Centers of Excellence (CoE) “IMPACT” Talks
Friday10:15 AM - 11:45 AM
TBD
The Risk Services Centers of Excellence “IMPACT” Talks will highlight systemwide CoE accomplishments in short, powerful presentations. These presentations will provide conference attendees a chance to meet CoE professionals, understand areas of CoE focus, and determine where to find assistance for local challenges.
Moderator: Brent Cooley, Deputy Director, Environment Health and Safety, UCOPSpeakers: Gary Landucci (BSL3 Biosafety Training Program); Carolyn Mackenzie (Radiation Safety); Tracy Stark (Theater Safety); Bob Lawson (Hazardous Drugs); Amina Assefa (Readiness); Sara Souza (Field Research Safety); Brandon Stark (UAS Safety); Elizabeth Czornyj (Center for Laboratory Safety); Alison Frink (WorkStrong); Janette Ducut (Risk & Safety Training)
Coordinating Cyber Threat Intelligence
Thursday4:00 PM - 5:00 PM
TBD
With numerous sources and thousands of indicators, it’s a daunting task to make effective use of cyber threat intelligence. This presentation is an overview of how the Cyber-Risk Coordination Center provides coordination, aggregation and distribution of threat intelligence across the University of California.
Speakers: Monte Ratzlaff, CIISP/CISA, Director, Cyber Risk Program, UCOP
Crowd Management Basics
Friday8:30 AM - 10:00 AM
TBD
Shootings, bombings, natural disasters, or other incidents during an event can cause things to quickly get out of control. So how do we keep a bad situation from getting worse? One way is by having trained crowd managers and supervisors who can assess the events, conduct a risk assessment, create communication protocols, plan safe egress and manage the situation as it unfolds. Did you know the National Fire Protection Association (NFPA) requires trained crowd managers for every assembly over 50 persons? That would include special events, large parties, performing arts productions, sporting events, student productions, concerts, graduations, and the list goes on. Do these happen on your campus? Do you already have a program? Come join us for a presentation, sharing of ideas, and discussion.
Speakers: Tracy Stark
Defining Student Organizations
Thursday4:00 PM - 5:00 PM
TBD
Student organizations exist on all of our campuses. However, the approach we take to “manage” the organizations can vary significantly from campus to campus, and even within a campus. This presentation will focus on two important aspects: defining the relationship between the University/organization, and aligning administrative oversight based on the relationship.
Speakers: Jason Zeck, MA, Chief Risk Officer, Campus Life and Respondent Services Coordinator, UCLA; Mick Deluca, MA, Assistant Vice Chancellor, Campus Life, UCLA
Deliberate Indifference
Thursday4:00 PM - 5:00 PM
TBD
Lawsuits alleging deliberate indifference to serious medical needs related to the provision of healthcare to inmates. This presentation addresses the elements of claims for deliberate indifference in contrast to claims for medical malpractice, as well as the unique legal and procedural considerations for defending such actions.
Speakers: Chad Couchot, Attorney, Schuering Zimmerman and Doyle LLP
Drones and the Flying Circus
Thursday4:00 PM - 5:00 PM
TBD
The roller coaster of drone laws, policies and technology has been particularly active in the past year. In this presentation, we will discuss the finalization of the UC Unmanned Aircraft System (UAS) policy, the new UAS regulations affecting academic uses, as well as discuss lessons learned from recent drone incidents.
Speakers: Dr. Brandon Stark, Director, UC Center of Excellence on UAS Safety, UC Merced

Recent court cases have determined that institutions of higher education have a special relationship with their students, and this special relationship influences legal obligations to act with reasonable care for student safety. This presentation will review the recent court decision, and provides guidance for campus administrators to consider to prevent foreseeable violence, risk and/or harm on UC Campuses.
Speakers: Nader Oweis, Chief of Police, UC Santa Cruz Police Department, MS Higher Education; Nicole Craig, Senior Counsel - Litigation, Office of General Counsel - Office of the President

From Toxic to Safe: Changing the Safety Culture
Thursday2:45 PM - 3:45 PM
TBD
Do you wish your safety program actually produced a safe work place instead of tracking injuries, loss days and worker’s compensation costs? If so, then come and learn about how UC Riverside’s Dining Services made the switch from reacting to incidents to improving employee safety.
Speakers: Gustavo Plascencia, BA, General Manager, Special Projects, UC Riverside Dining Services; Moses Presciado, BA, Food Service Manager, UC Riverside Dining Services; Mark R. Claiborne, General Manager-Dining Services, UC Riverside; Jonathan Fonseca, Food Services Supervisor-Dining Services, UC Riverside

Speakers: Ed Clark, Senior Security Consultant, WorldAware Global Operations
Know Before You Go: Resources for Travelers and Field Researchers
Friday8:30 AM - 10:00 AM
TBD
This workshop will provide risk management information that participants can use to assist UC staff, students and faculty who engage in off-campus research and educational activities. Presenters will share how hazard assessment, skills-based training, and emergency planning can support international and remote fieldwork. Resources include safety guidance, field and travel medicine, international safety and security planning, and evacuation processes. Case studies from biology, archeology, seismology, climate studies, and international research will illustrate good practices that promote safe, successful research.
Speakers: Sara Souza, MPH, REHS, CIH - Field Research Safety Center of Excellence/UC Berkeley EH&S; Phillip Van Saun, Director of Risk, Security & Resilience, UCOP; Heather Spaulding, EH&S Field Safety Professional, UC Davis; Dr. Robert Belcourt, Director-Occupational Health Services, UC Davis
Preventing Accidents: Analysis of Safety Culture and Incidents in UC Research Laboratories
Thursday4:00 PM - 5:00 PM
TBD
Campus laboratory-related injuries and illnesses of the past 10 years were analyzed with respect to types, rate of occurrence and academic departments where they occurred. How can injuries be prevented? Analysis of survey data identifies risk assessment to be significantly correlated with incidents. Principles and methods will be presented to design safer experiments and will be illustrated using laboratory accidents that could have been avoided.
Speakers: Elizabeth Czornyj, Ph.D., Project Researcher, UC Center for Laboratory Safety, UCLA; Dr. Craig Merlic, Ph.D., Professor of Chemistry, UCLA Department of Chemistry & Biochemistry, Executive Director, UC Center for Laboratory Safety, UCLA; Imke Schroeder, Ph.D., Senior Project Research Manager, UC Center for Laboratory Safety, UCLA
