Nature shows all her colourswith days of bright sunshineand a few warm evenings,so hopefully everyone willtake time to enjoy thiswonderful season.

Thanksgiving is great time of year to think about allthe things we are thankful for. Here at Child Find, I findmyself grateful for many things over the last fewmonths. We appreciate all our supporters who cameon board to advertise in this magazine, plus thecorporations, business and general public who haveso generously donated to our programs and services.To the Canada Post Community Foundation, we appreciate your donation of $15,000.00, thank you.

Kevin Waugh, MP for Saskatoon Grasswood, supportedour ten week summer student program enabling us tohire Hasith Andrahennadi. Thank you, Hasith for allyour hard work this summer. This photo was includedin Kevin’s monthly newsletter.

In August, Tina Thomas came aboard as our new Administrative Assistant. Tina came to Canada in thesummer of 2011 as a 3rd year Biotechnology student.The same summer, she was offered a summer researchproject and in August, joined the Master’s program withfull time fellowship/scholarship in one of the biggestlabs in the agriculture department. While in her secondand third term, she decided to gain some work experience and worked for the university. In her last yearshe was offered the job as the Grain Buyer for FederatedCo-operative Limited Saskatoon, which gave her somework experience in a corporate field. After five years inCanada she has decided to live here permanently.

Also in August, after meeting Colleen Whitedeer, wedecided to create a new position: “Community ProgramsLiaison.” Colleen will be introducing our programs intothe Indigenous Community here in Saskatoon and area.

Colleen is a single mom of four children and is currentlyworking on completing her Bachelor of Arts Degree inSociology from the University of Saskatchewan. Shehas worked at various businesses and organizations,such as the “Federations of Indigenous Nations,”“Saskatoon Tribal Council,” “Prince Albert Grand Council.”She brings with her a wealth of knowledge and experience in the field of Missing Persons.

In September, Katie Rogers, from the University of Reginain Saskatoon, decided to do her Bachelor of Social Workpracticum placement with Child Find. She will beworking with us on many different programs and services that we offer here in Saskatchewan. We are excited to have her with us. I am very thankful to havethese three women join our team at Child Find, as wewill be able to promote more programs and servicesto the families in Saskatchewan.

On October 1, we celebrated the 32nd anniversary of ourincorporation. At this time of year, we like to reflect onwhat we have accomplished in past years and makeplans for the future. We believe that our longevity isdue to the commitment of our Board of Directors, volunteers and staff.

We have made many friends, developed partnershipswith business, law enforcement, government agencies,service clubs and other community associations, locally,provincially, nationally and internationally. This hasadded to the success of our organization and with ournew staff, I believe we will open more doors and gainmore partnership in the years to come.

We continue to serve families of missing personsthough our Connecting Families program. This programis a peer support group for families of missing persons.We will continue to educate our children, promote ourAlert Youth program and distribute our Alert magazine.Child Find looks forward to the support of the citizensof Saskatchewan, because without them we wouldnot survive.

Jesse and Kimberly spent the first 4 ½ years of Cassidy’s life trying tofind out what was wrong with her. She complained of constant stomachaches and was dealing with digestive issues. Despite numerous doctorappointments, Cassidy’s parents were told that everything was normal,although everything was far from normal. In the fall of 2012, Cassidywas diagnosed with Cystic Fibrosis after an emergency trip to the hospitaland a handful of tests.

Although a life with Cystic Fibrosis is all Cassidy knows, the family’s lifechanged drastically upon her diagnosis. Her day-to-day now includesrespiratory physiotherapy twice a day, inhaled medications, approximately20 enzyme pills for digestion and the need to eat up to three times asmuch food each day to make sure she is consuming enough calories.Her life is different from that of her friends, something she is learning asshe grows bigger. However, rather than getting her down, she fundraisesto raise awareness about her disease.

In the spring of 2016, having been approved for her wish two yearsprior, Cassidy decided she was ready to express her most heartfelt wish.In August she travelled to California, visited Warner Brothers and hadthe opportunity to see a taping of a live TV show. Cassidy’s parents hadthis to say about her wish trip, “It was amazing for her to experience atrue wish coming true and know that she got to have this incredible experience because of what she has to fight through every day.”

In 2009, Graham was born with a rare genetic disorder calledCharge Syndrome which “indicates a non-random pattern of congenital anomalies that occur together more frequently than one would expect.”¹

In the fall of 2012, Graham was approved for his one most heartfeltwish. As a three year old with many medical difficulties, Erin andEvan, Graham’s parents, were not prepared to move forward withhis wish at the time. However, fast forward to 2016 and both parents knew exactly what their little boy needed.

As Graham is non-verbal, has visual impairment and requires acochlear implant due to profound hearing loss, among many other difficulties, it was his non-verbal cues that helped his parents choose the best wish for him. As his first real form of communication to his parents, Erin recalls Graham taking her hand and pulling her towards the back door, asking to go outside.Knowing that he loves the outdoors more than anything else, Erinand Evan wished for a gazebo for their little man; a place where“he can be himself and one with nature.”

Erin had this to say about Graham’s wish, “Providing Graham with asafe place to be outdoors would mean the world to Graham. Weplan to make the gazebo his ultimate outdoor play room, completewith a water table, tactile toys and plants. Graham will be able toenjoy this space well into adulthood. Thank you for helping Graham get his greatest wish…The Great Outdoors!”

Jonathan was diagnosed with MCT8 Deficiency, a genetic disordercharacterized by low intellectual ability and low muscle tone. Heis also Spastic Quadriplegic. The only son to Susan and Scott,Jonathan’s diagnosis was a genetic trait carried by his mother.

In the fall of 2012, Jonathan was referred for a wish with The Children’sWish Foundation and was initially declined due to the chronic natureof his illness. However, after further discussion with doctors and thesupport of Children’s Wish staff, Jonathan was approved for his onemost heartfelt wish just months after he was first declined.

Although Susan and Scott had taken every opportunity to showJonathan the world around him, taking a trip to Disney World justwould not have been possible given the extent of his medical needs.With the help of Children’s Wish, this was no longer out of the realmof possibility. Along with a nurses aid, the family travelled to Orlandoin October of 2013 to meet all of Jonathan’s favorite Disney characters.Upon their return, Susan had this to say about the experience: “Thank you for making this trip as stress free as possible. Thank youfor having all of his medical equipment and supplies there ready forus. Thank you for letting his nurse travel with us…I’m just so gratefulfor this opportunity and to share this magical place with Jonathan.This trip was such a huge blessing in our lives (and) we will never forget it!”

Child Find Saskatchewan– some things

you might not know!You might be surprised to see who usesthe programs and services of Child FindSaskatchewan.

Since 1984, Child Find has aided law enforcement in thesearch and recovery of missing persons and since itsinception in 2004, has acted as second fan out of the

Amber Alert System in Saskatchewan. We also assist andsupport families who are living with the traumatic effectsof a missing loved one whether that person is a child or anadult. Although Missing Persons Services is a very importantpart of who we are and what we do, we also offer freeeducational and preventative programs and services to anabundance of communities in the province where we areinvited to deliver our All About Me ID and our Alert Youthprograms. Some of the places you might see us at includecompany picnics, Health and Safety Days, Community Association Block Parties, a Fun Day in the Park, or prettymuch any event where families gather. This can be a private function or gathering, like a daycare for instance oran event that is open to the public. All our programs andservices are offered free of charge with donations gratefullyaccepted.

A few events that we attended this year:

January was very busy with All About Me Clinics held inPrince Alert, Moose Jaw and an Alert Youth workshop presented at the YWCA in Saskatoon.

In March our volunteers went to St. Andrews Church inSaskatoon for their Health Fair Day and some ofSaskatchewan’s finest helped us out with a clinic in SwiftCurrent. Thank you, CST Mike Rendell and Cpl Guider.

Some of the Saskatchewan School Resource Officers inRegina and Moose Jaw did multiple presentations to theirschools with the All About Me ID program, having great funwith fingerprinting and discussing how kids can keep safe.They also had fun showing us their inky fingers on twitterand facebook. We love it when we can share those funtimes with those awesome students and their SRO’s.

A weekend was spent at the Saskatoon Family Expo andVincent Massey School along with Fishing First Nations,Law Fair Day at Rusty MacDonald and Wolseley Schoolreached out to us in April. Movies for Mommies (thanks forthe invite - we love doing the inky footprints of thosesweet little babies) and a shout out to Carol Deagnon whohosted a clinic at the Teddy Bear Picnic in North Battleford.

We spent a beautiful summer day in June at the EastviewShopping Center Customer Appreciation Day hosted by AlHattie Insurance in Saskatoon and manned by volunteersfrom RBC. Thank you RBC for your generous donation.

SGI invited us to their Play it Safe Day in Regina in August andmany kids were ID’d in Humboldt at the Bike Rodeo. We were alsoinvited to set up a clinic for Treaty Days in Sturgeon Lake andBlaine Lake.

In September we attended a Community Clinic at SWITCH inSaskatoon with more clinics planned later in the year. Thank youto Cpl Bryan Palma and Cpl Curtis Walton for hosting a clinic atCFB Dundurn for their Military Family Day.

Costco Safety Days were here again and lots of families came outto shop and fill out the All About Me ID booklet in both Saskatoonand Regina. The Saskatoon Health Region in conjunction withWhite Buffalo Youth Lodge invited us to be part of their CommunityHealth Fair on September 29. During the first week of October wemet some newcomers to our city when we hosted a clinic at theInternational Women of Saskatoon.

During Adoption Awareness Month in November,2016, we would also like to remind Saskatchewanadoptees and birth parents that the Government of

Saskatchewan has made changes to regulations aroundaccess to birth registration information on adoptionsoccurring in Saskatchewan for all adult adoptees and birthparents that come into effect January 2017.

Birth registrations contain information such as birth parentname(s), name of child at birth, location of birth and nameof hospital. This information is vital when learning aboutyour past and building a sense of identity.

The changes replace the requirement to obtain consentwith the option to file a veto or a contact preference.These options are meant to provide adult adoptees andbirth parents more control over their information whilealso making it easier for them to access birth registrationinformation.

According to a Canada Safety Council (CSC) study fromApril 29, Canada ’s blood alcohol law is very strictcompared to most countries in the western world.

In Canada it is a criminal offense todrive with a bloodalcohol concentration(BAC) of 0.08, or 80milligrams of alcoholin 100 millilitres ofblood. Drinking drivers at lower BACsare dealt with underprovincial andterritorial traffic acts.

Of the 20 comparable countries examined in the CSC study,16 have a blood alcohol concentration (BAC) of 0.05 orlower while only four have a nation-wide BAC of 0.08 orhigher. Advocates of imposing criminal law at 0.05 (wheretraffic acts currently apply) claim that by leaving its criminallimit at 0.08 Canada is lagging behind an internationaltrend. A deeper comparison shows that is not so.

To determine whether the 0.08 BAC in Canada ’s CriminalCode is in line with other countries, CSC commissioned a2002 study comparing Canadian laws on blood alcohol levels when operating a motor vehicle to those of 77 jurisdictions, including 51 in the U.S. and eight in Australia .The study, updated in 2006, concluded that if we were simply to reduce the Criminal Code BAC to 0.05, Canadacould have harsher penalties for blood alcohol offensesthan any other comparative country.

“This conclusion is even more valid today than it was in2006 given the increases in the fine and the term of imprisonment,” says Ottawa lawyer John Helis, author ofthe 2009 update to the CSC study. The mandatory minimum fine for a first offense has increased from $600 to$1,000, and the maximum prison term for a summary conviction from six to 18 months. As well, the mandatoryminimum prison term for a second and subsequent offense increased from 14 and 90 days to 30 and 120 days respectively.

“While the 0.05 level may represent an international trendfor some form of administrative sanctions,” Helis explains,“it is certainly not the standard for imposing criminal sanctions.”

To determine whether or not Canada ’s approach to BACoffenses is in line with other countries, Helis compares thepenalties imposed at 0.08 for a first offense:

Canada shares with Germany the longest maximum prison sentence, five years. After that, the longest maximum is two years, in some American jurisdictions. At 0.10 Sweden has a maximum one-yearprison sentence.

Canada ’s $1,000 mandatory minimum fine exceedsmandatory minimum fines in Australian jurisdictions, and ismore representative of the maximum fine in most Americanjurisdictions. European countries have lower fines thanCanada – except France , which imposes a fine of €4,500(over $7,300).

Canada imposes a driving prohibition of one to three years,longer than in other jurisdictions that have adopted a 0.08BAC. Canada ’s one-year minimum is more reflective of themaximum disqualification period in other jurisdictions.“Blood alcohol laws are hard to compare internationally because there are so many factors,” says CSC president JackSmith. “Looking at how Canada stacks up, we are tougheron drinking drivers than most of the countries in the study.You have to consider more than just the BAC level.”

Smith points to Canada ’s progress in its fight against impaired driving as evidence that our approach has beeneffective. In 2006, road crashes involving a driver who hadbeen drinking took 907 lives, down 30 per cent from 1995,when 1,296 motor vehicle deaths involved a drinking driver.

He says the updated study, with its detailed comparison ofsanctions, shows our administrative approach for lower-BACdrivers is in line with most other countries.

Nine of the 13 provinces and territories impose administrativelicence suspensions on drinking drivers at 0.05 or lower. Allexcept Nunavut have a zero BAC level for new drivers. Thelicence suspension period has gone up in the last fewyears. The shortest period is now 24 hours. As of May 1,drivers in Ontario with a BAC of 0.05 will receive a three-day licence suspension for a first offense.

These administrative licence suspensions take potentiallydangerous drivers off the road as soon as they are caught,serving as a strong warning. Some provinces have licencereinstatement fees, as well as requirements for assessmentand treatment in the case of repeat suspensions.

CSC advocates harmonization of provincial and territorialregulations, and recommends treating administrative licence suspensions in a similar way to other traffic violations by including demerit point penalties.
