EVALUATING THE QUALITY AND ACCESSIBILITY OF PUBLIC BEACHES 9:00AM-2:00PMDISCUSSION & PRESENTATIONS 10:00AM-NOONConference Room A, Conference CenterFaculty Mentor: Jocelyn EvansKugelman Honors ProgramIn our geographic region, territorial disputes are common because of competing claims of ownership over beachfront access. Landowners claim to hold exclusive rights to beach access on their property. Other residents claim public ownership of the beach as a natural resource. This debate raises questions concerning the geographic boundaries of the “beach.” Where does the beach begin? Why does it begin there? Who says? What are their interests in defining it in such a way? The state of Florida recently passed a law limiting access to public beaches. However, there is currently a moratorium on its enforcement. This project involves firsthand observation of a sample of Gulf Coast beaches in Escambia, Santa Rosa, and Okaloosa Counties. Students will use a modified index developed by Dr. Vikas Mehta, professor of urban design, to evaluate beach access and quality. Students will use paper sketch maps to capture perceptions of spatial access and note features shaping space utilization (e.g. signs and fencing). The resulting data will demonstrate the utility of public space measures to systematically evaluating public beach access and quality. And students will engage in performative and installation art to capture the meaning and significance of this territorial contestation along Florida’s coast.
