FERGUSON, Distinguished Order of Saint Michael Governor- General. and Saint George, Governor General and Commander -in -Chief of the Commonwealth of Australia. %IT HEREAS by the Invalid and Old -age Pensions Act y y 1908 -1912 it is enacted that a Hospital means any Hospital which is wholly or partly maintained by contributions from the Consolidated Revenue Fund of the Commonwealth, or the Consolidated Revenue of a State, and which is proclaimed by the Governor General to be a Hospital for the purposes of the above mentioned Act : Now therefore I, Sir Ronald Craufurd Munro Fer- guson, the Governor General aforesaid, acting with the advice of the Federal Executive Council, do hereby proclaim the following Hospitals, which are wholly or partly maintained by contributions from the Consoli- dated Revenue of the State of Queensland, to be Hos- pitals for the purposes of the Invalid and Old -age Pen- sions Act 1908 -1912, namely: First Aid and Dispensing Hospital, Alpha. District Hospital, Atherton. Cottage Hospital, Camooweal. District Hospital, Charleston. District Hospital, Einasleigh. Cottage Hospital, Gin Gin. District Hospital, Hampden. Innisfail Hospital, Innisfail. District Hospital, Kilcoy. District Hospital, Kingaroy. Cottage Hospital, Kynuna. Lockyer General Hospital, Laidley. Hospital, Many Peaks. First Aid Hospital, Marmor. %IT HEREAS by the Invalid and Old -age Pensions Acty y 1908 -1912 it is enacted that a Hospital means

any Hospital which is wholly or partly maintained bycontributions from the Consolidated Revenue Fund ofthe Commonwealth, or the Consolidated Revenue of aState, and which is proclaimed by the Governor Generalto be a Hospital for the purposes of the above mentionedAct :

THE TRADING WITH THE ENEMY ACTS 1914.

WHEREAS by a Proclamation dated the seventhday of July, One thousand nine hundred and

fifteen, made under the Trading with the Enemy Acts1914, and published in the Gazette of the said seventhday of July, the Governor General proclaimed that anytransaction with or for the benefit of a company towhich the Proclamation applies is thereby declared tobe trading with the enemy and is prohibited, and thatthe Proclamation applies (inter alia) to any company,whether incorporated in any enemy country, or not,which the Attorney General, by notice published in theGazette, declares to be, in his opinion, managed or con -trolled, directly or indirectly, by or under the influenceof, or carried on wholly or mainly for the benefit oron behalf of, persons of enemy nationality, or residentor carrying on business in an enemy country :

Now therefore I, William Morris Hughes, Attorney -General of the Commonwealth, do hereby declare thefollowing company, namely

THE BRADSTREET COMPANY,

-to be, in my opinion, managed or controlled, directlyor indirectly, by or under the influence of, or carriedon wholly or mainly for the benefit or on behalf of,persons of enemy nationality, or resident or carrying onbusiness in an enemy country.

WAR PRECAUTIONS (ENEMY SHAREHOLDERS)REGULATIONS 1916.

WHEREAS by Regulation 9 of the War Precautionsvv (Enemy Shareholders) Regulations 1916, it is amongst

other things provided that after the fifteenth day of April,1916, the Attorney- General may, if he thinks fit, by orderpublished in the Gazette, declare that any shares specified in theorder are thereby transferred to the Public Trustee, and there-upon all such shares shall by force of the order be and bedeemed to be transferred to, and vested in, the Public Trustee :

And whereas it is by the said Regulation further providedthat all Companies, any of whose shares are affected by anyorder of the Attorney- General under that Regulation, shallcarry out the order according to the tenor. thereof, by trans-ferring the shares in the books of the Company to the nameof the Public Trustee, and that, within seven days after thepublication of any such Order, any person in possession ofany scrip representing shares transferred to the Public Trusteeby force of the order shall forward it to the Public Trustee :

And whereas the Attorney- General of the Commonwealth,acting in pursuance of the War. Precautions (Supplementary)Regulations 1916, by instrument dated the eighth day ofSeptember, One thousand nine hundred and sixteen, andpublished in the Commonwealth Gazette on the ninth day ofSeptember, One thousand nine hundred and sixteen, hasdelegated to the Solicitor- General of the Commonwealth allthe powers and functions of the Attorney- General under anyRegulation made under the War Precautions Act 1914 -1916 :

Now therefore I, ROBERT RANDOLPH GARRAN, the Solicitor-General of the Commonwealth, do hereby declare that certainshares in the under- mentioned Companies in the names ofshareholders whose addresses, according to the registersthereof, are in a country or countries with which Great Britainis at present at war, namely, the shares specified in theSchedule hereunder, are hereby transferred to the PublicTrustee.

order of- the Attorney- General under that Regulation shall carry out the order according to the tenor thereof, by transferring

the shares in the books of the Company to the name of the Public Trustee, and that, within seven days after the publication

of any such order, any person in possession of any scrip representing shares transferred to the Public Trustee by force of the

order shall forward it to the Public Trustee :And whereas the Attorney- General of the Commonwealth, acting in pursuance of the War Precautions (Supplementary)

THE ENEMY CONTRACTS ANNULMENT ACT 1915.

WHEREAS by Section 3 of the Enemy Contracts Annulment Act 1915 it is provided (ter alia) that any party to &contractmay file with the Attorney - General of the Commonwealth a copy of the contract, and apply to him for a declaration thatthe contract is or is not an enemy contract within the meaning of that Section : And whereas copies of the contracts set outin the Schedule hereto have been filed with the Attorney - General of the Commonwealth, and applications have been made tohim for a declaration that the contracts are, or are not, enemy contracts within the meaning of the said Section : Now THEREFORE1, WILLIAM MORRIS HUGHES, the Attorney- General of the Commonwealth, do hereby declare that the contracts set out in theSchedule hereto are enemy contracts within the meaning of Section 3 of the Enemy Contracts Annulment Act 1915.Dated this twenty- second day of September, 1916.

WAR PRECAUTIONS (ENEMY SHAREHOLDERS) REGULATIONS 1916.WHEREAS by Regulation 9 of the War Precautions (Enemy Shareholders) Regulations 1916, it is amongst other things

provided that after the fifteenth day of April, 1916, the Attorney- General may, if he thinks fit, by order published in theGazette, declare that any shares specified in the order are thereby transferred to the Public Trustee, and thereupon all such sharesshall by force of the order be and be deemed to be transferred to, and vested in, the Public Trustee :

And whereas it is by the said Regulation further provided that all Companies, any of whose shares are affected by anyorder of the Attorney - General under. that Regulation, shall carry out the order according to the tenor thereof, by transferring theshares in the books of the Company to the name of the Public Trustee, and that, within seven days after the publication ofany such order, any person in possession of any scrip representing shares transferred to the Public Trustee by force of theorder shall forward it to the Public Trustee :

And whereas the Attorney - General of the Commonwealth, acting in pursuance of the War Precautions (Sup-plementary) Regulations 1916, by instrument dated the eighth day of September, One thousand nine hundred and sixteen,and published in the Commonwealth Gazette on the ninth day of September, One thousand nine hundred and sixteen, has delegatedto the Solicitor- General of the Commonwealth all the powers and functions of the Attorney- General under any Regulation madeunder the War Precautions Act 1914 -1916 :

ACOMPETITIVE Examination, for appointment asabove, of boys who are not officers of the per-

VACANCIES. Successful candidates will be eligible forappointment," in their order of merit, to existing vacan-cies at the centre at which they are examined only, andalso to vacancies arising at such centre during theperiod of eighteen months ensuing the date of the entryof their names on the Register of Qualified Candidates.A successful candidate will, however, cease to be eligiblefor appointment upon attaining his seventeenth birthday.

SALARY. The salary attached to the position is -1styear, £39; 2nd year, £52; with an increase, after afurther twelve months, to £60 per annum conditionalon passing a test in sending and receiving telegraphmessages at the rate of twenty words a minute.

On reaching the age of 21 years, officers in the GeneralDivision may be paid a salary of £132 per annum.

ALLOWANCE. Upon application being made by asuccessful candidate appointed away from home, anallowance will be paid at the rate of £1 per monthduring his services as Telegraph Messenger while livingaway from home.

SUBJECTS OF EXAMINATION. The subjects of examinaLion will be

(a) Handwriting To he judged from the candi-dates' papers in -Spelling. (Maximum marks,100.)

(b) Spelling To betion, not lessmarks, 150.)

(c) Arithmetic First four rules, simple and money.(Maximum marks, 200.)

GENERAL PARTICULARS. Candidates will pass thisexamination if they secure half marks in Handwritingand in Spelling; but those who also gain half marksin Arithmetic will be eligible for promotion to ahigher position in the General Division. Those who donot secure half marks in Arithmetic will be required topass a further examination, after appointment, in thatsubject in order to become qualified for promotion. ATelegraph Messenger on attaining the age of 18 yearsmust retire unless he has qualified for promotion. Pro -mQtion examinations are held half- yearly.

Telegraph Messengers, upon being qualified for pro-motion, may be appointed to higher positions in theGeneral Division, such as Telephonist, Postman, Assist-ant, Mail Driver, and Indoor Messenger. Officers mayadvance from these positions to other and higher posi-tions in the General Division. Telegraph Messengersmay also be appointed as Postal Assistants on passingan examination in Telegraphy.

Telegraph Messengers and other General Divisionofficers may qualify for transfer to the Clerical Division53- passing competitive examinations that are held forthat purpose from time to time as the requirements ofthe Service demand.

NAVAL OR MILITARY TRAINING. Before any successfulcandidate, who is liable for training under the compul-sory clauses of the Defence Act 1903 -15, can receiveappointment, he must produce evidence from his AreaOfficer that he has rendered the personal service requiredor has been granted a temporary exemption.

APPOINTMENT SUBJECT TO CONDITIONS. A successfulcandidate upon appointment must produce evidence ofthe date of his birth and a medical certificate, satisfyingthe Commissioner in such particulars as he may deter-mine, of sound bodily health and freedom from physicaldefects. A successful candidate should not undergomedical examination until instructed by the Commis-sioner to do so.

No text, books are prescribed; but theannual issues in book form of the papers set at Com-monwealth Public Service Examinations held during theyears 1913, 1914, and 1915 (including Examinations forappointment as Telegraph Messenger) may be obtainedfrom the Government Printer, Melbourne or Sydney, andthe Collector of Customs, Brisbane, for is. each (beypost, ls. Applications should be addressed to the " Commonwealth Public Service Inspector " of the State in whichthe vacancy exists. If the applicant is an officer of theCommonwealth Public Service the application shouldbe forwarded to the Inspector through the principalofficer of the Department in the State in which theofficer is located, except when the vacancy is in anotherState, when the application should be forwarded directby the applicant to the Inspector, a copy at the sametime being forwarded to the principal officer of theDepartment.

Minimum and maximum salaries where shown indicatethe limits of the class or grade in which the position isclassified. Subject to the provisions of the Public Ser-vice Act appointments may be made at any salary withinthose limits. Successful appointees must comply withthe life assurance provisions of the Public Service Actand Regulations.

Officers of the Public Service should note that inany case where the minimum salary of a position in theClerical Division is not the minimum salary of a Class,and the successful applicant is not eligible for the formerby reason of not having received the salary of the nextlower subdivision for twelve months, he will be grantedan allowance equal to the difference between the salaryfor which he is eligible and the minimum salary of theposition until he can be advanced by annual subdivi-sional increments to the latter salary.

Where vacancies are notified in positions which havebeen the subject of award, the minimum and - maximumsalaries shown are those prescribed by the award. Ifthe officer appointed to any such position is eligible tobecome, but is not, a member of the- organization whichobtained the award, he can only be paid the rates ofsalary prescribed in the Public Service Act or Regula-tions for the position to which he has been appointed,unless and until he becomes a member of the organiza-tion, when the award rates shall apply.

Officers who may be transferred without promotion orincrease of salary, as the result of an application-for anadvertised vacancy, will be required to pay their ownexpenses of removal unless the transfer comes withinthe conditions prescribed in Public Service RegulationNo. 54.
