David Batchelor Project Manager - Severe Weather Plan, Severe Weather Research & Development Highways England

David Batchelor currently holds the role of project manager for Highways England leading on severe weather planning, as well as severe weather research and development.

For more than 30 years David has been at the very forefront of winter service delivery, management and innovation. He is recognised as an expert in this field, and through his passion and commitment continues to innovate and foster collaboration to deliver excellence in winter service.

Starting his career at Surrey County Council, David rose to become the Winter Service Manager and led the implementation of a UK leading ice prediction and weather forecast system into the County. During the late 90’s David orchestrated the trial and introduction of pre-wetted salting and brine application in Surrey. This system of salt application was a first for the UK and built on the strong European and Scandinavian exchange of expert winter practice that David was able to develop.

Moving into the private sector in 2000 David was a founding member of the National Salt Spreading Research Group (NSSRG), later to become the NWSRG. This group of experts is now recognised as one of the leading research bodies for winter service. David was later to become the first Technical Consultant to the NSSRG as he formed his own winter consultancy company in 2001. He now sits on the Steering and TAG Groups of NWSRG as the Highways England representative.

David also has extensive experience in the commercial sector of winter service, having worked with several leading companies in the fields of ice prediction and RWIS, weather forecasting, winter research and innovative salt application solutions.

David maintains strong links with best practice and research across Europe and is looking to enhance knowledge exchange and collaboration with other international road administrations as well as academia, which is such an important part of continuous improvement for winter service.

Kevin Braidwood Network and Operations Manager Ayrshire Roads Alliance

Kevin Braidwood is the Network and Operations Manager at Ayrshire Roads Alliance a shared service between East Ayrshire Council and South Ayrshire Council. He has over 30 years experience in Civil Engineering, Housing, Architecture and Urban Regeneration within Local Government. Kevin started his career with Strathkelvin District Council Architectural Services and thereafter to East Dunbartonshire Roads and Architectural Services. He spent several years with Raploch Urban Regeneration Company before moving to South Ayrshire Council as Roads Manager and was involved with the creation of Ayrshire Roads Alliance. He is a graduate of Glasgow Caledonian University and the University of Strathclyde

Marc Desmulliez Director/Founder, MicroSense Technologies Microsystems Engineering Centre at Heriot Watt University

Prof. Marc Desmulliez holds 4 degrees in electrical Engineering (Paris), microwave engineering & modern optics (UCL), theoretical physics (Cambridge) and optoelectronics (Edinburgh). After having spent some time in industry in charge of the electrical maintenance of the steel factory Sollac (Dunkirk, France), he moved to the UK to pursue an academic career where he has co-authored over 470 peer-reviewed articles and holds 8 patents.

Marc span two companies, MicroStencil Ltd (2003-2011) whose technology was transferred to DEK, the world’s largest stencil printing equipment manufacturer in the world, and MicroSense Technologies Ltd (microsensetechnologies.com) (2006-present) specialised in the sensing of materials. Marc currently acts as the CEO of this Company.

The company MicroSense Technologies Ltd has developed a unique, patented sensing technology capable of reducing waste, increase process efficiency and provide actionable data for stakeholders in the industrial sectors of food & drink, road maintenance, and oil & gas.

Rini Donker Senior Advisor Winter Maintenance Rijkswaterstaat

Rini Donker is a senior advisor on winter maintenance and responsible for the winter maintenance at Rijkswaterstaat (highway agency of the Netherlands). Rijkswaterstaat is part of the ministry of waterworks and infrastructure. Within Rijkswaterstaat Rini works at the department of traffic and water management. At this department all winter maintenance is organized for our highways and secondary roads and also some bicycle roads. They also provide winter maintenance as a service to some other road authorities such as for example the harbour Main port Rotterdam.

Rini studied civil engineering in ‘s-Hertogenbosch and has been working at Rijkswaterstaat since 1992.

Bill Lennox Roads Quality & Resources Manager Aberdeenshire Council

Bill Lennox has worked in roads construction and maintenance with private contractors and Local Government for over 30 years. His current role with Aberdeenshire Council includes responsibility for budget setting and monitoring, developing the Winter Service Plan, maintaining a Quality Management System and monitoring Service performance. He is an active member of the SCOTS roads group and the APSE roads and street lighting advisory group. Bill’s presentation follows on from the one he made to Cold Comfort Scotland in 2017.

Iain McDonald Network Resilience Manager Transport Scotland

Iain McDonald is currently Network Resilience Manager at Transport Scotland and has 25 years’ experience in Winter Service as well as Trunk Roads Network Management, Operations and Maintenance.

Leading on innovation, research and the development of Quality management in Winter Service, Iain represents Transport Scotland on the National Winter Service Research Group (NWSRG) as well as the European Winter Group and the SCOTS Winter sub-group.

Combined with working with Transport Scotland’s 10 Operating Companies and DBFOs units to deliver the Winter Service on 3,507km of Trunk Road Network and the development of Winter Service in the new NMC (5G) Contracts, current projects include the ongoing research and development of liquid brine treatments and the use of alternative de-icers, the installation of a Winter Service RWIS trail site on the M8 at Duntilland and the evolution of the Winter fleet, and improvement in logistics and communications in the delivery of Winter Service.

James MacDonald Transport Manager Highland Council

James MacDonald Transport and Logistics Manager with Highland Council previously Transport Manager on a large Municipal Contract in Middle East- Bahrain. Senior Engineer by Highlands and Islands Airports for 14 years before Bahrain.

Theresa Mackin Business Support Manager Ayrshire Roads Alliance

Theresa Mackin is the Business Support Manager at Ayrshire Roads Alliance, a shared service between East Ayrshire Council and South Ayrshire Council. Theresa has over 16 year experience in the private sector and 9 years in local government in the field of financial management, Human Resources and IT. Theresa has worked in North, South and East Ayrshire Councils primarily in Roads and also a period of time in Social Work and has led on many initiatives. She is a graduate of the University of Strathclyde.

Ewan Macnaughton Road Maintenance Partnership Manager Tayside Contracts

Ewan Macnaughton is a Chartered Engineer and leads the road maintenance partnership between Dundee City Council and Tayside Contracts which provides inspection, design and construction services to the Council. The Partnership has been involved in winter maintenance technology developments in recent years particularly focused on route optimisation and automated spreading. Ewan is also chair of the regions’ maintenance strategy group, which amongst other objectives has led a collaborative review of winter maintenance service provision across the Council boundaries to standardise service standards and operational delivery.

Steve Mason Senior Project Manager – Cumbria & North Lancashire Highways England

Steve Mason is a an experienced highway manager with over 30 years’ experience in highways. Steve has operated in a range of highway niches gaining experience in reactive works, road renewal projects, asset management, traffic schemes and development control. Steve has managed winter maintenance activities at varying levels, through direct labour operations, service providers and other delivery models. Steve’s career has largely been aligned to highway maintenance activities gaining experience at Essex County Council, Cheshire East Council, Northumberland County Council and North Yorkshire County Council. In his current role Steve is a Senior Project manager at Highways England based in Penrith Area 13, Leading on a range of Improvement and renewal projects.

Nick Russell Area Manager, STRU South East-Highways Amey

Nick Russell is an experienced winter maintenance professional working for Amey on the South East Trunk Road contract on behalf of Transport Scotland. He has experience in delivering winter services both on busy motorways through Central Scotland and more rural upland areas in the Scottish Borders. He has worked on various contracts for Amey including the South East in both the 2nd and current 4th generation contracts, the M8 DBFO contract and the Northern Ireland DBFO 2. Nick has been the Winter Manager on the South East since its commencement in 2014 having previously been the Winter manager in Norther Ireland for 5 years and a Winter Duty Officer from 2004. Nick is also the Area Manager looking after the Motorways in the South East Unit, responsible for co-ordination of inspections and Routine Maintenance.

Jim SmithHead of Roads and Amenity ServicesArgyll and Bute Council

Jim Smith’s role is to ensure Argyll and Bute’s roads and marine infrastructure enable the safe and convenient movement of people and goods across a geographically diverse area. In addition to this, maintaining the physical appearance of Argyll and Bute by managing open spaces, cemeteries, street cleaning, refuse collection and waste management in line within a changing landscape of legislation and local authority requirements. Jim has previously worked for local authorities in Manchester and Cumbria and has many years’ experience in local government and civil engineering.

Jane Wilkins is a Project Manager within the National Winter and Severe Weather Team in Highways England. Jane became involved in the winter maintenance service when she worked in the Midlands operational team 12 years ago as a winter and depot Manager. Keeping the frost off Footways Cold Comfort Scotland Exhibitors Peacock Salt will be showcasing their market leading Hilltip Spraystriker. On display will be a demountable de-icing sprayer used to treat footways and cycle paths. Used widely throughout the UK roads network, the sprayer can apply liquid up to a 5m spray-width and track the results on Hilltip’s HTrack service. HTrack enables drivers to evidence their treatment activities by reporting timestamped data such as location, spray width, application rate, vehicle speed and volume. Liquid de-icing is an effective strategy for footway and cycle path winter management. Sodium chloride brine is typically used which strikes a good balance between cost and effectiveness. By applying brine as a pre-treatment, it forms a barrier on the road surface to help prevent ice from forming. As a reactionary treatment, brine immediately activates and begins to de-ice without the requirement of traffic.
