Because government ministries and agencies are facing tighter budgets every year, they are seeking cost-effective strategies to address mandates, meet mission objectives, provide services to improve the lives of citizens, and create growth opportunities for businesses. Reduced budgets bring challenges to:

• Lower costs and streamline operations

• Increase shared services and cross-agency collaboration

• Address citizen and constituent needs for digital services 24/7

• Support government workforce expectations of a flexible and mobile workspace

• Provide a secure and robust network platform to help ensure security and privacy

A government’s ability to integrate technology to help securely connect, serve, and engage with citizens in this new mobile environment is critical for a sustainable future.

A 21st century digital government can help empower collaboration between citizens and public servants. Social media will play an important role in helping governments have engaging online dialogues with their citizens anywhere, anytime, and on any device.

In particular, developing a digital government makes public services more readily responsive, citizen-centric, and socially inclusive for all.

A 21st Century Digital GovernmentAccording to a recent Cisco® Visual Networking Index (VNI) 2010–2016 study, there will be more than 19 billion networked devices worldwide by 2016. With this growing number of tablets, smartphones, and smart devices, mobile citizens and the federal workforce will expect to securely connect with government ministries and agencies through a variety of private and public websites, social media channels, and forums, and to do so anywhere, anytime, and on any device.

The explosive increase of devices is driving the growth of mobility at a faster rate than the Internet itself grew at its start. Mobility will change the way every government conducts business. Mobility is also critical to how successful governments are today in empowering workers and serving citizens.

Secure, Connected, and Mobile in Action: Connecting Public Services, Human Services, and Emergency RespondersPublic service employees need their “office devices” to help them deliver secure information in real time and provide better decision making and citizen services. For example:

• Social service employees can securely log in to their virtual desktops from a PC or tablet to update reports while at a care facility.

• Remote training on the latest tax laws can be accessed from Cisco TelePresence® kiosks by the tax preparation community.

• Up-to-the-minute updates to citizens about an emergency evacuation can be made available through social media channels from any device.

Virtual Collaboration: Australian Government Conducts Virtual Meetings to Reduce Travel Costs and Emissions

Cisco and its partner Telstra enabled members of the Australian government to meet face-to-face without the need for costly travel, following the successful deployment of one of the largest Cisco TelePresence systems. Results:

• Reduced travel-related cost in excess of $12 million.

• Increased productivity by hosting more than 1031 official meetings totaling more than 1660 hours. TelePresence meetings reduced carbon emissions by enabling staff to stay in their interstate offices instead of traveling to Canberra.

• Securely connects 36 Cisco TelePresence sites to seven Australian Commonwealth government offices and agencies in every state and territory to one secure, high-definition video conferencing facility.

“We’ll save much more than airfares and lost working time. We’ll improve public sector productivity. Meetings that might have required two weeks notice—therefore may have delayed a decision for two weeks perhaps—may now happen in two days.”– Lindsay Tanner, Australian Government Minister for Finance

Unified Wireless Architecture Helps India’s National Informatics Centre Establish a Mobile and Secure BYOD Network

India’s National Informatics Centre (NIC), a premier science and technology organization, is responsible for the active promotion and implementation of ICT solutions in the government. Given its area of operations and the multiple stakeholders involved, NIC wanted to upgrade its core network infrastructure. Using Cisco Aironet 3600 Series Lightweight Access Points, Cisco 5508 Wireless LAN Controller, Cisco Network Control System (NCS), Cisco wireless Intrusion Prevention System (wIPS), and Cisco Catalyst 2960 Series Switch with Power over Ethernet (PoE), NIC was able to provide connectivity for a large number of bring-your-own-device (BYOD) mobile employees to access the corporate network through their tablets, smartphones, and PCs. Results:

• Provided cohesive mobility for WLAN services

• Improved collaboration and productivity, allowing employees to work their way

• Centralized management, planning, and troubleshooting

• Provided secure access management for employees and guests

“The Cisco wireless solution has enabled the large population of our mobile employees to connect to the corporate network while on the move, through their device of choice, be it tablets, iPads or smartphones.” –R.S. Mani, Senior Technical Director, NIC

Cisco Virtualization Infrastructure for Government Agencies: Enabling a More Flexible, Responsive, and Productive Government WorkforceConnecting virtual desktops, voice, and video will provide advantages for agencies that need simple, cost-effective, and highly secure delivery of applications for government employees, like elected officials, or for field workers, social workers, and public works employees who may be spread out across geographic regions. Benefits include:

• Easier-to-manage, flexible desktop environments: Centralized management and control of flexible virtual desktops, with voice and video, save time and resources while increasing access to applications and fostering productivity.

• Increased security and data protection: Each virtual desktop can be configured with a standard image that is compliant with the agency’s security and protection guidelines. You can onboard government and agency employees and provide secure access to applications and data that never leave the confines of the government data center.

• Enhanced regulatory compliance, backup, and disaster recovery: Cisco Virtualization Experience Infrastructure (Cisco VXI) allows government organizations to monitor and back up the full desktop image so it can be redeployed in a matter of minutes. In the event of a disaster, users can get secure access to their data and application from any location.

• Support for BYOD policies: Cisco VXI helps IT organizations provide highly secure access to workers who bring their own devices into the workplace, without requiring IT to control or remotely wipe these devices.

• Untethered access: Field workers have secure, persistent access to applications and data on the device of their choice, without being tethered to a government facility.

Cisco BYOD SolutionsGovernment organizations must now accommodate a growing number of employees, contractors, and constituents who expect to connect to networks regardless of who owns the device. And many government employees have found this policy helpful and want to integrate these familiar devices into their work environments. Cisco BYOD solutions support anytime, anywhere, any-device usage, while facilitating change in IT control and management to balance the needs of your agency’s mobile employees. With Cisco BYOD solutions, agencies are able to deliver an uncompromised experience to more users on more devices.

Cisco BYOD solutions address the diverse requirements of all users, from an administrator’s need to access the agency or ministry network from their smartphone to a caseworker using a tablet with secure access to a cross-agency internal database. BYOD helps address priorities such as:

• Securing mobile devices to document incidents or reports and access internal agency databases

• Implementing a unified policy for these devices to securely access data, applications, and systems across agencies

• Simplifying operations for your IT department so they can focus on innovation, not intervention

• Delivering an uncompromised experience for agency employees, agents, caseworkers, and emergency responders with leading collaboration tools on any device, so they can be as effective as they are at their desk when they are out in the field, which can help transform processes to reduce costs, increase productivity, and improve citizen services

• Providing mobile collaboration applications such as:

- Cisco Jabber®: Lets agency employees see user availability, communicate with instant messaging, access voice messages, and make and manage voice and video calls over Wi-Fi networks

- Cisco WebEx®: Lets citizens and agency employees join meetings as well as see shared applications and videos for a rich collaborative experience

Cisco Remote ExpertThe Cisco Remote Expert solution can aid national and civilian agencies, employees, and citizens to connect and collaborate with experts anywhere, anyplace, regardless of device. By enabling face-to-face collaboration, the solution can help to provide citizen services such as language interpretation or community or employee training to reduce cost of travel and long wait times in line. Key benefits of the Cisco Remote Expert solution include:

• Simple delivery: Identifies, locates, and connects citizens and employees with experts for advisory services whenever and wherever they are needed

• Virtualized workforce: Creates a virtual pool of experts and specialists, whether co-located in particular centers, dispersed within a network, or located at home

• Immersive experience: Provides high-quality audio and video sessions for citizen interactions with a compelling communications experience
