John has had extensive experience in local government across Australia including roles as CEO of the Local Government Association of South Australia, the South Australian Office of Local Government and a large metropolitan Council. He was responsible for the development of financial sustainability legislative reforms that were introduced into South Australia in the early 2000s and were a basis of subsequent similar reforms in other States.

Graham is a renowned international public transport research leader and policy adviser. He is founder and Director of the Public Transport Research Group at Monash University which was identified as the 3rd top academic research group in the world in an European independent review of the field in 2015. Professor Currie is founder of the ‘World Transit Research’ clearing house (www.worldtransitresearch.info) which has consolidated all research in this field into a single accessible source and is now used by over 8,000 towns and cities in over 170 countries. Professor Currie has worked for some of the world’s leading Public Transport Operators including London Transport. He will discuss how transport planning can best operate in a fast-changing environment.

11.05AM KEVIN CRUTCHLEY, RESOURCE EFFICIENCY MANAGER, CHRISTCHURCH CITY COUNCIL (NEW ZEALAND)CHRISTCHURCH ELECTRIC VEHICLE INITIATIVES

Christchurch is now home to New Zealand’s first battery electric car sharing scheme. Christchurch City Council initiated, researched and developed the scheme and went to market to recruit a service provider. The Yoogo Share service was launched in February 2018 for businesses and for the public and has 75 vehicles operating at hubs across the city. In 2017 Christchurch was presented with the inaugural EVworld NZ “Most EV Friendly Town of the Year” award due to the range of electric vehicle related initiatives being implemented. Kevin will discuss a range of Christchurch developments including the roll-out of electric vehicle charging infrastructure, and related charging signage and battery electric vehicle initiatives.

12.15PM PETER BETTESS, EXECUTIVE DIRECTOR, NETWORK PLANNING, TRANSPORT FOR VICTORIATHE INTEGRATION OF MOVEMENT AND PLACE: NEXT STEPS

Movement and Place thinking is an evolution of SmartRoads. It provides transport and planning authorities with a common language to talk about transport link planning with all levels of government and the Victorian community. This way of thinking helps to balance and prioritise the movement and place functions of roads and streets. It recognises councils’ knowledge and experience in planning and managing local transport networks and places for their local communities. Peter will broadly cover the following aspects:• an overview of the Movement and Place Framework and its evolution from SmartRoads• how movement and place fits into transport network integration and planning.

Freight has emerged in the last five years to become a key area of focus for local government in terms of increased responsibility, the need for greater collaboration with State and Federal Governments and the prospect of increased funding opportunities.

2.10PM TIM HELDT, CHIEF TECHNOLOGY LEADER, FUTURE TRANSPORT INFRASTRUCTURE, ARRBIS IT TIME FOR A FRESH LOOK AT BRIDGES?

The structures team at the Australian Road Research Board is on a mission to change the way transport infrastructure assets are managed. Their priority for the next few years will centre on bringing the disciplines of structural engineering and asset management together for a better outcome. Currently many councils cannot afford assessments to review load limits, so Tim will discuss future strategies.

2.45PM MICHAEL KENNEDY OAM, PROFESSOR OF PRACTICE, MONASH INSTITUTE OF TRANSPORT STUDIES, MONASH UNIVERSITYA PERSONAL JOURNEY IN LOCAL GOVERNMENT INFRASTRUCTURE MANAGEMENT

Michael has worked with engineers on infrastructure projects in shipping and transport, in public transport, in manufacturing, and for the 23 years that he was a local government CEO, where he successfully outsourced contract management of the entire local road network, and implemented award winning road safety strategies. His involvement with infrastructure continues at Monash University, where he is a professor of practice in the Department of Civil Engineering.

3.40PM CAROLINE CARVALHO, COORDINATOR STORMWATER, KNOX CITY COUNCILSTORMWATER SUSTAINABILITY: A GROWING LG CHALLENGE

Stormwater management is rapidly emerging as a major challenge for local government and Knox is one of the few councils to have a stormwater management unit. This has led to a range of initiatives including:• R&D with the CRC for Water Sensitive Cities and the sewer technology being used to deal with

illegal stormwater discharges• flood mapping and modelling of Knox over last five years and plans for the next 50 years• modelling climate change scenarios and the increased summer storm intensity, adding a three-

year frequency of pipes surcharging and not five years as designed• the design and installation of stormwater treatment wetlands back into the city area (eight

completed in last five years)• integrated harvesting schemes for public space irrigation and flood mitigation• a pilot with South East Water on retrofitting talking tank technology to private land areas where

cost or physical space for drainage upgrades is impossible in a heavily flood-affected area.

4.10PM SIMONE SPYKERS, GIS OFFICER AND CHIEF DRONE PILOT, EAST GIPPSLAND SHIRE COUNCILUSING DRONES TO ADVANTAGE IN PLANNING AND ASSET MANAGEMENT

East Gippsland Shire Council is the second largest council in Victoria. This is a geographical challenge within itself and requires thinking outside the box. The council is striving for the most cost-effective, low risk and efficient way to complete tasks for asset management without sacrificing quality. Drones (RPAs) have increased the efficiency of council’s corporate and operational activity across the municipality, particularly where physical access by officers to a specific location is restricted by factors such as distance, danger or difficult terrain.

4.40PM GRAHAM HENDERSON, BUSINESS DEVELOPMENT MANAGER - TRANSPORT AND INFRASTRUCTURE, DOWNER GROUPTHE NEW IMPERATIVE: USING RECYCLED MATERIALS IN PAVEMENT CONSTRUCTION

Downer is one of the Australian leaders in the utilisation of recycled blended products in pavement construction. Plastic bags, packaging and glass are just some of the recycled materials Downer have repurposed to create asphalt. Graham will discuss the need for all councils to join the effort to increase the use of these materials in a cost-effective manner.

GOVERNMENT VICTORIA (LGV), DEPARTMENT OF ENVIRONMENT, LAND, WATER AND PLANNING (DELWP)ASSET MANAGEMENT PRACTICES THAT COMPLY WITH THE NEW DISASTER RECOVERY FUNDING

Dan Harper will discuss what councils should consider as part of their asset management practices to be able to comply with the new disaster recovery funding arrangements. VAGO audited a number of councils recently and determined that none of them were in a position to comply with the new requirements.

9.20AM MAJID SARVI, PROFESSOR IN TRANSPORT FOR SMART CITIES, AND PROGRAM DIRECTOR OF ‘TRANSPORT TECHNOLOGIES’, UNIVERSITY OF MELBOURNEPLANNING AND PREPARING FOR A DIFFERENT FUTURE IN MOBILITY

Majid Sarvi is the chair in Transport Engineering and the Professor in Transport for Smart Cities at the University of Melbourne. He is the founder and director of the AIMES (Australian Integrated Multimodal EcoSystem). AIMES is the world’s first urban testing ecosystem for implementing and testing of emerging connected transport technologies at large scale and in complex urban environment which involves 37 partners from government and leading Australian and global industry partners. His vision is to make the whole transport system connected and integrated, and act as one system in a multi-modal way.

9.55AM GRAEME MARTIN, GENERAL MANAGER OPERATIONS, SPATIAL VISIONWHAT CAN WE DO WITH LOCAL ROAD DATA?

Spatial Vision has been coordinating a review of Victoria’s road data for the Department of Environment, Land, Water and Planning and the Victorian Grants Commission. The review has assessed the current road data collection processes of councils and is now developing a strategic direction for more effective collaboration into the future. This work has strong links to future road funding outcomes.

The council has an Integrated Planning and Reporting Framework in place to ensure the organisation operates efficiently and is able to meet the immediate and future needs of the community. It also helps council to manage its finances more effectively, allowing them to anticipate future initiatives. The Community Strategic Plan guides the future direction of Lake Macquarie City for the next 10 years, and shares the vision and aspirations for the future of Lake Macquarie and sets out the community’s long-term plan. The plan was developed in collaboration with the community and maps out the strategies and actions the council will take to achieve the community’s long-term vision for the City.

11.45AM ZAC CVITKOVIC, ASSOCIATE DIRECTOR – URBAN DESIGN, AECOM AUSTRALIA PTY LTDSMART URBAN MOBILITY: DELIVERING PRECINCTS FOR FUTURE MOBILITY

There is a lot of talk about smart urban mobility but what does it mean? How is active transport integrated into the framework? How can local government best be involved? AECOM will discuss these key issues and use case studies to bring them to life.

12.20PM NEELS KLOPPERS, MANAGER WATER SERVICES, GLADSTONE REGIONAL COUNCIL (QLD)INNOVATIVE WASTE WATER MANAGEMENT

The award winning Gladstone Regional Council’s innovative CCTV data management and processing project features an online cloud based portal to record up-to-date survey information and analyse it against the 10 years of historical data on hand. This enables Water Services officers to access footage showing the condition of pipes, historical data, engineering reports and videos to accurately develop annual and long-term capital and remedial plans for the piped sewer assets, as well as justify budget allocations. The program has turned existing data into a vital tool for long-term piped sewer asset management. It also helps prepare a long-term financial plan by applying the data and informing council which sewer mains need to be upgraded or repaired and when, as well as the providing an estimated cost, ensuring cost savings and improved efficiency in the process.

Warrnambool City Council’s smart parking system won the 2018 Australian Parking Industry Award. The system offers a suite of smarter parking solutions which include pay-by-phone, pay-by-app, pay-by-web, vPermits (virtual permits) in conjunction with pay-by-plate meters. Residents and visitors now have access to a smarter parking system that provides ticketless parking and the ability to stop the clock and pay only for the time you use. The new solution is more convenient because people can simply tap in their details and continue on their way. The app offers even greater convenience because you don’t have to use the parking meter at all. Warrnambool City Council has moved towards a holistic integrated solution and is leading the charge into the Smarter City global trend.

2.20PM DOMINIC DIMARTINO, ASSET AND PROPERTY SERVICES MANAGER, BRIMBANK CITY COUNCILSMART COUNCIL PROJECTS AND COMMUNITY BENEFIT

Dominic Di Martino is the Asset and Property Manager for the City of Brimbank. He is a passionate advocate for the promotion of the use of smart technology and innovation as a way to modernise the way government engages with, and serves, its communities – an approach that is now more critical than ever in a global economy that affects everyone. Having worked as an engineering and infrastructure consultant in the private sector before joining local government in 2005, Dominic has seen how an organisation’s creativity, curiosity for the unknown, and a sense of adventure, can be the one catalyst that can initiate and sustain transformational change.
