a

rural bank instead of an urban bank at Peth, a village in Walwa Taluka on 29th

June, 1981 as the Walwa Sahakari Bank Ltd.

After permission of Reserve Bank of India, Bank commenced its

operation on 10.11.1981. It was his endless endeavor to cater to the needs of poor

farmers of this area throughout his life. Sad demise of Rajarambapu Patil on

17.01.1984 was a big setback for this region. His followers & board members of

various organizations handed over leadership to Shri. Jayantrao Patil. It was

unanimously decided to rename Walwa Sahakari Bank as Rajarambapu Sahakari

Bank in 1984.

Bank was started with a capital of Rs. 5,00,000 with one office & 12

employees. As on 31-03-2008it have own funds of Rs. 48.62 crores, 25 branches

& 2 Extension counters with 268 employees. All Branches are fully computerized

and tendering computerized services to its customers.

3.1.6 SALIENT FEATURES:

The bank is rendering various services to members of the bank and to the needy

people in the area of operation. But bank has concentrated basically financing to

small farmers, artisans, traders, transport operators self employed persons and

small scale industries in rural area in particular for creating job opportunities in

rural area improving the standard of living of the rural population.

Following are some of the salient features of the Rajarambapu Cooperative Bank

• The bank has its own training centre to provide training to staff. Now, it

has trained Staff in computer operation.

Kolhapur, Satara & Pune districts. Under his guidance the bank is continuously

implementing & practicing new techniques for its customers.

3.1.8 AWARDS/ ACHIEVEMENTS:

1. The Rajarambapu Cooperative Bank won award for ‘Innovations in Human

Resources’ in Frontiers in cooperative Banking Awards 2009 at Daman by

Banking Frontiers.

3.1.9 TYPES OF LOAN:

1. Crop Loans: - Crop loans are available for the following crops in

proportion to the duration and area cultivated of the crop. Available in the

form of cash-credit also.

Sugarcane, Grapes, Banana, Turmeric etc.

2. Land Mortgage Loan: - Land mortgage loan is available for purchase of

agriculture land and for development / improvement in agriculture land.

Loan will be sanctioned up to 75% of purchase price for purchase of

agriculture land.Loan is available for development of agriculture land.

3. Vehicle Loan: - 75% loan is available for purchase of New Tractor, Truck

and any other commercial vehicle.Loan is available for purchase of New

Four Wheeler / Two Wheeler up to 75% of the quotation price of the

vehicle.

Vehicle loan for purchase of old / used vehicle is also available. Loan will

be sanctioned up to 50 to 70 % of the valuation according to the age of the

vehicle

4. Machinery Loan: - Machinery loan is available for purchase of agriculture

machinery as well as industrial machinery. 75 % loan is available for New

Machinery of the quotation price and for old / used machinery 50 % of the

valuation of machinery.

5. Credit for industries:- Term Loans:- Term loans for purchase /

construction of factory building / shed / office premises, purchase of plant

& machinery, equipments, furniture & fixtures are available.Loan amount

will be up to 75 % of the total cost. Bank guarantees and Letters of credits

are available as per the requirement.

6. Hypothecation Cash Credit: - Hyp. Cash Credit facility is available to all

types of business units for working capital requirement on the security of

stocks / book debts / other liquid assets.

7. Housing Loans: - Housing loans for purchase of New / resale flat / house

or construction of bungalow / house are available up to 75 % of the

estimate / valuation of the property / agreement of sale.Total repayment

period will be up to 10 years. Housing loan is also available for taking

over housing loan from other bank / financial institution up to 100 % of

the balance outstanding on the loan account subject to loan account

should be regular. Bank guarantees and Letters of credits are available as

per the requirement.

8. Educational loans: - Educational loans are available for MBBS, BAMS,

BDS, Engineering Degree Courses and selected courses with foreign

university. 100 % tuition fee is available as loan amount.Repayment of

the loan will start after one year moratorium period on completion of the

course. No moratorium period is available for repaymentof interest.

Interest will be charged at monthly rests and should be paid as and when

debited.

9. Personal Loans: - Personal loans for any purpose are available against

salary of the borrower up to 10 times of the gross salary of the borrower.

Guarantee letter from the employer is must.

10. Loan against FD: - Up to 85 % loan is available on 1 % higher rate of

interest.

Overdraft against FD: - Up to 85 % loan is available on 2 % higher rate of

interest.

Gold Loan: - Gold loan is sanctioned up to Rs. 6,500/- per 10 gm net

weight of gold ornaments.Loans against LIC policies: - 70 % loan for any

purpose is available against Surrender value of the life policy.

11. Loan against NSCs: - 70 % loan is available for any purpose against face

value of NSCs.

3.1.10 RULES REGARDING THE DISBURSEMENT OF LOAN:

The Rajarambapu cooperative Bank Ltd., follows the rules before sanctioning

any loan proposal are given below,

1. Loans are sanctioned as per the laws & byelaws of Maharashtra state

cooperative societies act and bank itself, also as per the circulars and directives

issued by the Reserve Bank of India.

2. Along with properly filled up loan application which is provided by bank the

applicant & his/her co-guarantees are required to provide information about their

economic viability , their banking transactions and the documents supporting the

loan application.

3. The applicant and co-guarantees are required to be the shareholders of the

bank.

3.1.11 FUTURE PLANS:

1. Bank intends to provide services like ATM, Kisan Credit Card, Net Banking to

its customers.

2. SMS Banking and sharing of ATM network of other Banks.

3. The Bank is now planning to extend its branches to Mumbai, Solapur and

Ratnagiri.

3.1.13 SOCIO- ECONOMIC ACTIVITIES:

The Rajarambapu cooperative Bank Ltd., Peth is involved in various social

activities for the development of rural people & the society as such.

They undertake various welfare programmes of varied nature which are as

follows:

1. Provide scholarships and prizes to the students achieving excellence.

Also support coaching classes for making students better equipped to

face competitive examinations

2. Through ‘Vikas Nidhi’, Bank provides fund to different hospitals at

various corner of state for operating Heart, Kidney & Cancer patients.

3. Bank is one of the active participants in Jayant Poverty Eradication

Campaign, which is a well-chalked out and need-based initiative

meant to help the poor families in Walwa block in Sangli district.

4. They promote capacity building and human investment through the

employee training and education programmes in various topics of

employees’ interest.

Rajarambapu Patil Sahakari Sakhar Karkhana Ltd situated in Rajaramnagar,

taluka walwa of Maharashtra state was the dream of late Rajarambapu Patil.

In the year 1968, he established this society in the name of ‘Walwa Taluka

Sahakari Sakhar Karkhana Ltd.’ The factory was inaugurated in 1969 and the

first crushing season began in 1970 with the capacity of 1250 TCD. The first

expansion from 1250 TCD to 2000 TCD is implemented in 1977. Then in the

year 1990 the second expansion is implemented from 2000 TCD to 4000 TCD. In

mean time, the distillery of 15000 ltrs/day is started in the year 1975.The first

expansion of distillery from 15000 to 45000 ltrs/day was in the year

1982.Meanwhile loknete Rajarambapu was died in 1984, by his social activities

and devotion towards the development of cane farmers & shareholder the

karkhana was renamed as ‘Rajarambapu Patil Sahakari Sakhar Karkhana Ltd.’

In the year 1985 the second expansion of the said distillery from 45000 to 75000

ltr/day is taken. The modernization of the said plants is also taken in the year

2000, the liquor and the foreign liquor plant is also implemented along with ENA

plant. Mithen Gas, Compost and Worming Compost Fertilizers plant is also

commissioned.

The factory’s area of operation is on the bank of Krishna and Warana rivers.

These rivers with their tributaries which are perennial flow through the length &

breadth of the factories area of operation and factory has sponsored 39 big lift

irrigation schemes & due to implementation of lift irrigation schemes abundant

sugar cane is made available and the said unit of 4000 TCD’s capacity could not

crushed entire registered cane within the area of operation hence factory’s

management has decided to establish a new unit of 2500 capacity at Wategaon

Tal. Walwa. In this unit factory has also installed a 6MW Cogeneration plant.

Both the Wategaon Sugar and Cogeneration plants are commissioned with the

help of NCDC’S finance.

It is unique cooperative sugar factory in India having two units operating

simultaneously with an aggregate crushing capacity of 6500TCD. The sugar

factory has also established a distillery division having a capacity of 100 KLPD

manufacturing RS/SDS/ENA. The sugar factory has helped devise 38 lift

irrigation schemes helping farmers bring more than 50000 acres land under

cultivation. Under the dynamic leadership of Shri. Jayant Patil, the sugar factory

has taken up co-generation project at wategaon-surul in walwa taluka. This

project was commissioned in April 2006 with exportable surplus power of 6.9

mw. Currently the sugar factory is also planning to setup a mega power co-

generation project of 25 mw with a total investment of 80 crore. In 2006-07, the

sugar factory has taken on the responsibility of running the Yashwant & Raje

Vijaysingh Sahakari Sakhar Karkhana with combined crushing capacity of 5500

TCD. The factory has been awarded many prestigious awards of state and

national levels, for best technical efficiency, financial management and

development activities. Today the sugar factory has emerged as leader in the

cooperative sector in Maharashtra. The entire unit is computerized and networked

to increase efficiency.

The financial position of the factory is sound and due to the best management

factory has also taken two units viz., Yashwant Nagewadi and Jath Tippehalli on

lease basis from 2006-07 crushing season. Factory’s management has also

running a new unit –Sarvodaya Sahakari Sakhar Karkhana in partnership from

current 2008-09 crushing season.

3.2.9 MARKETING PLAN:

Rajarambapu Patil Sahakari Sakhar Karkhana Ltd., Rajaramnagar has developed

their marketing plan for sale of their main product & by-product.which is as

follows:

i) Supply 10% of total production as a levy to Central Government’s

nominee and 90% of total production is made available to sale in open market.

For two type of selling purpose Central Government has given monthly

release order to sale the product. For the levy purpose Government nominees

lifted their allotted quota within the stipulated period and free sale quota is to be

sold by inviting tenders in open market the monthly free sale quota is also lifted

within a stipulated period. Hence there is no need to search a new market for our

sugar product.

ii) Molasses is one of the by-products produced & used for its own

distillery. The organization also produces Rectified Spirit, ENA and sold it out in

open market by inviting tender and also use for the production of other by-

product viz., Liquor and Foreign Liquor unit.

iii) Other by- product is press mud which is useful for agriculture as a

fertilizer and also for the production of fertilizers like compost, Rajaram

Samrudh. The sugar factory sell it on credit to their cane producers, therefore

there is no need to search the market to sale the product.

From Walwa Taluka 99 villages & 9 villages from Tasgaon Taluka provide

sugarcane to Rajarambapu Patil Sahakari Sakhar Karkhana Ltd.,Rajaramnagar for

10 year period i.e.2000-01 to 2009-10.

3.2.12 SOCIAL ACTIVITIES:

Rajarambapu Patil Sahakari Sakhar Karkhana Ltd., Rajaramnagar is involved in

various social activities for the development of rural people & the society as

such. They undertake various welfare programmes of varied nature which are as

follows:

1. In order to increase the yield of cane production per hector many

activities were undertaken by the karkhana like supply of clean and

anti infected sugarcane seeds are provided to cane farmers, supply of

chemical & bio-fertilisers.

2. Training & development programs regarding cane development to

cane growers at VSI, Pune. Also the application of Modern methods

of agriculture & sugar cultivation.

3. Undertaking the projects that related to Educational, Medical,

Agricultural and Public Charitable purposes.

4. Help in Creating / establishing / running hospitals, medical charity and

welfare.

5. Educational aid –Montessori / School / Colleges / Research. The

Karkhana help to run the institutions of grant aid for the care of

orphans, handicapped, retarded children, old and disabled people and

similar weak, poor & needy persons.

6. Granting aid- Research in high yielding varieties of seeds, manures,

fertilizers, insecticides etc.

7. It encourages young people for providing social services and give

scholarships and prizes to the students achieving excellence. Also

support coaching classes for making students better equipped to face

competitive examinations

8. It grant aid to run for public libraries, sport complex etc

9. Arranging Fair shops- Agricultural equipments, chasing, modern

methods for agriculture. Activities for general uplift of the rural and

agricultural community.

1. One of the biggest and most challenging developmental activities the karkhana

has carried out in this area is development of 38 lift irrigation schemes that

now provide much needed water to farmers. This has ensured steady and

guaranteed supply of the cane to Rajarambapu Patil Sahakari Sakhar Karkhana

Ltd.

Rajarambapu Patil Sahakari Dudh Sangh ltd. was a farsighted dream of

loknete Shri Rajarambapu Patil that turned into reality in the year 1975. It was

specifically designed to have 100% involvement of the farmers generate best

remuneration for their milk supply, boost milk production and give the region the

most wanted economic development. Dudh Sangh was registered in 30December

1975 with the intention of procuring milk from its member societies at

remunerative price. In the former years late Rajarambapu Patil developed the

sangh. He had tremendous consciousness for poor people and he thought that

milk production could be only possible subsidiary business for them. Milk

production needs less capital, fewer work forces and it is subsidiary to agriculture

with all these ideas in mind, Rajarambapu Patil organised Taluka Milk Union and

network of dairy societies in almost every village of Walwa Taluka. In the initial

stage, the sangh used to collect milk from village dairy societies and deliver it to

Government dairy, Miraj. However, since milk rates offered by Govt. were less

as compared to those of private dairies, the sangh was unable to pay remunerative

prices to the milk producers.

In 2003, the new hi-tech dairy plant was constructed with the design and

the financial assistance from National Dairy Development Board, Anand. Now

the plant has a milk processing capacity 1.50 LLPD (Lakh Liters per Day) with

modern processing and production machinery assisted by skilled

manpower.Presently sangh is progressing under the dynamic leadership of the

Honorable Gramvikas Minister Mr. Jayantrao Patil. He thought that sangh must

sell its milk in urban market. Then only we can pay competitive price to the milk

producers. Accordingly, the sangh has erected adequate dairy project at Islampur

having facilities for processing and packaging of milk and hired dairy at Mumbai

to market its Milk and milk Products.

3.3.7 BRANCH NETWORK:

Rajarambapu Patil Sahakari Dudh Sangh Ltd., Islampur have two branches one at

Vashi (Mumbai), and another at Pune. Head office supply Milk to the Vashi

branch, and then they sell it in pouch. It is well furnished branch whereas Pune

branch is engaged only in marketing of the various products.

3.3.8 AWARDS:

The Dudh sangh has received Productivity Award from National

Productivity Council of India for the year 2005-06 in the month of May 2007

by Ministry of Agriculture and Cooperation Department.

3.3.9 DIVERSIFICATION:

The Dudh sangh has diversified its work as follows:-

i) Dairy Plant – The new hi-tech plant was constructed in 2003 with the

design and financial assistance NDDB, Anand. Existing processing

capacity of the plant is 1.50 TLPD with modern processing and

production machinery assisted by skilled manpower. The total project

cost is around Rs. 8.00 crore.

ii) Cattle Feed Plant, Islampur & Kupwad Miraj - In order to provide the

best nutrition for the cattle and to assist the producer in their overall

development a 100 M.T. Cattle feed plant was erected in 1983 at

Islampur & in 2006 at Kupwad Miraj. The plants are producing cattle

feed in form of Pallet and mash which operates at its 100% capacity and

are credited with ISO 9002 certificate.

iii) In Mumbai, processing plant has been hired since 1992 to supply milk

of 1 TLPD ( thousand liters per day)

The primary milk cooperative society is an important unit of dudh sangh who

supply regular milk to the dudh sangh. Due to this the primary milk cooperative

society remainsin touch with dudh sangh’s board of director, officers, and milk

collection- extension employees. They often visit dudh sangh & give suggestions

related to increasing milk collection; raising business activities.

The officials of society visit frequently for observing daily ongoing activities of

dudh sangh. From the business point of view, Dudh sangh also invite the primary

societies for various programms organised and AGM, training activities etc. To

understand problems of member primary societies the dudh sangh’s honorable

Board of Directors may often visit to the primary milk cooperative societies in

the villages.

3.3.13 COMMERCIAL FEATURES:

Rajarambapu Patil Sahakari Dudh Sangh Ltd., have been determined and

committed to product and serve the quality of milk and milk products to their

customers.

The dudh sangh have commercialised the following business activities :-

i) Milk Procurement – It is growing at a rate of 15 – 25 % per annum.

ii) Marketing - The milk is marketed under the brand “Krishna”. The

milk is marketed in far area of Mumbai, Pune, Kolhapur, Satara,

Sangli and Kokan region of Maharashtra state through efficient

distribution and marketing network.

The total produce of the dudh sangh has 80% milk sold in pouches

and 20% sold as indigenous by –products like Butter, ghee, curd,

yougert, lassi, basundi, paneer, shrikhand, butter milk, pedha and

flavoured milk.

iii) Cattle Feed – The Cattle feed is produced and marketed to member

societies as well as in open market under the supervision of state milk

federation body, Mumbai.

3.3.14 WELFARE MEASURES:

Rajarambapu Patil Sahakari Dudh Sangh Ltd., to empower the milk

producers and bears three main objectives –

� Economical milk production at farm level

� Vibrant management of primary dairy cooperative society.

� Utilisation of ideal manpower and resources for rural development.

In order to achieve these objectives a planned curriculum has been worked

out which comprises of planned activities like educating, training and

demonstration sessions to the rural milk producers, farmers and staff

members.

All these activities are coupled with input services like balance cattle feed,

providing cattle ration, mineral mixture, molasses blocks, de-worming of

cattle, vaccination, veterinary treatment and medical aid, breeding programme

through Artificial Insemination. Induction of hi yielding animals providing

fodder seeds chaff cutters which subsequently are supplied to the farmers.

3.3.15 IMPROVEMENTS IN MEMBER ECONOMY:

Rajarambapu Patil Sahakari Dudh Sangh Ltd., has provided different

facilities to the primary milk cooperative societies as well as members to

improve their economical conditions are in listed are follows :-

� Primary society’s member milk purchased at higher rate than the

rate fixed by Govt. of Maharashtra state.

� The Dudh sangh offers 50 to 60 Paisa per liter management

expenditure to primary milk cooperative societies.

� In the whole year the Dudh sangh provided milk difference rate as

well as rebate per liter 20 paisa to the primary milk cooperative

societies.

� Provides various types of grants and extension services to the

primary milk cooperative societies.

As a result of it the primary milk cooperative societies as well as members

became economically sound in the area of operation in taluka.

3.3.16 SELF REGULATION:

Rajarambapu Patil Sahakari Dudh Sangh Ltd., (walwa taluka) registered

on 30/12/1975 under the Maharashtra State Cooperative Societies Act. 1960.

It is a taluka milk union operating in walwa taluka of sangli district covering

104 villages. Since then the AGM is a final regulatory body fully responsible

to change in their Bye laws. The BODs are monitoring society day to day

work as well as chairman / Managing Director.

The Base of Rajarambapu Group of industries is Cooperation. The ultimate

objective in forming industries in cooperative sector is to strengthen the financial

condition of farmers, which is achieved by forming cooperative industries

represented by farmer as a member. Textile sector forms a major part in the total

income of our country and management strongly feels that an industry in this

sector would be beneficial for farmers there is continuous progress in agriculture

sector in the area, i.e. irrigated land, availability of quality seeds, fertilizers, etc.

Farmers are inclined to produce cash crops like, cotton & oil, seed. The demand

for yarn at nearby places like Ichalkaranji, Solapur, Jaysingpur, Madhavnagar,

Vita and Karad is considerable. Management decided to set up a Spinning Mill of

25200 spindles capacity for the manufacture of cotton yarn to be sold in export

market to earn good profit and valuable Foreign exchange. The cooperative

society has been formed under guidance of Hon. Minister Shri. Jayant R. Patil,

Maharashtra State is the main person behind this Spinning Mill. He has excellent

industrial vision, foresight, varied experience and sound knowledge.

Chairman Mr. Dileep Patil who is ex-president of Maharashtra Cooperative

textile Federation is the chief promoter of the unit. Mr. Hemant Pande is

appointed as Managing Director of the mill. Mr. Pande is qualified textile

engineer, who is well experienced in textile industry. He has worked as an

executive who has handled challenging responsibilities. Dr. C.D. Kane who is

the Principal of D.K.T Education Society’s Textile and Engineering College is

appointed as an Expert project consultant.

Society inaugurated project with production in effect with 6048 Spindle in first

phase on 05/03/2005. Up to date the society succeeded in completion of project

with 22176 spindle capacity with Term Loan of Rs. 20.00 crore from State Bank

of India Islampur Branch.

The Management of Shetakari Vinakari Sahakari Soot Girni Ltd. decided to

complete chain of manufacturing activities in textile industry, like Yarn, Yarn

Dyeing, Weaving, Knitting and Processing of fabrics and manufacture of

Readymade Garments. Hon. Dileep Lalasaheb Patil, who is Promoter of all

Textile Industries of the group at Islampur, is president of state Cooperative

Textile Federation, Chairman of Shetkari Vinkari Sahakari Soot Girni Ltd., and

Director in all other sister Concerns.

This is a state-of–the-art 25,200 spindles project, with machines from Laxmi

Machine Works, Coimbatore and Winding Machines from Murata (Japan) and a

laboratory from Premier Inc. The set-up of machinery and modern testing

equipment results in high production levels and superior quality of yarn. The yarn

produced by the mill is accepted by the export markets on all counts of quality

standards. The project has been launched in two phases, the first of which is

complete; 18000 spindles are presently under production. The unit has been

awarded 1st prize for the best technical performance in the first year.

Open End spinning technology has been used for the production of coarser yarn

used in the Denim Fabric. 336 Rotors supplied by Schlafhorst Auto Coro

Machines from Germany. Produces counts in the range of 7s to 30s having

production capacity of 2.5 MT per day.

b) Jayant Textile Cooperative Industries Ltd.

Jayant Textile Cooperative Industries Ltd. is engaged in the manufacture of

Standard and Technical woven fabric made of various types of natural, artificial

and synthetic yarn and produces fabrics such as plain, Poplin Twill, Cotton Voile,

Corduroy, Herringbone, Crepe Georgette and Satin. The fabrics are used in areas

such as technical textiles, agriculture and construction, shoe industry, clothing,

geo textiles, upholstery, floor coverage, filtration, cleaning, hygiene, medical,

automobile, shipping, railways and airplanes, environmental protection,

packaging, personal protection and sports. A 10 Double Width and 1 Single

Width Looms from Somet, Wama tex & Wanli are installed for the production of

these fabrics and have a production capacity of 75000 metres of cloth per month.

c) Indraprastha Knitting & Garments Cooperative Industries Ltd.

The unit manufactures knitwear for men, ladies, children and babies. The regular

knit structures manufactured here are: ribbed, jerseys, interlocked, piqued, feeder

Circular Knitting Machines from Myer and Cie. The manufacturing capacity is

60000kg of fabric per month. A sizeable part of the production is exported to

European Countries and to the world’s major fashion Capitals. The unit has a

versatile production capacity and can produce any kind of knitted fabric. Two

more projects of Knit Processing have been undertaken in order to boost the

production and add value.

d) Prerna Yarn Dying Cooperative Industries

The outfit is a state-of-the-art dyeing house for yarn having a capacity of 3MT

per day for dyeing of 100% cotton yarn. The Fong (Procured from Hong Kong)

are high temperature and pressure dyeing machines and cater to cotton as well as

polyester yarn.

e) Pratibimb Processing Cooperative Industries

An ultra modern knit fabric processing plant with facilities for reactive dyeing

of 100% cotton knitted fabric. The unit houses the most advanced dyeing

machines from Germany, the Squeezer from Corino, Italy, the Relax Dryer from

Salvade, Italy, the Compacting Calender from Lafer, Italy and a Laboratory from

Treepoint, Mathis Switzerland. The production capacity of this unit is 4 MT per

day. This is also an environment friendly dyeing unit where we have employed

advanced ETP for effluent treatment.

f) Parivartan Garment Cooperative Industries

The oragnisation’s most high-end garmenting project, this unit has a production

capacity of 4500 garments per day and houses the most modern and efficient

machinery from Japan, Taiwan, China. Parivartan Garment Cooperative

Industries provides complete garmenting solutions from stitching, finishing,

washing, printing to embroidering, transforming fabric into fashionable wear. A

social boon, the unit has been structured with the express aim of creating

employment for women.
