DETAILED NOTIFICATION: 1.1 Application on plain A-4 size paper, in the given format areinvited from the citizens of India and from such other persons declared eligible by Ministry ofHome Affairs, Govt. of India for filling up 4708 Group 'D' posts In Pay Band 1 of Rs. 5200-20200 with- grade pay Rs. 1800 in the Divisions and Workshops of North Eastern Railway andDLW/Varanasi 1.2 Application in prescribed format may be sent by post addressed to the "Assis-tant Personnel Officer (Recruitment). Railway-Recruitment Cell, North Eastern Railway Head-

    quarters. CCM's Annexe Building, Railway Road No. 14.Gorakhpur. Uttar Pradesh 273012" upto18.00 hrs on the closing date i.e. 12.02.2011. Alternatively, applications received after closingdate and time will not be entertained. 1.3 For candidates staying in Andaman-Nicobar-Lakshdweep

    islands. Closing date will be 27.02.2011 upto 18.00 hrs. 1.4 Applications received after closingdate and time will not be entertained. 1.5 The envelope containing the application should be clearly

    superscribed "Application for Group 'D' post-North Eastern Railway". Physically handicappedpersons should mention 'PHYSICALLY HANDICAPPED CANDIDATE' at the top right of envelope.1.6 A candidate should submit only one application form, even if he/she intends to be considered

    for more than one or all categories. Candidates submitting more than one application form will not

    be considered and even if such a candidate gets selected inadvertently, he/she will not beoffered appointment. North Eastern Railway Administration reserves the right to allot the suc-

    cessful candidates any of the posts/place in North Eastern Railway & DLW/Varanasi. 1.7 Dateand time of examination will be fixed by Railway Board. Written examination will be held on thesame day simultaneously by all the Railways. Similarly Physical Efficiency Test (PET) will also be

    of N.E.Railway, who fulfill the requisite elibiliity conditions as laid down in this notification, may also apply.Note:- The physically handicapped candidates will be posted against the post identified by Railway Ministry

    suitable for such candidates. The description of posts reserved for PH candidates as given above may not be

    exhaustive, (a) Vacancies/categories indicated above are only tentative and are liable to change, (b) The

    vacancies shown above for PH persons are not separate but included in the total vacancies itself.

    3. EDUCATIONAL QUALIFICATION:- Minimum 10th pass or ITI or equivalent. Those candidateswho are appearing in and/or awaiting results of final examination of class 10th are not eligible.

    Academic qualification must be from recognized. Educational institution/Board, otherwise candi-dature will be rejected.

    4. AGE LIMIT INCLUDING RELAXATION PROVISIONS:- 4.1 For all the above vacancies, the agelimit will be 18 to 33 years and will be reckoned as on 01.01.2011. 4.2 The upper age limit will berelaxed as under, subject to the production of requisite certificates, (i) FIVE years for SC/ST and

    by THREE years for OBC candidates in possession of valid certificates issued by appropriateauthority as per Annexure- II. (ii) By Ten years (15 years for SC/STs and 13 years for OBCs) forpersons with disability in possession of valid disability certificate issued by medical board duly

    constituted by the central or state government, (iii) Casual labourers or substitutes, if any, whohave put in a minimum of THREE Years service will be given age relaxation to the extent of lengthof service rendered by them, subject to the age limit not exceeding 40,43 & 45years in case of

    General.OBC and SC/ ST candidates, respectively, (iv) In case of staff of Quasi AdministrativeOffices of Railway Organization such as Railway Canteens, Railway Institutes and RailwayCooperative societies who have put in 3 years service, relaxation of age will be given to the

    extent of service rendered by them subject to a maximum of 05 years and upper age limit of 35years. (v) Widows and Divorced women who have judicially separated from their husbands andnot remarried, will be given relaxation in age up to 35, 38 and 40 years in case of General, OBC

    and SC/ST candidates respectively, (vi) Relaxation of FIVE years will be given to the candidateswho had ordinarily been domiciled in the Kashmir Division of the State of Jammu and Kashmir

    during the period from the 1st day of Jan, 80 to the 31st of December, 89. subject to production ofa residential certificate from the appropriate authority of the Slate of Jammu and Kashmir, (vii) Noage relaxation i s allowed to SC/ST/OBC candidates applying against unreserved posts. 4.3 PROOF

    OF AGE:- (a) Birth Certificate issued by Board or (b) A certificate issued by educational authorityfor 10th standard or (c) Matric certificate issued by Board. . EXAMINATION FEE:- 5.1 The Exami-nation fee for unreserved and OBC candidates is Rs 40/- (Rs Forty only). Candidates belonging to

    SC/ST/ Women/ Minority Community and Economically Weaker Section and PH category are ex-empted from payment of examination fees 5.2 The Examination fee should be paid in the form ofAccount Payee Demand Draft from any Nationalised Bank or Indian Postal Order from any Post

    Office drawn in favour of 'Asstt. Personnel Officer (Recruitment), RRC, N .E.Railway and payableat Gorakkhpur. Validity of Bank Draft/Pay order should be of at least six months. 5.3 Applicationsreceived with cash/cheque/ Central Recruitment stamps and Money orders will be rejected and

    amount forfeited. 5.4 Postal Orders/Bank Drafts issued before the date of issue of EmploymentNotice (i.e. 15.12.2010) will not be accepted and such application forms will be rejected andamount forfeited. 5.5 The candidates are advised to write their Names and Address on the

    backside of the ORIGINAL Bank Draft/lPO and enclose it with the application form. The completedetails of examination fee should be written in column no. 21 of application form Examination feeis not refundable and it cannot be adjusted for another examination under any circumstances* 6.

    HOW TO APPLY:- 6.1 Candidate should carefully read the instructions in this Employment Noticefor filling up Application Form. 6.2 Application should be made on a good quality white paper of A4

    size (210mm x 297mm) using ONE SIDE ONLY. 6.3 The candidate should use the FORMAT pub-lished in the Employment Notice. Application having any change in the format will be : rejected. 6.4The candidates have to fill up required information with Blue/Black Gel Pen/Ball Point Pen in his/her

    7. ENCLOSURES:- The following enclosures only are to be firmly stiched along with the applica-tion form. All enclosed certificates which are in language other than in Hindi or English should be

    9. PHYSICALLY HANDICAPPED PERSONS:- (a) Definition of the Physically Handicapped Personfor the purpose of this recruitment, (i) Visually Handicapped (VH) (a) total absence of sight or (b)visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses or, (c)

    Limitation of field of vision subtending an angle of 20 degree or worse. Low Vision- A person withimpairment of the field of vision functioning even treatment or standard refractive correction butwho uses or is. potentially capable of using vision for the planning or execution of a task with

    assistive device, (ii) The Hearing Handicapped (HH) Loss of 60 (sixty) decibels or more in thebetter ear in the conversation range of frequencies, (iii) The Orthopaedically Hadicapped (OH)

    Disability of the bones, joints muscles leading to substantial restriction of the movement of thelimbs or any form the cerebral palsy. Cerebral palsy:- A group of non-progressive condition of aperson characterized by abnormal motor control posture resulting from brain insult or injuries

    occurring in the prenatal, peri-natal or infant period of development. (b) DEGREE OF DISABILITY:-Only such persons would be eligible for recruitment under vacancies reserved for PH candidateswho suffer from not less than 40% of relevant disability. If the disability is less than 40% the

    candidate will be treated as normal candidate provided he/she fulfills all other condtions of thisemployment notice. Candidate should submit disability .certificate issued by the competent author-ity (i.e. medical board duly constituted by Central Government or a State Government). (c ) The

    physcally handicapped Persons are eligible for appointment in the categories identified suitablefor physically handicapped Persons.

    10. SERVING EMPLOYEES:- A candidate serving under any Government or Public Sector Enter-prise/ Undertaking including Railways or Quasi Administrative Government offices/Organizationsand institutions should either apply through proper channel with duly certified service details bythe employer or directly to RRC/NER with "No Objection Certificate" from the employer concerned.

    11. ANDAMAN, NICOBAR LAKSHADWEEP CANDIDATES:- For candidates belonging to Andaman.Nicobar & Lakshadweep Islands, closing date would be 27.02.201 1, t ime upto 18.00 Hrs. Suchcandidates should enclose a domicile certificate of Andaman. Niobar & Lakshadweep Islands

    written test will be called for verification of original documents and identity and medical examina-tion of relevant standard. There will be no interview. 13.3 PHYSICAL EFFICIENCY TEST for allcategories): The candidates should be able to perform the following physical efficiency test-

    MALE CANDIDATES: should be able to run a distance of 1500 meters in 6 minutes in one chance.FEMALE CANDIDATES: .should be able to run a distance of 400 meters in 3 minutes in one chance.NOTE: The above given criterion for PET are only tentative and subject to modification. Changes,

    if any. would be advised subsequently. 2. Railway administration will not be liable/responsible forany loss/injury/damage, whether director consequential suffered/incurred by any candidate dur-ing the selection, including PET. Candidates are advised in their own interest, therefore to ensure

    that they are physically and otherwise fit to undertake the selection and observe due care to avoidinjury/loss/damage to either themselves or others during of selection 13.4 (i) CHOICE OF DIVISIONFOR PET:-PET will be conducted in the jurisdiction of the following divisions.

    venue of PET/Wrilten examination once decided by Railwa administration shall be final. No request

    for change on whatsoever ground shall be entertained, (ii) The candidates may note that theymay be posted anywhere in ale North Eastern Railway and in DLW/Varanasi irrespective of

    where the PET is held. (iii) for PET candidates may he require to stay one or two days more thanthe appointed day at their own cost. They have to make their own arrangements for lodging/boarding, (iv) Maintaining discipline by the candidates at the venue of PET is must, Any act of

    indiscipline will debar the candidate from consideration. The decision on this by the Committee atthe venue will be final and binding. 1.3.5 The appointment of the candidates :will be subject to theirbeing found suitable after antecedent verification and medical fitness as per rules 13.6 The

    selection of candidate by RRC/NER does not confer any riggt to the candidate for appointment.13.7 RRC/ NER shall not be held responsible for any inadvertent error or mistake. 13.8. Writtenexamination will be held an the same day simultaneously by air the Railways. Similarly Physical

    Efficicny Test (PET) will also be held during the same period simultaneously by all the Railways.14. INSTRUCTIONS FOR THE CANDIDATES:- 14.1 The number of vacancies shown is provisionaland is liable to be increased or decreased. 14.2 Female candidates are also eligible, cd They

    may however note that the nature of duties may be arduous and may involve outdoor dutieis. 14.3Selected candidates are likely to be posted anywhere on North Eastern Railway and in DLWVaranasi after successful completion of training wherever prescribed. 14.4 Candidate should

    send his/her application sufficiently in advance before the closing dale to the RRC/NER. RRC willnot be responsible for any postal delay/wrong delivery whatsoever, at any stage of the selectionprocess date 14.5 All candidates, irrespective of community will be considered for UR vacan-

    cies. However, against vacancies of specific community -.quota, only candidates of that particu-lar community will be considered and any subsequent representation for change of community

    status will not be entertained under any circumstances. 14.6 Before applying to the post , thecandidate should ensure that he/she fulfills the eligibility criteria. The RRC/NER shall reject applica-tions not fulfilling the requisite criteria, at any stage of recruitment and if erroneously appointe(such

    candidates shall be liable to summarily removed from service. 14.7 FREE JOURNEY RAILWAYPASS- A free second class Railway Pass from nearest railway station to the place of examinationand back will be issued to the candidates belonging to SC/ ST communities only for appearing in

    the Physical Efficiency Test/Written examination. All other candidates shall bear their owntraveling and other expenses. 14.8 SYLLABUS & EXAMINATION:-Question paper for the Writtenexamination shall be of Class 10th standard, consisting of multiple choice (four) objective type

    questions mainly aimed to assess general knowledge/awareness, mathematics, general scienceand reasoning etc. There will be no question for checking proficiency in language. Questionpaper shall be printed in Hindi/English and Urdu only. 14.9 Date and Venue of Physical Efficiency

    Test (PET), Written Test and document verification will be fixed by the RRC/NER and intimated toeligible candidates by post. Examination schedule may be published on our website http:/www.nerailway.gov. in and News papers, (i) The RRC/NER at its discretion may hold additional

    Written Examination and/or PET or re-examination or cancel part or whole of the written examina-tion and/or PET. (ii) Request for postponement of the examination and/or change of centre/venue

    will not be entertained. Note: Mere issue of call letter for appearing in PET/Written Exam by RRC/NER does not confer any right for subsequent stages of recruitment process or placing name onthe panel.

    15. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT:- 15.1 Candidates are warnedthat they should not furnish any particulars that are false or suppress any material informationwhile filling in the application form. Candidates are also warned that they should in no case attempt

    to alter or otherwise tamper with any entry in a document or its attested/certified copy submittedby them nor should they .submit a tampered/fabricated document. If there is any incaccuracy orany discrepancy, an explanation regarding such discrepancy should be submitted. 15.2 A candi-

    date found by (he Railway Recruitment Cell ( or found earlier by any Railway Recruitment Board)to be guilty of: (i) Canvassing support for his candidature by any means or (ii) Impersonating or (iii)Procuring impersonation or (iv) Submitting fabricated/tampered documents or (v) Making state-

    ments which are incorrect or false, or (vi) Resorting to any other irregular or improper means forfurtherance of his candidature for the selection or (vii) Using unfair means during the examination

    or possessing, carrying or using mobile phone, calculator or any other such instrument or (viii)Writing irrelevant matter including obscene language or pornographic matter in the script (s) or (ix)Committing mischief in any other manner in the examination hall or (x) Harassing or doing bodily

    harm to the staff employed by the RRC/NER, from any examination or selection conducted by anyof the Railway Recruitment Cells/Railway Recruitment Boards be taken up for" disciplinary actionunder the appropriate rules, if he is already in service.

    16. Examination Centre will be decided by the RRC/NER and indicated in call letter issued tocandidate for appearing in written examination.17. All male candidates are liable for active Territorial Army Service in Railway Unit or such other

    Units as may be laid down in this behalf from time to time. 18. Selected candidates may be required to undergo training, wherever necessary, with stipend,for specified period, and to deposit the security amount and execute an indemnity bond or

    January 1980 to 31st December 1989.

    4. Above relaxations are available only if the candidates fulfill the various conditions prescribed in the Govt. of

    India orders and instructions in this regard. To claim age relaxation, reserved category candidates should submit

    a copy of the Caste/Category Certificate.5. Only an Ex-Service man who stands discharged from Service on or before 30.9.2010 is eligible to apply.

    6. There is no reservation for Ex-servicemen in the Officer cadre.

    7. Age relaxation for Widows, Divorced women & women judicially separated from their husbands & who are not

    remarried is available to the candidates applying for the post of Office Assistant (Multipurpose) only. Definition

    of Ex-serviceman (EXS) : (i) Ex-servicemen: Only those candidates shall be treated as Ex-Servicemen who

    fulfill the revised definition as laid down in Govt. of India, Ministry of Home Affairs, Deptt. Of Personnel &

    Administrative Reforms notification No. 36034/5/85/Estt (SCT) dated 27.10.1986 as amended from time to time.

    (ii) Disabled Ex-Servicemen (DISXS) : Ex-Servicemen who while serving in Armed Forces of the Union were

    disabled in operation against the enemy or in disturbed areas shall be treated as DISXS.

    (iii) Dependents of Ex-Servicemen killed in action (DXS) : Servicemen killed in the following operations would be

    deemed to have been killed in action attributable to military service (a) war , (b) war like operations or Border

    Skirmishes either with Pakistan on cease fire line or any other country , (c) fighting against armed hostilities in

    a counter insurgency environment, viz.Nagaland, Mizoram, etc. (d) serving with peace keeping mission abroad,

    (e) laying or clearance of mines including enemy mines as also mine sweeping operation between one month

    before and three months after conclusion of an operation, (f) frost bite during actual operations or during the

    period specified by the Government, (g) dealing with agitating para military forces personnel, (h) IPKF Personnel

    killed during the operations in Sri Lanka.

    Notes: (1) Candidates still serving in Defence Services and desirous of applying under Ex- Servicemen

    category should submit a certificate from the competent authority that they would be released/retired before

    30.06.2011.

    (2) An Ex-servicemen candidates who has once joined the Govt. job on the civil side after availing of the benefits

    given to him as an Ex-servicemen for his re-employment, his exserviceman status for the purpose of reemploy-

    ment in job ceases.

    (3) Ex-servicemen candidates who have already secured employment under the Central Govt. in Group C & D

    will be permitted the benefit of age relaxation as prescribed for Ex-Servicemen for securing another employment

    in a higher grade or cadre in Group C/ D under the Central Govt. However, such candidates will not be eligible

    for the benefit of reservation for Ex-Servicemen in Central Govt. jobs. Definition: Physically Challenged

    Persons (PC) Definition of Categories of Disabilities: (a) An Orthopedically Challenged (OC) person is one

    suffering from Locomotor Disability or Cerebral Palsy. Persons who suffer from not less than 40% of relevantdisability (as certified by a Medical Board appointed by the Central/State Govt. ) would be eligible

    for reservation in services/ posts. Locomotor Disability means disability of the bones, joints or muscles leading

    to substantial restriction of the movement of the limbs or any form of cerebral palsy. Cerebral Palsy means a

    group of non progressive conditions of a person characterized by abnormal motor control posture resulting from

    brain insult or injuries occurring in the pre-natal, peri-natal, or infant period of development.

    (b) Deaf & Hearing Impaired (HI): The deaf are those persons in whom the sense of hearing is non-functional for

    ordinary purposes of life i.e. total loss of hearing in both ears. They do not hear, understand sounds at all even

    with amplified speech. Hearing impairment means loss of sixty decibels or more in the better ear in the

    conversational range of frequencies.

    (c) Visually Impaired: (VI) The visually impaired persons are those suffering from blindness of low vision.

    Blindness- refers to a condition where a person suffers from any of the following conditions: (i) total absence of

    sight (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses, (iii)

    Limitation of the field or vision subtending an angle of 20 degree or worse. Person with low vision- means a

    person with impairment of visual functioning even after treatment or standard refractive correction, but who

    uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive

    device. Use of Scribe: The visually impaired candidates and candidates whose writing speed is affected by

    cerebral palsy can use their own scribe at their cost during the written examination. In all such cases where a

    scribe is used, the following rules will apply: The candidate will have to arrange his/her own scribei) at his /her own

    cost ii) The academic qualification of the scribe should be one grade lower than the stipulated eligibility criteria.

    iii) The scribe can be from any academic discipline. The scribe should possess 60% or lesser marks. iv) Both the

    candidates as well as the scribe will have to give a suitable undertaking, confirming that the scribe fulfills all the

    stipulated eligibility criteria for a scribe as mentioned above. Further, in case, it later transpires that he/she did

    not fulfill any of the laid down eligibility criteria or suppress material facts; the candidature of the applicant will

    stand cancelled, irrespective of the result of the written examination. v) Such candidates who use a scribe shall

    be eligible for extra time of 20 minutes for every hour of the examination.

    (C) EDUCATIONAL QUALIFICATION (As On 30.9.2010): Office Assistant (Multipurpose):

    i) Bachelor Degree or its equivalent of a recognised University in any discipline

    ii) a) Essential: Proficiency in Kannada language - candidates must be able to Read, Write & Speak Kannada

    b) Desirable: Knowledge of Computer skills.

    JMG Officer Scale I: (i) Bachelor degree of a recognized University in any discipline or its equivalent.
