$2K Referral Bonus Program

The $2K Referral Bonus Program allowsRegular Army, Army Reserve and Army NationalGuards Soldiers, Army retirees and DA civiliansthe opportunity to assist with the Army’s recruit-ing efforts. A bonus of not more than $2,000 willbe paid for referring persons for enlistment in theArmy, Army Reserve or Army National Guard. Theperson referred must subsequently enlist andcomplete Initial Entry Training. See applicableUSAREC message for guidance.

Army English ComprehensionEnlistment Option

This option is open to all qualified Army orArmy Reserve applicants without prior servicewho do not comprehend the English languageproficiently. Those enlisting into the regular Armywho do not possess the basic skills to enlist willjoin the Army in an unassigned status. They willattend the English Language Training Programand enlist for four years.

Those enlisting into the Army Reserve willenlist in an unassigned status, attend Englishlanguage training and enlist for six years.

15-Month Plus Training OptionThe U.S. Army implemented a 15-month plus

training enlistment option in support of nationalservice. It is available commandwide in selectedMOSs. These applicants will incur an eight-yearmilitary service obligation.

Their MSO will consist of:

• 15 months of active duty after completion ofall initial entry training (basic and advancedindividual training)

• 24 months of satisfactory participation in theSelected Reserve as an active drilling member.

Remainder of MSO will consist of any of thefollowing: active drilling member, IndividualReady Reserve or other national service pro-gram.

Applicants must meet the following criteria:

• Non-prior service (not eligible if a DOS)

• Tier I graduate or Tier II high school senior

• Test Category I-IIIAEnlistments are available in selected MOSs.

Army Civilian Acquired Skills Program(ACASP)

Applicants with prior training, education and/or experience (not obtained through militaryservice) may qualify for enlistment at a higherpay grade and use their civilian skills in the Army.Must enlist as specialist (E-4).

Partnership for Youth Success (PaYS)PaYS is a program to connect American

industries and state and local governmentagencies with the United States Army. Applicants,upon selecting an MOS, will sign a statement ofunderstanding with a participating PaYS partner.

These projected job vacancies are intended,though not guaranteed, for Soldiers departingthe Army or Army Reserve who satisfactorilycompleted IADT and were awarded an MOS. TheSoldier is guaranteed an interview with theagency. This program is designed for non-priorservice Soldiers only.

Army Language ProgramAn individual’s ability to comprehend lan-

guage training is evaluated from results of theDefense Language Aptitude Battery (DLAB).Language fluency is evaluated through theDefense Language Proficiency Test (DLPT) orOperational Proficiency Interview (OPI). Enlisteesalready fluent in a foreign language may beeligible for Foreign Language Proficiency Pay(FLPP) and/or to enlist as a Skilled Linguist via

ACASP at pay grade E-4 for MOS 35M or 35P.Enlistees receive language training upon

completion of basic training and receive follow-up MOS training upon successful completion oftarget language training. Language training isconducted at the Defense Language InstituteForeign Language Center (DLI-FLC), Presidio ofMonterey, Calif. Course duration ranges from 25-63 weeks (depending upon the specific lan-guage). Graduates receive up to 45 semesterhours of college credit.

Applicant must be a U.S. citizen and must beeligible for security clearance.

Family members of students enrolled at theDefense Language Institute Foreign LanguageCenter may enroll concurrently with the militaryspouse on a space-available basis at no cost.

09L Arabic Interpreter/TranslatorProgramThis program is available for Regular Army, ArmyReserve and IRR enlistments. English training isbased on the English Comprehension Lan-

guage Test (ECLT score) or American LanguageCourse Placement Test (ALCPT). Applicantsattend basic training to learn to be a Soldier thenAIT to learn the skills of being a Translator Aide.Entry pay grade is E-4 (SPC) through ACASP.

Army Reserve Standard Training ProgramInitial entry training is completed during the

same time period. A Soldier will finish BT andthen begin AIT. Upon completion of all training,the Soldier will return to their Army Reserve unit.

Army Reserve Alternate Training ProgramInitial entry training is split between two time

periods — usually two summers, one year apart.Alternate training enables students to continuehigh school, college or vocational studies. It isavailable for seasonal employment personnel.Alternate training is only authorized for thoseMOSs where AIT training is 13 weeks or less.

Specialized Training for Army ReserveReadiness (STARR) - Army Reserve

STARR is a program that allows non-priorservice and prior service Soldiers to be trained ina medical MOS by taking their MOS training at a

local community college. The Soldier is notentitled to room and board or active duty paywhile attending the civilian school. NPS mustattend basic training prior to the Army paying forthe schooling. The enlistment contract must be6+2 for NPS and four years for PS.

The Army will pay for all books, tuition,laboratory fees, uniforms, equipment, studenthealth insurance, etc., up to $6,000 per year. Allcivilian schooling must be completed in twoyears. Soldier may also qualify for enlistmentbonuses, loan repayment program or Montgom-ery GI Bill. Upon completion of the program, theSoldier will be promoted to the grade E-4 forMOS 68EN5, 68D, 68P, and 68Q; and E-5 for 68Kand 68V.

Noncommissioned Officer EducationSystem (NCOES)

Soldiers are required to continue trainingduring their military service. NCOES providesmandatory, sequential training dealing withtechnical skills, military tactics and leadership.This training will produce NCOs capable oftraining and leading Soldiers who can work andfight under their supervision.

Physical Fitness Assessment ProgramAll Future Soldiers must pass the Physical

Fitness Assessment Program in order to ship tobasic training. The following standards must beaccomplished by Future Soldiers ages 17 to 34:

If a Soldier fails to accomplish these mini-mum fitness levels, they will be put in a FitnessTraining Unit (FTU) where they will train until theymeet the required minimum fitness levels.

Blue to Green ProgramThe Air Force and Navy are reshaping their

service to reduce their active duty end strength.One option offered to Airmen and Sailors is toenlist into the Regular Army. See applicableUSAREC messages for guidance in processingthe Future Soldiers.

Warrior Transition Course (WTC)All prior service applicants who are enlisting

into the Regular Army or Army Reserve whowould require Basic Training (nine weeks) willnow attend the Warrior Transition course (fourweeks). This also includes those Soldiers whoare transitioning in under the Blue to GreenProgram.

All prior service enlistments into the ArmyReserve who have not completed Army or MarineCorps basic training must also attend WTC. Allapplicants enlisting into the Army Reserve whohave completed Army or Marine Corps basic

Montgomery GI Bill Regular Army —Eligibility (Increase for FY 08)

Effective Oct. 1, 2007, the MGIB incentive wasincreased.

• Must have a high school diploma or equiva-lency certificate prior to expiration of initial term ofservice.

• Must be non-prior service or only have InitialActive Duty for Training and entered active dutyfor the first time prior to June 1985.

• Must have completed at least two yearsactive duty.

• All Soldiers participating in the programcontribute $1,200 their first year ($100 permonth).

• Two-year enlistment Soldiers receive a totalbenefit of $32,184 for college ($894 per monthfor 36 academic months).

• Three- to six-year enlistment Soldiersreceive a total benefit of $39,636 for college($1,101 per month for 36 academic months).

Montgomery GI Bill Army Reserve —Eligibility

• Must enlist or reenlist for six years in aTroop Program Unit.

• Be a secondary school graduate or equiva-lent.

• Non-prior service members must becomesecondary school graduates or equivalentsbefore completion of IADT.

• Officers may qualify and must complete DAForm 5447-R, Officer Service Agreement.

• Prior service Soldiers must not haveentitlements from Regular Army GI Bill.

• Must have not received SROTC scholarshipbenefits.

Education Career StabilizationEducation Career Stabilization applies to non-

prior service standard training only and providesthe opportunity to serve in the Army Reserve andcomplete up to four years of post-secondaryeducation.

Applicants must be a high school senior, highschool diploma graduate, National Guard YouthChallenge or home school and score into I-IIIAon the ASVAB.

Days of service, Split Option/Alternate TrainingProgram or prior service applicants are ineligiblefor ECS.

Applicants who enlist will be stabilized for upto 48 months upon accessing into the ArmyReserve and completing Initial Entry Training.The stabilization period exempts Soldiers fromcurrent mobilization authority (Operation IraqiFreedom/Operation Enduring Freedom), butdoes not exempt Soldiers from a new federalmobilization under Presidential authority. Thestabilization period is based on unit priority andlength of enlistment.

Army Reserve Officers’ Training Corps(ROTC)

The U.S. Army Cadet Command, Fort Monroe,Va., directs the ROTC program. ROTC cadets areconcurrently full-time college students workingtoward academic degrees. The ROTC trainingprogram occupies only a small portion of astudent’s weekly activities.

Cadets spend two to four years in the ROTCprogram depending on the method of entry intothe program. The program includes a BasicCourse, Military Science and Leadership I and IIcourses, and an Advanced Course, MSL III and IVcourses, conducted at 272 host institutions

nationwide and through partnerships with morethan 1,000 other schools. Students can receiveconstructive credit for the Basic Course basedon prior service or other lateral entry criteria, or byattending the Leaders Training Course, formerlyBasic Camp.

All cadets attend the Leadership DevelopmentAssessment Course, usually during the summerprior to their final academic year. Participants arepaid while attending camp(s).

Army ROTC contracts may include a variety ofincentives, from monthly stipends to tuitionscholarships to drill pay and additional leader-ship experience as members of Guard orReserve units. All scholarship cadets, as well asnon-scholarship cadets in the Advanced Coursereceive a stipend starting at $250 per academicmonth for MSL I, increasing by $50 each year.

College students may compete for two-, three-or four-year tuition scholarships on campus byapplying directly to the professor of militaryscience in the ROTC battalion. Two-, three- andfour-year scholarships are also available on acompetitive basis to active duty Army enlistedpersonnel (Green to Gold) by applying toheadquarters, Cadet Command. High school

Simultaneous Membership ProgramSMP allows non-scholarship MSL II, III and IV

cadets and RFD scholarship cadets to simulta-neously participate as members of an ArmyNational Guard or Army Reserve unit. Benefitsinclude: drill pay, longevity credit for pay pur-poses, retirement credit and expanded leader-ship training opportunities. Hometown Recruiter Assistance Program(HRAP)

The Hometown Recruiter Assistance Program(HRAP) allows enlisted Soldiers who haverecently completed Advanced Individual Training(AIT), One Station Unit Training (OSUT) or ArmyCivilian Acquired Skills Training (ACASP) toreturn to their hometowns on permissive TDY forup to 14 days to assist the local recruiters bysharing their Army training experiences withfamily, friends, high school classmates, FutureSoldiers, veterans, and community leaders.

HRAP Soldiers report to the recruiting stationand accompany recruiters throughout thecommunity to assist in obtaining quality referralsfor enlistment.

All permanent party Soldiers may apply forHRAP by submitting a DA Form 31, Request andAuthority for Leave, through their chain ofcommand.

Additionally, officers may also volunteer forHRAP duty in their hometowns or areas in whichthey are familiar, such as where they attendedcollege.

Soldiers participating in HRAP may be eligiblefor the $2,000 referral bonus if those referrals

Special Recruiter Assistant Program(SRAP)

The Special Recruiter Assistance Program(SRAP) allows Soldiers who have served inOperations Enduring Freedom or Iraqi Freedoman opportunity to share their deployment experi-ences. Selected Soldiers return to their home-towns or other communities on TDY for up to 14days to assist the local recruiters by sharing theirfirsthand accounts of the war with family, friends,students, veterans, Future Soldiers and commu-nity leaders.

All active duty Soldiers - officer and enlisted -who are OIF/OEF veterans may request toparticipate in the SRAP program.

Reserve Soldiers typically serve five to 14days supporting recruiters within a 50-mileradius of their residence or Reserve TroopProgram Unit (TPU).

Army Reserve Soldiers are a valuableresource to share their experiences. Recruiterswill solicit Army Reserve Soldiers help to gainreferrals by visiting units and corresponding withthe Soldiers they enlisted, and asking them toreturn for duty.

Headquarters USAREC each year distributesADSW funds to each Brigade based on the

Army Reserve Soldiers on ADSW may beeligible for the $2,000 Referral Bonus if thosereferrals result in an enlistment.

Thrift Savings Plan (TSP)The Thrift Savings Plan allows a Soldier to set

This program is available to qualified appli-cants with or without prior service enlisting forthree years.
