• There is an effective gas barrier between the storage garage and the unit • The door between the unit and the garage is weather-stripped and fitted with a
closer. 3.3.4.4 A single exit is permitted from a dwelling unit provided
• The exit door is within 5 ft of grade, • It is not necessary to travel more than 1 storey up or down to the exit or • The uppermost storey opens to a balcony within 20 ft of grade.
This building does not meet these exact conditions. An Alternative Solution has been prepared to allow the additional storey of travel with the provision that all the bathrooms are spriklered.
3.3.4.6 Sound Transmission between units is minimum STC 50 • Plywood will not be continuous across the party walls.
3.3.4.7 Guards within dwelling units must be a minimum of 35 7/16” high. 3.3.4.8 Openable windows must have restrictors to limit the opening to 4” if the sill of the open
section is less than 35 7/16” above the interior floor level unless the sill of the opener is less than 6 ft above the adjacent exterior ground.
3.6.2 Service Rooms 3.6.2.1 The service rooms require a 1h fir separation. 3.6.2.5 Combustible refuse storage shall be separated by a minimum 1 h fire separation and be
sprinklered. The refuse area is an exterior enclosure next to the building. We will provide dry sidewall sprinklers to protect this exposure.
3.6.4.4 A 22 ½” x 36” attic roof hatch is required for all attics greater than 2 ft. high. 3.6.4.6 A 22 ½” x 36” access is required for crawl spaces. Flood Construction Level
For this project the Flood Construction Level is set at 5 feet above the garage floor. (9.9m or 32’-6”)
• No electrical devices are permitted below this level. • The electrical room will be tanked with the entrance above the FCL to meet this
condition. Acoustic Study
An acoustic study has set special requirements for bedroom windows exposed to Mount Seymour Parkway.

We propose to make each building one zone with strobe lights located above the firefighter entrance to each unit activated by the smoke alarm system within each unit. An Alternative Solution has been prepared for this condition.
3.2.4.10 The fire alarm will require electrical supervision. 3.2.4.11 Fire detectors are not required in a sprinklered building. 3.2.4.16 The sprinkler system must be monitored. 3.2.4.17 Manual stations are not required at dwelling unit doors in three storey townhouses. We
propose that this building not be required to have pull stations. An Alternative Solution has been prepared for this condtion.
3.2.4.21 Smoke Alarms are required on each storey. On storeys containing sleeping rooms they shall be installed in each sleeping room and in the hall outside of each sleeping room. Smoke alarms require battery backup.
3.2.5 Provisions for Firefighting 3.2.5.1 Access to above grade storeys is not required in sprinklered buildings. 3.2.5.4 Access Routes are required for buildings more than 3 storeys in building height. 3.2.5.5 Access routes
• within 49 ft. of the principal entrance. • a fire truck can be located next to the fire department connection. • The path of travel for a firefighter to the building’s fire department connection is

3.2.5.8 A standpipe system is required for a four storey building. We propose that this building be exempted from providing a standpipe system. An Alternative Solution has been prepared for this condition. The solution proposes that balconies and bathrooms be sprinklered to provide additional coverage.
3.2.5.12 An automatic Sprinkler System to NFPA 13R with fast response heads is required. • In addition bathrooms and closets immediately below the roof must be sprinklered

3.1.11.4 Fire blocking is required at the intersections of all concealed vertical and horizontal spaces and at the end of each stair run.
3.1.11.5 Horizontal concealed spaces and attics must be separated into compartments not exceeding 3229 sqft. Roof overhangs must be firestopped at the party walls and so the maximum linear dimension of the concealed space does not exceed 65 ft.
3.11.6 An unsprinklered crawlspace, not considered a basement (3.2.2.9) must be divided into compartments not exceeding 6458 sqft. or 65 ft. in dimension.
3.1.11.7 Firestops can be constructed from the following: • ½” gypsum board • 1½” thick solid lumber (no joints) • ½” plywood or OSB with all joints supported • ¾“ solid lumber with joints staggered • mineral wool or fire stopping may be used to seal penetrations • rigid mineral wool fastened to one side, extending from the lowest plate to the

3.1.9 Penetrations of Fire Separations and Fire rated Assemblies 3.1.9.1 Fire stops are required on all services penetrating a fire separation except that sprinkler
pipes are permitted to have the annular space covered by a metal escutcheon in accordance with NFPA 13.
3.1.9.3 Combustible outlet boxes are permitted in an assembly provided they do not exceed 25 square inches. Outlet Boxes on opposite sides of a wall assembly shall be offset. (one stud space)
3.1.9.4 Combustible piping is permitted to penetrate a fire separation or a membrane that forms part of an assembly provided the piping is sealed at the penetration with a listed fire stop system.

ALTERNATIVE SOLUTION 4 Permitting Occupants to travel two storeys within a townhouse to an exit door within 5’ of grade.
CODE REFERENCE(S) & SUMMARY OF DEVIATION(S) FROM BC BUILDING CODE 2012: 3.3.4.4 (3) A single exit is permitted from a dwelling unit provided
• The exit door is within 5 ft. of grade. • It is not necessary to travel more than 1 storey up or down to the exit. • The uppermost storey opens to a balcony within 20 ft of grade.
The code limits travel to one exit within a townhouse to one storey. We propose that 2 storeys of travel be allowed for some of the units in this complex. OBJECTIVE(S) OF THE BC BUILDING CODE REQUIREMENT(S): OS3 Safety in Use Attribution [F10-OS3.7] Intent 1: To exempt a multi-level dwelling unit from the application of Sentence 3.3.4.4.(2) relating to exits from each storey, on the basis that the travel to the exit doorway does not involve passing up or down more than one storey, or there is an outside balcony from the upper storey to act as a location for leaving the dwelling unit in an emergency.
This is to limit the probability of excessive travel distances to an exit in an emergency situation, which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.
SUMMARY OF MITIGATING FEATURES: • The four storey units are provided with balconies at the fourth floor, which can provide an additional refuge if a
fire or smoke compromises the exit path. • Units are sprinklered to NFPA 13R. • We will provide dry heads in the balcony areas, which may be used for barbequing. • We will provide dry sidewall sprinkler protection to the garbage area. • We will sprinkle the bathrooms on all floors of the units with the additional floor of travel.
ANALYSIS AND EVALUATION TO VALIDATE ACCEPTANCE:
• Only six of the 30 units in the complex have this condition. • The six units have balconies at the upper level as per the requirements of the code except it is 8.7m rather than
6m above grade. • Travel distance within these units to the exit door is 71’ (21.6m). Exit travel to one exit is generally limited to
25m for a Group C Occupancy in a sprinklered building. • Sprinklers provide a large measure of heat and smoke suppression and lengthen tenable conditions for
occupants to exit. • The provision of sprinkler heads on balconies and in bathrooms in these units will assist with maintaining
tenable conditions should a fire originate in these locations. • In the City of Vancouver the additional safety afforded by sprinklers has been recognized and two storeys of
travel are permitted in sprinklered townhouses. • Part 9 of the BC Building Code permits more than one storey of travel provided there is a balcony at the upper
level and no height limit is specified. • First responders will be directed to the building under alarm conditions by the annunciator panel and to the
individual unit(s) by a strobe over the first responder entry for each unit allowing them to approach the fire in a timely manner to prevent its spread and assist occupants.

ALTERNATIVE SOLUTION 3 Elimination of the Requirement for Standpipes. Four Storey sprinklered buildings are required to have a standpipe system. We propose that this project be exempted from the requirement. CODE REFERENCE(S) & SUMMARY OF DEVIATION(S) FROM BC BUILDING CODE 2012: 3.2.5.8 A standpipe system is required for a four storey building.
• We propose to exempt this project from the requirements to provide a standpipe system. OBJECTIVE(S) OF THE BC BUILDING CODE REQUIREMENT(S): OS1 Fire Safety Attribution: [F02-OS1.2] Intent 1: To limit the probability that manual firefighting operations will be delayed or ineffective, which could lead to a fire not being suppressed or controlled, which could lead to the spread of fire, which could lead to harm to persons.

SUMMARY OF MITIGATING FEATURES: To assist emergency responders in locating the fire we will add strobe lights, over the individual suite entry to be used by first responders, to be triggered by the individual units smoke alarm system. To improve the protection offered by the sprinklers we will sprinkle the larger balcony areas on the main living level where BBQ activities may occur. A Fire Hydrant will be located within 15m of the Fire Department Connection. ANALYSIS AND EVALUATION TO VALIDATE ACCEPTANCE:
• A standpipe system is required to be located in common exit stairs by 3.2.5.10 (1). These buildings do not have common exit stairs.
• The requirement for standpipes is waived for three storey buildings. Only 2 of 9 units are four storeys high in the largest Building.
• A fire hydrant will be located within 15m of the Fire Department Connection for the project. • We propose additional fire protection by the use of sprinklers on the lower balconies. • Bathrooms will be sprinklered throughout. • First responders will be directed to the building under alarm conditions by the annunciator panel and to the
individual unit(s) by a strobe over the first responder entry for each unit allowing them to approach the fire in a timely manner to prevent its spread and assist occupants.

ALTERNATIVE SOLUTION 2 Elimination of the Requirement for Individual Pull Stations. Townhouses are not required to have manual pull stations in sprinklered buildings three storeys or less in height. We propose that this exemption be extended to this four storey townhouse complex. CODE REFERENCE(S) & SUMMARY OF DEVIATION(S) FROM BC BUILDING CODE 2012: 3.2.4.17 (1) Manual pull stations are required at doors, which have all the features of an exit. 3.2.4.17 (3) Townhouses three storeys or less in height are exempted from this requirement.
• We propose to exempt this project from the requirement for manual pull stations. OBJECTIVE(S) OF THE BC BUILDING CODE REQUIREMENT(S): OS1 Fire Safety Attribution - [F02-OS1.2][F12-OS1.2,OS1.5][F10-OS1.5] Intent 1: To supersede the requirements of Sentence 3.2.4.17.(1) and exempt certain occupancies and locations from the need to have manual stations, if certain conditions are met.
These conditions are to limit the probability that:
• a fire will not be suppressed or controlled, which could lead to the spread of fire, • emergency responders will be delayed in carrying out fire emergency response operations, which could lead
to delays in evacuation or moving to a safe place, and the spread of fire, and • persons will be delayed in evacuation or moving to a safe place in a fire situation.
This is to limit the probability of harm to persons.
SUMMARY OF MITIGATING FEATURES: To assist emergency responders in locating the fire we will add strobe lights, over the individual suite entry to be used by first responders, to be triggered by the individual units smoke alarm system.

other units on the same floor and which would provide a location for a manual pull station. • Manual pull stations would need to be located inside suites, which is a concern for system maintenance and
tampering. • First responders will be directed to the building under alarm conditions by the annunciator panel and to the
individual unit(s) by a strobe over the first responder entry for each unit allowing them to approach the fire in a timely manner to prevent its spread and to allow them to assist occupants.

ALTERNATIVE SOLUTION 1: Annunciation of the Fire Alarm System by Building rather than by Floor Level. The Building Code requires the fire alarm be annunciated on a floor by floor basis. This is impractical in a townhouse project where there are no common corridors and buildings are organized vertically. We propose to annunciate the fire alarm on a building by building basis and provide a strobe light over the individual suite entry to be used by firefighters, which will flash when activated by the suite’s smoke alarm system, indicating to fire fighters which unit(s) are on fire. CODE REFERENCE(S) & SUMMARY OF DEVIATION(S) FROM BC BUILDING CODE 2012: 3.2.4.16 (1) Waterflow detection devices are to be installed on each storey. NFPA 13 limits the area of each detection zone to 30,000 sqft. (2788 sqm) subject to water pressure restrictions.
• We propose to annunciate the project by building rather than by floor in each building. The aggregate area of all four levels of the largest building is 17,274 sqft (1604 sqm)
OBJECTIVE(S) OF THE BC BUILDING CODE REQUIREMENT(S): OS1 Fire Safety Attribution [F11-OS1.5][F12-OS1.5,OS1.2] Intent 1: To limit the probability that operation of the sprinkler system will not sound alarm signals, which could lead to persons not being promptly notified of a fire situation, which could lead to delays in evacuation or moving to a safe place, which could lead to harm to persons.

BRIEF PROJECT DESCRIPTION: The project is a non-stacked townhouse project consisting of dwelling units, which are a combination of two or three levels of living space over an additional level of separate garages which are contained within the footprint of the individual dwelling unit. Each unit has a door within 5’ of grade on the level above the garage. The project has four clusters of buildings the largest containing 9 units with a building area of 5982 sqft. (555 sqm). The BC Building Code would classify the buildings as four storeys and therefore they are governed by Part 3 of the BC Building Code. The buildings are classified under 3.2.2.50 Group C up to six storeys, sprinklered. The maximum building area at four storeys under this classification is 1800 sqm. The largest building in the project (Building 3) is 555 sqm, about 1/3 of the maximum size permitted. The buildings conform to clause 3.2.2.50.(6), which waives the requirement for fire resistance ratings for floor assemblies entirely within a dwelling unit, where there is no dwelling unit above another dwelling unit. The buildings are required to be sprinklered under NFPA 13R, which will require a fire department connection. Sprinklered buildings are required to be monitored and four storey buildings require a standpipe system. A Building Code Analysis is attached at the end of this Submission.

He has been the Coordinating Registered Professional on numerous projects throughout the province over the last 23 years. A version of this alternative solution has been applied and accepted on other of projects. Scott maintains an ongoing retainer relationship with a code specialty firm when code questions arise.
