1.0 Purpose This policy is in place to ensure that events hosted by LIANZA or by its volunteer groups are

run in a professional fashion, meeting Health and Safety requirements, and deliver a

consistent standard to our membership.

2.0 Scope This policy applies to all staff, business associations, volunteers, and groups who deliver

events with or on behalf of LIANZA, as well as any events conducted under the auspices of

LIANZA.

3.0 Definitions LIANZA Library and Information Association of New Zealand Aotearoa Minor Event Short function (less than three hours) targeting only regional or

SIG members Major Event Major events are those likely to have significant Health and

Safety requirements, or where scheduling may impact on other LIANZA events. For example, any event to be held for a full day; or that targets nationwide attendance; or that costs over $1500 to deliver; or that is run jointly with another organisation; or that has an exhibition.

6.0 Exceptions The LIANZA conference is run as per the Conference Guidelines. Other exceptions to this

policy may be made at the discretion of the LIANZA President.

7.0 Responsibilities The Executive Director is responsible for ensuring that Council, staff, and SIG / Region

committees are aware of this policy and understand their responsibilities in relation to this

policy.

All SIG and Regional Chairs are responsible for ensuring any events run by these groups

comply with this policy.

The convenor / organiser of an event is responsible for ensuring that any event complies

with each area of this policy with a focus on the Health and Safety aspects.

Any individual who takes on a role identified in this policy (such as Event Health and Safety

Representative) is responsible for delivering that role as described.

8.0 Policy 8.1 LIANZA aims for equitable access to events for all its members

8.2 LIANZA commits to ensuring that appropriate bicultural practices are incorporated in

all its events

8.3 LIANZA aims for the same high standards of delivery at all of its events, and the

LIANZA office will provide support to SIGs and Regions to ensure that this is possible

8.4 LIANZA will work to avoid scheduling conflicts among its events in order to maximise

attendance

8.5 LIANZA will provide a safe environment for all event attendees by selecting suitable

venues, implementing Health and Safety policies, and providing a clear code of

conduct for event participants

8.6 Multiple exhibits each year can impact attendance for exhibitors and reduce the

overall success of all exhibitions. LIANZA will manage the total number of exhibits to

prevent this

8.7 Sponsorship for events should be sought in conjunction with LIANZA office as this

allows a targeted approach and ensures that vendors funding multiple local events

receive national recognition

8.8 Approval from LIANZA Council must be sought for major events to avoid scheduling

conflicts and to ensure that LIANZA is able to meet any legislative requirements

8.9 LIANZA will ensure that all events comply with relevant local legislation

8.10 Alcohol may be served at LIANZA events, however, drinking should not be the

primary purpose of a gathering

9.0 Procedures

9.1. Minor Event 9.1.1. Organisers of minor events must notify LIANZA office of the following:

9.1.1.1. Contact details for the event organiser

9.1.1.2. Date and time of event and expected length of function

9.1.1.3. Type of event (i.e. social or committee meeting)

9.1.2. If an event is recurring, then one form may be completed per calendar year

9.1.3. The LIANZA office will acknowledge receipt within two working days and note if

any additional Health and Safety actions are required to ensure compliance with

legislation

9.2. Major Event 9.2.1. Organisers of major events must submit an event plan to LIANZA Council for

approval prior to confirming details for their event. This event plan should contain:

9.2.1.1. Contact details for the event organiser

9.2.1.2. Date and time of event and expected length of function

9.2.1.3. Type of event (i.e. social or committee meeting)

9.2.1.4. Purpose or goal of event

9.2.1.5. Theme of event (if any)

9.2.1.6. Event location and backup plan

9.2.1.7. Estimated attendance

9.2.1.8. Targeted attendees (i.e. all librarians or a sub group such as tertiary

librarians or new professionals)

9.2.1.9. Sponsorship plan

9.2.1.10. Exhibition plan if any

9.2.1.11. OSH form for Major Events

9.2.2. Event plans will be approved by Council at their next meeting (held monthly) or via

email if the application is marked urgent

9.2.3. Organisers may be asked to adjust the following:

9.2.3.1. Date in order to better align with other events

9.2.3.2. Health and Safety plans to better meet legislative requirements

9.2.3.3. Other details in order to meet LIANZA goals

9.3. Bicultural 9.3.1. When planning your event it is important to include bicultural content

9.3.2. For major events a bicultural convenor should be appointed to sit alongside the

event organiser and local iwi consulted where appropriate

9.3.3. The LIANZA waiata should be sung after any presidential address at an event

9.4. Finances 9.4.1. Prior to running a major event a budget must be drawn up, estimating total

attendance, and covering off all planned expenditure

9.4.1.1. Budgets must be approved by the LIANZA council before a major event can

proceed

9.4.1.2. Events do not need to show a profit, however, the budget must clearly show

where additional funding is being sourced

9.4.1.3. To ensure equitable access to events, charges for a single day event should

not exceed $300 per person

9.4.2. Advise the LIANZA office if you will be seeking funding assistance for the event

9.4.3. Expenses incurred by an event will be paid by the LIANZA office as per the Financial

procedures

9.5. Professional Event Organiser 9.5.1. From time to time, a group may wish to use a professional events manager or PCO

to assist in delivery of an event. The LIANZA Council must approve any use of a

PCO.

9.6. Event Sponsorship 9.6.1. In order to offset the costs of an event an organising committee may decide to

apply for sponsorship

9.6.2. Potential sponsors should be identified and cleared with LIANZA council through the

Major Event planning form

9.7. Venue 9.7.1. Venues for LIANZA events may be sourced for free or at low cost from community

groups and parent organisations.

9.7.2. Any venue selected must have a Health and Safety policy, clear emergency signage,

and disabled access

9.7.3. When selecting a venue the following should be considered:

9.7.3.1. Is the main plenary large enough to hold your projected attendees?

9.7.3.2. Is there suitable space for breakouts / catering as required?

9.7.3.3. What is disabled access like?

9.7.3.4. Is there convenient parking available?

9.7.3.5. What is public transport like to the venue?

9.7.3.6. Are other amenities available close by (coffee shops / supermarket /

accommodation if a multi-day event)

9.7.3.7. Does the venue come with a prescribed caterer? This can increase the cost

of running the function so if this is the case seek a quote for catering before

committing.

9.7.3.8. Does the venue offer a not for profit discount?

9.7.3.9. If the venue is outside or reliant on good weather is there a back-up venue

suitable?

9.7.4. Support in sourcing a venue can be provided by the LIANZA office.

9.8. Catering 9.8.1. Catering must be provided by a certified professional kitchen in order to ensure

that LIANZA meets Health and Safety standards

9.8.2. When planning catering, factor in the cost of gluten-free, nut-free, dairy-free and

vegetarian options

9.8.3. Ensure that free water is accessible at all times during the event

9.9. Programme 9.9.1. Planning the programme is a critical part of an event, as the shape of the

programme will have an effect on the choice of venue, and aspects such as catering.

When planning the programme the following should be considered:

9.9.1.1. Is there is a theme for your event?

9.9.1.2. Will you require keynotes – is there a budget for this? Note this should

include travel and accommodation, not just the speaker fee.

9.9.1.3. Are there topics that are current that you wish to hear about? Who could

you request to speak on these?

9.9.1.4. Is there someone from the association that you should be inviting to speak

such as the President?

9.9.1.5. Do you want to put out a call for speakers? Will you need an abstract

process? Are there any topics you specifically want to highlight?

9.9.1.6. What type of presentations do you want? Lightning, workshops?

9.9.2. Where a call for speakers has been made abstracts must be managed in a

transparent fashion

9.9.2.1. Ideally abstracts will be assessed by the organising committee or a

delegated programmes committee, however, at minimum two individuals must

make the decision

9.9.2.2. Standard criteria must be used for assessing abstracts – sample criteria is

attached

9.9.2.3. All individuals who have submitted abstracts should be notified of your

decision in a timely fashion

9.9.3. When designing a physical programme with concurrent sessions consider:

9.9.3.1. How much time will it take people to move between rooms – build in a

buffer between sessions

9.9.3.2. Is there appropriate networking time built into the programme?

9.9.3.3. Don’t schedule sessions that are likely to attract the same audience on at

the same time

9.10. Speakers 9.10.1. Where an event is bringing in a speaker from overseas, or spending a

significant amount to bring a speaker to a region, collaboration with other LIANZA

or GLAM groups may be possible to reduce costs and increase reach. Contact the

LIANZA office if you wish to explore this option

9.10.2. Ensure that speakers have clear instructions regarding technology available;

whether a paper is required in addition to their presentation

9.10.3. Getting permission up front to publish a speaker’s presentation can be

helpful

9.10.4. Biographical information and a clear abstract should be obtained well in

advance from each speaker, especially keynotes, as this helps in promotion of the

event

9.11. Livestreaming 9.11.1. Livestreaming of events is an effective way to make content available to a

nationwide audience

9.11.2. LIANZA has a preferred supplier who provide a high quality service, and can

ensure that all LIANZA content is available in the same location

9.11.3. Committees that wish to livestream an event should get in touch with the

LIANZA office to organise this

9.12. Registrations 9.12.1. Registrations for all major events and any event where a charge is made

must be managed through the LIANZA membership database as this ensures a clear

record is kept and allows LIANZA office to effectively manage event income

9.12.1.1. Cash may be accepted at minor events that are charging less than $10 per

head.

9.13. Event App 9.13.1. LIANZA office will provide an event app for all multi-day or multi-stream

events.

9.13.2. The event app will be managed by LIANZA office, however, two designates

of the organising committee may be added as event administrators

9.13.3. The app can be downloaded via the Google Play and Apple stores

9.13.4. Event committees who elect to use the event app must provide the

following information to the office for uploading:

9.13.4.1. Venue map

9.13.4.2. Map of local region

9.13.4.3. Event programme (with streams and rooms clearly marked)

9.13.4.4. Abstracts and speaker information (if relevant)

9.13.4.5. Event hashtag (to enable the social media feed)

9.13.4.6. Letter to be sent to attendees with the app information

9.14. Health and Safety 9.14.1. For minor events to meet LIANZA Health and Safety requirements a Minor

event notification and Health and Safety Minor Event Plan must be completed. This

should be lodged with the LIANZA office.

9.14.2. For major events a Major event notification and Health and Safety Major

Event Plan must be completed. This should be submitted to LIANZA Council for

their approval

9.14.2.1. All parties involved in the delivery of a major event, including the venue, any

exhibition build companies, caterers, and other contractors must be party to the

Health and Safety Major Event plan

9.14.3. An event Health and Safety representative must be nominated for each

event. Their role includes:

9.14.3.1. Completing the Health and Safety Assessment for the event

9.14.3.2. Completing the Hazard Identification for the event

9.14.3.3. Ensuring that Health and Safety briefings are provided as required

9.14.3.4. Manage any Health and Safety incident reporting during the event

9.14.3.5. Take charge in any emergency

9.14.3.6. Ensure all corrective action identified in the hazard identification has taken

place

9.14.4. Health and Safety briefings must be given to:

9.14.4.1. Event attendees prior to and at the beginning of the event. This should

include any significant hazards that could not be eliminated, and emergency

evacuation procedures

9.14.4.2. Exhibitors prior to pack-in. This should include all Health and Safety

responsibilities of exhibitors, any hazards they should be aware of, and

emergency evacuation procedures

9.14.4.3. Contractors prior to going on site. Please note that the venue may require

an induction for all contractors

9.14.5. LIANZA events may only use suppliers that have an active Health and Safety

policy in place for their organisation

9.15. Alcohol 9.15.1. If a LIANZA event wishes to serve alcohol then you must have a liquor

license. This may be provided by your venue, or by your caterer

9.15.1.1. If you do not have a venue or caterer with a liquor license you can apply for

a special license from your local authority. This must be done at least 20 days

before an event, however, special licenses can take up to 45 days to process

9.15.2. If individuals under 18 are likely to be in attendance then a system must be

put in place to ensure that they are not provided with alcohol

9.15.3. Any individual serving alcohol at a LIANZA event must have taken the online

training course to ensure that they provide alcohol in a responsible manner

9.15.4. The amount of alcohol available at an event should be managed so that the

anticipated consumption per person will not result in a blood alcohol limit over

0.05% - roughly one standard drink per person per hou

9.15.5. If your event is serving alcohol then substantial food should be offered – for

example 5-6 hors d’oeuvres per person per hour, or 2-3 hors d’oeuvres with a meal

to follow.

9.15.6. The presence of alcohol should not be emphasised when advertising an

event

9.16. Insurance 9.16.1. LIANZA maintains public liability insurance to the value of NZD2million that

includes coverage of all SIG / Region events

9.16.1.1. If an event requires additional coverage or event cancellation insurance,

please contact the LIANZA office. SIG and Regional groups may not contract

insurance on behalf of LIANZA

9.17. Security 9.17.1. Events held in spaces that are accessible to the public may require security

personnel, especially if held after dark or if serving alcohol. If there is uncertainty

as to whether security personnel are required, advice can be sought from the venue

or from the LIANZA office

9.18. Promoting your Event 9.18.1. Events require promotion to ensure attendance

9.18.2. Events can be advertised in the following ways:

9.18.3. LIANZA will support minor events by advertising on list servs, emailing SIG or

regional members, and uploading the event to the LIANZA calendar

9.18.3.1. In addition LIANZA will support major events by promoting the event in

Library Life, on the LIANZA website, and through social media

9.18.3.1.1. LIANZA can also assist through the development of tailored design

collateral with two to three weeks turnaround time.

9.18.4. It is recommended that all events create a hashtag which is included in

event communication, as this enables the event to be followed on social media

9.19. The LIANZA Calendar 9.19.1. LIANZA maintains an events calendar on its website to which all events can

be uploaded

9.19.2. Events entered into the LIANZA registration system will also be held in a

separate calendar visible to all logged in members

9.20. Entertainment and MC’s 9.20.1. For multi-day events entertainment such as a band at an evening function

may be desirable. When choosing entertainment or an MC ensure the following:

9.20.1.1. The choice fits within budget

9.20.1.2. The choice is likely to be popular with the majority of attendees

9.20.1.3. Content is not religious, political or sexual

9.21. Exhibition 9.21.1. All exhibitions must be approved by the LIANZA Council

9.21.2. Where possible exhibitions will be managed by the LIANZA staff member

that holds the relationship with the exhibitors

9.21.3. A separate Health and Safety plan will be required for the operation of an

exhibition, along with a tailored Health and Safety briefing to all exhibitors.

9.21.4. Exhibitors must be provided with a tailored exhibition manual that contains

the following information:

9.21.4.1. What they will receive at the exhibition

9.21.4.2. Delivery address for exhibition materials

9.21.4.3. How to register attendees for the event

9.21.4.4. Pack in and out times

9.21.4.5. Any Health and Safety requirements

9.21.4.6. Cancellation policy

9.21.4.7. Material required for the handbook and app

9.21.5. The exhibition hall and entrance must be clear of delegates during pack-in

and out of the exhibition

9.22. Branding your Event 9.22.1. Any event run by LIANZA office, a LIANZA SIG or Regional group, or a group

receiving LIANZA funding must use the LIANZA logo and name in its advertising of

the event

9.23. Organising Committee 9.23.1. Major events should have a delegated organising committee who take

responsibility for delivering the event.

9.23.2. Organising an event is a volunteer role and no remuneration will be

provided.

9.23.3. At a minimum the following responsibilities should be delegated – note that

an individual can take responsibility for multiple areas:

9.23.3.1. Event Convenor / Organiser

9.23.3.2. Bicultural content

9.23.3.3. Communications and promotion

9.23.3.4. Health and Safety

9.23.3.5. Exhibition and sponsorship

9.24. Complimentary Registrations 9.24.1. Free registrations may be given to:

9.24.1.1. Members of the organising committee

9.24.1.2. individuals with specific tasks to complete on the day (although they are

expected to prioritise these tasks over attendance)

9.24.1.3. Speakers at the event

9.24.1.4. Up to three scholarship attendees

9.24.2. All other participants of the event must pay the normal registration fee

9.24.3. Any other free registrations must be approved by the LIANZA Council

9.25. Conduct at Events 9.25.1. LIANZA Council have introduced a Code of Conduct to ensure that events

create a safe space for all members.

9.25.2. Any complaints or concerns about conduct at an event can be raised

through the LIANZA Complaints Procedure

9.26. Disability related accommodations 9.26.1. Where possible LIANZA will provide accommodations for those who are

disabled

9.26.2. During registration, individuals must be asked if they require any

accommodations and the organising committee will do their best to meet these

9.27. Proceedings 9.27.1. The proceedings of an event may be submitted to LIANZA National office to

be made available to all members on the LIANZA website

9.27.2. LIANZA will make this content available within two weeks post event

9.27.3. All content will be made available under a Creative Commons 3.0 Share Alike

License unless LIANZA is advised otherwise by presenters

9.28. Post Event 9.28.1. To ensure that LIANZA is able to improve from event to event a post-event

survey will be provided to participants after each event run by LIANZA office.

9.28.1.1. A post event debrief for all major events should also be held with the

organising committee to gain any learnings.

9.28.2. If SIGS / Regions run post event surveys they are asked to share any

learnings with LIANZA office so that these can be collated for others

Abstract Review Process

Prior to Abstract Review Meeting

Each committee member to review all abstracts paying particular attendance to topics that fall under areas of personal expertise o Confirm your opinion on acceptance (definitely / maybe / not at all) o Note under comments anything you would need to see to turn your acceptance from a maybe to a definitely o Note under feedback to speaker anything you would like relayed to the presenter regardless of acceptance

At Abstract Review Meeting

Automatically accept all abstracts where the committee is unanimous on a “definite” acceptance

Automatically reject all abstracts where the committee is unanimous on a “not at all” acceptance

Begin discussion on inclusion of maybes – beginning with highest ranked to lowest ranked

Agree like topics for grouping in streams

Post Abstract Review Meeting

Circulate decision to Conference Convenor for ratification

Communicate to all who have submitted abstracts

Programme Convenor to create draft programme for circulation and discussion
