WHAT IS BENCHMARKING?

“Benchmarking is the practice of comparing the measured performance of a device, process, facility, or organization to itself, its peers, or established norms, with the goal of informing and motivating performance improvement. When applied to building energy use, benchmarking serves as a mechanism to measure energy performance of a single building over time, relative to other similar buildings, or to modeled simulations of a reference building built to a specific standard”- US Department of Energy

WHAT IS BENCHMARKING?

● Buildings track and report their energy and water usage on a regular often monthly or annual basis

● Tracking is done through a 3rd party platform● This usually includes all energy use from electricity, natural gas,

fuel oil, district steam, and other sources ● All energy usage on site from space heating and cooling,

operations, mechanical systems, tenant usage, plug loads, lighting, etc, is included

● Building performance of buildings with similar characteristics, types, and usages are then compared

ENERGY STAR SCORES

● ENERGY STAR Portfolio Manager provides scores for certain building types from 0 to 100.

● These scores represent approximate buildings’ performance relative to similar buildings nationwide

● Buildings with a score of 75 or higher are eligible to being ENERGY STAR Certified

● In 2013, the City of Boston enacted the Building Energy Reporting and Disclosure Ordinance (BERDO).

● The ordinance requires large buildings to report their annual energy and water performance and greenhouse gas emissions to the City.

● After five years, buildings must perform some form of energy assessment or action.

● This requirement is meant to help spur action in Boston’s largest buildings, helping them to lower their greenhouse gas emissions and cut costs.

● This requirement is important for the City in meeting its Carbon Free by 2050 climate goal.

ENERGY ACTION AND ASSESSMENT: PATHWAYS

ACTION HIGHLY EFFICIENT

Complete energy efficiency or renewable energy projects that reduce your building’s energy consumption or greenhouse gas emissions by 15% over five years.

Complete an energy audit by a qualified professional. The audit must provide recommendations to reduce the building’s energy use and greenhouse gas emissions.

ASSESSMENT

Get your building certified as highly efficient through LEED, Energy Star, or zero-net energy certified.

There are three main pathways to meet the energy action and assessment requirement.

FUTURE OF BENCHMARKING

● Two U.S. cities to date have adopted building performance standards. These standards rely on mandatory benchmarking data to require buildings improve their energy and emissions performance:

● New York City - Local Law 97 - starting in 2024, buildings are required to meet carbon performance targets based on their use type that escalates over time

● Washington, D.C - Building Energy Performance Standards - starting in 2021, buildings that are below specific energy performance thresholds will be required to improve their energy efficiency over the next 5 years

FUTURE OF BENCHMARKING: BOSTON

“The City of Boston will develop and introduce a performance standard to reduce carbon emissions from Boston’s existing large buildings.

“The standard will require that all buildings larger than a certain threshold meet fixed carbon targets that decrease over time. Performance standards specific to different building typologies will ensure that buildings make steady progress on emissions reductions, while allowing building owners to develop solutions that are cost-effective and appropriate for the building’s use. The new standard will build on the reporting requirement of the Building Energy Reporting and Disclosure Ordinance (BERDO), and replace the current energy action and assessment requirement.”
