DETAILED PROJECT DESCRIPTION

The 220kV Bac Lieu - Soc Trang transmission line project starts from the 220kV busbar ofBac Lieu substation and finishes at 220kV busbar of Soc Trang substation. The transmissionline goes through two provinces.

* In Bac Lieu Province, the transmission line goes through ward No.7 belonging toBac Lieu Town, and Chau Hung, Chau Thoi Communes of Vinh Loi Districtwith 7.8 km in length.

* In Soc Trang Province, the transmission line goes through Phu Loc Town, andcommunes of Thanh Tri, Tuan Tuc, Lam Kiet, Chau Hung belonging to ThanhTri District; communes of Thanh Phu, Dai Tam, Thanh Quoi belonging to MyXuyen District and Ward No.10 of Soc Trang Town with 38,738 km in length.

In general, the transmission line run through paddy field and fruit tree garden. Its topographyis relatively flat. The transmission line does not cross big rivers, but only small ones.

Detailed description on the selected route alternative:

* The section from berZinin' point to T.268 with 4521m in length

The section has two circuits in company with 220kV Rach Gia - Bac Lieu transmission line.

* The section from T.268 - GIA with 1114m in length

At T.268 point, the transmission line is turned right 40°30'00" and running through flat paddyfield. The G1A tower is located at paddy field

At G8 location, the transmission line is turned right 90°00'00". The route is across current110kV Soc Trang - Bac Lieu transmission line with height of 18m. The route is also across110kV Soc Trang-Vinh Chau which is not constructed yet. End point is located on paddyfield that is proposed to construct 220kV Soc Trang substation.

Conclusion

In generally, the Bac Lieu-Soc Trang 220 KV transmission line plan to be constructed on aflat topography and mostly goes though paddy field, scatted residential areas, and transportsystem is under favourable for construction process.

Impacts on resident areas are houses lying inside ROW withstatistics: Including 67 houses divide 23 houses with leaf roofand 44 houses with iron roof as follows:

Impacts are scatter along the transmission line route withlength of 46.538 km.

All of pole foundations will be constructed on paddy field,therefore, permanent occupied land area is mostly paddy

l land.

From start point to T268 with 4521m in length, thetransmission line uses only one circuit. From T268 point,the transmission line goes separately with length of 34.217km dividing into 12 sections and only 2 sections (G3 and

G7) are located nearby current resident areas with distanceof about 200-400m, remainder sections (10/12) are locatedon paddy field.

Impacted vegetations are rice and some fruit trees andmostly concentrated inside ROW.

Most of impacted trees such as eucalyptus, bamboo,coconut... are trees that it's body developing very quicklybut bringing low economic value in comparison withimpacted trees with small numbers such as jack-fruit,,longan, banana, guava, orange, grapefruit.

All of impacted houses are lying inside ROW according toDegree 106, including 67 houses of 4-grade in which 23lhouses with leaf roof and 44 houses with iron roof andconcentrate mainly on Soc Trang Province (58 houses).These impacted houses are scattered through thetransmission line route.

Characteristic of these houses are very simple with lowvalue.

Therefore, above impacted levels are insignificant.

Erosion or / Earth work items in construction are often causes of soildeposition due to erosion and deposition phenomenons. In this project,excavation/backfill construction work of pole foundation of the transmissionwork items line route is principle impact.

Soil erosion and deposition phenomenons should impact onirrigation, drainage and water supply systems and on waterquality surround pole foundation area.

At each pole foundation position, volume of soil and rockuses to construct per foundation pit following:

- Foundation excavation: 29, 810.10 m3

- Foundation backfill: 22,633.04 m3

- Sand filling into foundation bottom: 1,144.75 m3

- Foundation footing backfill: 358.50 m3

Construction will be carried out by hand. Aroundfoundation pit, there are two drain ditches leading to sumpwith volume of 0.5m3 in order to collect rainy water andground water, and after that water is pumped out offoundation pit. Excavated soil from foundation pit is reusedfor foundation pit backfill and sprayed with water andcompacted.

In-situ excavation soil is still not satisfied for reusingrequirement, shortage soil is about 10% volume. Thisshortage volume can be bought in-place or transportedfrom other place.

Therefore, impacts of construction work on erosion or___ _deposition phenomenon are insignificant.

Impacts on / At the present, surface water quality along length of 46.358surface water km of the transmission line is well, it is not salted andquality aluminated.

l I soil and aluminated phenomenons around foundation pit(due to excavation and backfill soil layers are aluminated,eroded, washed out by rain or pumping water out offoundation pit). These phenomenons of aluminated, erosion

l E and deposition will be strongest in rainy and flooding days.

Construction pit foundation area of 64m2-168m2 (MB4.4-8x8: MB5.34-12x14) can cause water pollution, localdeposition at foundation location with low impact levelbecause of short construction time (about one month).

Almost excavation soil is reused and compacted in order toprotect from erosion, washout, especially some places isstill consolidated by cement cover.

Basing on surveyed drilling results to 12m in depth at somepole foundation locations, in fact content of alum in wateris very low. Paddy rice is still cultivated in dry reason.Analysis results show that water quality is impactedinsignificantly and locally in short duration. These impactsare disappeared after finishing construction work.

Acidification of There are two types of acid sulphate soil (ASS). These aresoil and water potential ASS and actual ASS. The potential ASS is soilsurrounding pole containing a high content of pyrite (FeS2). Normally, thisfoundation ASS is difficulty to plant trees, especially paddy rice. The

actual ASS is potential ASS exposed to the sun andsubmerged in water creating high acid content. Due to high

l acidity (low pH), high content of Fe, Al, and low nutrientsin actual ASS is not suitable for cultivation. ASS maycause acidification for ground and surface water.

Acidification may occur at some foundation pitconstruction locations, where pole foundation soil layerscontaining potential ASS or flooding foundation pit byrainy water creating good conditions to bring acid fromother earth work surrounding area into pole foundation pit.

Acidification water with low pH concentration can causeI danger and can kill aquatic species living in rivers, canalsclose to foundation pit.

Therefore, acidification shall be monitored duringconstruction process, if ASS is detected, and then impactmitigation measures such as treatment by powdered limeuntil meeting requirement must be carried out beforedischarging into environment.

The contractor should supply powdered lime volumesufficiently for treatment. pH degree could be test byindicator paper. The Contractor must also arrange

ASS. This ASS could be reuse for foundation pit.

At present, at pole foundation pit locations, paddy ricehave been being cultivated well, it show that potential ASSdo not existed on surface soil layer. Basing on surveydrilling results at some foundation pits. at depth of 12m.there are mainly clay and clay mud in general withoutASS.

Therefore, acidification will not occur.

Impacts on Pole foundation pits construction of the transmission lineirrigation and will impact on irrigation and drainage systems.drainage canal However, the transmission line have been designed farsystems away from irrigation and drainage systems (including

water supply system) with limit distance in order to preventimpacts on these systems and also to protect polefoundation from erosion due to operation of these irrigationand drainage systems. Therefore, irrigation, drainage andwater supply systems will be impacted insignificant.

Impacts on quality / Activities of construction machines operation, earth andair due to exhaust mixing concrete work items and toxic gas (SO2, Nox,emission of CO ... ) of vehicles, equipment discharging into air willvehicles, impact on quality air.equipment and However, the above mentioned impacts are insignificantdust from because construction volume at each foundation location isconstruction not very much, construction time only last about oneactivities month, number of vehicles is not much and foundation

excavation work is mainly by manual.

Most of the pole foundations (144 pole foundationlocations) are all located on paddy field and scatteredthrough length of the transmission line (46.358 kim).

Construction vehicles and equipments are almost specialtytypes and have been licensed by specialty authorizesincluding license of emission level.

Materials transport as sand, cement according to transportregulations must be covered in order to prevent dust andwater must be showered periodically in construction area ifdust is over permit standard.

Basing surveyed results, soil of foundation pits at 12m indepth are mainly clay and clay mud so that could not causedust much. Properties of soil are shown as below:

Compensation and subsidization alternatives shall becarried out in accordance with current policies.

Frequency of monitoring:

Safe guard independent monitoring consultant (SIMC) shall be monitored 2 times. Thefirst times monitoring shall be implemented in constructing stage (when constructionvolume is about a half). The second times monitoring shall be implemented afterconstruction work finished.

TRAINING CONTENTS

* Training course by EVN: Contents of the training course guide environment monitoringmethods basing on the EMNP report and report methods on monitoring result according toquarterly or regularly. The training course also guide adjustment plan of action methodsin case of some proposed activities in the EMP could not be done.

* Training course by Southern Power Management Board: The training course shall beorganized for staffs of local power agencies that are responsible to operate the project andrepresentative of locally relevant agencies. Its contents will be focused on:

+ Training on safety: Contents on safety issues in operation and maintenance stage ofthe system.

+ Training on monitoring and report methods of environment management plan:Participants should be focused on representatives of people's committee of relevantcommunes/districts. The course will guide representatives of local authorities on rolesand participations of the local authorities during EMP implement stage. The trainingcourse also guides environment quality monitoring methods at sites and ways to fill inmonitoring report forms.
