Chris ChalkGlobal Aviation Sector Leader, Mott MacDonald

Mr. Chalk has over 30 years of international consultancy experience, including over 20 years in the Aviation Industry. He has developed Mott MacDonald’s aviation practice into a full-service offering from demand forecasting and business planning through to detail design and program management. With a track record in over 90 countries he and his team are well versed in the opportunities and challenges of working around the world. Chris’ own experience has included larger airports such as Heathrow, Hong Kong, Delhi, Istanbul, Manchester and Cape Town as well as smaller airports such as Quito, Kilimanjaro. He has specialized skills in airport project finance and has been involved in over $15 billion of aviation PPP.

Christina Cassotis CEO, Allegheny County Airport Authority

Ms. Cassotis has been CEO of the Allegheny County Airport Authority, which operates Pittsburgh International Airport and Allegheny County Airport, since January 2015. During that time, Pittsburgh International Airport has experienced an 80 percent increase in nonstop flights and three straight years of passenger traffic growth. The airport was named Air Transport World’s 2017 Airport of the Year and Regional Airport of the Year by the CAPA Centre for Aviation. For her role in leading the airport’s dramatic turnaround, along with a recently unveiled $1.1 billion Terminal Modernization Program, Ms. Cassotis received the 2017 Excellence in Visionary Leadership Award from Airports Council International – North America, and was named the 2017 Director of the Year for medium size airports by Airport Revenue News. Ms. Cassotis began her career in commercial aviation working for the Massachusetts Port Authority which operates Boston Logan International Airport. She went on to serve as Managing Officer for Airport Services for ICF-SH&E, leading a global team of aviation consultants.

David FullEnvironmental Planning Service Group Leader, RS&H

Dave Full serves as RS&H’s Environmental Planning Service Group Leader for aviation-related projects. He is responsible for the completion of environmental review and analyses and has prepared hundreds of federal NEPA documents (CATEXes, EAs, and EISs), Part 150 Studies, and state-level environmental review documentation. His work has been at airports of all sizes, from large-hub commercial service airports to small general aviation facilities.

Elliott BlackDirector of Airport Policy, Federal Aviation Administration (FAA)

Elliott Black has been active in the aviation industry for nearly 30 years, with nearly half of that time in the FAA. He is now in his tenth year at Washington Headquarters. He initially served as the Deputy Director of the Office of Airport Planning and Programming, and became Director in April 2014.

In December 2018, he became the Director of Airport Policy, a newly-created executive position working closely with all three of the Directorates in the Office of Airports, with a particular focus on cross-cutting policy issues as well as implementation of the various airport-related provisions in the FAA’s 2018 reauthorization legislation. Prior to his appointment to FAA Headquarters in 2010, Mr. Black worked for more than five years in the FAA’s Great Lakes Region as Manager of the Planning and Programming Branch.

He has formal training in architecture, planning and policy, and has held positions at Boston Logan and Chicago O’Hare, as well as experience as a consultant in airport planning, environmental processing, financial planning and capital program implementation, in such diverse locations as Boston, Chicago, Los Angeles, San Diego, Anchorage and Toronto.

He has played key roles in airport planning, complex capital and O&M budget planning, financial feasibility studies, airline negotiations, airport operational matters, community relations, airport bond financing, and procurement for large-scale professional services and construction contracts.

Graham BoltonGlobal Aviation Practice Leader, Mott MacDonald

Graham is the Vice-Chair of the British Aviation Group and Global Aviation Practice Leader at Mott MacDonald. He is a Chartered Mechanical Engineer with a Masters in Industrial Engineering from the University of Cambridge. Graham has nearly 30 years’ consultancy experience in the aviation sector – covering all stages of the project development cycle from initial business planning to commissioning and operational readiness. His experience includes work at over 40 airports worldwide, from small regional developments to global hubs, and including projects across Europe, North America, Middle East, East Asia and Australasia. These have included strategic planning and development studies at major global hubs such as Hong Kong, London Heathrow, Dubai and the new Istanbul Airport.

Elizabeth LeavittDirector of Aviation Planning, Port of Seattle

Leavitt has worked at the Port of Seattle for more than 26 years, serving as the Director of Aviation Planning and Environmental Programs for the last seven years. Leavitt is a dedicated environmental advocate whose business acumen and leadership skills have helped the Port of Seattle keep balance of its triple bottom line of environmental, financial and social goals.

As the Senior Director of Environment and Sustainability, Leavitt is responsible for the Port-wide Environment and Sustainability Center of Expertise (COE). This COE is a consolidation of the Aviation, Maritime, and Economic Development divisions’ environmental, sustainability and planning functions.

Katherine Preston, ENV SPPrincipal Consultant, HMMH Katherine joined HMMH in early 2017, and is a part of HMMH’s remote staff near Tallahassee, FL. She has been in the aviation industry for many years, most recently with the Airports Council International – North America. While at ACI-NA, Katherine managed the association’s federal regulatory affairs and advocacy on a range of environmental policy issues including air quality, NEPA, water quality, waste management, noise and sustainability. She served as the committee secretary for the Environmental Affairs Committee and eight technical working groups, comprised of hundreds of members from both the public and private sector. Katherine also serves on the FAA’s Research, Engineering & Development Advisory Committee’s Environment and Energy subcommittee, and has participated as a panelist on a wide range of ACRP research projects.

Katherine has experience working for other aviation industry stakeholders as well. Prior to ACI-NA, she was a government affairs specialist for environmental and commercial aviation policy at The Boeing Company, and managed Congressional affairs for the International Air Transport Association.

Katherine holds an M.S. in Environmental Sciences and Policy from Johns Hopkins University, and a B.A. in Political Science from the University of Florida.

Karl LyndonProject Principal, Partner, Buroh Happold

Karl joined BuroHappold in 2013, bringing with him over a decade of experience in the aviation sector. He is a leading specialist in airport MEP systems, with a particular interest in low energy design and using BIM to improve the whole building lifecycle.

With a calm leadership style that encourages collaboration, Karl is able to create a cohesive team and build the strong relationships with both architects and clients required to deliver large and complex projects. Coupled with his interdisciplinary knowledge, this skill has earned Karl a well-deserved reputation for efficient delivery of effective engineering solutions.

Karl is currently lending his expertise to the development of Olaya Metro Station in Riyadh. On this project, BuroHappold Engineering is working closely with the architect to develop integrat-ed systems that will deliver a station that not only provides an exceptional passenger experience, but also creates much needed green space in the Saudi capital.

John TrupianoPrincipal, Aviation, Corgan

John Trupiano joined Corgan in 1998 after graduating from the University of Kansas with a Bachelor of Architecture degree. John understands the challenges and intricacies of the operations based solutions important to airlines and operators, while maintaining design excellence important to a successful passenger experience.

Khaled NajaExecutive Vice President, Dallas Fort Worth International Airport

Khaled Naja serves as Executive Vice President for the Infrastructure & DevelopmentDivision of Dallas Fort Worth International Airport. He oversees the Design, Code &Construction, Commercial Development, Energy, Transportation & Asset Managementand Planning departments. His responsibilities include directing all aspects of development at DFW, including master planning, engineering, a $3 billion capital improvementprogram, construction work, and commercial real estate development. More specifically,Mr. Naja provides key leadership support to help guide the overall strategic planning ofthe Airport; the development, acquisition, leasing, and commercial property management of the Airport’s property and facilities; and the design and construction of facilitiesin fulfillment of the Airport Master Plan.

Kristi McKenney was appointed as the Assistant Director of Aviation in March 2014. As the Assistant Director, Ms. McKenney is the primary executive responsible for the day to day operation and management of Oakland International Airport (OAK).

Prior to her role as Assistant Director of Aviation, Ms. McKenney was the Port’s Aviation Planning and Development Manager leading OAK’s Capital Program, in which she managed and coordinated the planning, stakeholder engagement, design, financing and implementation of over $600 million in major OAK projects, including participation in issuance of revenue bonds. Ms. McKenney previously served as a consultant to airport management working on major airport projects across the United States.

Ms. McKenney holds a Master of Science degree in Civil Engineering (Transportation) from the University of California, Berkeley and a Bachelor of Science degree in Aeronautical Operations (Business minor) from San Jose State University. She serves as Chair of Airports Council International World Environment Committee, serves on Transportation Research Board Committees; and is a selected panelist on the Airport Cooperative Research Program.

Mary Ellen EaganCEO, HMMH

Mary Ellen Eagan’s career is focused on the environmental impacts of aviation, particularly noise. She brings more than 30 years of innovative technical analyses, effective stakeholder communications, and leadership in research and policy-making to her work. Ms. Eagan holds leadership positions in several organizations: she is past chair of TRB’s Aviation Group and its Committee on the Environmental Impacts of Aviation; she was the 2018 Board Chair of the Airport Consultants Council; she co-chairs the ACI-NA Environmental Committee’s Noise Working Group, and is a member of ACI’s NextGen Working Group and the World Environment Standing Committee.

Matthew ButtersDirector, Pascall+Watson

Matthew is Pascall+Watson’s Aviation Director and is Deputy Chair of the British Aviation Group’s Airport Consultants Council with over 25 years’ professional experience, he has led multidisciplinary design teams on numerous major transportation infrastructure projects.

He has been involved in some of the UK’s most prestigious and time critical aviation schemes and has worked extensively across Europe, the Middle East, Africa, Asia and the US.

Matthew regularly speaks at international conferences and industry forums as a subject expert.

Melissa Solberg, LEED APTampa Internatonal AirportMelissa is responsible for the comprehensive vision and strategy for Tampa International Airport’s sustainability program promoting a culture of social, environmental and economic viability throughout the airport and surrounding community. Melissa serves as the organizational champion integrating sustainability, wellness and innovative practices through the continued development, evolution and execution of TPA’s Sustainable Management Plan.

Nancy YoungVice President, Environmental Affairs, Airlines for America

Nancy N. Young is the Vice President of Environmental Affairs at Airlines for America® (A4A). An environmental attorney, Ms. Young directs the A4A environmental sustainability programs. She serves on the Steering Group of the Commercial Aviation Alternative Fuels Initiative® (CAAFI) and the Air Transport Action Group board.

From 2015 through 2016, Ms. Young served on the United Nations Secretary-General’s High-Level Advisory Group for Sustainable Transport. Previously a principal at the law firm of Beveridge and Diamond, P.C., Ms. Young holds a BA from The College of William & Mary and a JD cum laude from Harvard Law School.

Paul ShankChief Engineer, Maryland Aviation AdminsitrationMr. Shank has served as the Chief Engineer at the Maryland Aviation Administration (MAA), Maryland Department of Transportation (MDOT) for over a decade. During that time he has led the planning, design and construction of the billion dollar capital improvement and systems preservation program at Baltimore/Washington International Thurgood Marshall Airport and Martin State Airport. He oversees MAA’s Office of Engineering and Construction, Office of Planning, Office of Environmental Services, and Office of Real Estate and Noise Abatement.

Mr. Shank has over 40 years of experience in airport development and associated transportation, commercial and institutional development. His accomplishments are mea-sured in the billions of dollars of projects completed throughout the United States and over-seas.

He is a Professional Engineer and a Certified Member of the American Association of Airport Executives. He was the recipient of the 2015 AASHTO President’s Transportation Award for Aviation and in 2016 received the Federal Aviation Administration’s Henry “O” Award. Mr. Shank is a commercial pilot, flight instructor and aircraft owner. Aviation is his passion.

Palmina is the Managing Director of Real Estate & Facilities for American Airlines, Corporate Real Estate division and is responsible for managing major airport capital improvement projects in Dallas, the Northeast and Central Regions of the U.S. She is an accomplished leader with over 15 years’ experience in design, construction, construction management, and program management for both private and public sectors of the aviation and construction industries. Ms. Whelan’s dedication to construction and the build environment is evident in her involvement with distinct industry associations.

Robert Ramsey is the Senior Vice President and Chief Operating Officer with the Metropolitan Nashville Airport Authority (MNAA). He currently oversees the Development & Engineering, Maintenance, Operations, Public Safety, and Strategic Planning & Sustainability departments. He joined MNAA in September 2003 and has been involved with numerous improvements at the Nashville International and John C. Tune airports, including the $1.2B BNA Vision which includes a lobby renovation, terminal expansion, new D Concourse and additional parking garages. Prior to joining MNAA, he was with Atriax - Architects and Engineers, Corning Cable Systems, and with the US Air Force. He holds a Bachelor of Science degree in Electrical Engineering from the Virginia Military Institute and a Master of Science degree in Engineering Management from the University of Missouri at Rolla.

Sheri Ernico has 30 years of experience in airport financial and economic analysis, including strategic financial planning, capital program development, financial feasibility studies for more than $6 billion in airport revenue bonds, rates and charges analyses, passenger facility charge and grant programs, and privatization assessments. Sheri previously held the position of Finance Director for San Francisco International Airport.

Stephanie PotterSenior Director of Sustainability, U.S. Chamber of CommerceStephanie Potter recently joined the US Chamber of Commerce Foundation’s Corporate Citizenship Center as the Senior Director of Sustainability and Circular Economy Program. Before joining the US Chamber of Commerce Foundation, Stephanie served as Vice President of Sustainable Business Development at Rabobank where she oversaw the North American sustainability strategy. Steve SisnerosManaging Director, Airport Affairs, Southwest Airlines

Steve began his career at Southwest Airlines as an analyst in Revenue Management & Pricing—an exciting place to learn about the competitive makeup of the airline industry. After nearly two years, Steve was given an opportunity in Marketing, as the Area Marketing Manager for Southwest’s first New England destination, Providence. In 1998, Steve became the District Marketing Manager for the Mid-Atlantic/New England area based in Baltimore/Washington, where he led local Marketing teams as Southwest expanded its route map across the North-east. In 2003, Steve joined the Airport Affairs team as a Regional Leader. Over the next eight years, Steve was directly responsible for Southwest’s airport relationships throughout the Northeast. In 2011, he transitioned to a Leadership role as Director of Airport Affairs, which led to Senior Director in 2017 and Managing Director in 2018.

Steve received a Bachelor of Science in Aviation Science from Parks College of Saint Louis University and a Master of Business Administration from Saint Louis University. Steve is also a Licensed Commercial Pilot and Certified Flight Instructor.

Steve lives in Dallas with his wife Nicole, daughter Charlotte, and dogs Bow and Dodger.

T.J. SchulzPresident, Airport Consultants Council

T.J. Schulz is the President of the Airport Consultants Council (ACC), the global trade association that represents private sector companies involved in the development and operations of airports and related facilities. His duties include routinely interfacing with aviation-related government agencies, including the Federal Aviation Administration (FAA), the Transportation Security Administration (TSA), and the U.S. Congress concerning high-priority technical, regulatory and legislative issues.

Mr. Schulz has 20+ years’ experience in transportation. Prior to his tenure at ACC he worked for the American Council of Engineering Companies (ACEC) and the American Association of State Highway and Transportation Officials (AASHTO). Mr. Schulz monitored and secured legislative language through the legislative process by working with Congressional committees and grassroots efforts.

Tim MorrisonAviation Director, WSP

Tim has over 15 years experience in the successful design and construction of all manner of projects found at both newly planned and existing expanding airports in the UK and overseas. He also brings over 25years experience in complex Buildings and Infrastructure development. Tim leads the UK aviation team which includes; airport planners, engineers, environmentalists and project & design management experts. The team are involved right across the UK from Cornwall to the Scottish Islands and everywhere in between!
