NEW DELHI The Congress party on Saturday demanded that the Election Commission should take notice of Madhya Pradesh Chief Minister Shivraj Singh Chouhan`s alleged audio tape and punish him as per the laws of the land. Highlighting the audio cassette which revealed how Chouhan was trying to buy votes by promising lucrative posts to his party- men, president of the Women`s Wing of the Congress Party, Shobha Oza, called the incident `unfortunate`. "Shivraj Singh Chouhan has clearly violated the Model Code of Conduct. And it is so unfortunate that the Chief Minister was trying to buy votes by promising lucrative posts to his Party men," Oza told a news agency here. "The Election Commission should take notice of this entire audio cassette and should punish Chouhan as per laws," she added. The AAP logo's designer who has quit the party hasserved a legal notice to Delhi Chief Minister ArvindKejriwal for still using the logo for which he holds thecopyright.

Sunil Lal told IANS that he had served the noticethrough his lawyer Akhilesh Chandra seeking aresponse within 15 days for continuing to use the logo.Lal has severed ties with the Aam Aadmi Party.

"I designed the logo, given it to the party but with-drew it after my belief in the party and its ideology wasshattered," Lal said, adding he wrote a letter to MrKejriwal on April 7 seeking the logo back.

"I had categorically requested the AAP not to use thelogo designed by me in posters, banners, flags, websitesand other means of publicity. But they continue to use itblatantly," he said. He said the logo was his intellectualproperty that was never transferred to the party.

Youth kidnapped, killed by juvenilehostel mateNEW DELHI

An 18-year-old youth was kidnapped and killed by hisjuvenile hostel mate here over an old enmity, police saidon Friday.

The body of Deepak, who was a 12th class student,was recovered from a secluded place in west Delhi`sKanjhawala early on Friday.

Police said that they have arrested the juvenileaccused and hunt is on for his seven other accomplicesin the crime.

Deepak and his friend Ajay were kidnapped onThursday afternoon near a mall when he reached theiron the request of the juvenile to settle their enmity,police said.

Later the accused pushed Ajay out of the vehicle. Ajayinformed police about the kidnapping, said the official.

Deputy Commissioner of Police Vikramjit Singh saidthat the victim and the juvenile studied in a school inSonepat in Haryana and stayed in a hostel.

"One year ago the victim had badly beaten up thejuvenile over some issue. To settle the one enmity, thejuvenile kidnapped the victim and killed him after beat-ing him with rods and wooden sticks," Singh said.

AAP questions PM Modi'ssilence over Raje rowNEW DELHI

The Aam Aadmi Party (AAP) on Saturday questionedPrime Minister Narendra Modi`s silence over the LalitModi-Vasundhara Raje row, asking why he had notaddressed the people of the country over the issue tillnow.

"I think this entire episode makes Vasundhara Raje`sposition as the Chief Minister of Rajasthan completelyuntenable. This warrants her resignation. And the bigquestion is, why is the Prime Minister silent?" AAPspokesperson Raghav Chadha told a news agency.

"He is tweeting away and wishing the people of peo-ple of Madagascar and the people of Mozambique ontheir Independence Day. He is wishing the StatehoodDay to the people of Croatia. But he finds no time toaddress the people of India?" he added.

The opposition parties have been mounting pressureon the BJP to sack Rajasthan Chief Minister VasundharaRaje from her post.

The Bharatiya Janata Party (BJP), however, has saidthat there is no concrete evidence of corruption againsther.

Rajasthan BJP president Ashok Parnami had yester-day said that Raje`s shares in the Niyant Heritage Hotelswere birthday gifts from her son and daughter-in-law.Raje, meanwhile, arrived in New Delhi to attend theNITI Aayog meet today.

NEW DELHIThe Delhi government has moved

the High Court against the appoint-ment of police officer MK Meena asthe chief of its Anti-CorruptionBureau (ACB). It wants the removalof Mr Meena, a Joint Commissionerof Police from the bureau till themain petition of the Aam AadmiParty (AAP) government challengingthe Centre's notification of May 21 isdecided by the Court.

On June 9, Delhi LieutenantGovernor Najeeb Jung had appointedMr Meena to head the anti-graft unit,who outranked SS Yadav, an officerhandpicked by chief minister ArvindKejriwal.

AAP claims that no cases havebeen registered by ACB since MrMeena took over the reins. Delhiconvenor of AAP, Dilip Pandey said,"We will have no option but to formsquads comprising party volunteersand expose corruption in the city. Wewill tell people that the Centre is notallowing us to register an FIR againstcorruption".

The government had attempted tostall Mr Meena's appointment, alleg-ing that it was illegal as there was noposition in the ACB for him to fill.The Vigilance Department of theDelhi government, which overseesfunctioning of the ACB, had issued aletter asking him to revert to hisDelhi Police assignment.

But Mr Meena had refused to do

that. He wrote back in a letter that hehad already taken over as ACB chiefand threatened legal action if he wasstopped from attending work.

This is the latest clash betweenchief minister Arvind Kejriwal andMr Jung over key appointments inthe capital. Mr Jung insists the finalsay on appointments is vested in him;Mr Kejriwal says an elected head ofgovernment is entitled to choosemembers of his team.

Last month, the Delhi High Courthad called the notification 'suspect' in

which the Centre had said that theLieutenant Governor is the finalauthority on appointments of seniorofficials. The Court had noted thatthe Lieutenant Governor, who repre-sents the Centre, is "bound to actupon the aid and advice" of the Delhicouncil of Ministers.

The 'suspect' tag was challenged bythe Centre in the Supreme Court,which had said that the High Courtmust hear the case independently andnot get influenced by any observa-tions.

Dr Pachauri has proceed-ed on leave from TheEnergy and ResourcesInstitute (TERI) after sexu-al harassment charges werelevelled against him inFebruary this year.

He had also steppeddown from United Nation'sInter-governmental Panelon Climate Change (IPCC)and Prime Minister'sCouncil on ClimateChange.

BJP for its part has saidthat it "fully supports" her.

The party has called herits tallest and most popularleader in the state, where

Yesterday, Yadav hadaccused Meena of threat-ening and pressuring himand trying to hamper func-tioning of the anti-graftbody.

Sources said Yadav hassubmitted three complaintsagainst Meena's allegedhigh-handedness to theVigilance Department ofDelhi government whichoversees functioning of theACB.

"ACB comes underDelhi government'sVigilance Department anddirector of this departmentis the head of the ACB.This has been the arrange-ment since ACB's incep-tion. ACB was formedunder the Prevention ofCorruption Act accordingand its mandate is to catchanybody involved in cor-ruption," Sisodia said.

On Friday, the US StateDepartment`s number twodiplomat comparedChina`s behaviour in pur-suit of territory in theSouth China Sea to that ofRussia in eastern Ukraine.

Wang did not addressthose comments, butdefended China`s landreclamation and buildingwork in the South ChinaSea as necessary toimprove living conditions,pointing out that othercountries had been build-ing there since the 1970s.

Responding to a ques-tion, Mr Yadav refused tojudge the performance ofDelhi Chief MinisterArvind Kejriwal on thescale of one to ten.

"Every CM should get alonger time to bejudged..It's unfair to judgehim now," the leader said.

"As a matter of fact wehave made it a policy ofSwaraj Abhiyaan not tocomment on everydayaffairs of AAP.. Medialoves it but we won't com-ment," he said.

"We commented on theissue of Tomar (Delhi Lawminister), we commentedon the issue of public

advertisement issued byDelhi government. Wecommented up on the LGbecause they were policyissues," he added.

Mr Yadav said thedemand for full statehoodfor Delhi is justified.

"Every elected govern-ment should have the rightto transfer its officials. Ifelt that this politics ofconfrontation of order is animmature way of trying toachieve statehood. It isimmature of chief ministerwho might make peoplepay. It is very immatureway of dealing with a veryjustified demand.. Becauseof this immaturity insteadof gaining something itmay be counter-produc-tive," he opined.

Lalit Modi, sitting in London,tweeted on Saturday that PrimeMinister Modi was a "most savy(sic) man".

The former chief of the IndianPremier League, embroiled in sev-eral controversies and whose pass-port was revoked by the Indiangovernment, said that "when he(Modi) bats, he will hit the ball outof the park".

Lalit Modi, who has been put-ting out reams of informationthrough tweets and other media,was apparently helped by ExternalForeign Minister Sushma Swarajand Rajasthan Chief MinisterVasundhara Raje, at a time whenhe was being sought by theEnforcement Directorate duringthe previous United ProgressiveAlliance regime.

Modi`s tweet praising the primeminister came on the day Raje wasin Delhi, for an official meeting,

but was planning to meet the BJPbrass to give her side of the story.According to sources, she wasexpected to meet the prime minis-ter, but latest reports said that themeeting had not come through.

Telangana Wants RBI to Return Rs.1,274 CroreHYDERABAD

The Telangana government has urgedthe Centre to intervene and direct theReserve Bank of India to credit backRs.1,274 crore to the state's account asthe money was transferred "illegally" tothe income tax department.

A state government delegation led byMinister for Panchayat Raj andInformation Technology, K TarakaramaRao met Union Finance Minister ArunJaitley in Delhi today.

Mr Rao told reporters after the meetingthat they urged Mr Jaitley to ensure thatthe money is credited back to the stateaccount. He said the RBI transferred themoney "illegally", suddenly without any

notice and in violation of a court order.The department had issued notice to

In many ways, the 1984 nationalelection was a watershed in Indianelectoral history. Campaigning, for

the first time, was handled professional-ly by an advertising agency,Rediffusion, headed by Rajiv Gandhi’sclose friend Arun Nanda. For the firsttime, intense studies were conducted onthe social and cultural complexities ofthe electorate to create the best possiblemessaging. A multimedia campaignaround the theme of ‘national unity’ wasthe result. A whole host of wearableadvertising material — cufflinks, stick-ers, badges and labels — carried thenational unity message along with theCongress emblem. 1984 was the start ofwhat we can call Neo-politics 1.0, andcontributed to the scale of Rajiv’s victo-ry in 1984-85.

In five years, Rajiv Gandhi managedto squander his mandate of hope. Itmarked the end of Neo-politics 1.0 andcreated a two-decade long cycle ofunsustainable coalitions and unstablegovernments built on identity politics.

A new politics

With the new millennium, Neo-poli-tics 2.0 was born, marked by a clearmandate for stability and governancerather than vote banks. Since 2000,almost 93 per cent of all elections haveproduced clear mandates for one partyor for a coalition, with the notableexceptions being Bihar, Jharkhand andthe national elections of 2004.

Since 2014, Neo-politics 2.0 hasassumed greater significance. Take, forinstance, the recent Delhi elections. TheAam Aadmi Party (AAP) had a corevote base of around 30 per cent in thecity-state of Delhi, but in February, theentire anti-BJP, anti-Congress and thenon-aligned vote aggregated aggres-sively into the AAP ballot box, becauseAAP became the sole viable face ofNeo-politics 2.0. In Delhi, AAP wasable to almost double its vote share to55 per cent because of this aggregation.

The BJP had achieved something evenmore spectacular nationally earlier thatyear, when the saffron party managed totake a 66 per cent quantum leap in voteshare across India from its 2009 base of

18.8 per cent. BJP’s biggest gains werein northern and western India, and wereprobably the most dramatic in the Hindiheartland. In fact, Bihar and UttarPradesh, the two original Mandal Stateswith deep-rooted caste loyalties,showed a remarkable degree of affinityto Neo-politics 2.0.

If the 2014 elections taught an impor-tant lesson, it was this: post-caste voteaggregation was not just an urbanDelhi-Mumbai-Bangalore phenomenonbut had found traction even in the hin-terland of north India. The Hindi heart-land’s caste politics giving way to Neo-politics 2.0 meant that the BJP won aremarkable 110 seats — almost 40 percent of its total tally of 282 — in thegreater Bihar (including Jharkhand) andgreater Uttar Pradesh (includingUttarakhand) regions.

Prime Minister Narendra Modi wasthe biggest beneficiary of this boundlessvote in 2014, when his support base wasdescribed as the “united spectrum ofHindu votes”, but, as we are discover-ing now, the “boundless vote” is a fardeeper demographic transformation ofIndia. We have, therefore, to look at theupcoming Bihar elections through theprism of Neo-politics 2.0 in order toobtain a better perspective of the demo-graphic patterns.

Similar but different

At the outset, Bihar may look like arepeat of Delhi, with a similar battlebetween Mr. Modi and a popular localleader supported by both the intellectu-al class and the media. It may even boildown to a contest between pragmaticeconomics and the freebie culture. Yet,such a rendering of the Bihar canvaswould be too monochromatic because itdoes not account for the new hues ofpost-caste electoral realities.

In the summer of 2014, it appearedthat Mr. Modi would be the clear choicefor the Bihari neo-political vote, but ayear later it looks less apparent. Now,Bihar Chief Minister Nitish Kumar isalso a strong claimant.

Mr. Kumar appears to have learnt hislessons after last summer’s debacle andis slowly trying to make the transition

towards the same governance-centriccampaign that won him the mandate in2005 and 2010. He has hired the new-age tech-campaigner CAG (Citizens forAccountable Governance), whichhelped build Brand Modi in 2014. Mr.Kumar hopes to be the quintessentialBihari brand that can attract young, newvoters across caste lines. ElectionCommission data shows that there are78 lakh new voters below the age of 20,who will play a crucial role in Bihar.

Yet, Mr. Kumar’s path has too manyobstacles. An elementary mistake thatmany political commentators have beenmaking repeatedly on television chan-nels and newspapers since theannouncement of an RJD-JDU-Congress alliance is adding up the 2014votes of the three entities and arriving ata bombastic combined vote share of 46per cent. Such quick mathematics gloss-es over the fact that JDU’s 16 per centvote in 2014 was spread across 230Assembly segments, whereas the partymay not contest more than 100 seats inthe State election. Similarly, RJD’s 20.5per cent vote share was across 164Assembly segments in 2014, while itmay contest only half that number now.In essence, their combined vote share,based on 2014 numbers, may yield onlyaround a 28 per cent (JDU+RJD) voteshare, assuming that 50 per cent of theirrespective votes are transferable to eachother.

The one positive consequence of theRJD-JDU-Congress alliance is that itensures an almost 100 per cent conflu-ence of the roughly one crore Muslimvotes, which would otherwise havebeen splintered. But this is not enoughfor victory. Mr. Kumar needs to emergeas the single most important choice inBihar’s neo-politics, like Mr. Kejriwaldid in Delhi.

Obstacles ahead

Mr. Kumar faces four hurdles. First,unlike Mr. Kejriwal who recoveredfrom his 49-day fiasco, Mr. Kumarfaces a far longer ten-year anti-incum-bency factor. Disillusionment hasgrown sharper in the last two years ofgovernance drift, after his break-upwith the NDA and his Manjhi experi-ment.

Second, Bihar in 2010 was the fastestgrowing State in India with a 14.15 percent GSDP (gross state domestic prod-uct). Bihar’s growth is now slower atabout 9 per cent. Studies show a demon-strable correlation between high growthand the re-election of incumbent gov-ernments (Madhya Pradesh,Maharashtra, Andhra Pradesh andGujarat are some examples), and aslower growth rate might hamper Mr.Kumar’s prospects. Third, Lalu PrasadYadav and the Congress may unite theMuslim vote but they also come with alot of electoral stigma. Finally, theJDU’s lack of political infrastructure atthe polling booth level (it dependedlargely on BJP-RSS workers in pastelections) makes it difficult for Mr.Kumar to emerge as a winnable alterna-tive in more than 70-80 seats.

Thus, there is a real likelihood that theNitish-Lalu-Congress “secular alliance”could potentially combine with the anti-incumbency factor and swing towardsthe BJP.

Meanwhile, the BJP’s road to Patna isriddled with diversions from its ownright flank. For the average BJP voter,the party’s core ideals are built on threeplatforms — an unapologetic pan-casteHindu outreach, liberalised free marketeconomics, and good governance minuscorruption. In the last year or so, how-ever, BJP has been widely seen as fal-tering on at least two of these counts.For instance, in Bihar, the BJP’s localunit has been blatantly organising castemelas and public rallies that go againstthe very ethos that Modi stood for in2014, that of forming a pan-caste Hindubedrock. Similarly, on the economicfront, there has not been any revolution-ary change in the last one year. Worse,the Lalit Modi controversy has takenaway some more of the sheen from BJP.

It will be interesting to see how cam-paigning unfolds in Bihar over the nextfew weeks. But regardless of the result,one reality cannot be missed — Bihar,like many parts of India, is also home toNeo-politics 2.0.

Higher education in India isonce again in the news,though not for the most

attractive of reasons. Recently, theheads of more than one of the coun-try’s best known institutions haveeither resigned or been sacked fol-lowing differences with the govern-ment. There are reports that the posi-tion of a vice chancellor of a promi-nent university is under threat.However, these instances are no morethan shocks to the widespreaddespondency amidst the public overthe state of this branch of Indian soci-ety.

Some time ago, the then Ministerfor Human Resource Development,Arjun Singh, had announced to anational meeting of vice chancellorsthat higher education in India waslike a “sick child”. That he was part-ly responsible for its state, havingdirected it to expand by 50 per centwithin three years as part of theCongress Party’s response to theMandal Committee Report, was per-haps less of a failing on his part thanthe failure to initiate a diagnosis ofthe affliction. Were this done at thattime, at least some of the subsequentdamage could have been averted.

Not world class

One of the deficiencies of highereducation in the country, identifiedby the government itself, is that itscolleges are nowhere to be found inthe global league tables. While ratingneed not bother us unduly, we mustrecognise that absence from theshortlist of Indian universities tells ussomething about the production ofglobally recognisable knowledge inthis country. Had we chosen to ignorethe global pool of knowledge, thiswould be of no concern. But, we can-not state this to be the case, as wedrink deeply at this very pool. Thefact is that in the production ofknowledge globally, we are merespectators, admiring the pirouette or

applauding the tightrope walk, partic-ipating at best as cheerleaders. WhileI can say little with any confidenceabout the natural sciences, of eco-nomics it can be said that there isvery little that is original being donehere. Where we can speak of theoryand methodology as being relatively

independent, it is not only that werely on theory developed in theanglophone world but even theempirical methods are often outdat-ed, despite the fact that unlike in thepast they are now quite easily acces-sible. Global best-practice method-ologies are more accessible todaybecause we are by now a far richersociety compared to say the 1950s,and information and the software forprocessing it are no longer out ofreach. Of course, this is very likelynot the case in the applied scienceswhere material resources are still pro-hibitively expensive. Think “largehadron collider”.

Spending on education

It would be difficult to make thecase that higher education in Indiahas been starved of resources in theaggregate. A shift in public expendi-ture towards higher education hadcommenced in the 1950s, eventhough the social returns to primaryeducation were very likely higherthan the social returns to the tertiary.

By the early 20th century, the ratio ofpublic spending on higher educationto that on schooling was by far thehighest in India (UNESCO: ‘GlobalEducation Digest’). It is interestingthat in Japan, the government spendsmore per capita on schooling than itdoes on university education. Yet,

Indian academics have migrated evento Japan to carry on their profession-al life despite the obvious linguistichurdles. By the late 1960s, AmartyaSen was already writing about thehigh opportunity cost of starting uni-versities in India and had suggestedthat higher education in India wasbeing expanded largely only inresponse to middle-class pressure.

Quality control

Even though the expansion of high-er education had commenced in the1950s, a difference marks that phasewhen compared to the past decade orso, when the next major round ofexpansion — notably the near dou-bling of the number of IndianInstitutes of Technology (IIT) andIndian Institutes of Management(IIM) — was initiated by the Centreand in some States. At the beginning,the human capital necessary to oper-ate the system was not in such shortsupply as it is today. Quality controlwas relatively less constrained. Butmore importantly, there was a recog-

nition that there was no point inexpanding education without assur-ing its quality. Egregious instances ofthis are the heads of the All IndiaInstitute of Medical Sciences and theatomic energy complex being person-ally headhunted by Nehru. Today, itis not only that the human capital is

in relatively short supply, but thepolitical leadership valorises accessat any cost. Expansion has becomethe raison d’être of the public pres-ence in higher education and thequerying of the quality of educationis discouraged as elitism. This is nomore than sentimentality when it isnot disingenuous.

In today’s age, the production ofknowledge needs governance exactlyas does any other activity with socialconsequences. If the quality of highereducation in India is to improve, thefocus of the governance must be onresearch and learning outcomes. Pooroutcomes which are to be identifiedas poor quality of the education makea mockery of the expansion of highereducation whether by the state or theprivate sector. The state offering poorquality higher education with muchfanfare is the moral equivalent ofostentatiously inviting hungry peopleonly to feed them leftovers. The pri-vate sector in India is often not farbehind in promising the moon butleaving students with little to show.

This has been flagged as rampant inso-called professional education.Shailendra Mehta has written a papertitled “Why is Harvard #1?” putting itdown entirely to governance. Whilethere is no reason whatsoever forIndia to emulate Harvard in all itsaspects, we may yet want to paysome attention to its governancemodel if we aspire to ever play in thetop league of global knowledge pro-duction.

While the consequences for qualityof a reckless expansion are quite eas-ily seen, that of another subtle butdefinite trend is less easily discerned.The latter may have had an importantrole in killing-off our universities.This is a political development whichhas two aspects to it, namely theadoption of a corporate-centricapproach by governments and thespread of illiberalism within society.The connection between these twodevelopments is far from obvious butone thing is clear. It is that the rise todominance of a politics incorporatingboth these elements is not helpful tothe pursuit of knowledge. It has led toa sort of “closing of the Indian mind”once open to myriad influences andmindful of the virtues of truth andbeauty. Going back a little further, wecan see the vestiges of such mindful-ness in our spectacular achievementsin fields as diverse as philosophy andarchitecture. One does not have toagree fully with the poet Keats whenhe had declared that the link betweentruth and beauty is all there is toknow to acknowledge that such anawareness must infuse our highereducation enterprise! If you think“truth and beauty” is for the birds,you may want to read the astrophysi-cist S. Chandrashekar on “Motivationin science”. The severely bureaucra-tised environment in India’s universi-ties has managed to expunge all cre-ativity from the system.

Politically drivenWhen social forces act to snuff out

a vibrant and free-spirited learningenvironment, we are largely in thehands of the political class, for it is

this class that wields the levers ofpower that can counteract the reac-tion. But when the political classabets these very forces, we are leftpretty much in the lurch. There issomething of this kind at work inIndia today.

First, for decades now, members ofthe political class have been veryheavily invested in the profitmakingsegment of higher education. Privateengineering, medicine and manage-ment education have offered full-time politicians a happy huntingground. Naturally, there has been noconcern for knowledge creation here.On the other hand, the archipelago ofCentral higher education institutionshas been treated as a handmaiden toadvance party-political agendas. Thishas been the case under both thefronts that have ruled India over thepast decade-and-a-half. The initia-tives have ranged over making anIIM education virtually free, toexpanding enrolment without anyconcern for the consequences.

Almost a century ago, KalidasBhattacharya, a philosophy teacher inCalcutta, delivered an address to hisstudents which was published as atract named “Swaraj in Ideas”.Though the address must itself beseen in the context of the Indiannational movement, its messageremains as fresh as ever.Bhattacharya had argued that politi-cal independence by itself wouldamount to little if Indians did nothave the mental capacity to imagine aworld in relation to their own needs.The prerequisite for this is the devel-opment of cognitive means, an ethi-cal sensibility and a historical under-standing. This alone can be called aneducation. We watch with shock andawe as everything handed down fromDelhi of late suggests that the politi-cal class don’t want one for ouryoung. Higher education in India isbeing throttled by the regulator, andno one is screaming murder.

Prime Minister Narendra Modi launched his flagshipSmart Cities Mission proclaiming that governmen-tal intervention in planning the cities would be min-

imal. He referred to a “bottom-up approach”, but did notemphasise who exactly would benefit from the cities. Theapproach suggests that India is breaking away from itsAnglo-European architectural tradition, promoted byJawaharlal Nehru in the 1960s with the projection ofChandigarh as a template for urban planners. Nehru’s aimwas to create mixed-income cities with easy access tocommunity infrastructure and to institutions such as thejudiciary, the legislature and the executive. But Mr.Modi’s urban-planning approach contradicts that view andlargely resonates with American-style urbanism. The gov-ernment is putting the spotlight on smart cities and allow-ing the business community to lead the development. Letus take an example in the U.S. to figure out who couldbenefit from the new urban plans in India. In New YorkCity, most of the commercial and residential buildingsfrom uptown to downtown Manhattan are inhabited by therich who can afford the huge rents. They have installedbiometric security systems to keep the ‘unwanted people’— that is, the poor — at bay. The city government haslargely outsourced the public services to private compa-nies, which are replacing the labour force with mecha-nised technology. As a result, the job market has becomesaturated. The unskilled workforce is caught up in a low-wage job cycle. Before pushing India on to a similarAmerican path, Prime Minister Modi must step back andre-think whether his government should invest in smartcities, or rather empower the existing urban centres bymeans of policies that cater to poor and middle classIndians. For instance, at present almost every Indian cityfaces sanitation issues due to the absence or inadequacy ofdrainage networks. The migration of people from ruralareas to the urban peripheries continues at a rapid pace,resulting in the mushrooming of slums and unauthorisedcolonies. According to Census 2011, some 65 million peo-ple live in slums. The government’s response to the issuein terms of planning to build affordable housing for themis short-sighted. Smart cities would simply institutionalisethe disparity within the cities instead of filling the lacunae.The last decade of urbanisation did change the academicand policy consensus toward urban centres, but ignoredthe fringes of these centres where those from the poor andthe lower-middle class who came in a large influx endedup. In Delhi, the government passed on powers to resi-dents’ welfare associations, which now decide on thechoice of basic civic matters — and they always give pref-erence to their own gated communities. Mr. Modi musttake a forward-looking stance when it comes to develop-ing urban India. Otherwise, the glossy vision of buildingsmart cities could end up triggering a process of socialapartheid.

Banaras Hindu University (BHU), where hewould inaugurate the newly built trauma cen-tre.

Later at the DLW ground in Varanasi, hewill launch the Integrated PowerDevelopment Scheme (IPDS), a flagshipproject of his government which aims atstrengthening sub transmission and distribu-tion network in the city along with 100 percent metering facility.

The Scheme is being launched fromVaranasi for which Rs. 574 crore has beenallocated. The sector's key financer PowerFinance Corporation would prepare thedetailed project report (DPR).

The state government would then either bidthe project or nominate agencies to executethe same as per the DPR.

Along with the IPDS, the Prime Ministerwill also launch the ring road project for thetemple town and give a go-ahead to the con-version of the road from LBS InternationalAirport to city's Varuna bridge into a four-lane road, which is a part of NH 56.

Later, he will address "Vikas Sabha". Alarge number of people are expected toattend.

"BJP state president Laxmi Kant Bajpaireached Varanasi today ahead of PM's visit.The local leaders and workers yesterday tookout a march in the city to appeal to the mass-es for their support to make the PM's rally atDLW successful by participating in largenumber," said Sanjay Bhardwaj, BJP mediain-charge of Varanasi constituency as well asPoorvanchal region (eastern UP).

Mr Bhardwaj said Mr Bajpai held meetingswith party leaders and workers at the GulabBagh office at Sigra to make the rally suc-cessful, and they expect participation of morethan 40,000 people including BJP workers,railway employees and their family members.

UP Health and Family Welfare MinisterAhmad Hasan and another Minister YasarShah would be present throughout the PrimeMinister's visit.

During his visit, Mr Goyal also took stockof the preparations for the Prime Minister'svisit.

The security has been tightened in andaround the DLW campus and senior policeand administrative officials are regularly vis-iting the sites of the programme.

This is Narendra Modi's third visit after tak-ing charge as Prime Minister.

PM Modi had visited Varanasi for a day andattended Ganga aarti and offered prayers atthe Kashi Vishwanth temple on May 17 lastyear after BJP won with an absolute majoritywith him being as a PM's nominee.

Later in December, he again visitedVaranasi during which the PM visited hisadopted Jayapur village.

Elaborate security arrangements have beenmade by the UP police for PM Modi's day-long visit to his constituency, official sourcessaid.

Inspector General - Law and Order, SatishGanesh said DG Security, Gopal Gupta hasbeen made in-charge of the Prime Minister'sprogramme and 14 SP rank, 20 Deputy SPrank officers have also been deployed for thesecurity.

The Karnataka High Court upheld herappeal and acquitted her of all charges.Jayalalithaa was again sworn in as chief min-ister, but she has to get elected to the assem-bly within six months.

The Karnataka government has gone onappeal against the high court order in theSupreme Court.

The Election Commission has introduced aE-Netra system (Election Novel ElectronicTracking and Rapid Action System) in theconstituency to observe the model code ofconduct, monitor the expenditure by candi-dates, and redress complaints through a sin-gle window.

For the first time in India, the poll panel hasintroduced Electors Assistance System(EASY). Under this, voters in RadhakrishnanNagar can get all election details. This facili-ty is available through email, SMS and E-Netra MobileApp.

The Election Commission had appointedfour observers, around a 100 micro-observersand several hundred polling personnel for theby-polls.

Counting of ballots for the assembly seats,both reserved for the Scheduled Castes, willbe held on June 30.

The by-elections were necessitated after thedeath of ruling CPI-M (Communist Party ofIndia-Marxist) stalwart and former ministerAnil Sarkar (Pratapgarh) and former ministerSudhir Das (Surma).

Sarkar represented his constituency eighttimes in a row since 1978 while Das won theSurma seat on five consecutive occasionssince 1993.

Besides CPI-M, the main oppositionCongress and the Bharatiya Janata Party andother smaller parties put up candidates inPratapgarh (in western Tripura) and Surma(in northern Tripura) assembly constituen-cies.

"E&Y has come out with three models butsuggested preference to a hybrid model.Under which about 600 branches will bedirectly operated by PBI staff in post officepremises and transactions in other parts of thecountry will be supported by India post staff,"a post bank official said.

Post Bank of India is proposed to have itsown employees and IT infrastructure. Thetransaction handled by India Post, employeeswill be entered in to the server of PBI.

The Department expects revenue of over Rs550 crore from PBI in first five years.

Besides this, the minister said that Postoffices have opened 52 lakh accounts underSukanya Samridhi Scheme compared withabout two-three lakh accounts opened bybanks.

"I have also motivated the Department to

work on ecommerce business. This year theyhave seen growth of 37 percent in revenuefrom ecommerce business to Rs 500 crorethis year compared with last year," Prasadsaid.

bers would be sought before submitting thefinal report to Prime Minister NarendraModi.

"Some more suggestions have come. I haveformed a committee of NITI Aayog officialsheaded by its CEO. It will deliberate...preparea final draft by July 5. After seeking all chiefministers consent on the draft, the final rec-ommendations will be submitted to the PrimeMinister," said Mr Chouhan.

The panel has met for four times at an inter-val of almost one month. The last meetingwas held on May 28 in Bhopal. Based on ear-lier meetings, a draft report was presentedtoday to the members for comments, whichwas prepared by a committee headed byNational Institution for Transforming India(NITI) Aayog's CEO Sindhushree Khullar.

The draft report suggested centrally spon-sored schemes to be divided into two broadgroups. The first, Core Scheme, comprisingof national development agenda that includeslegislatively backed schemes such as MNRE-GA, Swachh Bharat Mission and Mid DayMeal. The final list will decided later.

The second is Optional Schemes for socialprotection and social inclusion. Based on thedivision of schemes into two part, the numberof CSS would be 30, the draft stated.

According to draft, the centre's share wouldnot be less than 50 per cent.

5 Lions Found...Three lions, including a three-month-old

female cub, were killed after they drownedfollowing heavy rainfall in the Amreli dis-trict, while carcasses of two other lions werefound from the Bhavnagar district, forest offi-cials said.

"A forest department team recovered car-casses of two Asiatic lions today, including afive-year-old male lion and a three-month-oldfemale cub from Gagadiyo river at BoringadaVidi village in Liliya taluka here," Amrelidistrict's Deputy Conservator of Forest MRGujjar told PTI.

"Besides, we also found a carcass of alioness, aged around six to eight years, fromBavadi village in Liliya taluka of Amreli dis-trict yesterday," Mr Gujjar said.

"Carcasses of the lions were sent for post-mortem," he said.

Around seven forest department teams,including 35 personnel, have been scanningthe entire district to avoid any further casual-ties and also to study the situation.

Bhavnagar district Deputy Conservator ofForest GS Singh said two lions, who proba-bly fell into the

Shetrunji river, were dead."We found carcasses of two lions, including

a male and a female, from Garajiya village onthe banks of Shetrunji river in Palitana talukaof Bhavnagar district today," Mr Singh toldPTI.

"The bodies have been sent for post-mortem," Mr Singh said.

Heavy rains also took a toll of other wildanimals like blue bulls, spotted dears, porcu-pines and wild boars.

"The Forest department team has alsofound three 'cheetals' (spotted deer), a porcu-pine and a wild boar from the forest range,"he added.

"We have also recovered carcasses of about150 neelgai (blue bulls) from the Bhavnagarforest range," Mr Singh said.

Sources say that local excise officials aregiven the responsibility of adding a chemical,butanol in methanol to make it bitter, so thatit cannot be used for producing illicit liquor.Police suspect that excise officers take bribesnot to add butanol, and this modus-operandiis being investigated as well.

The description differedfrom Delphi's originalaccount on Thursday,when a company official

told Reuters that a Googleself-driving car onTuesday "cut off" a Delphiself-driving car that wasbeginning to make a lanechange. The incidentoccurred in Palo Alto, andno collision took place.The official was a passen-ger in the Delphi vehicle.

by December 2016 to pro-vide a range of public serv-ices, space agency chiefA.S. Kiran Kumar said onFriday.

"The two-tonne satellitewill have 12 Ku bandtransponders, with eachdedicated to one country inthe region for providingcommunication, education,tele-medicine, disastermonitoring and other need-based services," the IndianSpace ResearchOrganisation (Isro) chair-man told reporters inBengaluru.

Prime Minister NarendraModi proposed an exclu-sive satellite for nations inthe region as a gift as Indiais the only one with capa-bility to build and launchsatellites for communica-tions, earth observationsand space sciences.

The South AsianAssociation of RegionalCooperation (Saarc) wasformed in 1985 withBangladesh, Bhutan, India,Maldives Nepal, Pakistan

and Sri Lanka as its sevenmembers and expandedsubsequently to includeAfghanistan.

At the last Saarc summitin Katmandu on November26-27, 2014, heads of theregion endorsed Modi'sproposal for such a satelliteon the lines of regionalsatellites in Europe andNorth America.

"At a Saarc meeting inDelhi on June 22, expertsfinalised modalities tohave a dedicated satellite

for the region. Five repre-sentatives from each coun-try, including Pakistan par-ticipated in the meeting,"Kiran Kumar said on mar-gins of a science event.

On approval by the Modigovernment, the state-runspace agency will take 18months to build the satel-lite at its centre inBengaluru and launch thespacecraft from its space-port at Sriharikota inAndhra Pradesh.

"All going well, we hope

to put a Saarc satellite inthe geostationary orbit byDecember next year (2016)as we need 18 months tobuild and launch it," theIsro chief Kumar said afterchairing a session on"Contribution of IndianInstitute of Science tostrategic sectors" at theIISc alumni global confer-ence here.

IPL Corruption Scandal: Mumbai Cricket AssociationStill in the Dark Over Whistleblower's Identity

MUMBAIIt has been more than

two months since the issuecropped up, but MumbaiCricket Association offi-cials are still in the darkabout the identities oftheir two Ranji Trophyplayers, both the whistle-blower and the allegedculprit, who wereinvolved in another IPL-related corruption attempt.

"We have not got anyinformation from theBCCI (Board of Controlfor Cricket in India, whichconducts the cash-richIndian Premier League)on this issue. No, we havenot asked them. Theymust have either investi-gated the thing or are stillpursuing the case," MCA'sjoint secretary Dr P VShetty said.

On April 10, BCCI sec-retary Anurag Thakur aswell as the RajasthanRoyals team CEO RaghuIyer had praised thewhistleblower for bring-ing to the BCCI's Anti-Corruption and SecurityUnit (ACSU) about analleged approach byanother individual to cor-rupt the game.

The names of both,described as MumbaiRanji Trophy teammatesin a news report one dayearlier to the statements ofThakur and Iyer, were notrevealed in the press state-ments.

According to the newsreport, a Mumbai-basedRajasthan Royals playerwas approached by hisRanji teammate, not partof the Royals' outfit, with

an offer of money if hefollowed a pre-decidedpattern of play.

The player declined theoffer and reported theincident to the BCCI'sACSU which launched aninvestigation into the inci-dent.

Today, a news report hasclaimed that it was Royals'leg spinner Pravin Tambe,who is also a MumbaiRanji Trophy cricketer,who was the whistleblow-er and had reported theapproach made to him tothe ACSU.

"An inappropriateapproach was made to amember of the RajasthanRoyals team that is cur-rently participating in thePepsi IPL 2015," Thakurhad said in his April 10press release.

"The player, who wasapproached, reported thematter to his team man-agement immediately,who in turn have reportedthe incident to the Anti-Corruption Unit of theBCCI. The ACU of theBCCI is currently investi-

gating the matter to ascer-tain the facts.

"We are happy to notethat the prompt action ofthe player is an outcomeof the ongoing initiative ofthe BCCI to educate crick-eters at various levels toreject and report any suchincident or approach madeby individuals who intendto damage the fabric of thegame," Thakur had said.

Royals, at the centre ofthe 2013 spot-fixing scan-dal as well, had also con-firmed the developmentand promised zero toler-ance.

"Over a month ago, aplayer from RajasthanRoyals was approachedinappropriately by a play-er (who was not part of theIPL) in connection withthe Indian Premier League2015 matches," Royals'CEO Raghu Iyer had saidin a statement.

"Maintaining high stan-dards of integrity, theplayer informed theRajasthan Royals manage-ment of this inappropriateapproach.

In keeping with applica-ble IPL Regulations,Rajasthan Royals manage-ment immediately report-ed the incident to the Anti-Corruption & SecurityUnit (ACSU) of theBCCI.

"Rajasthan Royals com-mends the player for hav-ing reported this incidentimmediately and for hishonesty and uprightness.His dedication to maintainthe highest standards ofintegrity needs to be laud-ed," Iyer added in Aprilpress release.

Iyer said RR, whoseplayers were arrested dur-ing the 2013 scandal, willtake a very strict view ofany corruption.

"Rajasthan Royals inkeeping with its zero tol-erance approach immedi-ately reported the incidentfurther to the ACSU/BCCIfor further process.Rajasthan Royals willcontinue to provide fullsupport and assistance tothe BCCI to ensure thatthe game of cricket isplayed in the right spirit."

"This incident doeshighlight that if playersand other officials cooper-ate and disclose informa-tion or approaches imme-diately, the game can bekept clean and free fromundesirable elements andactivities," he said.

The incident came onthe heels of the 2013 IPLspot-fixing scandal whichled to the arrests of threeRajasthan Royals crick-eters, including formerIndia fast bowler SSreesanth.

MS Dhoni and Virat Kohli Have noRift Between Them: Mohd Shami

well in the Indian cricketdressing room, pacerMohammed Shami todaysaid reports of rift betweenTest captain Virat Kohliand ODI skipperMahendra Singh Dhoni aresimply wrong.

Asked whether Dhonishould give up captaincyafter a poor show by Indiaagainst Bangladesh, Shamisaid it is not fair to drawconclusions on the basis ofone bad series.

"I like his captaincy, Imean look at his record.Mahi Bhai has won usWorld Cups in all formatsof the game. One shouldnot draw conclusionsbased on just two serieswhere we haven't per-formed. According to me,he should continue," hesaid.Asked when is helikely to begin bowling inthe nets, Shami hoped thathe would be able to do thatnext month onwards.

"I cannot write and give,but I hope to start bowlingin the nets next month," hesaid.

Shami has been out ofaction since the World Cupafter he complained of painin his knees.

After he was ruled out oflast IPL, Shami, who wasthe fourth highest wicket-taker of the World Cupwith 17 wickets in sevenmatches, underwent kneesurgery in New Delhi.

Asked how is he feelingafter five to six days of hisrehabilitation at the NCA,Shami said his body is in abetter shape now.

"From past five to sixdays, I have been undergo-ing fitness training here. Iam now in a comfort zoneand my body is not feelingtight. There is no problemand I am slowly increasingthe weight," he said.

Would it be a easy forhim to get back into theIndian team after an injury,

Shami said, "In my reckon-ing, whoever performswell, he should be in theteam."

Asked if Dhoni missedhis services in the dismalBangladesh tour, Shamisaid indisciplined bowlingcost India the series for thefirst time against the hosts.

"The series againstBangladesh went awry. Asfar as bowling is con-cerned, it is important topick wickets with new ballin first 10 overs and inpowerplays. That probablydid not happen. We pickedwickets late which resultedin Bangladesh scoringmany runs. Even the lineand length was a bit indis-ciplined," he said.

NEW DELHIIn a clear hint that the Indian

cricket team will go ahead with thetour of Zimbabwe, the BCCI onSaturday confirmed that the selec-tion committee will meet here onMonday to pick the squad.

"A meeting of the All-IndiaSenior Selection Committee of theBCCI will be held at 11:00 am onMonday, 29 June 2015, at theHotel ITC Maurya, Delhi, to selectthe Indian teams for the forthcom-ing tour of Zimbabwe, which com-prises three (3) ODIs and two (2)T20 Internationals starting from 10July 2015," the BCCI said in astatement.

The next month's tour to theAfrican nation had been rendereddoubtful owing to unresolvedissues between the country's crick-

et board and host broadcaster TenSports.

Zimbabwe Cricket had said in apress release that it was hopeful of

going ahead with India's tour of thecountry.

Salkar said both the fac-tions will withdraw thepolice cases filed againsteach other in the run-up tothe election.

Following withdrawal,the election committeecancelled Sunday's polls.

Since then, sources closeto Blatter have beenreported as saying he wasnot ruling out the prospectof going back on his deci-sion to resign after receiv-ing messages of supportfrom Asian and Africanfederations.

- Close your fists, but keep yourthumbs upright. Close your eyes,and start making circles (gently)with your thumb on each eye. Dothis exercise for 2-3 minutes.

- Open your eyes as much as youcan — try to expose as much of thewhite in your eye as is possible.Then squeeze your eyes tightly

- Using only your mouth,breathe in, and puff your cheeksfor a couple of seconds. Then,release through your mouth again.Repeat 8-10 times.

preventing them from looking hol-low.

- Pull your earlobes downwardsfor about 30 seconds. For the next30 seconds, pull them outwards,and follow this by rotating themclockwise and anti-clockwise foralmost 30 seconds each.

- Hold your eyebrows with yourfingers such that you can pull thebrows from centre towards the end

of the eyebrows. Do this for 3-4minutes.

How it works: This relaxingmove massages, and keeps stressfrom accumulating near the eye-brows.

- Smile as wide as you can. Thenpress your lips tightly together,almost as though you were kissingsomeone. Repeat this exercise for20-25 times.
