OBJECTIVES


The goal of the 23WSJ is to provide all participants, including IST members, the opportunity to have a once in a lifetime Scouting experience. As one of the biggest events of the World Organization of the Scout Movement (WOSM), we believe the Jamboree will continue to have a positive impact on Scouting around the World even after the event.

Your preparations as a member of the IST are already underway, and composed of four parts in total:

(1.) Safe from Harm: at this point you have

probably already completed this training. If not, please do so as soon as possible.

(2.) Online induction training: this general

introduction that you are currently completing, preparing you for life as a 23WSJ IST

(3.) Onsite general training: this is a further

training that complements this online induction, and is an onsite follow-up including last minute changes and updated information

(4.) Job-specific training: once you have

completed the general training, you will receive specific training from your assigned Jamboree Department

•  A Jamboree is a large gathering of Scouts, either national or international, where participants engage in a range of activities which can vary according to the theme/ symbolic framework that has been established for the event.

World Scout Jamboree

•  Every 4 years the Scout Movement holds a World Jamboree. It is specifically designed for young people with age ranging from 14 to 17 years old. The general aim is to foster a spirit of belonging to a worldwide Scout family, and to help the young Scouts in the movement learn about other people, cultures and nations by direct interaction with them.

•  The Jamboree also gives members of the movement

a chance to experience the culture of the host nation by doing activities which are connected to that country.

The 23rd World Scout Jamboree is hosted by the Scout Association of Japan. As previously stated the aim of the Jamboree is to provide a unique educational experience for young people, camping in the same place, communicating and reaching understanding of each other that transcends nation, race and religion. Recognizing and valuing diversity is one of the most important factors for world peace – and Scouting.

But there is much more to know about the Jamboree. Here are a few facts and figures about the 23rd Jamboree:

•  Members of the IST play a crucial role in the success of a Jamboree.

•  A successful Jamboree can only be achieved

through an attractive programme of activities for young people with adults supporting the delivery of that programme and performing all the other tasks necessary to ensure the smooth running of the Jamboree.

•  As an IST member you will be part of an

international team of volunteers; this means meeting and working with others from all over the world. Keep in mind that a big part of being a member of the IST is also to be able to take advantage of the experiences you’ll enjoy during the Jamboree in terms of personal development. As an example, that means actively engaging in international exchanges and increasing your own sense of cultural awareness

•  Being an IST is to “lead by example”. Meaning, as an IST you are expected to live according to the principles of the Scout Promise and Law and to comply with all the laws and regulations while in the host country, Japan.

Code of Conduct


•  A few examples of the regulations in Japan:

-  Trash separation is mandatory in the Yamaguchi Prefecture. Therefore strict trash separation rules are applied on the campsite.

-  In Japan you are still considered a “minor” until you are 20 years old

-  It is illegal for minors (people younger than 20 years old) to consume alcohol or smoke

-  Smoking (for those 20 or older) is only permitted at designated areas on the camp site

-  Carrying knives is not permitted in Japan

•  A detailed Code of Conduct is prepared and included in the 23WSJ handbook (Japanese law and regulation > Scout law and oath > 23WSJ code of conduct)

IST departments and work groups

Activities that IST members will support fall into one of the following 14 departments.

IST departments and work groups

An initial job allocation was completed and communicated to your National Contingent by the beginning of June. Depending on the role, you may be contacted by one of the Jamboree Departments and get involved in some of aspects of the preparation.


In most cases ISTs will have a specific role throughout the Jamboree and will be assigned to a specific department. Details concerning your assignment and responsibilities will be communicated by the leaders of your Department and group. Any questions you may have about the role to which you are assigned (e.g. job description; work schedule; logistics and equipment) should be addressed to the leaders of your Department. You will meet these people when you arrive on the Jamboree site.

The Job Specific training delivered by the different Jamboree Departments will cover all the specifics concerning the setup of your department as well as your overall responsibilities within the team. During check-in you will get a short briefing on the schedule and place for the onsite training. It is absolutely essential that you attend your department and role specific training. It is critical that you know about how your contribution will ensure a successful Jamboree – with your help the young people will be able to fully enjoy the Jamboree!

As an IST you should also be fully aware of the Join-in-Jamboree Programme (JiJ), a programme that gives members of the Movement not attending the 23rd WSJ a chance to "taste" the culture of the host nation by doing activities which are connected to that country. Last but not least, have a look at the Jamboree Programme and keep yourself informed about the overall camp programme.

We want to ensure that your first experience of the Jamboree campsite, is both enjoyable and unique. In order to make that process as smooth as possible bear in mind the following steps:

Logistics: Arrival


Step 1: Go to the Welcome Centre (link to location) and report on your arrival. You will receive your ID here.

Step 2: You will then be directed to the Southern Hub, the dedicated campsite for IST, and proceed with check in. At the check in you will:

- Present your Safe from Harm certificate. If you have not completed the training in advance, you will have to do so on site before proceeding with check-in - Receive an IST kit containing a scarf and a handbook

- Receive basic information regarding life in the Southern Hub and on the services available


Step 3: You will be directed to your camping site at the Southern Hub

Step 4: Attend the training sessions allocated to you.


In the IST Handbook you can learn more about life as an IST at the Jamboree and the Southern Hub. The handbook is already available online, with the following information (for example):

Life in the Southern Hub


•  Stay (tent): The weather is very hot and humid

this time of the year, and the ground is quite hard. Bring equipment and items that are suited for tropical weather conditions

•  Eat (food): All meals (breakfast, lunch and dinner) will be provided in the IST restaurant. Occasionally you will have to collect the meal and take it with you so don’t forget to bring a bag. The first meal is dinner on 25th July, and the last is lunch on 9th August



•  Sanitary (shower and toilet): The toilets and showers are open 24 hours. Remember to bring your soap, shampoo and towel for the showers. In toilets there will be toilet paper but no hand towels

•  Social life: around the food houses the silence starts at 11pm.

•  Other rules and restrictions: e.g. fire, alcohol, and other substances

Before travelling ensure you provide the following information to your relatives: •  Jamboree basic information •  Reference to campsite contact point •  Full itinerary description

What to bring •  Sleeping gear (tent, sleeping bag, mattress or

camp bed), flash light and rain gear •  Clothes, medicine, toiletries, basic first aid •  Safe from Harm and Induction Training certificates

What to bear in mind: •  Space is very tight (20m x 20m for 40 people),

don’t bring unnecessary equipment or “social tents” •  Pegs longer than 20cm are not allowed •  Weather in Kirara-hama is usually very warm and

humid but rain shows up once in a while so don’t forget rain protection

To ensure a smooth goodbye to the Jamboree campsite…

•  Confirm your check out date before the closing ceremony

•  When you depart your camping area must been cleaned up. Once confirmed you will get a departure passport to exit the campsite

Section 4: ISTs experience


The Jamboree encourages meetings between those from different cultures, religions, countries and contingents. As an IST you will be able to enjoy a number of programme activities throughout the Jamboree:

A detailed and updated IST programme will be available at the campsite.

Programme for adults


•  The Jamboree is also a place where a number of different cultures come together. Different cultures have different norms and please remember that how you act and behave influences others.

•  Time – remember to always be on time for meetings and assignments.

•  Language – for most people attending the Jamboree, English will not be their first language.

Cultural experience


•  Individuals and cultural context – depending on cultural background, we all react differently in different situations. Make sure to be always respectful of others.

•  Decisions – making decisions takes time in an intercultural setting like the Jamboree.

•  Scouting is different around the world – be respectful but take time to learn too

•  Japanese culture is probably different to your own – read about it before you arrive
