In summary, the 2010 census round saw: increased use of alternative sources of data and multiple modes of enumeration,
based on the perceived benefits of reduced cost and improved data quality
increased use of technology, in all phases of census operations
these trends are likely to continue during the 2020 round
the use of alternative methods is not without challenges and risks, thus census managers should carefully examine potential risks involved and enhance technical expertise required in use of new methods and technologies

2020 World Population and Housing Census Programme
Preparations for the 2020 World Population and Housing Census Programme
Statistical Commission (43rd session in 2012) requested UNSD:
to establish an Expert Group to assess the challenges faced in the 2010 round, compile lessons learned and address a number of issues, including the use of information technology and administrative records and registers, where possible, to complement census information and reduce costs
to prepare a timetable for the development of the 2020 World Population and Housing Census Programme
revise the Principles and Recommendations for Population and Housing Censuses
prepare by 2015 a draft resolution on the 2020 World Population and Housing Census Programme for approval by the Commission and endorsement by the Economic and Social Council
2020 World Population and Housing Census Programme
Resolution on the 2020 World Population and Housing Census Programme:
represents the 8th decennial programme since inception of the UN
UN Statistical Commission endorsed resolution at its 46th session (3-6 March 2015)
adopted by ECOSOC on 10 June 2015
The resolution urges Member States to:
conduct at least one population and housing census in the decade spanning 2015-2024
take into account international and regional recommendations relating to p+h censuses
give attention to advance planning, cost efficiency, coverage and timely dissemination
set quality standards for the conduct and evaluation of p+h censuses
take into full account the Fundamental Principles of Official Statistics in the conduct of censuses
support the Programme, taking into account the importance of 2020 round censuses for sustainable development and the post-2015 development agenda
2020 World Population and Housing Census Programme
The resolution further requests the Secretary-General:
to prepare international statistical standards, methods and guidelines to facilitate activities for the 2020 World Population and Housing Census Programme
to ensure coordination of activities among stakeholders in assisting Member States in the implementation of the Programme
to monitor and regularly report to the Statistical Commission on the implementation of the Programme

Principles & Recommendations for Population & Housing Censuses UNSD established an expert group

Principles & Recommendations for Population & Housing Censuses
Compared to previous versions, Rev 3 of P&R:
provides more elaboration on alternative methodologies to the traditional census for producing census statistics;
contains new chapters on:
• the use of technology in census operations
• archiving of individual records
• overall evaluation of the census
includes major changes to concepts and terminologies related to economic characteristics topics
• resulting from the new conceptual framework for work statistics adopted by ILO in October 2013 during the nineteenth International Conference of Labour Statisticians

systematic recording and documentation of the census experience in order to preserve institutional memory
