DJUHARI YAKARTA, Indonesia (AP) _ El gobierno de Indo- nesia confirmó el domingo la existencia de un brote de influenza avícola entre millones de pollos, pero aseguró que la dolencia no ha contagiado a persona alguna. “El gobierno no intenta ocultar que la influenza avícola ha atacado a millones de pollos en Indonesia”, afirmó el funcionario del Departamento de Agricultura Sofjan Sudardjat. Agregó que serán realizados más análisis para determinar si el virus es del mismo tipo que asoló a otros seis países de la región, matando por lo menos a seis personas y millones de pollos. “Este tipo de virus sólo afectó a los pollos” en Indo- nesia, indicó el funcionario. But what other group could have opened for both Jo Dee Messina in Twin Lakes, Wis., and Los Tigrillos in Monterrey, Mexico, as Vida did last July? In April, Vida opened for Clay Walker in Tucson, Ariz. One highlight of recent shows has been the band’s take on Freddy Fender’s Wasted Days and Wasted Nights. With the band head- ing in a Tex-Mex/country direction, the choice was logical. But in typical Vida fashion, the song is turned inside out with jazzy drum- ming and Sauceda’s accor- dion riffs. The group was estab- lished in 1997 after backing Eddie Gonzalez for three years. The camps split acrimoniously, but Vida barely missed a beat thanks to Tigerina’s vocals and the group’s cohesiveness. Vida’s hits include Vueltas y Vueltas and Sin Buenas Condiciones. Vida’s upcoming release, the as yet untitled follow-up to Sangre Para Tí, contin- ues in the group’s signature hyper-caffeinated Tejano mold.

MEXICO CITY (AP):A Mexican official saidWednesday his govern-ment has 10 questionsabout President GeorgeW. Bush’s recently an-nounced immigrationplan and has already be-gun to discuss them withU.S. authorities.

Bush and MexicanPresident Vicente Fox areto meet at Bush’s Texasranch on March 5-6,though GeronimoGutierrez, undersecretaryfor North American affairsat the Foreign RelationsDepartment, did not say ifimmigration was on theagenda for that meeting.

He called the Bushplan “a creative proposalon the table.”

Fox had a l readypraised Bush’s pro-posal, taking partialcredit for keeping theidea of immigration re-form alive for an esti-mated 4.8 million un-documented Mexicansin the United States dur-ing meetings with theU.S. president.

Gutierrez said thereare two main aspects tothe immigration issue: thelegal situation of millionsof imported U.S. work-ers and creating formalmechanisms for future

migrant workers.“What the proposal tries

to do is reconcile those twocomponents, using thescheme of temporary work-ers,” Gutierrez said.

Bush gave only broadoutlines of his plan when hepresented it on Jan. 7, andhe said details would emergeas the plan works its waythrough Congress.

It would create renew-able three-year guest workervisas both for foreign work-ers already in the UnitedStates and for those whowant to go. They would haveto have a job lined up.

In a point that was con-troversial among someMexican-American activistsin the United States, the planwould not give any prefer-ence in permanent residenceor citizenship matters toaliens now illegally in theUnited States.

Gutierrez said México isconcerned about the easeand efficiency with whichpeople can turn to the pro-gram as well as how—andfor how long—workers canrenew the three-year visas.

Other issues includedtreatment of self-employedmigrants, processes for at-taining permanent residenceand ways of guaranteeingfamily unity for migrantworkers.

He said Mexican offi-cials are interested inwhether those earlier de-ported for illegal entrywould be eligible, inclauses on equal opportu-nities for jobs, the possi-bility of speeding perma-nent residence status andpossible bilateral migra-tion agreements in addi-tion to the unilateral Bushplan.

México also was inter-ested in how long it willtake to implement themeasure, Gutierrez said.

Gutierrez spoke at anacademic forum on immi-gration issues where theNational PopulationCouncil reported that anincreasing percentage ofMexican visitors to theUnited States were un-documented, rising to 75percent last year from 48percent in 1993.

“These data reveal theexisting discrepancy be-tween U.S. immigrationlaws and the reality of emi-gration that its neighbor-ing country experiences,”said Elena Zuniga, a del-egate for the Council.

She said that about 10 mil-lion Mexican-born people livein the United States.

SANTA FE, N.M.(AP): Gov. BillRichardson, in a nation-ally televised Spanish-lan-guage speech, said thatPresident Bush’s policieshave failed to help Latinosand he urged minority vot-ers to back Democrats.

In a Democratic Na-tional Committee-spon-sored response to thepresident’s State of theUnion speech Tuesdaynight, Richardson saidnearly 300,000 Latinoshave lost jobs since Bushtook office.

The governor’s speechwas broadcast by theUnivision television net-work immediately follow-ing the president’s ad-dress.

Richardson said Bushused “very optimistic andpositive words to de-scribe” many of thenation’s problems.

“But unfortunately, hehas failed to give us solu-tions, and he has lost nu-merous opportunities topresent a plan that attacksour most serious prob-lems,” Richardson said inan English language trans-

lation of the speech releasedby his office.

“He has not presented aplan to combat the nearly 50percent Latino dropout rate.He has not given us the re-sources necessary to betterour education system for ourcommunities.”

Richardson said 18 mil-lion Latinos were withouthealth insurance, but Bushdidn’t offer a plan to im-prove access to health care.

The governor said Bushhad “taken a small step for-ward” with an immigrationproposal but the temporaryworker program “does nothelp immigrant workers toobtain the golden dream: le-galization and residencywithout impunity.”

“Instead of being a way toa better life, the Bush planrepresents a dead-end for im-migrants, who after threeyears don’t have a guaranteethey’ll be able to stay,” saidRichardson. “The only thingthey have to look forward tois the threat of deportation.”

Richardson’s speech inSpanish comes as Democratsand Republicans are court-ing Latinos, now the nation’slargest minority group.

In his remarks,

Richardson pointed outthat Latinos account for alarge share of the elector-ate in many states, whichwill be important for the2004 presidential contest.

“If we do not registerand vote, the two partieswill not continue to payattention to us. This presi-dential election is moreimportant than ever be-fore,” Richardson said.

The Republican Party,the governor said, “hascollectively ruined muchfor us, especially with anti-immigration efforts suchas Proposition 187 in Cali-fornia.”

“The Democratic Partyhas always been with us,and we should not forgetwho really are our truefriends and allies,” saidRichardson.

Richardson, whoserved as energy secretaryand U.N. ambassador inthe Clinton administra-tion, is the nation’s onlyLatino governor.

Latinos make up 42percent of New Mexico’spopulation, the highestproportion for any state,according to the CensusBureau.

LIMA, Peru (AP) _Former spymasterVladimiro Montesinoswent on trial Tuesday oncharges he directed ascheme to parachute-drop10,000 assault rifles intothe hands of Colombianguerrillas.

Montesinos, securityadviser to former Presi-dent Alberto Fujimorithrough the 1990s, morethan 60 charges rangingfrom corruption to drugtrafficking and authoriz-ing murder. Prosecutorsare seeking a 20-year sen-tence.

This is his fifth trial.Montesinos is alreadyserving nine years on rela-tively minor corruptionconvictions. For the mostpart, he has refused to tes-tify but prosecutors hopethe prospect of a stiffersentence will compel himto talk.

During Fujimori’srule, Montesinos, 58, usedhis post as de facto headof Peru’s National Intel-ligence Service to gaincontrol of the military, thecourts, most media out-

lets and a majority of gov-ernment agencies.

Rarely seen in public, hisinfluence permeated a na-tion already weakened bychronic corruption _ untilFujimori’s decade-long re-gime collapsed in Novem-ber 2000 amid a briberyscandal involving thespymaster. Montesinos fledto Venezuela, where he wascaptured in June 2001.

Returned to Lima, he waslocked up in a high-secu-rity naval prison he helpeddesign for Peru’s mostfeared guerrilla leaders. Itcontains the cramped court-room where the trial gotunder way Tuesday withMontesinos, seated among19 co-defendants, lookingrelaxed in dark slacks and ashort-sleeve shirt.

The trial opened withMontesinos’ attorney,Estela Valdivia, asking fora postponement, arguing hisprison conditions consti-tuted a violation of his le-gal rights.

Valdivia complained shehas not been able to consultfreely with Montesinossince late December. Shesaid her client has to sit in anarrow, mosquito-infested

room behind a one-wayglass partition and commu-nicate via a telephone in-tercom.

The three-judge panel re-jected the motion.

In a case that reads like aJohn le Carre spy thriller,men allegedly working forMontesinos posed as Peru-vian military representa-tives to purchase Soviet-eraassault rifles from Jordanthat were delivered in 1999to the Revolutionary ArmedForces of Colombia, orFARC.

The arms scandal cameto light in August 2000when Fujimori andMontesinos announced thatPeruvian authorities hadbusted a gunrunning ringled by brothers Jose Luisand Luis Frank Aybar, bothPeruvian army veterans.

But their version quicklyunraveled under skepticismfrom Colombian and Jor-danian officials.

The Toledo CityCouncil’s Public SafetyCommittee held a special ses-sion for small business own-ers last Thursday afternoonto dispense advice and gatherinput regarding safety con-cerns.

Councilwoman WilmaBrown, chairman of the Pub-lic Safety Committee, orga-nized the event in the wake ofa recent wave of robberiesthat have targeted small busi-nesses, particularly carry-outs.

Police Chief MichaelNavarre opened the meetingwith a presentation designedto inform small business op-erators of how to ensure that

their places of business areas safe as possible. Navarrehighlighted points on a po-lice department handout thatincluded tips on how to pre-vent robberies, things to re-member during a robbery,things to do after a robberyand surveillance equipmentinformation. “Simple com-mon sense recommenda-tions” Navarre called the list.

Joe Walter, the City ofToledo safety director, toldthe audience of about 20 –just about an even split be-tween media and small busi-ness owner/operators – that acommunity service policeofficers’ program was tocommence immediately thatwould entail on-site inspec-

tions of businesses to assesstheir safety needs. On siteevaluations, said Walter, of-fer “the most bang for yourbuck.”

Walter also spoke ofMayor Jack Ford’s specificconcerns about “mom andpop” operations that are inneed of surveillance equip-ment but without the funds tomake the investment. Brownnoted that the city is settingaside funds to assist suchoperations in the amount of$50,000 which would comeprimarily from non-taxsources and donations.

After city officials con-cluded their presentations,Brown opened the floor tothose in the audience. The

topics raised by businessowners focused primarily onthe response time of the po-lice department to robberiesand the permissible use offorce when trying to defend abusiness during a crime ofviolence.

Ismail Shbat, general man-ager of World of Coffee onAirport Highway, asked thepanel if there was a differ-ence in response times tobank robberies and carry outrobberies. Both Navarre andWalter denied that there wasa difference.

Roderick Colbert, whoowns Convenience 4-UCarryout at Detroit andPalmwood along with hiswife Yvonne, tried to elicitfrom Navarre a precise defi-nition of the guidelines forresponding to violence.

“Every situation is differ-ent,” said Navarre. “I’m notgoing to sit here and tellsomeone that if somebodymakes mention of a gun, thenyou have the right to shootthem.”

The best response in a rob-bery, said the chief, is to com-ply with the criminals imme-diately, but if bullets startflying, “take immediate cover… pick up a baseball bat” orwhatever else might be handyis that is the only choice.

The Maintenance Manager is responsible formanaging and supervising all maintenance staff andmaintenance services for the Park District.

A Bachelor’s degree in Parks & Recreation ser-vices, Wildlife Management or Industrial Hygiene orrelated education is required. Must have at least fiveyears supervisory experience in maintenance man-agement, have their 10-hour OSHA certification andbe able to obtain the 30-hour OSHA certificate withinand agreed upon time frame.

Develops maintenance services within the stra-tegic objectives of the Park District.
