PRESIDENT'S REPORT

The 1986 Season has been a most successful one for the Association both on the field and off. It ha s been one in which we have witne ssed a feeling of harmony and unity amongst members. The co -ope ration, support and sensible attitudes shown by members has been excellent and this is amplified by the well attended meeti ng s.

I offer my congratulations to members for the manner in which they controlled f ix t ures and for maintaining the high standard required in Pen rith. To tho se member s of the Representative Squad under the guidance of Jack Turner , who suffered a major disappointment at the beginning of the season after a great deal of time and effort, my special congratulations for the manner in which they accepted the "referee's" decision and continued with enth usiasm and dedication in their refereeing .

At the begin ning of the season the Executive se ri ously considered disbanding the Junior Branch and combining it with the Senior Associa tion because of lack of sup port from Junior members. Several new Junior members accepted the chal len ge and became members of the Junior Executive. We now have a mature and competent Branch of Junior officia l s. It is a pleasure to attend Junior meeti ng s to see the support and enthusiasm that Junior members give to their Executive. It is a great vote of confidence to the members of the Junior Exec utive.

I \·mulct be remi ss if I di d not mention t he assistance and support given by Tony Butler and member s of the Junior Coaching Panel. I am sure that the hard dedicated work by these members will greatly benefit the Association in the future. Thank you Tony .

To my fellow members of the Executive my thanks for your support during the season . A spec ial note on the magnitude of the work done by our Treasurer, Peter Filmer, who se dedication and enthusiasm ha s restored our financial position once again.

To the Junior League, especially their hard working Deputy Chairman, Kevin Wood, thank you for your support du r ing the season. Kevin 's cont ribution t o membe r s of this Association is greatly appreciated. The liaison between the two bodies is at the highest level.

To all of f ice bearers, my sincere thanks for the manner in which you carried out your duties. Although the number of social activities was reduced, I feel the support given by members was greater. The annual Ladies Night was a great success and cong ratu lations must go to Phil Sanders and his Social Committee . Special t hank s must also go to Reg Newsome, Barry Beveridge and Jack Turner for the ti me and effort they have put into their duties this Season.

Congratula tion s to Graeme King on his receipt of Life Membership. Graeme is a worthy recipient of this award and the high standard he set in achieving his Life Membership will only benefit t he reputation of this Association . To the winners of the other awards, well done!

Too often these days we read or hear of players, coaches, officials and commentators openly criticising referees. Criticism, whether warranted or not, is detrimental to the game. It is hoped that this facet of the game improves considerably and it will be of benefit to all .

In conclusion I must state that in all my years serving as an Executive member I have found this to be the easiest and most relaxing.

The willingness of members to work together, the contributions shown at meetings and the comradeship given on the field have built the Association up once again. To each of you I thank you on behalf of the Executive for your support and wish you every success in the future Seasons.

SECRETARY'S REPORT

Mr Chairman and Members

It is a privilege and an honou r for me to present for consideration and adoption the 20 th Annual Report and Balance Sheet of t he Penrith District Rugby Football League Referees' Association.

Season 1986 will undoubtedly be remembered as one of the most successful in the Association ' s history. Success wrli ch is reflected both on and off the f i eld with improved finan cial vi abi lity cour tesy of a new sponsor and investment of funds; administratively with fewer problems and great support from the general committee; and from members putting in a huge effort to fulfil al l our commitments to ru gby league.

The year started on a sound note, despite the uncertainty of our sponsorship agreement with Tiger. Some hard work and good f ortune saw the Association si gn a t wo year agreement with Capitol Moto r s Used Cars, whi ch certainly boosted the finances early in the season. Tt1e Association is grateful for the Company's support and spec ial thanks to Peter Shaw for his assistance in securing t he agreement.

In my view, the greatest success of 1986 was the "re-birth" of the Junior Branch. As many of you will recall , all was not well early in the year when the Executive Committee wa s just a wink and a nod away f rom disbanding the Junior Branch. This action would have been unfortunate as the Association's tradition is built around the Juni or members. However, this was not to be as a few youngste r s bit the bull et and took on the role of Jun ior Executive Committee and the rest i s hi story. The deeds of ou r Juniors are well documented elsewhere in thi s report, but let me state how proud the Executive Committee and the members are of our future - the Junior members. Congratulations to Matthew, Sea n, Ralph and Dallas, together with all the Juniors, for your contributi on and effort in 1986.

Much of the Association's succe ss over the past 12 months is directly related to the assistance given by our Juni or League. It is well known that Penrith has the largest junior l eague in the world, but what is the point of having the biggest but not the best? Penrith is now wi thout question the best rugby league dist r ict , a claim which i s supported by the success of the President Cup and Jersey Flegg sides and the excellent performances by the Harold Mat t hews team. A big thank yo u to the Executive Committee of the Junior League, parti cularly our good friend Kevin Wood, for all the help which made for a great year. Such an amicable and pleasant working relationship will only continue to promote and foster the growth of rugby league in the district.

Once again, members of the Ass ociat i on excelled with their performances, both on and off the field, particularly those who were requi red to "answer the call" every Saturday and Sunday. Congratulations to all referees who officiated in Grand Finals -your performances were a cred it to yourselves and your Assoc iati on. Special mention should be made of Mi chae l Bunnage, who clawed his way back to the top afte r a se riou s accide nt and deservedly gained appointment to his second A Grade Grand Final. Well done Mi chael.

Congratulations also to Reg Newsome and t he Appointments Board for their work during the season . It is an unenviable task, someone will always complain about something , but I sincerely believe the Appointments Board performed with distinction and deserve the compliments of all members.

The Association had mi xed success in 1986 with the appointment of member s t o Junior Representative fixtures. An off-season decision by the NSWRL t o appoint graded referees to President Cup centres received unfavourab l e reaction and caused disquiet amongst referees. Whilst the experiment could have been beneficial, it wasn't and it is hoped that normal procedures wi l l apply in 1987. Meanwhile, Tony Butler, Michael O'Malley and Michael Quinn were appointed to S.G. Ball centres; Michael Lynch and Phil Battin t o Jersey Flegg touches and Michael Bunnage and Tom Peet to S.G. Ball t ouche s .

Another experiment by the NSWRL was the appointment of District referees t o Under 23 games as touch judges. Michael Bunnage, Michael O'Malley and Phi l Battin each received an appointment. Whilst on this subject, it mu st be said that the idea was commendable, but the ridiculous decision to continually appoint Canberra referees to home games as a cost saving mea sure was not, and totally degraded the merit of being a graded referee.

Penrith's graded members had a rewarding season. Barry Barnes, consi st ent as ever, consolidated his position in first grade culminating in appoin t ment to the Under 23 Grand Final. Congratulations Barry. Peter Filmer and Kevin Russell both refereed Under 23 matches and their performances should (?) hold them in good stead for the future.

The Winfield Cup did not provide the expected good fortune for the Panthers in '86, following on from their outstanding achievments in 1985. A mid-season slump saw Penrith drop out of semi-final contention, however, we can still be very proud of our senior team. Royce Simmons became the fir st Penrith player to represent Australia and his performances in the representative games subsequently earned him a Kangaroo tour. Greg Alexander the obvious heir apparent to Peter Sterling as Test half back, also earn ed a Kangaroo berth (even if it was belated) with a continuation of superb performances during 1986. Congratulations Royce and Greg - I am sure I speak for all members. The Under 23 team had a phenomenal year, mak i ng i t to the Grand Final , only to be beaten by a more "experienced" South Sydney team. Well done fellas .

In 1986 your Executive decided to change the format of meetings by inviting guest speakers to address the members. This decision was a huge succe ss gauged by the increased attendances and involvement at our meetings during the season. The Association expresses its thanks to those people wh o readily gave of their time , namely Kevin Wood, Tim Sheens, Frank Wal sh, Ian McCall, Denis Braybrook and Brian Hider.

There was also a new found pride and goodwill amongst members during the year, and hopefully this will continue for many years. With financial as sistance fro1n our new sponsor, every member was provided with a specially designed Association pullover. It's encouraging to see the idea was so wel l received and members wear i ng their pullovers regularly . It's great to be a Panther!

Congratulations to the recipients of our merit awards for 1986 -Reg Newsome , Tony Butler, David Quinn and David Bonham . Also a special mention to Joe Beacroft, wh ose service to the Association and rugby league was recognised at Presentation Night.

With such a huge workload each year, members certainly look forward to soc ialising, relaxing and having a good time . Despite a change in format to previous seasons , the social functions were extremely well organised and also well supported. Inevitably, the social success of the year was the Ladies Night held at Peggy Sue's . The night had to be seen to be believed; never have I been to a better function anywhere, anytime. I am su re Graeme King \Jill remember this evening for a very long time; not only for receiving Life i~ embersh ip but also the way it was received. Congratulations to Phil Sanders and his Committee for their efforts during the year.

It is gratifying that the Association can enjoy the suppor t of all the affiliated bodies within the District. Whil st there were problems encountered with meeti ng venues, overall the Association receives the full support of the District Club and Junior League. One area which must be closely reviev;ed i s the rol e the Association plays on the 5 x 5 Committee. It is recognised that the primary aim of this Committee is the development of local players and to attain "5 Kangaroos in 5 years". To achieve this aim, this Association must play an important role, simply by providing sufficient referees to control matches. If, however, the Association continues to have its requests for financial assistance put in the "too hard tray" by the Committee, our rol e in having a membe r on this Committee must be looked at quite se riou sly.

In 1985 I suggested that members should be involved and work together to attain our real objectives . To a large degree I believe this was done - in 1987, Priority 1 must be the recruiting, training and development of referees . It i s futile to spend time and money conducting successful coaching classes and not have these people join the Association . This objective will be even more attainable if we have the full support of the 5 x 5 Committee.

In being able to complete my second year as Secretary, in a year that I have already described as one of the Association's most successful, I am indebted to many people and wou ld l ike to thank the following:

* Rosemary Wilkinson for putting up with me and again providing a great service to the Association by way of our weekly appointments, arranging meetings and all the other bits and pieces taken for granted;

* My wife, Irene, for again persevering and accepting the role of Secretary's Secretary. If I deserve a pat on the back for anything, its probably because I took her advice; if something went wrong, its probably because I didn't listen.

In closing my report I would like to offer my wholehearted thanks to everyone \vho has assisted me as Secretary for the past two seasons. I wi 11 not be seeking re-election for 1987. When I was elected Secretary in 1985, I knew there were numerous tasks to be performed to put the Association back where it belongs- on top. Some tasks were completed in 1985 and this year saw the finalisation of those objectives. The Association is currently at its highest leve l for many years and now we must consolidate; a task I believe will be much easier if the members continue to support each other and the Executive.

The position of Secretary is an onerous one with no rewards - financial or otherwise. I urge the person who takes on the job to give it the time and dedication necessary.

Time must be given to my wife and children and also to my "flagging" refereeing career. The desire to succeed with the whistle is still strong despite the personal disappointments of the past 18 months.

TREASURER'S REPORT

Mr Chairman and Members,

It is my pleasure to present my report and financial summary for tr1e Season 1986. When I was elected as Treasurer for the season, I reviewed the previous couple of seasons and saw the need for a return to more conventional accounting methods and a more systematic approach to the treatment of the financial transactions of the Association, recovery of fees and investment of funds. All of this was achieved during the course of the season, very successfully to the point where it has allowed for prompt payment of referees' fees and the production of completed financial statements ready for inclusion in this Annual Report.

I believe all members can be very happy with the financial performance of the Association in 1986. We have consolidated tremendously, however, we must be mindful of how this situation can alter both from forces outside and inside the Association. This consolidation must continue to assure the future of the Association is not jeopardised by financial problems.

In any honorary position there are many people to thank and in making this comment I wish to thank the following:

To the Association ' s auditors, Michael and Herb, for their dedication and the very professional manner in which the task was performed. The members can rest easy in the knowledge that the conduct of the Treasurer is being accurately monitored with these gentlemen as your auditors.

To Reg Newsome and Phil Sanders for the clerical expediency they performed in their positions of Appointments Board Secretary and Social Secretary. The success of the system this season relied largely on performance in this area.

To Rosemary Wilkinson for all her help in distributing the accounts, assuring regular payments to the Association.

To the majority of clubs for accepting and supporting the new system of fee recovery and for paying promptly. In this regard, Kevin Wood and Bill Hubbard for their valued assistance in chasing up long overdue debtors.

To my fellow Executive for allowing me to perform my duties unencumbered and for supporting every decision that I had made in relation to financial matters of the Association.

Finally, the biggest thank you goes to my vdfe Debbie, not only for her valued clerical assistance, but for her moral support and understanding during a very trying year domestically.

In closing my report, I thank all members for their support tt1roughout 1986 and I urge all to carefully study the financial statements following this report. I wish all members the very best for the Festive Season and look forward to seeing everyone in 1987.

GRADE/INTERDISTRICT COACHING

OFFICER'S REPORT

The Season 1986 has proved to be most successful . This reflects on the efforts of your Executive who throughout t he year have conducted the affairs of the Association with skill, dedication and a will to achieve maximum administrative results for you, the members . I , as the Co-ordination/Grade Interdistrict Coaching Office r and on your behalf , thank them for their efforts and support throughout the Season.

We had many people visit the Association to speak to the summer squad and members who attended the training/lecture programmes . They were Denis Braybrook , Referee's Co-ordinator, NS WRL ; Carl Gilchrist , Video Committee, NSWRLRA ; Eric Cox, Arthur Neville and Les Williams , Advisory Board, NSWRL; Frank Walsh , Secretary and Greg McCallum , Active Member , NSWRLRA; John Harris , Penrith Association, Life Member PDRFL .

To all these people , my \vholehearted thanks for their support and time.

All of the summer training squad members managed to gain appointments either centres or touches, within the Interdistrict competition . Grade Advisory Board members have been in attendance throughout the Season to observe our referees officiate in our own district with GOOD results. It is now up to the individual squad members to pursue to the:rr-advantage the good results demonstrated during these visits. You can do this by applying yourselves to the training programme designed to assist you. You should also remember that you will on y get out of the programme what you put into it. So I hope that I will see you all during the summer.

The Association's Appoi ntments Board, although lacking experience, worked well throughout the year . Of the problems t hat did arise , most were handled by the Board themselves or by the Chairman , whom I believe carried out hi s duties with dedication and reliability . The work carried out by this person should ensure the position remains a permane nt one . However, some modifications to the task specifications should be considered and I believe that notification will be forwarded to the Executive, fo r their perusal and finally to the General Committee for discussion .

Vigorous recruiting campaigns were carried out throughout the season with normal classes held at St Dominic ' s and St Patrick's and special classes being held at Riverstone and Richmond High Schools. From this, the Association gained 17 new members. Eight seniors and nine juniors. However, from the overall figures this could be considered disappointing due to the amount of effort expended by the Association and its members .

A special mini-mod programme was conducted at the Leagues Club with great success. A special thanks must go to John Harris for his efforts in lecturing and examining the candidates of this programme .

The Association has over the past several years examined and changed its internal training structure. Such changes were necessary to meet the rising standards of Rugby League being played within the District and to attempt to ensure the Association maintained the same pace.

Association members were elected/appointed to training positions within the revised structure to set and maintain on going training programmes for the varying levels of referees within the Association. These programmes have to a certain degree been successful, but only so much can be done without the support and funds necessary for the programmes to succeed.

Recently , a request on behalf of the Association was made to a relevant District Club sub-c ommittee for funds to allow members to undertake advanced training (gymnasium/sprint training) during the summer months. To the committee's credit , it authorised a small amount to cover gymnasium training but refused the larger amount for sprint/technique training, claiming that the referees were paid and that these funds should come from their own pockets. A statement of that kind really shows how out of touch this committee is with the realities involving referees, their needs and involvement within the game.

Penrith District referees make very little money out of the game. They cannot afford to finance their own training programmes. It is hoped that in the future the referees will obtain the same consideration as other allied bodies when requesting assistance for worthwhile programmes . It is therefore considered that it would not be too much to ask that the Association be aligned and included in all future programmes conducted.

I would like to thank Tim Sheens , Coaches , Managers and Staff of the football teams for allowing members of the Summer Squad to training with the Grade Squad during their training sessions. This proved to be a two-fold exercise for these referees:

1. To build up and maintain a high degree of fitness under highly skilled and qualified training personnel; and

2 . To obse rve the training skills and techniques that club players have to pursue .

Congratulations must also be forthcoming. The District Club has produced excellent results throughout the year. Club Championship was the best ever, local talent allowed to show their potential and the U23's team great performance in winning through to the Grand Final.

On a personal note, I would like to thank Tim Sheens for allowing me to be part of the Panther surge. The past three seasons has been exciting and allowed me to maintain my interest in Grade football.

To the Junior League, congratulations on a fine effort for the 1986 Season. President Cup and Flegg honours to the District shows the strength and potential Penri t h has within its boundaries, and from observation, there is a lot more out t here and augers well for the future of Rugby League within the Penrith District. With the proper assistance it is hoped the Referees' Association can assist in maintaining the forward progress evident over the past several years.

SOCIAL SECRETARY'S REPORT

After a slow start to our social activities, the barbeque and fireworks display was very well attended. The mountain people, that is, the Flynns and Brownes, have developed a new system at being late to leave a function -lose a key in a coat pocket.

When booking certain venues such as Vicary's, a non returnable deposit must be paid; thanks to Justin Lavin and his friends, our numbers were kept high and we had forty-eight people attend our night at Vicary's.

Our Ladies Night venue seemed to please our members and guests and a tentative booking has been made for the 31st July, 1987.

I would like to record the Social Committee's and my thanks for the co-ope ration and service given to us by the Management and Staff of "Peggy Sue's" for it is people such as them that make it a pleasure to attend such functions.

The Senior and Junior football match resulted in another win to the Juniors. fVlichael and David Quinn finished the evening with a shoulder lnJury a piece. This now may be a good time to consider the format to be used for future games.

Saturday, 27th September saw members receive awards presented to them for service and effort towards our Association. To all receivers, my heartiest congratulations.

As the Annual Report goes to press there are still two functions to be held. I trust all who attend enjoy themselves.

Before closing, I would like to thank all who helped the Social Committee during the 1986 Season, especially Barry Izzard and Peter Filmer.

I would be remiss if I did not consider my wife and Shirley NevJsome as melilbers of our Social Committee as t heir efforts more than helped make our functions a success.

In closing I would take this opportunity to wi sh all members a Merry Christmas and a Happy New Year.

APPOINTMENTS BOARD REPORT

After having been on Appointments Boards for some years , thi s ha s bee n my first year as Board Secretary. Admittedly it has not been a bed of roses , though it has been a very rewarding experience. During thi s Season we had only one weekend washed out and we were still abl e to compl ete t he t wo round s of football. It is the first time I can rememb er thi s happening .

This year we had for the first time a Chairman of the Boa rd whi ch was a succe ss ful move.

The Board this year consisted of experienced members, with a spri nkl i ng of inexperi enced members. We as a Board endeavoured to gain con s i stency of reporting and I believe to a large degree we were able to achi eve t his aim . My sincere thanks to all Board members for their support and hard work throughout the Season . Also a very big thank you to the co-opted me mbe r s who assisted.

My sincere thanks to all those referees who ran the extra games when withdrawals occurred . It made for many a long day and have no fear, your efforts were greatly appreciated.

Congratulations to all Grand Final referees and touch judges. Tho se people appointed were rewarded for their effort and dedication.

Also very pleasi ng to see was t he rising standard fro1n our lesser ex perienced referees. Quite a few are starting to exert pres sure on those above. Some of the improvement was dramatic to say the 1 east.

For myself, one of the most pleasing aspects was to see the friend shi p and rnateship at Grand Fi nal time. I had noted the start of this at the Fi nals held at Windsor. This continued to an even larger degree at the Penr ith Park Grand Finals. To see the large number of referees sitting in t he stan d together, tho se performing as well as those not performing on the day, laughi ng, joking and wishing each other well was great to see. Let us keep this going as it will most assuredly make our Ass ociation so much st ronge r . "We are a team aren't we?" as stated by a Junior touch judge af ter be i ng complimented on his Grand Final performance.

JUNIOR COACHING PANEL REPORT

It is with pleasure that I present tl1e 1986 Junior Coaching Panel report.

I believe the aforegoing season was one in which all Juniors can be proud. The high points included David Quinn's appointment to the U/14 Division 1 Grand Final and winning the Junior Merit award; David Bonham the U/14 Division 2 Grand Final and winning the Mo st Improved Junior Referee award; Ray Stynes being appointed to the U/12 Division 1 and Peter La'rlson being appoi nted to the U/12 Division 2 Grand Finals.

The new-found enthusiasm and dedication that was evident this year was not only on the field but was also found at the meetings for which the Junior Executive must take a lot of credit. The Junior Executive of Mathew Gadd, Sean Bourke, Dallas Hill and Ralph Loh se , though inexperienced, stood the test very well and must be congratulated on a job well done.

Other notable performances during the year were those of Glenn Dunn and Peter Lawson. Their efforts in progressing so far in their first year of refereeing must be commended. The performances of our Junior referees in the Seven-A-Side games at Penrith Park was also very pleasing, with good reports coming back from all those who witnessed their performances.

The Coaching Panel held coaching classes at St Patrick's Blacktown and at Reg Newsome 's house during t l1e year, which were very well attended by both Junior and Senior members . It i s hoped that these classes were helpful to all who attended. My thanks to Reg Ne~~ s ome for the use of hi s premises during the year .

I bel ieve the major success of the year was the performance of our young members who showed the self-discipline and dedication it tak es to become a good referee. I look towards the future when this group of referees make the Senior ranks, as I believe they will be t he cornerstone of our Association in the years ahead.

My thanks to the Coaching Panel - Phil Battin, Peter Filmer, Keith French , Pete r Kerr, Trevor Murphy , Reg Newsome and Phil Sanders - your efforts throughout the year were greatly appreciated . I would not be able to complete this report wi thout thanking Shirley Newsome (who i s the real Secreta ry of the Appointme nts Board) for being such a good ho stess every Thur sday night.

In clos ing, I hope the new-found enthusiasm carries on into later years and finds its way into the Senior Association. It has been my privil ege to work with such a dedicated group of people. Gentlemen , congratulations on a job we 11 done.

RECRUITING OFFICERS' REPORT

Once again the season started with a shortage of referees . At the end of 1985 a course at Riverstone gave us nine new members. Three of those made up the junior office bearers in their first year as members - well done boys . Classes were conducted at Panthers during the May holidays in both international and mini-mod. My thanks to the examiners Reg Dick, Carl Gilcrist , Col Pearce and district mini-mod examiner Jack Harris. Thanks to the follow-up and extra mini-mod cla sses conducted by Jack Harris. Seventeen people obtained their mini-mod ticket and four obtained their international ticket.

Classes were he d at Richmond High School where eight obtained their schoolboy's ticket. Classes at St Dominic's College gave us an additional four members. Thank you Marc Kerr for your assistance. Thanks also to the Principals at St Patrick's, St Dominic's and Richmond High for their assistance. As you can see we again have had a good year.

At the time of this report classes are in progress at St Patrick's and thanks to Peter Kerr for your assistance. There are 18 attending these classes .

Points to Ponder

As you know, from 1988 there will be graded tickets so I suggest in 1987 two recruiting officers be elected - one to handle courses on schoolboys, i.e. 16-17 years and international , and one to handle mini -mod only - as it will be impossible to run both courses on the same night and it would be too much to expect one person to cover both.

Courses on schoo sport days should be encouraged and to this end, as Director of Coaching, I will be contacting high schools to suggest this to them and await their response.

For 11 of the last 13 years as your Recruiting Officer, I have enjoyed assisting in the growth of the Association but became disappointed when I saw members forming factions in an attempt to gain some advantage that they believe they don't have now. All members should strive to work in the interests of the Association as a whole and not be unsupportive of the Executive and other office bearers as you, the members, elected all office bearers to their positions .

NOVEMBER An excellent attendance for the Annual Meeting. Rumours persist that Jack Turner is considering increasing the run over Heartbreak Hill due to some outstanding times! Slow down, fellas.

DECEMBER A change in format with the Adjourned Annual Meeting, however the attendance was poor. Members can now finally relax and celebrate Christmas.

,J ANUARY A Special Meeting is held to finalise matters for the new Season which awaits. Advice is received that Grade referees will control President Cup fixtures - not a good incentive for the Interdistrict squad as they resume training.

FEBRUARY Further bad news for Grade "hopefuls" as there wil l be no invitees to Grade in 1986. The Junior Branch were almost disbanded but they survived and look set for a good year.

MARCH Believe it or not, here we go again. Trials, trials, trials. However, we are receiving good co-operatfon from many clubs regarding payment of trial fees. Penrith start '86 where they left off in 1985 with a good win over Wests.

APRIL Football 1986 style begins. Again, the competitions seem too large with insufficient referees. Great news as the Association secu res a 2 year sponsorship with Capitol Motors Used Cars.

MAY A time for members to re-assess priorities and consolidate. Curren~y there are 6 members officiating in Junior Representative games and looking forward to higher appointments.

JUNE Success for Penrith ' s representative sides with both the Jersey Flegg and Pesident Cup teams successful. Three members receive "guest" appointments as Under 23 touch judges.

JULY There's a new prestige within our ranks. Members are provided ~vith an Association pullover. Tt1e Junior me1nbers are going from strength to strength (Saturday semi-finals are just around the corner).

AUGUST August t1eralds the social event of the year- our Ladies Night and what a night! Our reputation is already held in high esteem when it comes to this evening and you would think it couldn't get better -but it did. Saturday football reaches its finale and we've survived again .

SEPTEMBER A big month for Penrith. The Under 23's make it to the Grand Final but unfortunately lose to Souths. Sunday football is completed with some great games at Penrith Park. The Juniors make it two in succession and Merit Award night is held early to help finish our commitments. Also, members receive their cheques -yes, rea ly!

OCTOBER Everybody gets a well earned break (well, almost everybody). Royce Simmons and Greg Alexander leave with the Kangaroo s on the tour of England and France.

PRESIDENT'S REPORT

1986 and the very first meeting of the year threatened the existence of the Junior Branch. Reluctant members declined nominations as office bearers and this brought about a radical re-think amongst the Senior Executive. Finally , after a stern word or two to all members, the Junior Executive wa s elected.

For the first time, new members were allowed to vote and stand for positions ; even the former was a privilege I was denied when I first joined. How times change in a crisis! This matter settled , the Junior Executi ve took up its role in the Association for another year.

As President- usually a hotly contested position but this year bestowed upon me unopposed - I must thank a few people personally for their assistance . Firstly, to Mr Don Courts and the Senior Executive for giving me the encouragement to continue after rny first full meeting in "the chair" . Their words gave me the inspiration to continue. To you all I thank you very much.

Secondly, another who helped me run the show every fourth Friday night was Marc Kerr. My persistent question s about when to say "Can I have a mo tion that the report be adopted?" must sti 11 ring in his ears. To you Marc, thank you.

Thirdly, the Junior Executive, namely Sean Bourke, Dallas Hill and Ralph Lohse. We were probably the most inexperienced Executive of all time , and as a result, we probably hold the record for the shortest meetings of all time. As the year progressed , however, we matured quickly and it is my wish that you, the members, considered us to be apt.

Special members deserve recognition and through my report I would like to congratulate them.

To all the new members, the "bapti sed" (you must be blessed to be a referee I believe). Well done fellows, you learnt quickly and kept up the standard.

To all Grand Final referees and touch judges - a great effort. To David Quinn, David Bonham and Ray Stynes for refereeing the Under 14-1's, Under 14-2's and Under 12-l's respectively- congratulations.

To Glenn Dunn and Snayne Alsop for running Sunday Grand Final touches in your first full year- I envy you, believe me.

On a very special note, commiserations to the Seniors for once again losing to the all-conquering Juniors . There is a saying "You can't put old heads on young shoulders " . In the case of the Seniors in this year's "training run", the saying should be re-\vorded to read "Why would young shoulders need old t1eads anyway. "

In conclusion, this year we had approximately 17 active Juniors, covering a big proportion of about 130 games on Saturdays. I think dedication should be our motto.

And a final note for referees who worry about the criticising spectators they are only frustrated, ill-informed and one-eyed parents - pity them.

SECRETARY'S REPORT

The year 1986 is at its end. What a year it was! Although the start of the Season didn't get off to such a big start witt1 people wanting "not" to be on the Executive, it sure improved itself throughout the latter stages of the Season.

Congratulations to all the referees who officated in Saturday Grand Finals and special congratulations to all the Junior referees who officiated in Sunday Grand Finals.

I would like to thank all the Seniors who helped the Juniors throughout the year with our re fereeing skills . Special thanks to Mr Newsome who showed us the special skil s of touch judging and how it can help us. He spared us his time and effort at our Junior meetings for this purpose. I can guarantee he helped 95% of us.

Special thanks also to Mr Peter Filmer who put a big smile on our faces with some Juniors receiving "outstanding" wages. Thanks Pete .

I wouldn't have had a clue what to do in my position as Secretary if it wasn't for the help of Mr Gary Haines and Mr Phil Sanders. Thank you both.

I would like to thank Mr Tony Butler for all his help during the year and especially throughout the "Ski Season".

On behalf of my parents, I would like to thank two people, Gary Haines and Tony Butler, whose phone calls to my mother made her very proud tr1at I was being thought of by these two men and the Association.

The Juniors had a great win this year in the Junior vs Senior football match, with the score being 20 to 14. Many thanks to Mr Peter Filmer for being an excellent Captain/Coach and spending many hours training us. I would also like to thank our first female manager, Donna Hill.

I'd like to congratulate my sister, Donna Hill, for being the first active female referee in the Penrith District.

So far 1986 has been a successful year for the Junior Branch and I hope to see the Junior Branch progress next year.

"JUNIORS" MATCH REPORT

What a game! It was an excellent match from both sides. Commiserations to the Seniors but the better side did win!

To tile referee, Mr Haines, good game Gary; now we know how the players feel. It's a shame that some of us don't know in which spirit to play the game.

The first try of the game was out on the wing . Top piece of football boys. Congratulations to Glen Dunn for scoring the first points of the match.

From tl1en on in it was tough. Peter Smith scored the first try for the Seniors - good work. It was hard "fought" but we all had a good time.

SOCIAL SECRETARY'S REPORT

It is with great pleasure that I present the Junior Social Secretary's report for 1986. Due to study and work commitments I was unable to attend as many functions as I would have liked.

The Annual Cracker Night was, for the first time, held at Blacktown. This was disappointing from the Juniors' point of view with only two Juniors in attendance. The Senior vs Junior football match was as usual a great success with the uniors running out victorious. Two years in a row - well done.

The Presentation Night held at Leonay Golf Club saw the best response by the Junior Branch all year with well over half the Junior Branch in attendance. Congratulations to all who received prizes on the night, in particular David Quinn who won the Junior Merit Award.

On behalf of the Social Committee and especially myself, I wish to thank all members of the Junior Branch for their behaviour and support at all functions. I have written this report prior to a few social functions being held and I hope that these functions will also be well supported.

MERIT AWARD COMMITTEE REPORT

After a lot of heated deliberations, the Merit Award Committee reduced their "list" down to 3 members. Further discussion saw the names down to 2 and from then it became very tough.

We based our thoughts on a variety of different things in which the members had helped the Junior Branch. After nearly 2 hours of heated discussions we could barely split the 2 me1nbers. It was then unanimously decided that David Quinn was a deserving winner.

We couldn't let the other member's efforts go unnoticed, so it was decided a special award for meritorious service would be presented to Glen Dunn.

On behalf of the Committee, I extend congratulations to David and Glen.
