Closed Campus Policy

GWHS is a closed campus. This means that you may not leave the school or its grounds at any time without the

permission of the principal or his/her designees. This includes before school begins and after school while

waiting for your bus/ride. You must stay within designated areas on campus during break and lunch periods. A

parent/guardian may sign a student out in the Main Office. Students who are 18 years old and older may sign

themselves out, but may not return unless documented proof, i.e. doctor’s note, driver’s examination, etc. is

furnished.

GENERAL INFORMATION

Campus Security (Surveillance Cameras): GDOE has installed surveillance cameras to ensure the safety of students, personnel,

visitors, and building structure.

Building Access and Hours: The school will be open one hour before the start of the school day. Unless students have official

business and are under the direct supervision of school personnel, they are not allowed to enter school buildings until 6:30 a.m. In

addition, students should leave the campus at the end of the school day and ensure that transportation arrangements are in place before

the end of the school day or activity to avoid disciplinary action.

Student Drop Off/Pick Up Point: Students must be dropped off by 6:30 a.m. and not earlier. Students must be picked up no later

than 2:30 p.m. Students who do not comply with these times will face disciplinary action. Students should inform their parents or

legal guardians that the drop-off/pick-up point is behind the cafeteria. Entrance is through the cafeteria gate and exit is through the

gate adjacent to KGTF. Entrance into the faculty parking lot is for faculty/staff only. Please adhere to these rules in order to

facilitate flow of traffic especially during peak hours. Your child may be charged with trespassing if found on campus during closed

hours. Reminder: Gates open at 6:30 a.m. for morning drop-off and 2:00 p.m. for afternoon pick-up. If the gate is open this does not

mean you are allowed to enter, please refer to the bell schedule. (Procedures are subject to change)

Student Walk Through Gate: Students will remain in the designated holding area until clearance is given to cross. Failure to

comply will result in disciplinary action.

Student Crosswalk: The school has provided a designated drop-off and pick-up area for students. Those walking home must wait for

the clearance of release. Students are to use the crosswalks provided to them and should not cross anywhere else for safety reasons.

GWHS/DOE will not be responsible for students who walk home or get picked-up/dropped off outside our campus to include students

and parents who do not comply with the traffic safety procedures of the school.

Off-Limit Areas: All second floors, B wing, D wing, E wing, F wing, G wing, staircases, parking lots, and the gym are off limits to

students before school, during break, lunch, and after dismissal. Students claiming they have to report to a teacher must present a

written note from the teacher and remain in the class with the designated teacher throughout that time period. Those claiming to go to

the library must remain in the library at all times.

After School Restrictions: The school is officially closed to the public at 2:30 p.m. unless individuals are attending approved school

activities, such as interscholastic games, club/organization meetings, etc. CPS/GPD will be contacted if the student remains on

campus.

School Buses: Bus transportation is available and a privilege for all students. Moreover, students who ride the bus are under the direct

authority of the bus driver and must keep in mind that all school rules apply while in the bus and at the bus stop/boarding areas. No

student shall exit from the school bus until it has arrived at its destination (either the school grounds or at the regular bus stop). Upon

exiting from a school bus in the morning, all students must remain on campus. For more information, you may contact Barrigada Bus

Operations (Station #5) at 734-6660.

Visitors On-Campus: All visitors are required to check in at the main gate and indicate purpose of their visit then proceed to the main

office to sign the Visitors Logbook. Both the visitor and the person to be visited are responsible for appropriate conduct. Teachers

must notify school administration if a guest will be observing classes, attending a meeting, or is a speaker, etc. GWHS reserves the

right to deny campus entry for visitors who do not have school-related/business or concerns. Visitors are not allowed to have any type

of contact with our students or staff without receiving proper clearance for their visit. (No I.D. may result in denial to enter GWHS

campus).

Library’s Mission: The library mission of GWHS is to provide information in a variety of formats, teach students library skills, and

instill the desire to read and explore as lifelong learners.

Library Handbook: The GWHS library issues a separate handbook to all new incoming 9th

grade students during library orientations.

All other new students may make a separate request to receive a library handbook if they are attending GWHS for the first time.

School Closing: Should the school be closed for threatening weather or other emergencies, local radio and TV stations will broadcast

information concerning the closing and reopening of the school.

TRANSGENDER:

The Guam Department of Education complies with Federal Laws regarding the restroom transgender students choose to use.

Although the Board does not yet have an approved policy on this subject, a letter of guidance sent from the U.S. Department of

Education and the Department of Justice details how Title IX of the Education Amendments of 1972 requires that schools receiving

federal funds "not exclude, separate, deny benefits to, or otherwise treat differently on the basis of sex, any person in its educational

programs or activities."

That means "a school must treat students consistent with their gender identity even if their education records or identification

documents indicate a different sex." It also states while schools can provide sex-segregated restrooms and locker rooms, "transgender

students must be allowed to participate in such activities and access such facilities consistent with their gender identity."

Transcripts: Transcript requests will be filled according to the workload of the business office. Fill out transcript requests as early as

possible for prompt and timely attention. Transcripts and diploma will not be released until financial obligations are satisfied.

CURRICULUM

Updating Demographic Information: It is the responsibility of parents/guardians to update the information for their child. Please do

not assume that the changes are made. Please check with our curriculum department and nurse’s office to ensure that the correct

information is provided. Those with court order documents should file these documents immediately. GWHS will not honor verbal

notification; we must have written and legal documents.

Late Registration: A student over the compulsory attendance age (16 years and up) may not register for school after the second week

of the first or second semester of the school year unless he/she is a transferee from another school and has been in attendance during

the school year. These restrictions shall not apply to students whose absences from school are determined to be excusable as defined in

the Department of Education’s Student Conduct Procedural Manual and Board Policy.

Withdrawals/Transfers: The student is to notify his/her counselor when he/she plans to withdraw or transfer to another public school

or school district. To be valid, the withdrawal/transfer form must be signed by the parent/guardian at least three (3) school days prior

to the date of withdrawal. A student’s withdrawal sheet is sufficient for readmission into another school. The receiving school will

request for the official transcript and record from the releasing school.

Length of Attendance: Students have six years from the year they entered 9th grade to complete the requirements for graduation.

Guidance and Counseling Services: GWHS has full-time counselors. It is highly recommended for students to make appointments

with his/her counselor at least once per semester for assistance such as planning schedules, college and career plans, or help with

school-related issues. The counselors are readily available to help students cope with a crisis. Parents are always welcome to talk

with a counselor concerning their child. It is the responsibility of the student and parents to know and keep track of his/her

academic and attendance status.

Curricular Paths at GWHS: In accordance with Board Policy, college and career technical education paths are offered. Each path

provides the type of curriculum that best prepares students for their future plans.

College Path: There are two options which focus on preparing students for college study.

Option A: Two years of a foreign language and two credits of any elective.

Option B: Three site based courses may be chosen and determined by the student’s path focus area choice.

Career Path: 2.0 credits of site based courses, which complement the career path focus area choice of the student, may be taken. The

following are Career Path Focus Areas: Automotive, Business, Consumer and Family Sciences, Visual Communication, Computer

Science, Fine Arts, Marketing, Military Science, and Allied Health.

Students may decide to switch paths at any point until their senior year. Students must, however, fulfill all graduation requirements

for the new path selected. Hence, all are encouraged to decide on a path and stay with it to gain focus and facilitate a timely

graduation from high school.

Graduation Requirements: For purposes of enrollment and graduation, high school is defined as grades 9, 10, 11, 12. Meeting

graduation requirements is considered a primary goal for proper placement. To earn a DOE high school diploma, students must

successfully complete 24 credits and 75 hours of service learning, based on their educational path.

Each credit earned towards graduation is representative of an appropriate course/subject taken by the student under his/her respective

educational path. Courses taken from Department of Education schools and/or from approved/accredited private schools will earn

equivalent credits.

NOTE: College Path Students must take U. S. History and American Government

Career Path students may substitute Applied Math I for Algebra II or Geometry

J.P. Torres Success Academy (Credit Recovery): Is a credit recovery program for students who are referred by the school’s

administration, to assist in obtaining credits towards graduation.

Grade Level/Service Learning Requirements: Students must successfully complete the following credits to be classified according

to grade level requirements. Additionally, in accordance with Public Law 30-53, “each student shall complete seventy-five (75) hours

of service learning as a requirement for high school.” This mandate was enacted with the incoming 9th

grade class in SY 2011-

2012. See Chart Below

*A student must acquire a minimum of 60 Service Learning Hours and 18 credits to be eligible for

senior status as cited in Board Policy 351.4. A total of 75 Service Learning Hours must be attained in

conjunction with the required graduation credits.

Graduation Progress & Credit Check: Graduation Progress Reports will be given to juniors and seniors at the end of each semester.

Other students and parents who wish to have this report may request it from the assistant principal for curriculum or any counselor. It

shows what courses are required for graduation in a student’s selected path, what courses have been completed, and which ones still

need to be taken. All concerns regarding graduation progress and credits earned should be directed to the counseling office, assistant

principal for curriculum, or the principal.

Senior Clearance: It is the responsibility of all seniors to frequently follow up with their grades and graduation progress with

their counselor. We highly encourage parents to follow through during this period. A clearance is mandatory at the end of the school

year; failure to clear obligation(s) will result in the delay of releasing a student’s diploma and transcript.

Senior Graduation Ceremony Dress Code and Protocol: With any senior activity, students can be banned from participation.

Participation is a privilege, and not a right (Williams vs. Austin, 1992). Seniors must adhere to all dress codes, protocols, school rules,

Guam laws, and board policies or risk participation. Seniors not certified by deadline for graduation or violate BP 405 (Level 2 and

Level 3 Offenses), during 4th

quarter will not be allowed to participate in graduation ceremony. See Senior Behavior Contract

Grading System: The grading of students is the teacher’s responsibility. The grade given is the teacher’s evaluation of student

progress and achievement. Students are responsible for meeting the course requirements of each class with the teacher’s guidance. In

the event a student or parent wishes to appeal a grade, the respective student and parent should contact the assigned teacher to

schedule a three-way conference to discuss academic/grade concerns.

Explanation of Grades: Each student receives an academic grade and a citizenship grade. Students under DOE Honors/AP courses

earn an additional 10% for passing semester grades. A 70% is a passing semester grade for Honor/AP courses (69% and below is a

failing grade).

A failing grade does not earn any credit, therefore, the failed course must be retaken or an alternative course taken, if acceptable. The

following is an explanation of percentage grade equivalence:

Cumulative Grade Point Average (GPA): Class ranking is based on cumulative GPA, which is calculated after the official semester

grades are processed.

Progress Reports: Teachers are required to update their grades weekly via PowerTeacher so that progress reports will be printed and

issued to students during the fifth week of each quarter. Parents/guardians are strongly advised to monitor progress reports and

contact teachers and administrators regarding questions and concerns.

Report Cards: Approximately one and one half weeks after the end of each quarter, students will receive computerized report cards.

The report cards will show the following important information: academic grades, citizenship, total absences, total credits earned, and

service learning hours. 4th

quarter report cards will be available for pick-up during the summer. Parents/Guardians should make it a

point to gain access to Parent Portal and contact teachers regarding their child’s progress. Please do not to wait for report cards. It is

the responsibility of the students to keep track of their academic progress by communicating with their teachers.

Legend of codes used in reporting grades/citizenship:

NG = No grade (Awaiting transfer grade to average with or not available);

U = Unsatisfactory; S = Satisfactory; E = Excellent

Parent-Teacher Conferences (PTC): This year’s Parent-Teacher Conferences are scheduled for November 3, 2017 & April 3, 2018,

from 7:00 a.m. to 12:00 p.m.(subject to change), to allow parents and teachers the opportunity to discuss student grades and progress.

Field Trip Policies and Procedures: Well-planned field trips are a part of the instructional program. No water activity field trips

will be approved unless water briefing/safety is completed with GFD. All water activities are subject to approval by the

administration.

Students taking part in a field trip must:

1. Have the Notice of Field Trip form signed by all teachers at least five days in advance.

2. Have form signed by a parent/guardian giving permission for the trip.

3. Return signed form to the sponsoring teacher no later than three school days prior to the actual field trip.

4. Wear the school uniform to participate in the field trip. Uniform shirt and khaki bottoms are required.

5. Adhere to all school rules and policies while on the field trip.

6. Show their teachers/classes their signed field trip form after participating in the field trip.

A teacher/administrator may deny permission for a student to go on a field trip if:

1. The student is failing or received a “U” for citizenship.

2. The student has excessive absences (3 days unexcused for the quarter).

3. It is the student’s sixth field trip for the quarter.

Off-Island Field Trips: Off-island field trips are field trips taken by students while accompanied by one or more employees of the

Guam Department of Education to a destination outside of Guam.

Such trips must:

1. Be consistent with the policy and guidelines as approved by the Guam Education Board.

2. Be adequately financed from other than budgeted funds without undue hardship on the student.

3. Provide sufficient supervision.

4. Show proof of purchase of life insurance in the amount of at least $5,000 per student.

Students Must:

1. Return all parent permission and teacher forms to the teacher leading the trip no later than three school days prior to the

actual trip.

2. Have all proper travel documents prior to departure.

3. Make-up work that will be missed. Students should notify teachers at least a week in advance so that work may be

assigned where teachers feel it is warranted.

Interscholastic Program: GWHS provides two teams: (1) Varsity and (2) Junior Varsity, for both volleyball and basketball, which

makes it possible for a larger number of students to participate. Students are able to participate in the following sports:

All students are eligible to participate in interscholastic sports if they are under 20 years of age on the first of September of the current

school year, meet the school’s eligibility requirements, and have parental approval. To be eligible, a student must meet the physical

requirements as determined by a physician’s physical examination, be an active participant and in regular attendance, and have a 70%

average which is verified each quarter. Any student who receives a “U” for citizenship and/or a grade of “F” in the preceding quarter

will not be permitted to participate in sports for the following quarter. Students who have been suspended will not be permitted to

participate during the suspension and/or for the remainder of the season if a Level 3 offense has been committed.

The following are requirements which must be completed before student athletes may participate:

1. A parent/student pre-season meeting with the coach.

2. An annual sports physical filed with the athletic director at school.

3. Parental permission for participation on file.

4. At least 10 official practices before competition.

5. A signed attendance check on game day.

PBIS: 25 minute lessons done every Friday in the mornings which focus on Character Education to encourage and remind students to

make good choices/decisions. This program is reinforced through various rewards and incentives to keep students motivated.

Class Fees/Lab Fees: Students may be required to pay a lab fee for personal consumable supplies used in class.

Student Clubs and Organizations: Students may join any school-sponsored club/organization at GWHS.

STUDENT ATTENDANCE

There is a close relationship between academic success and school attendance. Good attendance habits learned and developed in

school will be carried over into the world of work. Please remember, every school day counts. Being absent from class or from

school is the most frequent reason for students failing. A student who comes to class each day, on time, and with required materials

rarely fails.

Student Attendance Area: Students shall attend the school in the attendance area in which their parent or guardian lives. GWHS

services the following attendance areas: Mangilao, Pagat Mangilao, Chalan Pago, Ordot, Sinajana, Agana Heights, Agana Springs.

Out of district (OOD) applications may be available for administrative approval. If students are accepted as OOD, they must comply

with requirements as stipulated in the OOD application, and must understand that they will be withdrawn at the end of the school

year.(BP 318)

BP 350-Attendance Procedures: After each tardy bell, teachers will take attendance using their attendance record book/powerschool

electronic grade book. Students who are late within fifteen minutes after the tardy bell will be marked tardy. Students who come in

fifteen minutes or more will be considered absent unless a valid certification/excuse is provided to the receiving teacher. Those

students who are not present in class will be marked absent and will only be excused upon receipt of proper certification/excuse.

Therefore, it is imperative that students bring excused letters/certification no later than two (2) days upon return to school.

Attendance clearance will be based on admit slips submitted to their homeroom teacher.

The attendance officer and teachers will work together to communicate school attendance data and concerns to parents through letters

sent home via students and/or phone calls. Parents may inquire about student’s attendance status through the Student Support Office

Assistant Principal.

Attendance Referrals: School personnel may refer students to the Student Support Office regarding the following concerns:

*Every 3 or more unexcused/unaccounted for absences (3, 6, 9…)

*Skipping or suspected skipping

*Excessive tardiness

*BP330 will be implemented accordingly

Tardiness to Class and Late Bus: Students who are tardy due to a late bus will be issued a Late Bus Admit Slip by the Student

Support Office and must report to the cafeteria for breakfast or class immediately. This is only if the school has been notified of a late

bus by DPW or a late bus arrives. A student with a Late Bus Admit Slip is considered excused only if he/she received the pass and

clearance from the Student Support Office. As a general rule, three (3) unexcused tardies will be considered one (1) unexcused

absence.

Clearing Absences: Students have two (2) consecutive school days following their return to clear absences by providing a note from

their parent/guardian(s). Admit slips will be issued only in the morning from 6:30 a.m. – 7:00 a.m. It is the responsibility of the

student to clear his/her absences.

1. Parent/guardian(s) are allowed to excuse six (6) days via parent excuse notes per semester.

2. Parent/guardian(s) are prohibited from writing any excuse notes for absences beyond 3 consecutive days. After 3 days, the

parent/guardian(s) must furnish a doctor’s certification. Note: weekends and holidays are not considered to break the

consecutive days. Example: absent Friday, Monday, Tuesday; this is considered consecutive.

3. Students who have reached the age of majority (18 years) are allowed to write their own excuse notes, however only 6 days

per semester will be excused.

All parent/self excuse notes must have the following items:

a. Student’s full name.

b. Date(s) of absences.

c. Reason for absences.

d. Parent/Guardian(s) full name in print.

e. Parent/Guardian(s) signature.

f. Parent/Guardian(s) contact numbers.

g. Student ID number

Procedures for submitting admit slips:

1. Students will submit their excuse notes to the Student Support Office from 6:30 a.m.- 7:00 a.m. Students have a two-day

grace period to provide the excuse notes; otherwise, the absence will convert to an unexcused absence.

2. Students will complete the request for absence excuse form for accountability purposes.

3. The determination of the excusal/non-excusal will be decided by Attendance Assistant Principal.

Excused Absences: Please refer to BP 350 and 411 as well as the SCPM via school website, GDOE website

Lock-Out: GWHS maintains the authority to implement a lock out policy for students who are late. If locked out, students will not be

allowed to enter until a lock out pass is obtained from the Student Support Office. Students who are habitually tardy will require a

mandatory parent conference which may result in disciplinary action(s) such as: parent shadowing, mandatory monitor/contract,

withdrawal or referral to truant officer. This policy is to improve and monitor such attendance issues. Please ensure that your child

arrives on time. There is a bus service, however, if you choose not to use services then it is your responsibility to ensure he/she arrives

on time. Students who arrive on campus after 15 minutes (after the lock-out period) are considered absent, however, are allowed to

enter class and will be marked absent (no lock out passes are given). (If documents are falsified and school determines student is

out of district, he/she will be withdrawn and transferred to district school).

On Suspension/Return from other Agencies: Students who are readmitted after suspension must obtain an admit slip from the

Student Support Office before reporting to class. Students who are returning from Department of Youth Affairs (DYA) must obtain

an admit slip from the Student Support Office.

Pre-Arranged Absences: Please refer to the SCPM p.g. 48 via school website or GDOE website.

Make-Up Assignments: Students will be given make-up/advanced assignments should the absences be determined as excused. Prior

notification makes for better planning. Arrangements will be made according to the teachers. It is the responsibility of the students and

parents to follow-up, make the arrangements, and pick-up and submit assignments in a timely manner. The school is neither obligated

nor responsible to contact the student or parents or follow-up.

Truancy: The Student Support administrator shall refer a student of compulsory attendance age (below 16 years old) to a School

Attendance Officer and shall request the filing of a court petition as required by Guam law. *Note: a referral to CPS or Parent Family

Community Outreach Social Workers may be made. *Parents should ensure demographics are updated.

Unscheduled ID: Only seniors needing less than six (6) credits to graduate are eligible for less than full day schedules. Unscheduled

IDs are issued by the Curriculum administrator at no cost for 1st issue (subject to change without notice). Parents must come in to

sign applications for unscheduled IDs. Unscheduled students must show their ID to school aides assigned to the main gate before

leaving the campus. Students abusing this schedule will be subject to disciplinary action. They may be required to take six (6) classes

and remain on campus all day. Schedules are prepared to cluster classes without time gaps. Students must be picked-up or leave

immediately after completing their last class. Students must be dropped or arrive five (5) minutes prior to their first scheduled class

and no earlier. Students requesting this schedule must provide their own transportation and follow pick-up/drop-off schedule. No

student will be allowed to remain on campus as a volunteer. Students must have their Unscheduled I.D. with them at all times,

failure to do so may result in disciplinary actions. Those found in violation with this policy will be placed into a full school schedule.

Off Campus Lunch Passes: Seniors with parent authorization, 18 credits or more, 60 hours of service learning, at least “C” average,

and no “U”, may be granted an off campus pass upon request, and a receipt of payment. Lunch pass will be collected when leaving

and returned to student upon their return to campus. After two tardies from lunch, this privilege will be revoked.

Off Campus Pass: Students 18 years old are allowed to sign themselves out of school for the remainder for the day and are not

allowed to return to the campus unless they provide their appointment card and other documents supporting their absence (doctor’s

appointment, job interview, driver’s license, etc.) Students who are 18 and above, and attempting to take other students off campus

without proper authorization, will be dealt with accordingly. Violations of such rules/policies will result in removal of privileges to

park on campus, and decals will be revoked permanently.

GCC Cross Enrollment: Students enrolled in a GCC/GWHS course must abide by the following expectations:

1. A GCC Code of Conduct document must be signed and on file for all cross-enrolled students.

2. Students will not be allowed to cross without their GCC ID so make sure you have your ID with you each day or risk

disciplinary action from GCC and GWHS.

3. Students are responsible to get to their classes on time and adhere to all school rules and policies.

4. Students must stay in the walking routes and not deviate from those areas as a safety precaution.

5. Students are not allowed to leave GCC campus. Suspension from GCC and or GWHS is a suspension from both campuses

for such dates stated. This program should be taken seriously; there is no room for behavior and/or attendance issues.

6. Students will not be allowed to leave GWHS to GCC during lunch or for lunch.

7. Students are not allowed to drive to or park at GCC or KGTF, they must use GCC/GWHS gate and walking path at all times.

Vehicles parked in these areas will be towed at owner’s expense and students risk being removed from the GCC program.

DISCIPLINE

All GWHS school personnel have the duty and responsibility to maintain a school climate that is conducive to learning. Reasonable

physical force (last resort) may be used by school personnel to protect themselves or students from possible injury, or in an

extraordinary case of breach of discipline, to restrain a disruptive student.

A teacher or other school official may refer a student to the Student Support Office when the seriousness of the offense, the

persistence of the misbehavior or the disruptive effect of the violation makes the continued presence of the student in the classroom

intolerable or detrimental to the other students or the offender. Prior interventions and notification made to students/parents by the

teacher are required unless the behavior is of urgency and seriousness. GPD can be contacted without parent notification.

REMINDER: ATTENTION STUDENTS For your Information: Public Law 33-126-Guam Law-Parental

Responsibility Statute Most current version provides greater detail and raises the amount of liability parents may face

for the WRONGFUL ACTS committed by their MINOR CHILD. All parents of minor children should be aware

that if their child through WILLFUL MISCONDUCT: *Causes Injury *Death to another person * or damage

someone else’s property. The law automatically HOLDS the Parents along with their CHILD: *LEGALLY LIABLE

for CIVIL DAMAGES. The monetary limit for the parents’ liability has been raised significantly from $1,000 to

$25,000. There is NO LIMIT on the child’s liability. In separate cases, another $25,000 will be added to a monetary

damage award if the parent was negligent (i.e.-allowing unlicensed child to drive and gets into accident). This also

applies to the minor’s legal guardian as well. Hence, Parents and Minor students: Beware of this law. Make the

RIGHT CHOICES, and put on your BEST BEHAVIOR AT ALL TIMES OR you may both share the

CONSEQUENCES.

School Uniform/Grooming and Attire (BP 401/300): Student attire and personal grooming are primarily the responsibility of the

student and the parents. Students are expected to come to school with proper attention given to personal cleanliness, grooming, and

Please do not send your child to school without their authorized uniform. No notes, no excuses, no exceptions.

Parents are advised to purchase the package of 5 sets to save money. Those needing assistance can visit the school administrator and

inquire about uniform assistance. This is courtesy of the company and not DOE/GWHS. (Assistance is on a case by case basis and

assessment of eligibility). Students whose personal attire distracts the attention of other students or teachers from schoolwork, or can

be hazardous to themselves or others in the course of school activities, shall be required to make necessary alterations as the principal

or designee may judge necessary to maintain social standards appropriate for a proper learning atmosphere.

The following clothing and accessories are not acceptable:

1. Leggings or spandex used as uniform bottoms. 2. Unauthorized alterations, writings, painting, printing, decorating, etc of their school uniform; 3. Clothing which shows obscene words or pictures, or sexually suggestive statements, or drug & alcohol illustrations, related

to juvenile gang-related activities: gang colors, gang bandannas, and other gang paraphernalia (even if it is under the uniform

or on the uniform); 4. Hats, hair covering or hair curlers, bandanas, and sunglasses worn in classrooms or offices, or hoods; 5. Long sleeves (inside shirts) that cover the arms 6. Tank tops. Sports uniforms must be worn with inside short sleeved shirts.

7. Garments where the entire leg thigh is exposed, such as micro-minis or short shorts. (Students must follow the set length for

uniforms) 8. Transparent or overly revealing clothing, such as spaghetti strap blouses or dresses; 9. Chains, sharp metal décor on belts, wallets, oversized hoop earrings, etc. 10. Open-toe shoes.

11. Sunglasses-unless proper medical certification is presented.

. *Note: students who are pregnant must comply with the uniform policy. Please see the SSO Administrator in regards to meeting

the uniform policy.

Special Orders: Students claiming allergies to the material must make arrangements with the authorized GWHS uniform vendor to

place a special order prior to the 1st day of school and provide them with a doctor’s letter specifying the material he/she can wear.

Athletes can wear only their jersey/team top, an undershirt must be worn on game day and must wear the GWHS bottoms.

*Students who violate this policy will not be allowed to participate during activity day(s) and will be subject to disciplinary action. *A

doctor’s note specifying injury and dates of recovery must get cleared by administration.

Wheels: Skateboards, push-scooters, roller blades, and the like are not to be used on campus at any time. Bicycles and mopeds (with

authorized GWHS decals) must be left at the bike stand near the main gate. Items are subject to confiscation or disposal. *The school

is not responsible for any damages, injuries, or stolen items, park at your own risk.*

Lost and Found: Students are strongly advised not to leave their belongings unattended. Students who have lost any items or have

found lost items should inquire about or turn in items at the Student Support Office.

Confiscated Items: All items confiscated may be retrieved at the SSO. Students may be allowed to pick items at the end of the day as

a first warning. After this, only the legal parent/guardian will be allowed to pick-up the item(s). Items must be claimed within one (1)

week from the date they were confiscated. Failure to do so will result in the disposal of the item. A valid I.D. is required and you will

be asked to sign for the release of these items. *Refusing to sign for the release of the item will result in the item being denied for

release. The school is not responsible if items are stolen or damaged. Items considered contraband will not be returned.

Clear or Mesh Bag Policy: In order to maintain order and keep our campus safe, GWHS has adopted a clear or mesh bag policy.

Students bringing bags that are not clear or mesh will have their bags confiscated and returned by the end of the day. Only mesh and

clear plastic bags are allowed. All students must comply. Students must remove all valuables and important items before turning in

bags being confiscated. GWHS is not responsible for items left in these bags; we do not take inventory. See confiscation protocol.

No plastic/glass bottles allowed. *Small pouches 5”x7” are allowed to carry personal hygiene products. Continued violations may

result in disciplinary actions.

Only insulated lunch bags will be allowed on campus. Laptop bags that hold only the laptop will be allowed. Students involved in

GWHS school sports will be allowed to carry a duffle bag ONLY to carry their gear or clothes and NOT to carry school books or

supplies. They must drop it to a teacher or athletic director and pick up at the end of the day.

Cellular Phone Policy: Please refer to BP 406 and the SCPM via the school website or GDOE website.

Cell phones are one of the most frequently stolen items in school. Please note that the school assumes no liability for lost or

stolen cell phones. Administrators will not conduct searches for lost /stolen cell phones. Students are encouraged to know the

whereabouts of their phones at all times.

Personal Messages and Telephone Use: Students will not be allowed to leave a class or be called out to use the phone during

instructional time, unless it is an emergency. However, messages important in nature will be delivered to students immediately.

STUDENT SUPPORT SERVICES

Breakfast/Lunch Programs: GWHS provides breakfast and lunch meals for students at the school cafeteria.

Outside Food: Food deliveries will not be accepted. All items must be cleared through the main office. Students may bring their own

breakfast/lunch to school. Parents are encouraged to provide nutritional meals for their child. Students cross-enrolled at GCC may

purchase food and drink for themselves during non-instructional time and not for any other person due to liability issues such as

allergies or food-borne illnesses that may result from the improper handling and storage of food. Please refer to Board Policy 705.

Guidance Counseling: Any student who needs to see his/her counselor (for other than an emergency situation) must sign up in the

counseling office in the morning before first period or, if time permits, during break or lunch. Counselors will send for students in the

order that they have signed up. Students may not be able to see their counselor without the appropriate call out slip, except for

emergency situations. This policy is designed to prevent students missing class while waiting to see a counselor who is busy with

someone else. Counselors will call students, as they become available.

Student Health Center: The Student Health Center is open daily during school hours and is designed to give immediate care for

minor illnesses, school injuries, and counseling of health problems. A student who becomes ill while at school must obtain a pass from

his/her teacher to the SHC office. The school health counselor will determine what action is necessary and proper for each

individual’s care. The student may be sent home, to the hospital or back to class. Students inside the SHC office must apply to the

rules and regulations prescribed by the nurse. Failure to comply with the rules will lead to a referral to the Assistant Principals of

Student Support.

A student’s Medical Consent Form needs to be updated each school year. It is the responsibility of the Parents/Guardians to update

their child’s data in the event of an emergency. These cards are due at the beginning of the school year. Failure to submit on time will

result in exclusion from school as per board policy. This form also permits the Nurse to dispense prescribed and over-the-counter

medications per Board Policy 421. Each protocol states a maximum number of doses to be administered for a given medical

condition. When a student reaches the maximum dose allowed, a medical referral to a physician will be given to the student. The

medical conditions that the protocols address are: Cough or sore throat; menstrual cramps; earache, toothache, fever, headache;

wound care; and burns.

Board policy does not permit the nurse to dispense any kind of medication unless prescribed by a licensed physician.

Students who have been sent home or to the hospital or who stayed at home due to illness or injuries must bring to school a letter of

excuse from a parent, guardian, or attending physician indicating the kind of illness/injury and treatment done.

All students must have a valid documentation of having received all required immunizations as a condition of school attendance.

Students who do not have a valid documentation of having received minimal required immunizations shall be denied entrance to

school. Students discovered to be in noncompliance with these minimal requirements after admission shall be immediately denied

further school attendance.

School Verifications: Such requests are not part of school operations and are not a priority. Fees will be assessed unless you provide

such forms from your agencies. Requests may take 3-4 days of processing, so plan ahead and request early. Verifications are per

student at a cost of $5.00 each.

Compulsory school age, Title XIII of the GovGuam Code: “Each parent, guardian or other person having control or charge of a

child between the ages of 5 and 15 must send his/her child to a public or private full-time school, during the time such schools are in

session. Failure to comply with the policy will result in a referral to the court system for appropriate action.”

Dangerous Weapons BP 425: Any student found possessing an instrument, which the administration determines to be a deadly

weapon, shall be suspended immediately and a complete investigation shall be conducted. If it is determined that possession of the

instrument is illegal under the laws of Guam, or if the student threatens or attacks another person with it on campus, at a school related

activity, the student shall be referred to the Guam Police Department and dealt with accordingly. The student may be expelled if it is

determined that he/she had criminal use or the intended uses of the item as a weapon.

Smoking/Vaping and Possession of Tobacco/Vaping Products/Paraphernalia BP 430: Smoking/vaping and possession of

tobacco/vaping products within the school campus are totally banned in the best interest of students and school personnel. Both

actions are strictly prohibited at all times on school property, in front of the school campus, on school buses, at school bus stations,

and at school activities, both on and off campus. Disciplinary action will be enforced for student violations of this policy. To be

included are intervention referrals for Tobacco Cessation workshops through Sanctuary Inc. ***ALL VAPES OR VAPE

PRODUCTS WILL BE CONFISCATED AND DISCARDED IMMEDIATELY.***

Students shall be suspended immediately upon determination by the administration that they are using, in possession of, or are

distributing, suspected illegal drugs, fighting, etc. In addition, they shall be referred to the Guam Police Department with possible

fines as per public laws. (Mandatory DAC)

In any crisis situation, the School Health Counselor shall supply intervention and first aid with the assistance of the counseling staff

and/or other trained personnel.

18 Years Old and Above: Will be treated as an adult and the school may file charges with GPD, especially if the student has

provided a minor student with illegal item(s), fighting, etc. Contributing to the delinquency of a minor will not be tolerated. Student

will be immediately recommended in a DAC for withdrawal/expulsion to the Superintendent.

Search and Seizure: Please refer to BP 407 and the SCPM via the school website or GDOE website.

Student Parking: STUDENTS WILL NOT BE ALLOWED TO PARK ON CAMPUS unless proper clearance is obtained from our

SSO. All vehicles must have the proper decal. The decal fee is $10.00 per semester. If you are to be switching vehicles, you must

obtain proper clearance for each vehicle. Students who choose to drive to school will assume all risks and liabilities for their vehicle

and its contents. GWHS/DOE will not assume risks or liabilities for students’ personal vehicles to include vehicle contents. Students

who park outside the gate, across in neighboring lots, KGTF, GCC risk their vehicles from being towed at their expense, notification

will not be provided. When parking on campus, you must park in the student designated area at all times or risk losing such privilege.

Once parked you must exit immediately. If you need to obtain anything from your vehicle you must clear with the main gate sentry.

No one is allowed to return or stay in their vehicles for any reason or without clearance. All vehicles are subject to be searched

without notices.*Decals must be renewed every school year and updated upon expiration of insurance and or registration; students

must provide proof that they are included in the insurance policy. Fees will be assessed accordingly and are subject to change.

Students enrolled at GCC ARE NOT PERMITTED TO GO TO THEIR VEHICLES DURING CROSSING OVER AND BACK TO

THE CAMPUS. Students are not allowed to use their vehicle to go to these classes. THE DRIVER OF THE VEHICLE MUST BE

AUTHORIZED TO PARK ON CAMPUS.

School Passes/Corridor Pass: Teachers who give a student permission to leave a class must issue the student a corridor pass showing

name, destination, and time (written in pen). All teachers are accountable for the whereabouts of their students. Only ONE pass per

student. Any student caught outside the classroom without a pass during class hours will be subject to disciplinary action. No passes

will be issued the first and last 15 minutes of each block, unless it is an emergency. ONLY OFFICIAL AUTHORIZED PASSES

WILL BE ACKNOWLEDGED.

EMERGENCY PROCEDURES

All students are required to familiarize themselves with the evacuation procedures and plan for a quick and easy evacuation.

Whenever the building must be evacuated, students must follow the assigned evacuation routes, and go to the assigned holding areas

where the teacher will take attendance. Maps of the building and evacuation routes are found in each room.

Bomb Threat: If the school should receive a call relative to the presence of a bomb, regular emergency procedures will be initiated

at that time. Entry into the building will be prohibited for all personnel and students until the Guam Police Department and/or Fire

Department has granted clearance.

Earthquake: If an earthquake occurs when students are indoors, they should take cover under a desk, table, bench, or in doorways,

halls and against inside walls. Students should not run through or near buildings. The greatest danger is from falling debris just

outside doorways and close to outer walls. If an earthquake occurs when students are outside, they should move away from buildings

and utility wires. Once in the open, they should stay there until the shaking stops. In the event the building is evacuated, students must

go to the assigned holding areas where the teachers will take attendance.

Fire Alarm Evacuation Procedure: Bell will ring in short bursts for about twenty (20) seconds. Teachers will direct the students

along the assigned evacuation routes and take roll at the assigned holding areas Students are to stay with their teachers in the

designated area until the administrator gives the signal for the return to classes.

Lockdown/Shelter-in-Place: Bell will ring continuously for one (1) minute. Teachers will direct all students/visitors into

classrooms (if outside) and secure rooms. Lock classroom doors, cover windows, turn off lights, move away from doors and windows,

and have everyone get down on the floor. All phones should be turned off except for teacher’s phone, which should be placed on

vibrate or silent mode. Keep students calm and quiet, and allow no one outside of classrooms in until police and administrators

unlock your classroom door.

Power Outages: In the event of a power outage during class time, all students and teachers will remain in their classrooms until the

school administrator directs them to leave. If a power outage occurs during passing time, break, lunch, or before school, students

should proceed to class, unless otherwise directed by the administration.

Typhoons (Board Policy 510):

What to do Under Condition of Readiness III (COR3): The schools will remain open, and school buses will continue to

operate on the usual schedule. Nothing will be done to change or disrupt the normal everyday operations of the school.

What to do Under Condition of Readiness II: If COR2 is declared while school is in session, the following procedures

shall be observed:

Students: When the Office of the Governor announces that Condition II is in effect, pupils who are not normally transported

by school buses shall be dismissed immediately. Transportation officials will send school buses to the schools. The children who are

normally transported by bus shall be put on board and sent home.
